National qualification system for SW engineering is intended to be mechanisms to assure the competence of SW professionals. Qualification system for SW engineering can be categorized as national qualification, nationally certified private qualification, and private qualifications. In this paper, we present a summary report of needs analysis for new national qualification systems, based on the survey from human resource department managers of IT companies in IT service, package SW and embedded SW industry. The survey results show that SW qualification system is appropriate for evaluation and career management, but does not provide up-to-date information concerning the technology assessment and change. Based on the result form needs analysis, we suggest the SW specialist and embedded SW specialist as new licenses in national qualification system. In addition, we also propose SW quality management engineer, systems management engineer, IT Protect management engineer, network management engineer and SW architect engineer, as new nationally certified private qualifications.

In South Korea, the history of the qualifications has been matured with industry development. Since National Technical Qualifications Act was enacted in 1973, the government makes an effort to develop the ability for improving socioeconomic status and the contribution of qualifications to industry. As the industry has been diversified and globalized, the government has efficiently and systematically operating the qualification by enacting Framework Act on Qualifications in 1997. And then, the qualifications are classified into national qualifications, private qualifications, and foreign qualifications. However, it is hard for national qualifications to abolish or establish a qualification by each organization and the privileged license acquisitors as the qualifications are separately operated by the laws and the organizations and lack consistency. For private qualifications, it is harder to organize even by the government because of the entry barriers by each qualification association. For those reasons, it is necessary to organize the system adapted in the changing job market and operated by the organization managing the qualification system with consistency. This research indicates the inefficiency of the qualification system because the work-study parallelism National qualification system, enacted in 2020, is like the qualification system in business in terms of the general operating system and the operator, except the institute and the law related. Therefore, we analyze the work-study parallelism National qualification system and the qualification system in business and suggest the efficient method to operate and the future research plan regarding the whole qualification system.

This study compares and analyzes the tasks and evaluation methods of national technically qualified Skin Esthetic through systematic literature review of prior studies on qualification tests for Skin Esthetic qualification and process evaluation types that have been reorganized based on NCS. The national technical qualification is based on the ability to work through memorization-oriented theoretical tests and simple repetition of functions, and the Qualified qualification is relatively short in the period of test execution, and the reliability of its internal evaluation at the enforcement agency continues to be reduced. In the future, national technical qualification require innovation in the qualification system to reflect skilled demand at industrial sites, and course-based qualification for require supplementation and improvement of education and training courses so that they can learn skilled skills at the site.

This study aims to survey the perceptions held by students and field workers regarding the clothing-related qualification certificates, which can serve as the base for becoming clothing professionals, to compare and analyze the actual state of qualification certificates on the basic research level, and thus to search for the directions suitable for the clothing-related qualification certificates. The questionnaire method was selected for the study. The responses of 406 copies from students and 81 copies from field workers were used, and frequency analysis and t-test were done with the assistance of spss 10.0 statistics program, The findings are as follows. First, as to the qualification certificates perceived by the students, the certificates of colorist engineer and colorist industrial engineer were known most. 237 students, or 58.4% of the student respondents, had obtained the information about the qualification certificates mainly through the internet and mass media, and 77.3% of the students had a plan to get the qualification certificates. Second, as to the qualification certificates perceived by the field workers, the respondents indicated that school grades(43.2%) would be given the highest additional points at the time of employment, while the clothing-related qualification certificates gathered low responses of 11.1%. The field workers perceived that the qualification certificate of Western suit engineer(pattern) was needed for the job, while 45.4% of them perceived that no qualification certificate was required for the job. Third, both the students and the field workers showed low acquisition levels of the qualification certificates, and in view of their perceptions that the qualification certificates of languages or computer skills were more useful, the improvement is needed in order for the national certificates for the clothing-related skill qualification to develop in the more job-related directions.

The purpose of this study is to prepare diverse measures to enhance the utilization of national authorized qualification. The detail objectives of this study are first, to re-establish the utilization scope and range of national authorized qualification through analysis of advance research and theory in various fields of learning on the function of qualification; and second, to set the direction to strengthen the utilization of national authorized qualification. Based on discussions on the various fields of learning on the function of qualification, this study divided the utilization scope of qualification into personal utilization for the benefit of the qualification acquirer him or herself and public utilization for the social and economic benefits. And according to this distinction, we prepared measures to strengthen the utilization of national authorized qualification. First of all, as a way to strengthen personal utilization of the national authorized qualification, we prepared measures to enhance accessibility and facilitate further improvement. As a means to enhance accessibility, we proposed restriction on setting the application condition, diversification of qualification authorization method, facilitation of partial qualification system and minimization of expense required to acquire qualification. Also for the further improvement, we proposed creation of job-level centered grade system and development of job-level centered qualification item by stage. For strengthening the public utilization of national authorized qualification, we come up with ways of strengthening flexibility, transparency, public trust and compatibility. As a way to strengthen flexibility, we proposed establishment of qualification demand monitoring system, expansion of direct participation of users on qualification management, establishment of qualification expiration period and its renewal. For the strengthening of transparency, we proposed to build general qualification information system and to utilize qualification recommendation system. To strengthen public trust, we proposed to strengthen the management of qualification management regulation, secure independency, establish internal audit system and strengthen post management of national authorized qualification. And lastly, we suggested that compatibility comparison standard between qualification and qualification level standard be developed for the strengthening of compatibility.

As the NCS(National Competency Standards) classification system continued to be developed and supplemented, NCS became widespread. Qualifications were redesigned to actively reflect industry demands, reduce the burden of redundant acquisition of unnecessary qualifications, and to evaluate objective capacities of the workforce. In addition to the learning modules to be developed in the future, previously developed NCS-based learning modules and lectures should be reorganized based on the new qualification design. In this paper, the Java programming subject designed based on NCS was redesigned according to SW new qualification design. Since the redesigned Java programming subjects consider the qualification design direction or qualification roadmap, not only can they be recognized as a test subject in qualification assessment through course evaluation, but also can be used as individual qualification data.

The purpose of this study was to review the current status and problems of the national qualification system in the Environmental field focusing on deficiencies of the regulatory system and qualities of environmental professional including the Environmental control Professional Engineer, Environmental Engineer, Environmental Industrial Engineer and Environmental field. An overview of the environmental field, its current status, domestic qualification items and training conditions in environment-related areas, laws of environmental field, and data of the job analysis were reviewed. The concrete and extensive development plans for the qualification system of the Environmental field are as follows: First of all, a job analysis should be made of on the introduction of new systems or policy modification to reflect technical changes and national policies about the environmental field in the qualification exam. Second, it is essential to prepare policies that are suitable for the qualification system in the Environmental field and that improve its effectiveness. Third, the appropriate policy measures should be taken in order to elevate the social standing of Environmental field qualification holders.

This law has established a management committee for qualification system in The Ministry of Science and Technique ROK, and authorized competence Minister according to kind of special qualification aiming at getting employment, practical use and courteous treatment in society and economy for national qualification, and also regulated their each official duty. A qualification of staffer required for communication is an administrative measure giving as occupational certificate after some examination for knowledge, technique and faculty in vocational ability to adapt to intrinsic of telecommunication. This certificate has the cause of an attribution of over the sphere of telecommunication, and so it has been originated in international situation, and then some of them is forced by international law, otherwise it be in common use between the nations. The Characteristic and orthodox of communication certificate has been succeded continually in company with development of telecommunication and the appliable field of them is specified, but the sovereign power of nation is approved by ITU that she can extent the applicable position for communication certificate and coordinate the utility of qualification for telecommunication value. Korean telecommunication law excepted the application of communication certificate in public communication field. It is unreasonable and even disobeyed against the theory of communication science and intrinsic of telecommuncation. Therefore it should be corrected immediately and then communication certificate have to accept in the public communication field at all, if so, the application field of communication certificate can have more than useful extenxion such as administration measure should be achieved by the management committee for qualification system in Ministry of Science and Technique and competemce Minister appointed according to special kind of certificate and the administration have to manage by the method and proccess caused by communication science or cooperative system between administration, industry, education and science. And, then, every acquisitor of qualification also has to try to perfect his vocational duty sincerely and to promote each self-realization.
