Postmodernism and Korean National Archives System since 1999 (기록의 역운 <포스트1999>를 전망하며)

  • This essay focused on the critical review of Korean National Archives System(KNAS) since 1999. We think that KNAS could establish the backbone with basic records law on 1999. It's right. But it is not enough for explaining the full historical growth. there are some factors below the growth. This essay tried to the basic three factors below. That means the the demonstration discourse, archival system practices, and archiving technologies in the contexts of the unique standard by the basic records law. These three factors have been the powerful engine for the take-off of KNAS since 1999. However, the powerful history has shadows of growth. This essay narrated the shadows by the frame of 'counter-destiny'. The most dangerous shadow is the loss of archival cultures because the KNAS has been composed of efficiency mentality. That means that KNAS has no unique archival culture for citizenship. So, this essay tried to talk about 'Post1999' to Archives Community.

Test Set Construction for Quality Evaluation of NAK Portal's Search Service and the Status Analysis (국가기록포털 검색서비스 품질 점검을 위한 평가셋 구축 및 현황 분석)

  • The ultimate record management's purpose is preservation and utilization. However, the National Archives of Korea (NAK)s Portal has problems such as search system aging and search tools dualization. As a result, the users' search satisfaction is not satisfied, and the improvement demand increases. This study aimed to evaluate the NAK's search quality as a preliminary study for NAK search system advancement. To this end, we analyzed the current status of CAMS and NAK's Portal. Then, we established the test sets and evaluated the NAK's Portal quality from the user's point of view. Evaluation results were analyzed using Precision, Recall, F-score, and MRR. The analysis results showed that the overall search performance was low, particularly in the "advanced subject search," which showed low performance in Precision, Recall, and MRR. Thus, improvement is urgently needed. The test sets established for this study are expected to be used as a basis for objectively measuring the improvement of the search performance after the NAK search system advancement.

A Study on Collecting and Utilizing Participatory Meteorological Record Information through Crowdsourcing (크라우드소싱을 통한 참여형 기상기록정보의 수집과 활용에 관한 연구)

  • Citizens are becoming providers of weather information through crowdsourcing on the Internet. In Korea and abroad, national weather service organizations and companies are using weather information provided by citizens for weather forecasting. Recently, it is necessary to pay attention to the changes and the current status of the producers of meteorological information in the meteorological field as they are aware of the importance of information management including data in academia. In this paper, first, the present status and problems of the weather observation network constructed by each weather information producer were identified. Second, to confirm the crowdsourcing in the meteorological area, the researchers directly participated in the weather forecasting process through crowdsourcing and analyzed the collection, utilization, and the possibility of weather record information. Third, prospects for the utilization of weather information through crowdsourcing were presented.

Deinking of Electrostatic Wastepaper with Cellulolytic Enzymes and Surfactant in Neutral pH

  • Enzymatic deinking method can avoids the alkaline environment as usual required in chemical deinking, which consequently cuts chemical costs and reduced the white water pollution. The electrostatic wastepaper was dinked with commercial cellulolytic enzymes and surfactant in neutral pH and the effectiveness of deinking and the physical properties of deinked pulp were evaluated. The disintegrating efficiency of the electrostatic wastepaper in neutral pH was enhanced with enzyme treatments. Although the freeness of deinked pulp with enzymes was higher than that of deinked pulp with chemical deinking agents, the brightness of the enzymatic deinked pulp was slightly lower than that of the chemical deinked pulp. But, by additions of nonionic surfactants, the brightness of deinked pulp was increased with less residual ink particles and mechanical properties of enzymatic deinked pulp was improved compared to the deinked pulp of conventional alkaline method.

Trends in breast reconstruction: Implications for the National Health Insurance Service

  • Background Breast reconstruction has become more common as mastectomy has become more frequent. In Korea, the National Health Insurance Service (NHIS) began covering breast reconstruction in April 2015. This study aimed to investigate trends in mastectomy and breast reconstruction over the past 10 years and to evaluate the impact of NHIS coverage on breast reconstruction. Methods Nationwide data regarding mastectomy and breast reconstruction were collected from the Korean Breast Cancer Society registry database. Multiple variables were analyzed in the records of patients who underwent breast reconstruction from January 2005 to March 2017 at a single institution. Results At Seoul National University Hospital, the total number of reconstruction cases increased 13-fold from 2005 to 2016. The proportion of immediate breast reconstruction (IBR) cases out of all cases of total mastectomy increased from 4% in 2005 to 52.0% in 2016. The proportion of delayed breast reconstruction (DBR) cases out of all cases of breast reconstruction and the overall number of DBR cases increased from 8.8% (20 cases) in 2012 to 18.3% (76 cases) in 2016. After NHIS coverage was initiated, the proportions of IBR and DBR showed statistically significant increases (P<0.05). Among the IBR cases, the percentage of prosthesis-based reconstructions increased significantly (P<0.05), but this trend was not found with DBR. Total mastectomy became significantly more common after the expansion of NHIS coverage (P<0.05). Conclusions Over the last decade, there has been an increase in mastectomy and breast reconstruction, and the pace of increase accelerated after the expansion of NHIS coverage. It is expected that breast reconstruction will be a routine option for patients with breast cancer under the NHIS.

Physical Properties of Functional Hanji Added Inorganic Marerials (무기물을 첨가한 기능성 한지의 특성)

  • Functional hanji was manufactured using the bast fiber of Broussonetia kazinoki and various inorganic compounds such as kaolin, talc, elvan, and ocher, and the physical and optical properties were investigated. The residual percentages of kaolin, talc, elvan and ocher in the functional hanji were above 50%. The density of the hanji increased with the increase of the content of inorganic compounds. The hanji manufactured using ocher showed the highest density. The breaking length and burst factor decreased with the increase of inorganic materials, indicating that physical properties of hanji were not improved by adding inorganic materials. The emission rates of far-infrared radiation increased in the hanji manufactured using inorganic materials. The higher emission rates were observed in the hanji with elvan or ocher. Addition of inorganic compounds to hanji showed the flame retardative effect. The colorfastness to light of the hanji with elvan or ocher was the degree of 4, which explained by the characteristic color of the inorganics.

Research Trends in Record Management Using Unstructured Text Data Analysis (비정형 텍스트 데이터 분석을 활용한 기록관리 분야 연구동향)

  • This study aims to analyze the frequency of keywords used in Korean abstracts, which are unstructured text data in the domestic record management research field, using text mining techniques to identify domestic record management research trends through distance analysis between keywords. To this end, 1,157 keywords of 77,578 journals were visualized by extracting 1,157 articles from 7 journal types (28 types) searched by major category (complex study) and middle category (literature informatics) from the institutional statistics (registered site, candidate site) of the Korean Citation Index (KCI). Analysis of t-Distributed Stochastic Neighbor Embedding (t-SNE) and Scattertext using Word2vec was performed. As a result of the analysis, first, it was confirmed that keywords such as "record management" (889 times), "analysis" (888 times), "archive" (742 times), "record" (562 times), and "utilization" (449 times) were treated as significant topics by researchers. Second, Word2vec analysis generated vector representations between keywords, and similarity distances were investigated and visualized using t-SNE and Scattertext. In the visualization results, the research area for record management was divided into two groups, with keywords such as "archiving," "national record management," "standardization," "official documents," and "record management systems" occurring frequently in the first group (past). On the other hand, keywords such as "community," "data," "record information service," "online," and "digital archives" in the second group (current) were garnering substantial focus.

Development of multipurpose seed paper from waste paper(II) - Focused on field test of manufactured seed paper - (폐지를 이용한 기능성 육묘지의 제조(제2보) - 육묘지 적성 시험 -)

  • The seed paper was used in farm field recently for a sound young plant. The most of seed paper are made of synthetic non-woven sheet. Therefore, it is very difficult to bio-degrade in soil and is very hard to have some special function, for example keeping herbicide and/or insecticide activity because of its lack of chemical acceptability. The purpose of this research is manufacture of seedling paper which have a function of herbicide activity from waste paper. The fiber properties from waste paper were remarkably improved by fine removal with washing and/or flotation process. The paper-making ability for seed paper was enhanced with enzyme treatment of secondary fibers. The paper for seedling must have a good bio-degradation ability in soils. The absorption amount of chemical like as dithiopyr was increased remarkably in enzyme treated base paper. The embossing treatment of base paper was very effective for seed attachment and chemicals retention. And also, the developed seed paper showed a good penetration property of young root through embossed paper.

Dendrochronological Dating for the Gwanghanru Pavilion, Namwon, Korea (남원 광한루 목부재의 연륜연대 분석)

  • In this study, Gwanghanru Pavilion (Namwon-si, Cheonbuk Province) was dated by tree rings of pines (Pinus densiflora Sieb. et Zucc., 'sonamu' in Korean). The present Gwanghanru Pavilion is composed of three parts: main, wing and entrance parts. The main part is known to have been built in 1626 and the entrance hall in 1879, but the date of construction of the wing part is still unknown. We dated a total of 55 wood samples which were replaced during the repair process in 2001~2002. Tree-ring dates indicated that both main and wing parts were built in 1626. Tree rings also revealed that the entrance hall was constructed in 1880~1881, and both main and wing parts were heavily repaired together while appending the entrance hall. In conclusion, dendrochronology, i.e., tree-ring dating, was a useful and accurate method to identify the critical dates-such as the dates of original construction, reconstruction, repairs and extensions-for the history of Korean traditional buildings.

Photoluminescence of ZnSe/CdSe/ZnSe Single Quantum Well (ZnSe/CdSe/ZnSe 단일양자우물의 광발광 특성)

  • ZnSe/CdSe/ZnSe single quantum wells with different well thickness were grown by hot wall epitaxy. The quantum well thicknesses were measured by TEM. The critical thickness of single quantum well layer was found to be about $9{\AA}$ from the intensities and the full-width at half maximum of photoluminescence(PL) spectra. When the thickness of quantum wells was less than the critical thickness, the Stoke's shift was confirmed from the comparison between PL and photoluminescence excitation spectra, and it may be due to the exciton binding energy. The PL peak energy dependence on the quantum well thickness was coincident with the theoretical values.
