포괄안보 관점의 국가위기관리와 국가방위 요소간의 관계 연구 - 통합방위의 원칙, 문제, 그리고 대안을 중심으로 - (A Study on the Mechanism between 'National Crisis Management' and 'National Defense Elements'in the Perspective of Comprehensive Security - Focusing on the Principles, Problems, and Altenatives of'Integrated Defense'-)

  • 본 연구는 포괄안보 관점의 국가위기관리와 국가방위요소간의 작동관계를 연구한 것이다. 국가방위요소는 통합방위법에서 제시하고 있다. 따라서 통합방위의 원칙과 문제, 그리고 대안을 제시하여 국가위기 시 국민의 생명과 재산을 지키고 국가안보를 굳건히 하기 위한 목적으로 연구하였다. 이론적 배경으로 '총체적 위기관리 모델'과 '국가위기관리기본지침'의 위기관리 4단계를 근거로 분석틀을 구상하였다. 이를 통해 국내외 4가지의 사례연구를 진행하였다. 연구결과 국가위기관리 단계별 국가방위요소가 잘 작동하기 위해서는 관련법규, 주관기관, 국민의식이 구비되어야 함을 확인할 수 있다. 국가위기관리의 완전성을 위해서 국가위기관리기본법 제정과 관련법률의 정비, 통합방위계획의 수립, 연계된 훈련, 소통을 위한 C4I구비, 지자체장 능력강화, 소방의 국가방위요소화가 필요함을 제시하였다.

  • This paper examines some relations on national crisis management and bioethics. This study stars to discuss that chance and risk of biotechnology which is the 21st century's pioneering core technology. This study reviews the traditional method that a nation(law) copes with the new scientific technique. The study also examines some difficulties of social agreement on the problems of bioethics because of nature of the rational disagreement. Then this paper attempts to incorporate the crisis of biotechnology, especially bioethics, in the system of national crisis management. this paper reviews the contents of the domestic "Act on Bioethics and Safety" on the side of the protection and restoration of crisis management. And this paper proposes some changes to manage the crisis of bioethics better, as it were, some problems of IRB and schems for improvement of it.

A Study on Implementation of a Disaster Crisis Alert System based on National Disaster Management System

  • 본 논문에서는 재난 위기경보 발령을 하기 위해 상황판단 기준을 자동분석하는 재난위기경보관리시스템의 기능 및 서비스와 국가재난관리정보시스템(NDMS) 체계에서 운영하기 위한 방안을 제안한다. 재난 발생시 위험수준에 따라 위기경보(관심-주의-경계-심각)를 발령하고 있다. 위기경보 수준을 자동분석 판단하기 위해 첫째, 데이터 수집, 위기경보 수준 분석, 위기경보 수준 판단, 공간규모별(시도, 시군구) 위기경보 등급을 표출하는 재난위기경보관리시스템을 구현하였다. 위기경보 수준 판단은 지능형 위기경보 수준(지역민감도, 위험수준, 위기경보 등급 판단)과 위기관리 매뉴얼의 위기경보 기준(시도 단위 기준 표준 설정)을 적용하여 두 가지 방식으로 분석하여 표출한다. 둘째, 국가재난정보관리시스템내에서 운영할 수 있도록 재난안전데이터 공유 플랫폼의 데이터 연동과 위기경보 데이터를 공동활용하기 위해 표준 메타데이터(구성항목 정의), 상황정보 연계(대상 정의), 데이터 제공을 위한 openAPI 표준을 제시한다.

재난 관련 표준매뉴얼의 위기경보 개선방안에 관한 연구 (A Study on the Improvement of Crisis Alerts of Disaster-related Crisis Management Standardized Manuals)

  • 우리나라는 국가적 차원에서 관리가 필요한 30여개의 재난유형을 선정하여 체계적으로 대처할 수 있도록 위기관리 표준매뉴얼을 작성 운영하고 있다. 본 연구는 사례와 관련된 표준매뉴얼 2종의 위기경보 수준을 재난 및 안전관리 기본법과 국가위기관리 기본지침의 내용과 비교하여 분석하였다. 분석 결과 위기경보는 위기 또는 재난발생 이전에 발령하게 되어 있는데, 두 매뉴얼의 판단기준에는 심각단계에서 이미 국가위기상황이 발생하고, 해양선박사고로 인하여 재난이 발생한 것으로 나타났다. 또한 위기경보 발령 시기를 검토한 결과 징후를 식별할 수 있는 경우에는 상황발생 이전에 위기경보를 발령할 수 있지만, 징후 없이 상황이 발생한 경우에는 위기경보를 발령할 수 없다고 보았다. 그리고 징후 없이 상황이 발생한 경우지만 국가적 차원의 재난으로 확산될 우려가 있는 경우는 재난관리주관기관이 위기경보를 발령할 수 있다고 보았다.

IT Manager Behavior in Crisis Response: Understanding Crisis Cases Using Recommendations from the Crisis Management Literature

  • In their role as stewards of organizational information technology (IT), IT managers participate in crisis management activities. While much has been said about the power of technology in improving preparation for emergencies, the behavior of IT managers in crisis situations is not well understood. This paper addresses IT manager actions during the crisis response effort, when appropriate actions need to be taken at short notice. Recognizing that few guidelines exist for IT managers in these situations, we use recommendations from the crisis management literature in analyzing five earthquake cases from Japan and Taiwan. We identify several recommendations from this set for IT managers, which are related mainly to communications and leadership behaviors, suggesting that the IT manager role is a vital one in crisis response. The research additionally shows that recommendations from the crisis management literature have value also when applied to IT managers. Finally, we conclude on several ways that our understanding of IT manager crisis response could be developed by future research.

  • The main purpose of the study is to determine the main aspects of information support for anti-crisis management in the context of ensuring national security. In modern conditions, under the influence of COVID-19, it becomes important to develop a modern paradigm for the transformation of anti-crisis management, based on the determination of the laws of state development on the basis of the imperative of national interests and territorial integrity. These are, firstly, the patterns of development of the state system of public administration, secondly, the patterns of development of a complex of state interests, and thirdly, patterns of development of the modern model of the country's territorial integrity. As a result of the study, the key aspects of the anti-crisis management system were identified in the context of ensuring the security of national interests.

국가부채의 재정위기 현황과 감당수준 (National Liability and Fiscal Crisis)

  • Purpose - The main purpose of this study is to measure and evaluate the level of national liabilities that Korea's national finances can afford. Specifically, the concepts of national debt and national liability are clarified, and the appropriate level of national liabilities is measured in terms of short-term fiscal crisis, mid-to-long-term fiscal crisis, and GDP. Based on these measurements of fiscal crisis, this study would like to propose national fiscal management plans. Design/methodology/approach - In order to clearly recognize the difference between the national debt and the national liability, this study examines the data from 2013 to 2020. In addition, this study uses data from the national financial statements from 2013 to 2018 to measure the appropriate level of national liabilities in terms of fiscal crisis management. Findings - Short-term fiscal crises, measured by current ratios, will not occur. Nevertheless, in view of the cash flow compensation ratio, the short-term bankruptcy of the national finances of Korea depends on the re-borrowing of short-term borrowings and current and long-term borrowings. In addition, in order to manage the mid-to long-term financial crisis, it is necessary to pay attention to the liability growth rate rather than the liability size. Research implications or Originality - While previous studies focused on the appropriate level of national debt, this study was differentiated as a study focused on the level of national liability coverage. It is expected that the results of this study will be used to manage the national fiscal soundness.

Intellectual Capital and Its Role in Crisis Management During the COVID-19 Pandemic: An Empirical Study in Kuwait

  • The study aimed to assess the availability of intellectual capital in Kuwaiti private universities in terms of its three dimensions (human capital, structural capital, and relational capital), as well as its role in crisis management (crisis preparedness, crisis mitigation, confrontation, and response to the crisis, and learning from the crisis) during the COVID-19 pandemic. Members of the boards of trustees, university presidents, their deputies, and deans of the colleges were chosen as respondents to this study from a sample of (8) private universities in Kuwait, with the sampling unit consisting of leaders in these universities. The study revealed that all dimensions of intellectual capital play a statistically significant impact in executing crisis management during the COVID-19 pandemic at Kuwaiti private universities after conducting the data analysis process. The study concluded that universities should pay attention to intellectual capital in all its dimensions (human capital, structural capital, and relational capital) because of its role in improving their ability to implement crisis management strategies and strive to improve their capabilities to face crises by implementing crisis management strategies.

  • The purpose of this paper is to give some crisis communication strategies for effective cooperation and coordination among the countries in global society. Based on the theoretical discussions, in this paper, five strategic recommendations toward improving crisis communication are offered as follows; First, it is necessary that a small, dynamic team for global crisis communication function be established among the nearby countries. Second, for understanding the neighboring country's crisis situation, it is needed that the common crisis communication organizations which play an important role of disseminating accurate information and giving the collaborative efforts in each country have to be made. Third, for effective crisis management, an appropriate infrastructure that includes open and effective communication channels among different levels and across organizations must be in place. Fourth, mass communication should fulfill a variety of functions in society and provide information, interpretation of events, and its influence, etc for cooperating and coordinating the crisis management. Fifth, to acquire a correct understanding of the bordering country's crisis and calamities, intercultural education program should be established in the crisis communication system.

  • 본 연구의 목적은 조직의 위기관리체계가 위기대비에 미치는 영향을 확인하고, 위기모니터링과 실패경험 학습의 다중매개 효과 확인을 통하여, 다양한 위기에 직면하는 조직들이 효과적인 위기대비방안을 수립하는데, 도움을 주고자 하는 것이다. 실증 연구를 위한 설문 조사는 국립 P 대학의 MBA 과정의 임원/간부, 중견 사원 121명을 대상으로 진행하였다. SPSS 25와 Amos 25를 사용하여 확인적 요인분석, 신뢰도 분석, 회귀분석을 실시하였으며 Process Macro를 사용한 Boot-Strapping 기법으로 매개 효과 분석을 실시하였다. 연구 결과, 위기관리체계는 위기대비에 정(+)의 영향을 미치고, 실패경험 학습과 위기모니터링은 위기관리체계와 위기대비 사이를 다중매개하는 것으로 나타났다. 연구 결과를 통해 위기대비에 영향을 미치는 실패경험 학습과 위기모니터링의 유의한 매개 효과를 확인하였다. 시사점으로 조직상황에 맞는 위기대비 방안을 제시하였으며, 연구의 한계점과 향후 연구 방향을 제시하였다.
