  • This study analyzed trends in geoscientific research funding provided by the Korea Science and Engineering Foundation (KOSEF) and examined strategies to promote geoscientific research. The strengths of geoscientific research in South Korea include the excellent academic quality of researchers, established research infrastructure, and inter-disciplinary research. Weaknesses include insufficient leadership in related societies and institutes, insufficient research productivity, and the exclusion of the field from nationally supported large-scale research projects. Opportunities for expanded research include environmental issues, the sustainable use of natural resources, the promotion of international research cooperation, and the initiation of national efforts to find solutions for regional problems. However, growth in the geosciences is threatened by prioritized investment in fields such as biotechnology, nanoscience, and information technology, a dismissive attitude toward the growth of basic sciences, and an increased demand for projects with visible economic and societal impacts. In terms of funding, group-based programs receive more support than individual-based programs. Between 1978 and 2006, KOSEF invested 1,744 billion won ($1.873 billion US) in a total of 46,748 basic research projects. Of this amount, 62.1 billion won ($66.7 million US) was allocated to 1,901 projects in the geosciences, which was roughly 2.6-10.6% of the money available in a given year. These funds were used to support research and development, the development and maintenance of necessary infrastructure, and the education and training of geoscientists.

  • Understanding the status of surface cover in riparian zones is essential for river management and flood disaster prevention. Traditional survey methods rely on expert interpretation of vegetation through vegetation mapping or indices. However, these methods are limited by their ability to accurately reflect dynamically changing river environments. Against this backdrop, this study utilized satellite imagery to apply the Random Forest method to assess the distribution of vegetation in rivers over multiple years, focusing on the Naeseong Stream as a case study. Remote sensing data from Sentinel-2 imagery were combined with ground truth data from the Naeseong Stream surface cover in 2016. The Random Forest machine learning algorithm was used to extract and train 1,000 samples per surface cover from ten predetermined sampling areas, followed by validation. A sensitivity analysis, annual surface cover analysis, and accuracy assessment were conducted to evaluate their applicability. The results showed an accuracy of 85.1% based on the validation data. Sensitivity analysis indicated the highest efficiency in 30 trees, 800 samples, and the downstream river section. Surface cover analysis accurately reflects the actual river environment. The accuracy analysis identified 14.9% boundary and internal errors, with high accuracy observed in six categories, excluding scattered and herbaceous vegetation. Although this study focused on a single river, applying the surface cover classification method to multiple rivers is necessary to obtain more accurate and comprehensive data.

  • On January 27, 2005, the central government of the Republic of Korea designated Jeju Island as an Island of World Peace based on Article 12 of the Special Act for the Jeju Free International City, and the WHO designated Safe Community Jeju in July, 2007. Whenever an industrial accident occurs on Jeju Island, reports in the media raise the question of whether Jeju is a safe city or not. But due to the characteristics of construction sites in Jeju, it is very difficult to employ workers of a certain level. For the safety of workers, it is also thought that owners should make a decisive investment to introduce an education and reward system in order to improve the consciousness level of workers. This research focuses on first-aid on construction sites. It then surveys the level of construction safety management, and suggests improvements in construction safety control and first-aid.

  • The purposes of this study were: (1) to revalidate the revised Systems Thinking Measuring Instrument (Re_STMI) reported by Lee et al. (2024) among Vietnamese high school students and (2) to investigate the differences in systems thinking abilities between Korean and Vietnamese high school students. To achieve this, data from 234 Vietnamese high school students who responded to translated Re_STMI consisting of 20 items and an Scale consisting of 20 items were used. Validity analysis was conducted through item response analysis (Item Reliability, Item Map, Infit and Outfit MNSQ, DIF between male and female) and exploratory factor analysis (principal axis factor analysis using Promax). Furthermore, structural equation modeling was employed with data from 475 Korean high school students to verify the latent mean analysis. The results were as follows: First, in the item response analysis of the 20 translated Re_STMI items in Vietnamese, the Item Reliability was .97, and the Infit MNSQ ranged from .67 to 1.38. The results from the Item Map and DIF analysis align with previous findings. In the exploratory factor analysis, all items were loaded onto intended sub-factors, with sub-factor reliabilities ranging from .662 to .833 and total reliability at .876. Confirmatory factor analysis for latent mean analysis between Korean and Vietnamese students yielded acceptable model fit indices (χ2/df: 2.830, CFI: .931, TLI: .918, SRMR: .043, RMSEA: .051). Lastly, the latent mean analysis between Korean and Vietnamese students revealed a small effect size in systems analysis, mental models, team learning, and shared vision factors, whereas a medium effect size was observed in personal mastery factors, with Vietnamese high school students showing significantly higher results in systems thinking. This study confirmed the reliability and validity of the Re_STMI items. Furthermore, international comparative studies on systems thinking using Re_STMI translated into Vietnamese, English, and other languages are warranted in the context of students' systems thinking analysis.

  • As the international trade increases, vessel traffics around the Korean Peninsula are also increasing. Maritime accidents hence take place more frequently in the southern coast of Korea where many big and small ports are located. Accidents involving ship collision and sinking result in a substantial human and material damage as well as the marine environmental pollution. Therefore, it is necessary to locate the ships quickly when such accidents occur. In this study, we suggest a new ship detection index by comparing and analyzing the reflectivity of each channel of the Korea MultiPurpose SATellite-2 (KOMPSAT-2) images of the area around the Gwangyang Bay. A threshold value of 0.1 is set based on a histogram analysis, and all vessels are detected when compared with RGB composite images. After selecting a relatively large ship as a representative sample, the distribution of spatial reflectivity around the ship is studied. Uniform shadows are detected on the northwest side of the vessel. This indicates that the sun is in the southeast, the azimuth of the actual satellite image is $144.80^{\circ}$, and the azimuth angle of the sun can be estimated using the shadow position. The reflectivity of the shadows is 0.005 lower than the surrounding sea and ship. The shadow height varies with the position of the bow and the stern, perhaps due to the relative heights of the ship deck and the structure. The results of this study can help search technology for missing vessels using optical satellite images in the event of a marine accident around the Korean Peninsula.

  • Communication actions as a social band or Human community stick (fast) to human being ceaselessly w without stopping everywhere. All of comm. actions can be kept up and developed by the education of its own. Comm. actions have to include a character of social process, and so for it the social science should t to be some essential part of it. Therefore, Comm. education have to be schemed for achieving with a point of view of synthetical s science including technical and social factor. However, recentry Comm. education be suffered to lose of itowns essential attribute and individual i independence becausing to reduce social weight recklessly in their education It is a prindiple that Comm. science is an integrate science being composed of human, social and t technical subdepartments and so comm. education have to obey for Comm. constuctional theory, i international and social claim. Originally in Korea a educational idea and genealogy forming by the comm. scientific theory has I inherited on orthodoxy. But in 1961, communication college that is only the orthodox model of Comm. education, was f forced to close by some reckless policy and then the national administration for the Comm. education h have been weakened, and so recently it’s education became to degenerate as out of genealogy or n nonsystem alike some scattering Family. On the other side, today comm. science make to it’s modern scientific factor and to keep its l integrate level, therefore, all of educational provisions and administration for the telecomm. should t to be supplement to be fit for their plural chatacters. Comm. education have to occupy an individual educational system through the comm. theory, and t then it can be coexisted with neighbour scientific field equally and can include, connect coordinate o or effect its inference in each subfactor organically. Finally, educational system for telecommunication should to be requested as preeedence that i independent field including pluralism must be formed and sufficient autonomy be guarenteed, and s so Comm. education must be to restored its orthodox genealogy and be recovered individual system a and seIfrestraint field, and then it can be accomplished its own duty for nation and society.

  • There have been happening small and big fires due to the various causes in the thermal power plants which are the high risk buildings with the high possibility of big sizes of accidents, so the people in the power plants distribute the workers "the site action manuals in thermal power plants" and try to minimize the rate of disasters like fires through the regular education and training. However, in the Five Thermal Power Plants in Korea, there are no the standard of "the site action manuals" and Furthermore, the present educational manuals are mostly the hard copies with poor readability. So the standardization of the manuals are definitely needed. Therefore, in this research, we proceed the standardization of the manuals for the five areas of the site action manual s in the thermal power plants which are oil fires, electric fires, building fires, facility fires and gas leaking reaction SOP to improve the reaction power on the disasters in the power plants which are the national significant infrastructures, thus by using the manual, we propose the safety education contents for the thermal power plants based on the visualization technology using story-viewing method to complement the hard copy type disaster manuals.

  • This study analyzed the trends of patents for unmanned technology used in agriculture. The target countries for this survey of patent data were Korea, the USA and Japan as well as the countries in Europe. The indices used in this study to analyze the patents were the CPP (Cites Per Patent), PII (Patent Impact Index), and PFS (Patent Family Size). The total effective patents for unmanned technology used in agriculture were 1,080 cases. The number of patents in the USA, Japan, Europe, and Korea were 541, 326, 128 and 85 cases, respectively. Among the total effective patents, the evaluation scores for selected important patents were calculated by applying commonly used weights to each index, and the top 10 patents were selected as important patents. The results showed that all the top ten patents are owned by the United States and that the United States is an advanced country in the field of unmanned technology used in agriculture. The evaluation score of the important patents using the existing method was biased toward the PII index among the three patent evaluation standards, and the effects of the number of claims and the PFS were relatively small. Therefore, a reliable patent analysis in the field of unmanned technology used in agriculture needs to reflect the overall evaluation factors taking into consideration the scope of the evaluation factors.

  • Are the benefits derived from ICT based reference and information service worth the financial and other commitments devoted to it? In an attempt to answer this, this study delved into finding out the perceived benefits; the rational for ICT based reference services in Nigerian university libraries. The main objectives were to find out the purposes for using ICT facilities in reference services delivery and the perceived benefits derived from using ICT resources in reference and information services. Being a survey, questionnaire was used to collect data from the librarians of twelve (12) universities; two (2) each sampled from the six geopolitical zones of Nigeria. Data was analyzed using frequencies, mean scores and standard deviations. ANOVA statistical analysis was used to test the hypothesis of no significance difference in the benefits derived from ICT based reference services using p-value of 0.05 to calculate the level of significance. Findings showed that librarians and library users made use of ICT facilities for different reference purposes especially to obtain information they need using the internet. Other reference needs for which patrons used the ICT facilities included: - access to current e-books and e - journals, user education and access to global information in other libraries. Provision of current awareness services (CAS) and selective dissemination of information services (SDI), on-line searching using workstations in the library, provision of on-line public access catalogue (OPAC) services, keeping statistics of users of the reference section and compilation of bibliographies. Further findings showed that the librarians and library users derive a lot of benefits from their use of ICT facilities in reference services. The results showed that easy retrieval and dissemination of information to patrons were ranked highest by the librarians amongst others.
