The High Level Architecture(HLA) for modeling and simulation was developed as means of facilitating interoperability among simulations and promoting reuse of simulations and their components. The purpose of this paper is to provide a summary of the latest release of the HLA concept, supporting utilities and develop the prototyped Transportation Movement Management(TMM) federation. To obtain this goal, the Federation Development and Execution Process(FEDEP) is being applied to development of TMM federation will consist of three federates. This paper outlines the rationale of our approach, describes the application of the FEDEP in the development of the federation, and provides the current status of the federation development. The resulting federation shows complete interoperability among simulation components in the TMM federation and satisfactory simulation outputs. We present a description and process of the federation and the lessons learned with the process utilization for federation development and execution. Furthermore, the issues in establishing a HLA based federation across multiple legacy simulations are discussed.

Military aircraft R&D projects require large-scale investment in cost and time, and involve a complex coordination process in decision-making. The R&D project manager should determine the development management priorities as accurately as possible and focus on R&D capabilities, thereby reducing the risks of the aircraft R&D project. To this end, this study aims to reduce R&D risk by prioritizing cost, schedule, and performance, which are basic management factors used in R&D project management in defense project management regulations. Analytic Hierarchy Process (AHP) is applied using a questionnaire for managers in charge of aviation R&D under the Defense Acquisition Program Administration. As a primary result, the importance of the factors that the aircraft R&D project manager should consider was derived in the order of performance, cost, and schedule, and the priorities of performance and cost in the lower layer were also identified. In addition, in order to provide practical risk management measures to aircraft R&D project managers, the results of analyzing 28 cases of US National Transportation Safety Board accidents were compared and analyzed with the AHP analysis results, and management measures suitable for the situation were specified.
This study investigated the effect of Pd on the microstructure, tensile and creep properties of Mg-4Al-2Sn (AT42) alloy at a high temperature for transportation-related industrial applications. AT42-xPd (x = 0, 1 and 2 wt. %) alloys were prepared using a permanent mould casting method. The microstructures of the as-cast alloys were characterized by the presence of the intermetallic phases $Mg_{17}Al_{12}$, $Mg_2Sn$ and $Al_4Pd$. The addition of Pd was found to improve the tensile properties of AT42 at room and at elevated temperatures, and to increase the creep resistance at elevated temperatures. A small amount of Pd could markedly improve the tensile properties of AT42 by means of grain-refinement and the dispersion of secondary phase strengthening. Moreover, the thermally stable phase $Al_4Pd$ effectively improves the creep resistance of AT42 due to the strengthened grain boundaries and the suppressed formation of $Mg_{17}Al_{12}$.

The purpose of this study is to conduct the study of the combustion and thermal characteristics through transportation oil for the analysis of fire hazard. Transportation oil breaks down into fuels such as diesel for civilian demands, gasoline, DF1(diesel for military), high sulfur diesel(for marine), kerosene and JP1(for aviation), and lubricants like brake fluid, power steering oil, engine oil, and automatic and manual transmission oil. The experiments of flash point, ignition point, flame duration time, heat release rate were carried out using TAG closed cup flash point tester(AFP761), Cleveland open cup auto flash point analyzer(AFP762), KRS-RG-9000 and Dual cone calorimeter. As a result, the fuel's ignition points were lower than lubricants, especially that of gasoline was not conducted as it has below zero one. Gasoline has the highest ignition point of about $600^{\circ}C$, while the other fuels showed $400{\sim}465^{\circ}C$. For flame duration time, lubricants had over 300 seconds, but fuels had less than 300 seconds except high sulfur diesel(350 seconds). Total heat release rate ranged $287{\sim}462kW/m^2$ for lubricants and gasoline showed the highest total heat release rate, $652kW/m^2$.
Reserved forces of ROKA are in charge of replacement of TOE in the wartime and mission of rear area operation. But there is institutional inertia in the law and organization oriented to fill human resources rather than take mission. We need to prepare for the investment and arrangement of reserved forces as military power that would be replaced standing forces. In this portion, to reinforce reserve forces elite, First, efficient mobilization regulations and systems are suggested. I covered a maintenance of relevant mobilization ordinances which need to legislated and approved by national assembly for wartime and development of mobilization system which might lose the appropriate time for mobilization due to complicated declaration procedures and measures to overcome the panic at the initial stage of the war and organization and employment of nationwide transportation system and mobilization center. To ensure efficient resource management and mobilization of reserve forces with a number of approximately 3 million, there's a necessity of organization for integration and conciliation. To make it real, I suggested establishing and employing the mobilization center, on first phase, employ the mobilization center focusing on homeland divisions, on second phase, it is advisable to convert to national level mobilization system and develop to central mobilization center focusing on national emergency planning committee. During peacetime, in conjunction with Mobilization Cell, mobilization center can conduct resource survey and integrate and manage mobilization resources and take charge of mobilization training of subordinate units, and during wartime, in conjunction with mobilization coordination team and Cell, can ensure the execution of mobilization. Second, Future oriented reserve forces management system such as service system of reserve forces and support system of homeland defense operations. Current service and trainings of reserve forces by the year have very low connection, as it is very complex to manage the resources and trainings, and service and training lack the equity, re-establishment of service system is required. Also in an aspect of CSS and cultivation support for reserve forces, as the scope and limitation of responsibility between the armed forces and autonomous organization is obscure, conditions to conduct actual-fighting exercises are limited. Concentrated budgetting is extremely difficult because reserve forces training fields are scattered nationwide, and facilities and equipments are rapidly getting older. To improve all these, I suggest the organization of homeland defense battalion with a unit of "City-Gun-District" and supporting the local reserve forces. Conduct unit replacement or personal replacement for those who have finished their 1 or 2 years and homeland defense operation duty for those with 3-5 years for consistency and simplification. Third, I suggest Future oriented Reserved Training(FRT) and Training Center oriented training management to establish a reliable reserve training. Reserves carry out expansion of unit, conventional combat mission, homeland defense and logistics support during wartime, and actual-fighting exercise, and disaster relief, peace keeping activities. Despite diverse activities and roles, their training condition still stays definitely poor. For these reasons, Modernization of weapons and facilities through gradual replacement and procurement is essential to enhance mobilization support system.

This study is change of the street space of the port city of Yokohama and the transformation process of the canal. modern port city Yokohama is a region that was responsible for the development of East-West maritime transport routes in Japan in the 17th century and the inland transportation through fishing villages and ports. it has also grown rapidly as a regional port and new port. In particular, through the revitalization of trade between foreign settlements and Japanese residents in the port area, the existing fishing area became a modern port city space. Yokohama went through the following process and grew into a modern port city. The construction of the port harbor and the maintenance of existing logistics functions, the formation of the central horizontal axis through maintenance of the fishing village, the construction of the logistics movement route to the inland area through the construction of the canal, the expansion of the horizon for fire prevention and fire restoration, The formation of a new settlement space according to the movement, the transformation of the existing religious axis by the combination of the elaboration and the introduction of modern transportation, and the spatial connection between the inland cities.
Currently, when the military performs military operations in wartime and peace time, it is important for him to obtain repeatedly updated traffic information for security of the military supply support. The purpose of this study is to present an acquisition way of the repeatedly updated traffic information which the military is available. To achieve this Purpose, firstly, this paper finded types of traffic information which the military demanded and limitations caused by an connection of traffic information network between the military and associated government agencies. Also. grasped ITS(Intelligent Transportation systems) equipment operation by associated government agencies (Ministry Construction & Transportation, Korea Highway Corporation, Seoul Metropolitan Government, National Police Agency, Korea Institute of Construction Technology) and connection situations of traffic information network among associated government agencies. On the basis of these materials, this study presented the most efficient connection method in the field of the space and the contents of traffic information between the military and associated government agencies and ITS connection system between the military and associated government agencies was contrived. Throughout the upper processes, this paper showed a method which is available for acquiring ITS traffic information of associated government agencies. In addition to the connection method of ITS traffic information network, resolutions for the problems caused by connection of ITS network were come up with. But the more deep study for this matter is needed since resolutions for the problems of the ITS network connection, which this paper presented, were very restricted.
This paper investigated habitual drunk drivers' characteristics by grouping them by the number of DUI records, and customized countermeasures for each group. Theoretical models to accommodate underlying causes for drunk driving, which adopted the form of a path analysis, were developed based on psychological variables. According to the psychological paths to drunk driving, each group showed different defense mechanisms and different senses of guilty, shame and embarrassment. This provided a rationale for differentiating countermeasures for each group. Habitual drunk drivers were found to have a strong propensity of self-justification due to their defense mechanism. Thereby, it would be useless to simply discourage them from drinking and driving. Rather, more active measures such as locking devices, invalidation of driver license, and group counseling should be taken to stop habitual drunk driving. Furthermore, since habitual drunk drivers showed high projection propensity, it is necessary to force them to participate in a sensibility training program, which might entail the amendment of related laws or regulations.
Xanthomonas axonopodis pv. glycines (Xag) is a necrotrophic bacterial pathogen of the soybean that causes bacterial pustules and is a nonhost pathogen of the chili pepper. In the current study, chili pepper fruit wound inoculated in planta with Xag 8ra formed necrotic lesions on the fruit surface and induced several structural and chemical barriers systemically in the fruit tissue. The initial defense response included programmed cell death of necrotizing and necrotized cells, which was characterized by nuclear DNA cleavage, as detected by TUNEL-confocal laser scanning microscopy (CLSM), and phosphatidylserine exposure on cell walls distal to the infection site, as detected by Annexin V FLUOS-CLSM. These two responses may facilitate cell killing and enhance transportation of cell wall materials used for cell wall thickening, respectively. The cells beneath the necrotic tissue were enlarged and divided to form periclinal cell walls, resulting in extensive formation of several parallel boundary layers at the later stages of infection, accompanying the deposition of wall fortification materials for strengthening structural defenses. These results suggest that nonhost resistance of chili pepper fruit against the nonhost necrotrophic pathogen Xag 8ra is activated systematically from the initial infection until termination of the infection cycle, resulting in complete inhibition of bacterial pathogenesis by utilizing organspecific in situ physiological events governed by the expression of genes in the plant fruit organ.
After Chinese reforms and market opening, China actively started working on ways to attach importance to the ocean and it's maritime strategy has been developed and carried out by external and internal factors. We can take two things as external factors attributed to China's marine strategy. The first one is maritime environment change in the East Asian region and the second one is the strategic importance of Taiwanese Straits and the South China Sea. And we can take about national strategy, security strategy, and change of foreign policy as internal factors. China recognizes the ocean as a major step to achieve a goal of national development. The main goal of China's marine strategy in the 21st century is to secure marine transportation and marine resources and to make peaceful maritime environment in the ocean to keep up with their economic development by opening itself to the world. China has strengthened their defense abilities to act against threat of national security by modernizing sea forces and increased national power by building up the marine power. It is expected that China will continue to seek more aggressive maritime strategy on matters of national security as well as pour heir efforts into making economic development and obtaining energy resources. This will also be one factor making new dynamics between countries in and around the East Asian region.
