  • Internet baking, e-commerce, business processing, etc on smartphone handing could be possible in present days. Ambiguity between cyber and real life has made vulnerability on infrastructure, Gov't Service and National security by cyber terrorism. Especially, Lots of Infrastructure and Gov't Service based on Information Technology were exposed by Cyber terror. Legal system should be improved to keep from these threats. This paper proposed needs of cyber legal system by analyzing proposed cyber related code on Korean National Assembly, issue on Cyber Control Tower, National Cyber Security Industry and Human resource.

Parallel Implementation of SPECK, SIMON and SIMECK by Using NVIDIA CUDA PTX (NVIDIA CUDA PTX를 활용한 SPECK, SIMON, SIMECK 병렬 구현)

  • SPECK and SIMON are lightweight block ciphers developed by NSA(National Security Agency), and SIMECK is a new lightweight block cipher that combines the advantages of SPECK and SIMON. In this paper, a large-capacity encryption using SPECK, SIMON, and SIMECK is implemented using a GPU with efficient parallel processing. CUDA library provided by NVIDIA was used, and performance was maximized by using CUDA assembly language PTX to eliminate unnecessary operations. When comparing the results of the simple CPU implementation and the implementation using the GPU, it was possible to perform large-scale encryption at a faster speed. In addition, when comparing the implementation using the C language and the implementation using the PTX when implementing the GPU, it was confirmed that the performance increased further when using the PTX.

  • This study is aim to research trend of private security and to suggest direction of improvement to sector of private security. This study has been to analyzed to be useful social network analysis(particularly Degree Centrality and Clossness Centrality) for using typical research method about trend of academic subject. As a result of Degree Centrality and Clossness Centrality, Individual factors such as Job Stress and Job satisfaction of private security are more keyword than institutional factors and policy factors such as Security Services Industry Act and training for Private Security guards. It means that research trend of private security are to study Individual factors rather than institutional factors and policy factors. But, this study is a limit as follows; First, An object of study is only to searching article in National Assembly Liberary. A follow-up studies are need to expand the range of an object of study for private security.

A Study on Measures for Improving Obligatory Use of Digital Certificate for Eletronic Financial Transactions (전자금융거래시 공인인증서 의무사용 개선방안에 관한 연구)

  • Digital certificate must be used for electronic financial transactions in Korea. But because digital certificate is based ActiveX of Internet Explorer, it is difficult to use digital certificate in other web browsers. It interrupts a development of various authentication technology and a growth of related industry. Also digital certificate can be leaked because of being stored in harddisk or USB. The government eased obligatory use of digital certificate and opened doors to other authentication techniques. But any other authentication techniques are not used because they are not approved as alternative technology. The revised bills with digital certificate abolition as the main agenda have been submitted to the National Assembly. Whether the revised bills pass or not will be decided by a regular session of the National Assembly depending on the calculation and dynamics composition of related industry. In this paper, a controversy over obligatory use of digital certificate is examined and measures are found.

A Study on the need of the Implementation for Criminal Penalty of Stalking (스토킹 처벌규정 도입의 필요성에 대한 고찰)

  • A stalking is becoming more diverse and the methods are developing over time as the society has changed over time due to the advancement of information technology but an initial countermeasure seems to be difficult as there is no sufficient legislations against such crimes as stalking. Our country passed laws regulating such stalking at 1999 and four more additional bills were proposed until the 18th National Assembly but they failed to become legalized. Two more additional bills were proposed during 19th National Assembly which are still pending. Crimes such as stalking violates and invades physical and psychological freedom of the victims and the crimes are severely inveterate and intentional. Advanced countries such as the United States, the Great Britain, Germany, and Japan enacted legislations that strictly regulates stalking and also appropriate responses. As these exemplary cases show, it is essential that our country also requires an effective legislations against crime of stalking and protecting a victim of the crime.

Single Cell Performance Recovery of $SO_2$ Poisioned PEMFC using Cyclic Voltametry (순환전류 전압법을 이용한 이산화황 피독 PEMFC 단위전지의 성능 회복)

  • Polymer electrolyte membrane fuel cell (PEMFC) performance degrade when sulfur dioxide is present in the fuel hydrogen gas, this is referred as $SO_2$ poisoning. This paper reveals $SO_2$ poisoning on PEMFC cathode part by measuring electrical performance of single cell under 1 ppm and 5 ppm on $SO_2$ gas operating. The security of $SO_2$ poisoning depended on $SO_2$ concentration under the best operating conditions($65^{\circ}C$ of cell temperature and 100% of relative humidity between anode and cathode). $SO_2$ adsorption occured on the surface of catalyst layer on membrane electrode assembly (MEA), In addition, MEA poisoning by $SO_2$ was cumulative but reversible. After poisoning within 5 ppm $SO_2$ for 1hr, the electrical performance of PEMFC was found to recover up to about 93% by cyclic voltametry scan.

Security Measures against Assembly and Demonstration during International Conference - the Case of the Nuclear Security Summit - (국제회의 시 집회시위에 관한 안전관리 방안 - 핵 안보정상회의 개최를 중심으로 -)

  • Our country successfully hosted the G20 summit in Seoul in November, 2010. Afterwards, however, the Yeonpyungdo shelling incident took place by the North, and the North Korean nuclear issue have strained interKorean relations. Our country is going to host the nuclear security summit, which is of great significance at this point of time. The nuclear security summit is to be attended by 47 countries. The participant countries of this summit is larger in number than those of the ASEM, APEC and the G20 summit that our country has ever hosted. That is a large-scale international conference that invites the UN, the IAEA and the EU, which are three major nuclear-related international organizations. A successful hosting of the nuclear security summit will serve as an opportunity to boost our country's national prestige, and is likely be beneficial to the settlement of the North Korean nuclear issue. Like other international submits in foreign countries, however, violent anti-globalization demonstrations are expected to occur when the nuclear security summit is held in April next year. The purpose of this study was to make a case analysis of demonstrations during multilateral international conferences hosted by foreign countries over ten years between 1999 and 2009, to examine the controversial points over the demonstrations, and ultimately to seek ways of ensuring safety against possible assemblies and demonstrations during the forthcoming nuclear security summit, which is scheduled to be held in April next year. The findings of the study on feasible security measures are as follows: First, information and intelligence gathering should be reinforced, and the inspection should be stepped up. Second, pacification among domestic NGOs and the supplementation of the existing legal devices are required. Third, publicity should be strengthened. Fourth, riot police officers should be selected as early as possible to bolster their education and training, and more reinforced emergency measures should be taken. It's needed to seek assistance from the military as one of emergency measures, and national defense readiness should be bolstered across the nation in collaboration with the Ministry of National Defense when the summit is near at hand. Finally, CBR countermeasures should be taken in preparation for CBR terrorism.

A Study on Security Performance of Registered Security Guards in the Government Buildings (정부청사 청원경찰의 보안성과에 관한 연구)

  • The purpose of this study is to analyze the influence which affects security performance of registered security guards hired by government buildings via job engagement so that basic data can be provided to improve their security performance. To accommodate this study, a survey was conducted from November 26th to December 27th, 2019 through the cooperation of registered security guards working in government buildings in Seoul, Gwacheon, Daejeon, and Sejong. A total of 234 survey sheets were collected and 28 sheets out of them had missing data or incomplete data so a subsequent total of 206 survey sheets were used in this analysis. SPSS 23.0 was applied making use of the collected data for frequency and descriptive statistics analysis, trustworthiness analysis, exploratory factor analysis, and correlation analysis. By applying AMOS 23.0, a means to examine the structural relation between organization, job engagement, and security performance were able to be analyzed. The result of this study is as follows. First, it was found that organizational justice gives a meaningful positive (+) influence on job engagement for registered security guards. Second, it was found that job engagement for registered security guards gives them a meaningful positive(+) influence in their security performance. Third, it was found that organizational justice does not give any meaningful influence on security performance directly. Fourth, organizational justice does not give any meaningful influence on security performance directly but it gives meaningful positive(+) influence on security performance via job engagement as it takes the role of full mediation variable. Based on the results, in order to maximize security performance of registered security guards, this study recommends that government building administrators to try their best to propose to the National Assembly a proposition for Police Assigned for registered security guards Act to be legalized in order to improve the leveling system of registered security guards so that registered security guards can have more job engagement.

Study on security measures for protecting major national facilities using the wind corridor (바람길을 활용한 국가중요지역 안전대책 강구에 관한 연구)

  • How meteorological situations have affected human life for survival have been an important element of living or military strategy throughout history. In modern society, overcrowding of cities has brought about many problems. Moreover, high-rise buildings and land cover have been causing abnormal weather conditions. The wind corridor, especially in urban areas has been flowing differently from the dominant weather condition of the surroundings. Therefore, the wind corridor in urban areas can be a main component in protecting major national facilities in urban areas from damage. Especially the wind corridor is a main factor to derive harm from poisonous substances in air. This paper seeks to find out the wind corridor in urban areas and the efficiency of that. In addition to that, it studies how to use the direction to protect major national facilities and areas from damage. It is considered that this study will be useful to make defence project, not only for preventing CBR(chemical, biological, and radiological) terrorism and violent assembly, but also for evacuation of people in case of big accidents or natural disasters.

A Comparative study of Korea and US Intelligence Systems: Focusing on Environment, Intelligence Organizations and Activities (한국과 미국의 정보체계 비교연구 - 환경, 정보조직 및 활동을 중심으로 -)

  • The purpose of this paper is to compare and analyze the similarities and differences between the security environment, information organization and information activities of Korea and the United States. The comparison will provide insight into Korea and other national intelligence agencies, as well as methodological advances in information research, by providing insight into the overall information and a broad understanding As the history, culture and national power of Korea and the U.S. are different, the organization and activities of intelligence agencies are also different. First of all, in terms of environment, the U.S. carries out intelligence activities for national interest and security in a wide range of areas ranging from North American continental countries to South America, the Middle East, Asia and Asia, while South Korea's intelligence activities are mainly aimed at North Korea and neighboring countries around the Korean Peninsula. In terms of information organization, U.S. intelligence agencies are separate, whereas domestic and foreign intelligence agencies are separate, whereas Korean intelligence agencies are a type of integrated intelligence agency that combines information and investigation, unlike the U.S. In the U.S., the U.S. also operates as an intelligence community, and there are many flexible organizations such as non-tier organizations and centers. Intelligence activities by U.S. intelligence agencies are mainly focused on analysis and overseas processing activities, while Korean intelligence agencies still account for a large portion of domestic information activities. Despite these differences, Korea's intelligence agency was created by imitating U.S. intelligence agencies, and thus has similar aspects in terms of evaluation of security, organization and activities. However, this similarity is shared by all intelligence agencies, so the article will focus on analyzing differences. Finally, for the development of Korean intelligence agencies, the establishment of an intelligence community and efficient control of the National Assembly will be proposed.
