국가연구개발사업의 질적 효율성 분석에 관한 사례연구: 농림축산 분야를 중심으로 (A Case Study on Qualitative Efficiency of National R&D Projects: Focused on Agricultural Research Area)

  • In order to examine the ways to improve the efficiency of R&D investment, this paper presents analysis on both quantitative and qualitative efficiency of R&D projects. As Korea's R&D investment has significantly increased in recent years, the efficiency of R&D investment has attracted attention. In this paper, a Data Envelopment Analysis(DEA) method is used to construct models for quantitative efficiency and qualitative efficiency analysis. Based on a cases of agricultural R&D projects of Korea, the efficiency of national R&D projects were analyzed and their quantitative and qualitative efficiencies are compared. As a result, statistically significant difference between quantitative and qualitative efficiency was found. Also, characteristics of Decision Making Units(DMUs) which can influence both quantitative and qualitative efficiency were identified. In particular, the stage of a R&D project has significant impact on R&D efficiency. This study suggests that in order to enhance R&D efficiency both quantitative and qualitative nature of outputs should be considered when measuring R&D efficiency.

  • Evaluating the results of National Nuclear R&D projects has critical importance in nuclear management aspect. This paper uses multi-attribute utility theory as a basis for obtaining a value Index to assess the results of nuclear R&D projects and applies the theory to a specific Korean case study. To structure and quantify basic values for the . evaluation, we elicited important attributes, then refined and structured them into a hierarchy. A multi-attribute index is constructed as a multi-attribute utility function, based on value judgments provided by a group of technical experts, policy makers, and decision-makers. The implications of the results are also discussed. We found that the work and results can provide valuable insights for assessment of nuclear R&D consequences.

  • 최근 국가 R&D에 투입되는 예산이 증가하고 있음에도 불구하고 국가 또는 산업 전반에 큰 파급력을 가지는 괄목할만한 성과의 창출은 이루어지지 않고 있다. 그 이유 중 하나는 국가 R&D 프로젝트의 계획단계가 효과적으로 이루어지고 있지 않기 때문이다. 따라서 본 연구에서는 국가 대규모 R&D 사업단의 사례 연구, 해외 국가 R&D 관리 동향과 주요 R&D 관리 기법들에 대한 분석을 통해 국가 R&D 기획을 강화시키기 위한 제언을 제시하였다. 본 연구 결과는 국가 R&D 계획 체계를 개선하는 데 있어 중요한 정책적 시사점을 제공할 것으로 기대된다.

글로벌스탠다드기반의 국가연구개발사업 평가프로세스 (An Advanced Evaluation Process for National R&D Projects based on Global Standards)

  • 지난 20여 년간 국가연구개발사업은 사업 수나 투자규모 면에서 지속적으로 증가하였고, 사업의 성공률을 제고하기 위하여 연구개발 프로세스의 개선에 대한 노력을 지속적으로 추진해왔다. 그러나 종전의 국가과학기술위원회에서 시행하던 국가연구개발사업의 연구개발 프로세스 및 평가 프로세스에 대하여는 지속적인 개선 필요성이 지적되어 왔다. 본 연구는 글로벌스탠다드(ISO/IEC15288, ISO/IEC12207, ISO/IEC14598 등)에 기반하여 국가연구개발사업에 대한 평가프로세스 개선방안을 제안하였다. 국가연구개발사업의 평가프로세스는 평가준비, 평가요구식별, 평가명세, 평가설계, 평가실시, 평가보고로 구분하여 구성하였다. 또한 평가프로세스는 시스템수명주기의 산출물을 중심으로 조직화하였다. 본 연구의 결과가 국가연구개발사업의 평가프로세스 개선에 기여할 것을 기대한다.

문화기술(CT) 분야 국가연구과제 특성에 따른 R&D 효율성 분석 (Analysis of R&D Efficiency according to the Characteristics of National Research Projects in Culture Technology Sector)

  • 문화기술은 메타버스와 같이 타 산업과의 융·복합화를 통해 새로운 가치 창출에 기여하고 있다. 정부도 문화콘텐츠산업의 경쟁력 확보를 위해 해당 분야의 연구개발에 적극적으로 투자하고 있다. 이에 본 연구에서는 국가연구개발 과제 중 문화기술의 R&D 효율성을 과제 특성별로 비교 분석하였다. 이를 위해 2016-2019년에 수행된 968개 국가연구개발 과제를 대상으로 자료포락분석과 비모수 검정을 하였다. 분석 결과 기술 분류별로는 문화유산, 문화콘텐츠, 생활문화 순으로 R&D 효율성이 높았다. 연구수행 주체별로는 대학, 민간기업, 공공 연구기관 순으로 R&D 효율성이 높았다. 또한, 타 기관과 협력한 경우 협력하지 않은 경우보다 R&D 효율성이 낮았다. 지역별로는 서울 지역에서 수행된 과제가 타 지역의 과제보다 R&D 효율성이 높았다. 즉, 문화기술분야의 국가연구개발 과제 특성에 따라 R&D 효율성 차이가 존재함을 확인하였다. 이는 문화기술에 대한 국가연구개발 과제를 기획할 때 이러한 특성을 고려하여 전략적으로 추진해야 함을 시사한다.

국가연구개발사업 질적 효율성의 동태적 분석 (Dynamic Analysis of National R&D Projects' Qualitative Efficiency)

  • Korea's R&D investment has significantly increased in recent years. However, the efficiency of R&D investment is still in question. In order to examine the ways to improve the efficiency of R&D investment, this paper presents dynamic analysis on both quantitative and qualitative efficiency of R&D projects. A Data Envelopment Analysis(DEA)/Window method is used to analyze static and dynamic efficiencies of Industrial Material R&D projects in Korea from 2012 to 2016. As a result, statistically significant differences between quantitative and qualitative efficiency have been found. It has been observed that characteristics of Decision Making Units(DMUs) have an impact on both static and dynamic efficiencies. In particular, textile and ceramic projects showed relatively stable qualitative efficiency for a short-term perspective, while steel and chemical projects showed such stability for a long-term perspective. Among the types of project principals, universities showed relatively stable efficiency, compared with private sectors and research institutes. The results of this paper can be used as a guideline to manage the performance and stability of R&D projects' efficiency.

국방핵심기술 연구개발과제의 선정평가 개선 연구 (The Improvement on Proposal Evaluation System of National Defense Core Technology R&D Projects)

  • The striking characteristic of the contemporary global security environment is that the nature of threats has become diverse and complex. For example, transnational and non-military threats including terrorism and proliferation of weapon of mass destruction has increased. In this security environment, Advanced countries funnel their investments for defense budgets into the assurance of key force capability and R&D of cutting-edge core technologies, in consideration of future battlefield environments so as to get an edge on not only defense science and technology but also intelligence capabilities. As shown by past practices of the korea's defense acquisition, the ministry of national defense has tried to enhance its force capabilities in the short-term by purchasing foreign weapon systems rather than by investing in domestic R&D. Accordingly, the technological gaps between the korea and advanced countries were widened due to both insufficient investment in development of domestic technologies and avoidance of technological transfer by advanced countries. Thus, for the effective execution of the R&D budget and the successful performance of the projects, the importance of selection, management and evaluation of the R&D projects is emphasized. So, The objective of this study is that the analysis of the proposal-selection evaluation system for the realization of the successful defense core technology R&D projects. This study focused on the improvement of the proposal-selection evaluation model which can be applicable to the national defense core R&D projects. Using the improved proposal-selection evaluation system, we propose a model to enhance the reliability of the national defense core technology R&D project evaluation system.

국가 연구개발(R&D) 과제 데이터 기반 동적 융합지표에 관한 연구: 생명·보건의료 분야를 중심으로 (Nationally-Funded R&D Projects Data Based Dynamic Convergence Index Development: Focused On Life Science & Public Health Area)

  • The aim of this study is to provide the dynamic convergence index that reflected the inherent characteristics of the convergence phenomenon and utilized the nationally-funded R&D projects data, thereby suggesting useful information about the direction of the national convergence R&D strategy. The dynamic convergence index that we suggested was made of two indicators: persistency and diversity. From a time-series perspective, the persistency index, which measures the degree of continuous convergence of multidisciplinary nationally-funded R&D projects, and the diversity index, which measures the degree of binding with heterogeneous research areas. We conducted the empirical experiment with 151,248 convergence R&D projects during the 2015~2021 time period. The results showed that convergence R&D projects in both public health and life sciences appeared the highest degree of persistency. It was presumed that the degree of persistency has increased again due to the COVID-19 pandemic. Meanwhile, the degree of diversity has risen with combining with disciplinary such as materials, chemical engineering, and brain science areas to solve social problems including mental health, depression, and aging. This study not only provides implications for improving the concept and definition of dynamic convergence in terms of persistency and diversity for national convergence R&D strategy but also presented dynamic convergence index and analysis methods that can be practically applied for directing public R&D programs.

SMART3를 이용한 국가연구개발사업 기술가치평가: K연구단 사례 연구 (Technology Valuation of National R&D Project used SMART3)

  • 본 연구는 국가연구개발사업의 확대와 더불어 국토교통연구개발사업의 K 연구단의 사례를 분석하여 기술 가치에 대한 평가를 하였다. 기술 가치에 대한 평가는 기술적 측면을 가장 잘 보여주는 K 연구단이 등록한 특허를 대상으로 SMART3를 이용하여 분석하였다. 분석결과 K 연구단의 기술 가치는 국토교통연구개발사업의 평균과 비슷한 수준을 유지하고 있는 것으로 나타났다. 본 연구의 의의는 국가연구개발사업에 대한 원론적인 기술가치 평가에 대한 접근을 보다 구체화시켜 접근했다는데 있다. 국가연구개발사업의 본연의 목적을 달성하기 위한 객관적이고 다양한 평가 방법에 대한 연구가 더욱 많이 이루어지길 기대한다.

  • The national nuclear R&D projects have been implemented for the purpose of supply of nuclear power which was proved to be safety and stability. Evaluating the national nuclear R&D projects has critical importance in nu-clear energy management aspect. This paper employs multi-attribute utility analysis as a basis for obtaining an evaluation index to assess the national nuclear R&D projects using a specific case study of Korea. To structure and quantify basic values for the evaluation, we elicited important attributes, then refined and structured them into a hierarchy. A multi-attribute index is constructed as a multi-attribute utility function, based on value judgments provided by a group of technical experts, policy makers, and faculties. As a result, the objective of attainment of a proposed object is given the highest priority, followed by appropriateness of project and research strategy, utilization of research output, within attribute ranges defined for the attributes. We found that the work and results of this study can provide valuable insights and decision opportunities for virtually all major decision making in evaluation of the national nuclear R&D projects in Korea.
