국가과학기술지식정보서비스의 경제적 파급효과에 관한 연구 : 산업연관분석을 중심으로 (An Economic Ripple Effect Analysis of National Science & Technology Information Service : Focusing An Input-Output Analysis)

  • 문재인정부 들어 제4차 산업혁명의 키워드가 부각되며서 정부의 국가 연구개발예산에 대한 효율성이 주목받기 시작하여 국가과학기술지식정보서비스는 그 역할이 강조되고 있다. 국가과학기술지식정보서비스는 성과, 과제, 연구시설장비, 인력, 사업 등 국가연구개발사업에 대한 정보를 세계 최초로 한곳에서 서비스하는 국가 R&D 정보 지식포털이다. 국가과학기술지식정보서비스는 지난 2005년부터 주관기관으로 한국과학기술정보연구원이 선정되면서부터 서비스를 시작하게 되어 10년 이상 서비스를 지속하고 있다. 이에 본 논문에서는 지난 13년동안 국가과학기술지식정보서비스의 경제적 파급효과를 분석하기 위해 한국은행의 투입 산출표인 산업연관표에 의거하여 산업연관분석을 실시하여, 이론적 차원에서 생산유발효과, 부가가치유발효과, 취업자유발효과와 전방 후방 연쇄효과를 분석한다. 국가과학기술지식정보서비스에 대한 정부의 R&D예산(1,214억원, 2006~2018년)을 투입계수로 설정했을 때, 전문가의 의견을 반영한 생산유발효과는 2,113억원, 부가가치유발효과는 1,008억원, 취업자유발효과는 10억원당 1,822명으로 분석되었다.

  • 본 연구는 TDX 및 CDMA 등 과거 기술추격기(Catching-up)에 이루어졌던 국가연구개발사업 성공사례와 탈추격기(Post Catching-up)에 이루어진 FTTH 기술개발 사례를 비교 분석한다. 이를 통해, 추격기에서의 국가연구개발사업 성공모델이 탈추격기 상황에서 왜 효과적으로 작동하지 않은가를 규명하고 탈추격기에서 국가연구개발사업의 성공을 위한 정책적 개선방안을 제시한다. 탈추격기의 FTTH 기술개발 사례를 추격기의 TDX 및 CDMA 사례들과 비교하면, 탈추격기에는 1) 기술적 불확실성이 높고 기술표준을 설정하기 어려우며, 2) 정부 주도의 연구개발과 시장창출이 용이하지 않고, 3) 연구개발 컨소시엄 참여자들의 비전 공유가 어렵고, 그리고 4) 마케팅 능력이 취약한 중소 벤처기업들에 의해 상용화가 이루어진 점 등에서 차이가 있다. 이러한 탈추격기 국가연구개발사업의 성공을 위한 정부의 역할과 국가 차원의 기술개발 전략을 논의한다.

연속적 이항 로지스틱 회귀모형을 이용한 R&D 투입 및 성과 관계에 대한 실증분석 (Empirical Analysis on the Relationship between R&D Inputs and Performance Using Successive Binary Logistic Regression Models)

  • The present study analyzes the relationship between research and development (R&D) inputs and performance of a national technology innovation R&D program using successive binary Logistic regression models based on a typical R&D logic model. In particular, this study focuses on to answer the following three main questions; (1) "To what extent, do the R&D inputs have an effect on the performance creation?"; (2) "Is an obvious relationship verified between the immediate predecessor and its successor performance?"; and (3) "Is there a difference in the performance creation between R&D government subsidy recipient types and between R&D collaboration types?" Methodologically, binary Logistic regression models are established successively considering the "Success-Failure" binary data characteristic regarding the performance creation. An empirical analysis is presented analyzing the sample n = 2,178 R&D projects completed. This study's major findings are as follows. First, the R&D inputs have a statistically significant relationship only with the short-term, technical output, "Patent Registration." Second, strong dependencies are identified between the immediate predecessor and its successor performance. Third, the success probability of the performance creation is statistically significantly different between the R&D types aforementioned. Specifically, compared with "Large Company", "Small and Medium-Sized Enterprise (SMS)" shows a greater success probability of "Sales" and "New Employment." Meanwhile, "R&D Collaboration" achieves a larger success probability of "Patent Registration" and "Sales."

글로벌 연구개발 과제정보를 활용한 노화 관련 융합 R&D 영역 탐색 및 주요국 비교 분석에 관한 연구 (A Study on the Exploring of Convergence R&D Areas Related to Aging and Comparative Analysis by Major Countries using Global R&D Funding Project Data Information)

  • In the era of super-aged societies, research and development (R&D) projects related to aging are very important agenda for establishing the direction of future R&D planning and technological competitiveness in the country. In order to respond promptly to this agenda, it is essential to establish a national-level convergence R&D policy. In this study, we utilized the global R&D funding project data from major nations (US, Europe, Japan), and then standardized them with the same fields. To analyze the current status of global R&D related to aging, we performed cluster analysis based on the co-occurrence matrix to explore convergence R&D areas in the US, Europe, and Japan related to aging. In addition, comparative analysis by country suggested that different points on the interdisciplinary area and the convergence of aging-related R&D by each country. These results provide fundamental understandings for the status of convergence in aging-related global R&D, the current technology trends, and establish the direction and strategy of R&D policy.

국가 연구 개발 프로젝트 실시간 자금 관리 시스템 개발에 관한 연구 (Developing a Real-time Cashflow Management System for National R&D Management)

  • As science and technology infiltrates every aspects of modern society in terms of economic and social growth and development, funding for research and development (R&D) is growing rapidly. Republic of Korea is not an exception in this trend and the R&D funding in Korea has been grown about 10% every year, recently. However, as the scope and size of funding grows exponentially, need for monitoring and managing these R&D projects becoming more and more imminent. Though different types of project management systems were developed by a variety of agencies and departments and used in monitoring and managing, these systems were developed as standalone silo type systems. These systems are not connected to each other while the same researchers may involved in different projects across agencies and department. Also, these management systems are not linked to the banking systems in which real transactions of funding occurs, such as cost reimbursement and financial audit of each R&D accounts. Historically, a few fraud and malappropriation cases were found and indicted. However, as the number of these incidents grows along with the growth of R&D funding, a large scale integration/linking of project management systems and banking systems. Realizing the importance of systems integration among agencies as well as with the banking systems, situational requirements analyses were conducted concerning the current state of R&D management system. As a results, a Real-time Case Management System (RCMS) was proposed as a solution to current problems. In this paper, the collected systems requirements were documents with analyses of the situation, the architecture of the integrated systems with more user-friendly technological alternatives. This large scale linkage requires interface standardization as well as modularization of interfaces. Proposed systems architecture is introduced here with technical details of Jex Framework used,, followed by resulting technical and economic performance of the Realtime Cashflow Management System (RCMS).

  • The purpose of this paper is to publish IITA's R&D planning and selection procedures for review by outside panels and by industry. The paper illustrates the detailed procedure and criteria used at each phase of evaluation process to the results of National Survey for Information and Telecommunication Technology Needs. Total 293 project ideas come from industry, government-supported research institutes, and universities. Candidate projects are not evaluated on the basis of what technology is proposed, but on how sound the proposed idea is within that technology and on the potential economic impact. In addition, an industrial assessment of the project ideas was performed as part of an evaluation process. At a final stage, 90 projects are selected.

An Investigation on the Efficiency of Research Collaborations: Data Envelopment Analysis and Stochastic Frontier Analysis on Bio-technology R&D Projects

  • Collaborative research and development (R&D) has been encouraged based on the belief that knowledge spill-over is mutually beneficial for partners. Although the benefits are supported by science and technology policy research, the risk of R&D collaboration has not been extensively discussed. Two independent studies suggest that there are risks associated with the overuse of collaborative research frameworks. Two sets of R&D collaboration data were analyzed: between the national bio-technology research program and 1) Data Envelop Analysis (DEA), and 2) between Stochastic Frontier Analysis (SFA). In the case of SFA, output measures were integrated into a single output, with weights extracted from research programme managers' responses to the questionnaire. While the DEA result demonstrated the inefficiency of collaborative research, SFA did not. Unlike previous research highlighting risks associated with disclosing proprietary R&D and potential conflict of interest, our study indicates that the transaction's social cost affects collaborative research efficiency. Therefore, governments promoting R&D collaborations should be carefully managed, and policy makers must reconsider the strict conditions governing compulsory collaborative R&D programs.

국가 연구개발(R&D) 투자의 성과 측정 방법 연구 (A Study on the Performance Measurement Method for National Research and Development Projects)

  • 본 연구의 목적은 국가 연구개발(R&D) 성과측정지표의 개선안을 새로운 관점을 통해 제시하는 것이다. 정부는 R&D 패러다임을 기존의 추격형에서 선도형으로 전환하고자 하고 있다. 이에 기존 성과평가의 문제점을 살펴보고 기존 문헌 연구를 통해 국내외 연구기관 정부기관의 성과 평가안을 살펴보았다. 특히 국내외적으로 창조 혁신지표군을 참조하였고 국가혁신 및 R&D 생태계라는 개념에 주목하였다. 이론 체계로 D'Aveni의 혁신경쟁이론(Hypercompetition theory)을 차용하여 새로운 성과평가지표를 제시하였으며 국내 R&D 성과평가 전문가를 대상으로 AHP 분석을 수행하였다. 지표별 우선순위 결과 및 의미는 본문에서 상세히 밝히고 있다. 본 연구는 새로운 관점의 이론적 틀을 바탕으로 창조 혁신지표군을 참조하여 국가 R&D 성과지표군을 제안하였고 실증적 검증을 거쳐 지표별 우선순위를 제시했다는 점에서 이론적 그리고 실무적으로 공헌하고 있다.

연구개발 사업화 성과 평가 : DEA 기반 3단계 R&BD 성과 모형 (Performance Evaluation of R&D Commercialization : A DEA-Based Three-Stage Model of R&BD Performance)

  • This study proposes a three-stage model of R&BD performance which captures commercialization outcomes as well as conventional R&D performance. The model is composed of three factors : inputs (R&D budgets and researchers), outputs (patents and papers), and outcomes (technical fees, products sales, and cost savings). Three stages are defined for each transformation process between the three factors : efficiency stage from input to output (stage 1), effectiveness stage from output to outcome (stage 2), and productivity stage from input to outcome (stage 3). The performance of each stage is measured by data envelopment analysis (DEA). DEA is a non-parametric efficiency measurement technique that has widely been used in R&D performance measurement. We measure the performance of 171 projects of 6 public R&BD programs managed by Seoul Business Agency using the proposed three-stage model. In order to provide a balanced and holistic view of R&BD performance, the R&BD performance map is also constructed based on performance of efficiency and productivity stages.
