A Proposal on the Pipe Schedule Sprinkler System of NFSC 103 (NFSC 103 스프링클러설비의 배관스케줄방식에 대한 제안)

  • Design by means of the pipe schedule sprinkler system of NFSC 103 results in insufficient pressure and flow rate about 50% sprinklers of operating area. In order to solve the lack of pressure and flow rate, This paper compare and analyzed NFSC 103, National Fire Safety Code of Sprinkler System, with NFPA 13, Standard for the Installation of Sprinkler Systems, and suggested an alternative proposal. Changing the flow rate of each sprinkler from existing 80 L/min to 120 L/min, All of the operating sprinklers are fulfilled the minimum demands on 80 L/min and 1 bar. It is easy for everyone to design of the pipe schedule sprinkler system and it is optimum method that all sprinklers in design area are satisfied with minimum criteria.

A Study on Improvement of Discharge Obstruction Prevention Standard for Sprinkler Head on NFSC 103 (스프링클러설비 소화성능 향상을 위한 NFSC 103 살수장애 방지기준 개선 방안에 관한 연구)

  • Purpose: This study aims to draw the problems and improvements of NFSC 103 sprinkler head discharge obstruction prevention standard to increase the fire extinguishing performance of sprinkler system in order to contribute to the protection of people's lives and property in the event of a fire. Method: NFSC 103 was compared to NFPA 13 which is the latest 2019 version in U.S in terms of sprinkler head discharge obstruction prevention. Results: This study found that NFSC 103 doesn't define even the basic concept of sprinkler discharge obstruction. And NFSC 103 doesn't have detailed standard for side wall sprinkler head discharge obstruction prevention as well as the "height" criteria of the "three times" separation rule. Conclusion: NFSC 103 needs a lot of supplements and improvements such as the addition of definition for water discharge obstructions, the adoption of sidewall sprinkler heads standard for preventing water discharge obstructions and the additional establishment of the "three times rule" considering the "height" of obstacles to promote the advance of fire safety standard equal or above fire fighting advanced country and increase the reliability for the suppression performance of sprinkler system.

A Study on the Systemic Improvement for the Enactment and Revision of the National Fire Safety Code (국가화재안전기준(NFSC)의 제·개정 시스템 개선에 관한 연구)

  • The National Fire Safety Code (NFSC) sets forth the installation methods and technical standards of firefighting facilities. This information is stipulated in the attached Table 1 of the Enforcement Decree of the Act on Fire Prevention and Installation, Maintenance and Safety Control of Fire-Fighting Systems. The NFSC serves as a foundation for fire prevention and public safety. However, the current version of the NFSC has been under scrutiny due to its delayed enactment and revision process. This is because of its structural inflexibility, time-consuming procedures, and mixed usage of both performance and technical standards. Furthermore, there are difficulties with keeping its unique specialties due to the absence of a specialized, permanent independent entity that enacts, revises, and maintains its standards. Moreover, the NFSC lacks collectivity, openness, and consistency. Therefore, to overcome the aforementioned obstacles, this study investigates the operational and legal status of the NFSC and the problems regarding its enactment and revision process. Further, it presents suggestions for system improvement by analyzing and comparing the information with domestic and foreign counterparts dedicated to managing their similar technical NFSC standards. First, the study recommends that the legal performance and technical standards mixed within the current NFSC should be separated. Second, the enactment and revision of technical standards should be implemented by the private sector and not by the government. Third, technical standards should adopt a user-oriented approach for the code system.

Korea National Food Safety Certificate for ensuring global competitiveness of food export industry (수출식품산업의 국제경쟁력 확보를 위한 식품안전국가인증제)

  • To resolve difficulties of export process and strengthen competitiveness, Korea National Food Safety Certificate (K-NFSC), a comprehensive food safety support system, has been promoted to introduction. K-NFSC is at a developmental stage where the government certifies the safety of exported K-foods by developing Korean certification system based on HACCP and food safety management added for international use, and provides consulting on regulations of customs clearance and safety test analysis of food intended for export. To apply for the Global Food Safety Initiative (GFSI) technical equivalence in 2022, developmental direction of Korean certification system is set referring to FSSC22000. If selected as participants of an export supporting project, regulatory information such as customs clearance procedures and food labeling will be provided. In addition, the results of safety test analysis will be certified to help export products pass customs entry. K-NFSC is expected to support K-food exports and be growth engine for K-food industry.

A Study on the Revision of the Fire Safety Standard of the Fire Department Connection (연결송수관설비 화재안전기준(NFSC 502) 개정에 관한 연구)

  • Among the firefighting facilities, the fire department connection during firefighting is more important than any other facilities at the firefighting site to supply fire water. This study examined the water supply port of a fire department connection installed at an apartment building based on the Standard for Fire Safety (NFSC 502). The time of discovery was measured by fire fighters who knew or did not know of the water supply port installed in the apartment building, and by separating day and night. To maximize the use of the fire department connection which is the full fire extinguisher facility used by the fire brigade based on the results of the experiment, the author suggests improvement proposals that can clarify the installation location and install the location sign of the fire department connection for the Standard for Fire Safety (NFSC 502).

  • In South Korea, smoke control systems are designed according to the fire safety standards NFSC501 and NFSC 501A. However, there is a problem in that the design values are incompatible when measuring the performance of the system after the design construction for calculating the leakage crack area described in the standards. Therefore, we compared the standards for smoke control systems from South Korea, Japan, and the United Kingdom. In South Korea, designs are conducted uniformly according to the NFSC 501A Manual, but in Japan and the United Kingdom, designs consider smoke temperature, duct loss, and fire floor air supply. Furthermore, they use larger values than in South Korea.

Evaluation of Fire Safety for Road Tunnels in Port Area based on Fire Safety Guidelines (도로터널 화재안전기준 기반 항만 지역 도로터널 화재 안전성 분석)

  • Recently, the fire safety of road tunnels has been important issues in South Korea. However, proper fire safety regulations has not made for road tunnels. Due to geographical challenges in South Korea, road tunnels should be constructed to secure stable traffic flows. In the Guidelines for Installing and Managing Disaster Prevention Facilities of Road Tunnels (NFSC 603), main target vehicles are passenger cars. This guidelines cannot support big fires from larger vehicles such as cargo, oil trucks. In this study, fire safety for a road tunnel in port area was analyzed with fire dynamics theory under cargo truck fire scenario. Sujunsan road tunnel in Busan city was chosen as a target tunnel, which links between Busan port and highways to increase cargo shipping. The results show the limitations of present guidelines (NFSC 603) for road tunnel from large fire situations.

  • 본 연구에서는 FDS(Fire dynamic simulation)를 이용하여 대형물류창고 화재에 대한 국내 스프링클러 설비 설치기준(NFSC)과 미국 방화협회규정(NFPA)의 스프링클러 설비 설치기준을 각각 시뮬레이션하여 발열량 및 반응물질, 초기 화재진화 정도 등의 데이터를 비교 분석하여 대형물류창고에 대한 스프링클러설비 설치기준 개선방안을 제시하고자 한다.

Study on the Emergency Broadcasting System Using Ultrasonic Waves (초음파를 이용한 비상방송시스템에 관한 연구)

  • NFSC 202 stipulates that if a loudspeaker or wiring on one floor of a building is shorted because of fire, it should not interfere with the fire notification on the other floors. To address this problem, this study proposes an ultrasonic transmitter/receiver consisting of an ADC, HPF, and LPF in an emergency broadcasting system that can operate regardless of the volume level of the amplifier output loudspeaker capacity. After transmitting the transmission frequency at -12 dB (110 kHz), it is received at -18 dB by transmitting -12 dB in case of short circuit depending on the frequency characteristics. Typically, depending on the loudspeaker capacity, it is received from -24 dB to -66 dB. In case of disconnection, it exceeds -66 dB and no data are received. It is also possible to check the track status during fire or general broadcasting. Thus, it was confirmed that the system is suitable for NFSC 202 regulations. Furthermore, as the current system is replaced, the inspection or test criteria should be amended or revised.

A Study on the Problem of Pressure and Flow Rate by Prescriptive Code Based Design of Fire Sprinkler System (사양위주 스프링클러설비 설계의 압력과 유량의 문제점에 대한 고찰)

  • National Fire Safety Code 103 regulates that all operating sprinkler in design area must be discharged 1 bar or more pressure and release 80 lpm or more flow rate as minimum criteria. NFSC103 also provides that the number of operating sprinkler in design area is 10, 20, 30 according to the building classification and the total flow rate is 800, 1,600, 2,400 lpm depending on 80 lpm per sprinkler. If sprinkler system is designed as above provisions, the pressure and the flow rate accordingly become smaller than the minimum criteria about 50 % sprinklers. It results in serious consequence that the purpose of sprinkler system as initial fire reaction equipment is failure. In order to solve these problems, It is desirable that Performance-based fire protection design, hydraulic calculation, is carried out to all sprinkler system.
