The 1995 Informatization Promotion Act was passed to advance the national quality of life and to develop national economy by promoting informatization, forming the ground of telecommunication industry, and realizing the advancement of telecommunication infrastructure. This article was written to review whether this act's purpose was being achieved by Korean government. Even if Korean informatization policy implemetation structure is strongly centralized around the Ministry of Information and Communication, Information policies are formulated and implemented among agencies. To explain this phenomenon, I suggested the following factors : (1) The Korean government's lack of informatization experiences, (2) The political abuse of information policy, (3) the conceptual rigidity on the structure of information superhighway, (4) the absence of the basic principles for electronic government, (5) the uniformed regional informatization.

The well-known sentence, "You can't manage what you don't measure" suggests the importance of measurement. The Ministry of National Defense (MND) in Korea is measuring the effort of informatization for various dimensions such as validity, adequacy, and effectiveness using the MND evaluation system to obtain positive and significant effects from informatization. MND views the defense informatization domain as divided into the defense informatization policy, the defense informatization project, and the defense informatization level, which can measure the informatization capability of the MND and the armed forces or organizations. Furthermore, it feels there is some limitation, such as those related to ambiguity and reliability, present in the system. To overcome the limitations in the existing system to evaluate the defense informatization policy, this study proposes a revised evaluation framework for the policy of defense informatization, its indicators, and measurement methods.

북한은 1990년대 후반 고난의 행군 이후 본격적인 정보화 발전전략을 추진해 오고 있다. 특히 북한당국은 정보화 발전전략을 추진하기에 필요한 조직들도 하나, 둘 준비해 오고 있다. 즉, 조선로동당 내 과학교육부와 기계공업부, 21국과 같은 전문부서를 개편 신설하는 한편, 체신성, 전자공업성, 국가과학원 등의 내각 내 정보화 전담 부서를 만들었다. 뿐만 아니라 조선콤퓨터쎈터, 평양정보쎈터 등 전문기구를 설치하는 등 북한의 정보화 발전에 필요한 추진체계를 갖추었다. 이러한 북한의 정보화 추진체계는 조선로동당을 정점으로 하는 위계적 구조라는 특징을 갖고 있다. 즉 조선로동당을 정점으로 아래에 내각 그리고 전문기구를 두는 위계적 구조를 갖고 있는 것이다. 이를 통해 북한은 정보화를 당과 국가의 중앙집권적 통일적 지도를 보장하기 위한 수단으로 강조하고 있다. 이처럼 북한의 정보화 추진체계의 특징은 그들이 추구하는 국가정보화 미래상이 어떠한 방향으로 전개될지에 대해 예측할 수 있는 중요한 기준이 될 것이다.

본 연구는 디지털정보화의 접근, 역량, 활용 수준이 일상생활만족도에 미치는 영향력을 살펴보고, 이 변인들 간의 관계에 있어 디지털기기 이용성과의 매개효과를 검토하였다. 이를 위하여 한국지능정보사회진흥원의 '2020 디지털정보격차 실태조사' 자료를 활용하여 실증적 분석을 실시하였다. 연구 결과, 전반적으로 디지털정보화는 일상생활만족도에 긍정적 영향을 미치는 것으로 나타났다. 디지털기기 이용성과의 매개효과 역시 유의한 것으로 나타났다. 하지만 디지털정보화가 일상생활만족도에 미치는 영향력과 디지털기기 이용성과의 매개효과의 유의성은 디지털정보화의 하위 차원에 따라 다르게 나타났다. 이상의 연구 결과는 디지털정보화 정책의 필요성과 당위성을 뒷받침하고 디지털정보화 정책 수립 및 추진 시 도움이 되는 유용한 정보를 제공한다. 덧붙여 이 연구는 디지털정보화와 디지털기기 이용성과의 관계를 살펴봄으로써 3차 정보격차의 선행요인에 대한 이해를 돕는다.

정보화 분야는 상대적으로 투자 성과를 가시화하기 제한되는 특성을 가진 바, 정보화 추진 성과에 대한 보다 정량적이고 체계적인 검증 노력이 요구된다. 이에 정부에서는 정보화평가 제도를 지속적으로 확대하고 강화시켜왔으며, 국방부에서도 이러한 정부 기조에 맞추어 정보화평가 제도를 발전시켜왔다. 이러한 배경 하에 2011년 제정된 국방정보화법에서는 정책평가 제도를 통하여 국방정보화정책에 대한 시행 여부를 점검하고 그 성과를 관리하도록 명시하고 있다. 하지만 국방정보화 정책평가는 법제화 직후 한 차례 시범평가 실시 이후 시행되지 못하고 있어 제도의 정상적 운영과 더불어, 평가제도 개선 노력이 필요한 상태이다. 이에 본 연구에서는 국방정보화 정책평가 제도의 안착과 지속적인 발전을 위하여 '14~'28 국방정보화기본계획서상의 31개 정책에 대한 평가를 실시하였다. 이를 위해 국방정보화평가 수행을 위한 평가 제도를 개선하여 제반여건을 정비하였고, 현재 부재한 정책별 성과목표와 지표를 수립할 수 있도록 지원도구를 개발하였다. 그리고 평가단을 구성하여 정책별 평가를 수행하고, 정책평가 수행과정에서의 문제점과 시사점을 분석함으로써 국방정보화 정책평가제도의 실효성 제고를 위한 정책제언을 제시하였다. 본 연구의 정책평가 수행과정과 제시한 정책제언은 국방정보화 분야 뿐 아니라 공공분야 정보화 추진 정책에 대한 성과 관리 측면에서 유의미한 사례연구가 될 것으로 판단된다.

There is a description that you cannot manage what you do not measure. The Korea Ministry of National Defense (MND) is conducting evaluations in various fields to obtain meaningful effects from IT investments, and views that the evaluation of the defense informatization sector is divided into defense informatization policy evaluation and defense informatization project evaluation. The defense informatization level evaluation can measure the informatization level of MND and the armed forces or organizations. Since the evaluation system being studied to measure the level of defense informatization is composed mainly of qualitative metrics, it is necessary to reconstruct it based on quantitative metrics that can guarantee objectivity. In addition, for managing the level of change by evaluation objects, the evaluation system should be designed with a focus on homeostasis of metrics so that it can be measured periodically. Moreover, metrics need to be promoted in terms of performance against targets. To this end, this study proposes to measure the level of defense informatization by dividing it into defense information network, computer systems, interoperability and standardization, information security, information environment, and information system use, and suggests their metrics.

본 연구에서는 우리나라 차세대 전자정부 추진 목표로 완전 통합 단계의 달성을 상정하고, 그 방안으로 국가정보기술원의 역할모형을 제시하였다. 국가정보기술원은 정부가 추진하는 모든 정보화사업이 일관성 있고, 효율적으로 진행될 수 있도록, 국가정보화에 필요한 전반적인 기능들을 섭렵하여 지원하는 전담기관으로, 정보화기획, 정보화사업관리, 정보자원 운영, 국가표준관리, 감리 및 평가 등의 기능을 수행한다. 본 연구에서 제시된 국가정보기술원의 역할 모형은 정부의 정보자원 관리운용체계를 혁신하고, 유지하는데 필요한 기능을 충분히 수행할 수 있을 것으로 기대된다.

국가차원의 지식의 효율적 창출과 활용, 확산의 촉진이 국가기술혁신의 핵심요소로 등장함에 따라 국가 정보화는 자국의 국제 경쟁력 강화의 중요 수단으로 인식되고 있다. 특히 과학기술 정보화는 급속히 변모하는 과학기술 커뮤니케이션 구조에 긴밀히 대응하고 과학기술 지식 정보의 생산, 축적 관리, 유통 전단계를 체계적이고 효율적으로 지원한다는 점에서 국가적 중요성이 매우 크다고 할 수 있다. 본 연구에서는 우리나라 과학기술 정보화의 추진 현황과 성과를 살펴보고 보다 효율적이고 체계적인 과학기술 정보화의 추진을 위한 방안을 제시하였다.

본 연구는 지역정보화추진체계 발전모형을 제시하고자 참여관찰, 문헌연구, 법제도분석, 전문가 인터뷰 등을 통해 다양한 자료를 수집 정리하고 이를 바탕으로 전문가를 대상으로 계층분석(AHP)을 실시하였다. 그 결과를 요약해 보면 지역정보화 추진의 정책관계개선, 집행조직구조 개선, 정책환경 개선, 그리고 정책내용의 개선 필요성 순으로 정책대안의 가중치가 도출되었다. 이는 향후 지역정보화 정책추진체계 개편논의에 있어 이를 고려할 필요가 있음을 의미한다. 본 연구는 응답자 속성분석을 통해 정책 참여자들의 이해관계에 따라 정책대안에 대한 가중치가 달라짐을 설명할 수 있었다. 이를 통해 지역정보화 정책의 형성과정에 학술적으로 논의되고 있는 정책네트워크 모형의 적용 가능성을 볼 수 있었다. 본 연구의 정책적 시사점으로 지자체의 지역정보화 추진에 있어서 자율성확보와 이를 지원하기 위한 중앙정부와의 상호 협력이 강화되어야 함이 도출되었다. 동시에 지역정보화 정책의 정책적 중요성을 재정립하고 이를 수행하기 위한 집행조직의 권한과 역할에 대한 위상 강화 필요성 등으로 정리할 수 있었다. 나아가 본 연구는 지역주민들의 삶과 경제활동, 문화 등의 전반에 영향을 주는 정책으로 지역정보화정책을 좀 더 광의 개념으로 정의 할 필요가 있고 이를 통해 지역정보화정책의 정부내 가치 및 중요성이 재평가 될 수 있음을 강조하였다. 또한 소관법률과 소관부처가 달라 발생하는 지역정보화정책의 비효율성을 최소화하기 위한 법안 정비와 부처간 상호협력 강화를 위한 제도개선의 필요성을 강조하였다.

Due to the rise of Information & Communication Technology (ICT) adoption in many fields, it is necessary to diagnose the informatization situations of corporations in agriculture and give suggestions for improvement. For this goal, surveys were designed and conducted to understand the current informatization situations of agriculture corporations in Korea. The survey covers the plan for utilizing information technology, the establishment of infrastructure for information technology, IT application status, and its effect on their performance. The specific focus of our research is to segment the corporations by their type of industries and their level of sales and give differentiated managerial implications for each segment.
