Based upon its variety and specialties, Korean food has the potential power to become globalized, and a national public relations strategy for global competitiveness. In this process, a proper organization of information about Korean foods should be given a priority. The purposes of this study are to analyze the classification status and case studies of Korean foods in Korean libraries, to understand how much Korean foods are represented in the classification scheme and what should be improved, and to suggest a modified expansion of DDC 22. In so doing, an attempt is made to provide some evidences of the revision of DDC 22 as well as useful practices of modified DDC 22 in Korean libraries.

The roles of librarians have been changing with the paradigm shift of libraries. The paradigm of libraries has shifted from a traditional information management-centered way to a hybrid approach emphasizing a balance between collection and access. This study analyzed the internal and external changes of libraries to create Blue Ocean of special libraries by using the SWOT analysis, and adopted ERCR analysis for the reasonable management of libraries. This study researched the various changes of the role of librarians through the literature review and inter-viewing librarians working at the DaeDuck Science Research Complex.

We have evaluated a new mutagenesis strategy called random insertional mutagenesis with subtracted cDNA fragments. The cDNAs from long day Arabidopsis plants were subtracted by cDNAs from short day plants using PCR based cDNA subtraction. The subtracted cDNAs were inserted between 35S promoter and 3'-NOS terminator regardless of orientation. When the cDNA library was used for the random insertion into Arabidopsis genome by Agrobacterium-mediated transformation, approximately 15% of transformants showed abnormal development in leaf, floral organ, shoot apex. When 20 mutants were analyzed, 12 mutants showed single cDNA fragment insertion and 8 mutants showed more than 2 transgene insertions. Only two mutants among 12 mutants that have single cDNA insert showed consistent phenotype at T2 generation, suggesting the genetic instability of the mutants.

A novel library of amino-substituted 2-pyridones has been constructed through a two-step sequence of microwave-promoted Buchwald-Hartwig amination of 2-benzyloxy halopyridines followed by debenzylation. Microwave-promoted amination of 3- or 4-halopyridine in the presence of a suitable palladium catalyst and ligand system provided amino-substituted 2-benzyloxypyridines in excellent yields. Then, debenzylation of 2- benzyloxypyridines afforded the corresponding 2-pyridones with high efficiency.

The most important goal of records management is to document the administrative responsibility of the institution producing records and its history. For this purpose, each institution needs to make a plan determining kind and value of phenomena and evidences to be documented, that is, a plan for documentation. This study was aimed to present its necessity and stretagy, focussing on the documentation of correlations with external factors surrounding National Assembly (external relations). Through literature survey, external relation functions of congress and important sources associated with their functions were analyzed. and what records were produced from those sources was investigated in the case of U.S. Congress. Comparing with the present state of National Assembly on this basis, four significant subjects to activate the external relations documentation plan in the point of institutional policy of National Assembly were proposed : legislation of documentation program of external relations, acquisition policy, advocacy enforcement for National Assembly Documentation, and establishment of cooperation and support systems with external factors.

This paper presents a fusion approach to sentiment detection that combines multiple sources of evidence to retrieve blogs that contain opinions on a specific topic. Our approach to finding opinionated blogs on topic consists of first applying traditional information retrieval methods to retrieve blogs on a given topic and then boosting the ranks of opinionated blogs based on the opinion scores computed by multiple sentiment detection methods. Our sentiment detection strategy, whose central idea is to rely on a variety of complementary evidences rather than trying to optimize the utilization of a single source of evidence, includes High Frequency module, which identifies opinions based on the frequency of opinion terms (i.e., terms that occur frequently in opinionated documents), Low Frequency module, which makes use of uncommon/rare terms (e.g., "sooo good") that express strong sentiments, IU Module, which leverages n-grams with IU (I and you) anchor terms (e.g., I believe, You will love), Wilson's lexicon module, which uses a collection-independent opinion lexicon constructed from Wilson's subjectivity terms, and Opinion Acronym module, which utilizes a small set of opinion acronyms (e.g., imho). The results of our study show that combining multiple sources of opinion evidence is an effective method for improving opinion detection performance.

This study recommends the evaluation measures and indicators to evaluate the operations and performance of each Foreign Research Information Centers (FRIC) established to support the effective and efficient use of the foreign academic journals at the national level. The indicators are comprised by 3 major sections, subdivided into 35 sub-indexes. Each of indicators is scored according to the weights derived from the AHP survey to the related researchers and the practitioners. As a result, total score of 1,000 is distributed to 3 major sections of operational strategy section (190), operational systems section (440), and operational outcomes (370). Based on the evaluation indicators, measure dictionary is developed, followed by preliminary tests both by the parent organization and by each centers, in order to check the feasibility of the measurement.

The paper aims to identify how Korean national image can be refined through the strategic use of design. There has been a distinctive need for refining the national image in Korea in recent years in accordance with the rapid growth of the nation's wealth. A comprehensive definition on nation image was prepared through a course of library search. The role of design in the establishment of national image was identified as a result of case study on the United States of America and Japan. Major problems were revealed through an analysis of current states of Korean national image. Finally, strategic suggestions for refining Korean national image have bl'en prepared in relation to the overall direction and specified guidelines.

The recognition of public libraries as development partners places an onus on public libraries to provide services that will enhance national integration and development. Whereas libraries have been known to provide information resources in various formats, recent developments around the world have shown that it is no longer enough to provide information to users. Users are being encouraged to become knowledge producers and not just consumers. In this regard, libraries are rethinking their strategies. One of the consequences of this, is the creation of makerspaces: a space for creating things within the library. This paper explores the prospects of makerspaces in Nigerian public libraries. The paper identified how makerspaces could lead to national development by providing access to technology, providing opportunity for users to work together thereby promoting unity and togetherness among the citizenry of a given society as well as providing an enabling environment for people to be creative. The paper argued that makerspaces in Nigerian public libraries will lead to increased patronage and users' satisfaction, change in perception of librarians by the public, promote synergy among citizens and result in economic development.

The seventh year of implementing online material deposit demands a systematic collection, legal and regulatory improvements, and the establishment of a long-term strategic plan for online material collection. In this study, we aimed to propose an online material collection strategy and a long-term roadmap for preserving online resources as national intellectual and cultural heritage for future generations. To achieve this, we analyzed the status of domestic and foreign libraries, related laws and regulations, and the types and collection status of online materials. Based on this analysis, we proposed practical collection standards and methods. Ultimately, a long-term roadmap and implementation plan were suggested. The long-term development plan for online material collection established a phased, concrete implementation strategy. This includes the foundation-building phase of online material collection, followed by the expansion phase, and finally reaching the maturity phase.
