다문화가족을 위한 사회통합정책에 관한 한.미 비교연구 (Comparative Study of Social Integration Policies for Multi-cultural Families in Korea and the United States)

  • This study examined social integration policies for multi-cultural families in Korea and the United States through a literature review and internet research. Because the United States has developed and maintained its own culture, this was an appropriate country to compare to Korea in terms of social integration policy. There were four main results. First, both countries enforce assimilation policies for multi-cultural families. Second, most social integration programs and services for multi-cultural families in Korea are carried out by the Multi-cultural Family Support Centers, which are supported by the national and local governments in Korea. However, because the U.S. government has preserved a laissez-faire approach to policies for immigrant families, there are no government-based support centers for multi-cultural families in the United States. Third, both countries focus on the assimilation of multi-cultural families. Nevertheless, the U.S. government promotes a balance between ethnic identity and U.S. citizenship. Fourth, the U.S. government strongly supports second-generation education and development programs that recognize the second generation as a human resource for the future of society. In summary, even though there were some cultural differences between the two countries, the United States' assimilation policies based on ethnic identity would be useful for Korean integration policies. In addition, it is very important to offer opportunities for mutual integration in everyday life between Korean families and multi-cultural families.

어린이집 재원 다문화 가정 영아의 양육 현황과 어려움 및 지원요구 (Present Status, Difficulties and Support Needs of Multi-cultural Families Raising Children under 3 Years Old Enrolled at Child Care and Education Centers)

  • Objective: This study intended to analyze parenting characteristics, difficulties and support needs of multi-cultural families that had children under 3 years old, in order to develop their supporting resources. Methods: This study performed semi-structured interviews with 7 mothers from multi-cultural families that had their young children enrolled at child care and education centers in Gyeonggi Do. The interview data transcribed were analyzed using the successive contents analysis, and led to 4 themes and 12 sub-themes. Results: First, the mothers from multi-cultural families were married without understanding the Korean language and culture. Second, the multi-cultural mothers didn't properly respond to their children's needs in interaction and language aspects. As a result, the multi-cultural support centers and child care and education centers gave help to them. Third, in the view of the difficulties facing mothers, parenting problems caused by the lack of information concerning child education, the biased burden of parenting, and the different parenting values of Korean families were all expressed by the mothers. Fourth, regarding support needs, providing individual professional support for children and child-raising support for mothers, customized language and employment support for mothers and parenting education for fathers and family education on multi-culturalism are needed. Conclusion/Implications: Suggestions for decreasing the difficulties facing multi-cultural families that had children under 3 years old were discussed.

다문화가정과 일반가정 초등학생의 자아개념과 진로발달* (Self-Concept and Career Development of Children from Multi-cultural Families and General Families)

  • 본 연구는 다문화가정과 일반가정 초등학생 180명을 대상으로 이들 두 집단의 자아개념과 진로발달, 성별, 학년별 차이를 분석하고, 다문화가정과 일반가정 초등학생의 자아개념과 진로발달과의 상관관계를 살펴보고자 하였다. 또한 다문화가정과 일반가정 초등학생의 자아개념이 진로발달에 미치는 영향력을 살펴보았다. 연구결과 첫째, 진로발달의 하위영역 중 학업 직업탐색 영역에서 일반가정 초등학생이 다문화가정 초등학생보다 통계적으로 유의미하게 높게 나타났다. 둘째, 다문화가정 초등학생과 일반가정 초등학생의 진로발달과 자아개념의 상관관계를 비교해 보면 두 집단 모두 진로발달과 자아개념은 매우 높은 상관이 있는데 다문화가정 초등학생의 경우 상관 정도가 약간 높았다. 셋째, 다문화가정 초등학생과 일반가정 초등학생의 자아개념이 진로발달에 미치는 영향력을 비교해 본 결과 다문화가정 초등학생과 일반가정 초등학생 모두 학업적 자아개념이 진로발달에 공통적으로 의미 있는 영향을 미치고 있으나 다문화가정 초등학생의 학업적 자아개념이 갖는 영향력이 보다 크게 나타났다.

다문화가정 어머니의 부정정서, 심리적 안녕감 및 임파워먼트가 삶의 만족도에 미치는 영향 (Influence on the Life Satisfaction of the Negative Emotions, Psychological Well-being and Empowerment of Mothers from Multicultural Families)

  • 본 연구는 다문화가정 어머니들의 부정정서가 삶의 만족도에 이르는 과정에서 심리적 안녕감과 임파워먼트의 매개효과가 나타나는지를 살펴보고자 한 것으로, 다문화가정 어머니들의 부정정서로 인한 삶의 만족도 저하를 완화시키기 위한 요인을 실증적으로 입증하고자 하였다. 추가적으로 다문화가정 어머니의 인구사회학적 속성에 따른 심리요인의 차이를 검증하였다. 이를 위해 전국에 있는 다문화가정 어머니 400명을 대상으로 설문조사한 결과, 첫째, 부정 정서의 경우 연령, 결혼 연수, 본인의 최종학력에 따른 집단 간 차이가 발견되었으며 심리적 안녕감과 임파워먼트에 있어서도 연령, 결혼연수, 본인 및 배우자의 최종학력에서 집단 간 차이가 나타났다. 둘째, 부정 정서, 심리적 안녕감, 임파워먼트가 삶의 만족도에 이르는 경로를 살펴본 결과 부정 정서-임파워먼트, 부정 정서-삶의 만족, 심리적 안녕감-삶의 만족도에 대한 경로효과가 발견되었다. 이는 부정 정서에 대한 적절한 대처가 심리적 안녕감, 임파워먼트 나아가 삶의 만족도라는 3가지 차원에 긍정적 효과를 가져올 수 있음을 의미한다. 본 연구는 다문화가정 어머니들의 심리적 요인을 세부적으로 고찰하였다는 데 의의가 있으며 위 연구결과는 향후 다문화 가정 어머니들을 위한 정책적 대안마련에 유용한 자료로 활용될 것이라고 본다.

미술을 활용한 다문화 자녀의 언어와 사회성에 관한 연구 (A Study on Languages and Socialities of Children in Multi-cultural Families Using Fine Arts)

  • 최근 우리사회는 세계화의 조류와 경제발전을 위한 노동력 등의 확보를 위해 다수의 외국인이 우리나라로 들어오게 되면서 단일민족의 단일문화사회에서 다민족 다문화사회로 전이되어가고 있다. 이로 인해 언어가 다른 사람들로 구성된 다문화가족이 생겨나게 되고 이 자녀들은 서로 다른 이중 언어 환경에서 한국어 습득의 어려움과 사회적 부적응 현상을 겪고 있다. 이에 본인은 이 논문이 미술을 통한 여러 미술방법을 활용하여 다문화 자녀의 언어능력과 사회성 발달에 도움이 되고자 하는데 그 목적이 있다. 연구방법은 먼저 다문화가족의 실태와 선행 논문과 자료를 통한 미술이 가지고 있는 양질의 효과를 알아보고 분석하여 다문화 자녀의 언어와 사회성에 도움을 줄 수 있는 방안을 미술 활용을 통해 제시하고자 하였다. 그 결과 첫째, 언어의 극복을 위해 이중언어강사와 미술적 멀티미디어의 적극적인 활용이 교육적으로 필요하다. 둘째, 여러 다른 과목의 학습증진 효과를 위해 미술의 다양한 방법 활용이 필요하다. 셋째, 감정조절과 사회성을 기르기 위해 미술놀이와 미술체험활동을 교육에 적용시킨다. 넷째, 창의성과 사회성뿐만 아니라 공동체적 인성교육을 위해 미술 중심의 통합문화예술교육을 적극 활용한다는 방안이다.

다문화가정 부부의 가정생활 적응 요인에 대한 연구 (Adjustment Factors for Family Life of Multi Cultural Family Couples)

  • This research analyzes factors of family life adjustment in mixed-culture families through a focus group and individual interviews with nine mixed-culture couples eighteen people who live in city C. First, the reason that women of other cultures wants to marry Korean men is because they find it a good opportunity, as they expect that Korean husbands will take responsibility of their family. On the other hand, Korean men also expect that they would have some similarities to each other. Also, in southeastern Asian men have more freedom than women to choose an international marriage in Southeastern Asia. Second, mixed-culture couples in everyday life are affected by communication problems, cultural differences, natural environment, financial situation, male -dominant attitude, self-adjustment pressure, house-work role and financial support from their own country. Third, wives from other cultures ask for social support to adjust in Korea and make a healthy family. These women can be important, as they have their own role in the family even though they may be far from their mother in law's strong expectation in how well she can adopt Korean culture.

다문화가족의 결혼생활 관련요인 분석 - 용산구 다문화가족 사례연구를 중심으로 - (The Study on the Marital Life Factors for the Multi-Culture Families - Focused on the Case Study of Multi-Culture Family in Yongsan-Gu -)

  • The purpose of this study is to determine what factors affect the marital life of multicultural families. In-depth interviews were conducted with 15 immigrated females and their husbands living in Yongsan-Gu, Seoul, Korea, by open-ended questionnaire. The interviews took place on September 11, 2008, and October 11, 2008. The major findings can be summarized as follows: Through the content analysis of the informants' responses, three major factors were found to influence the successful adjustment of the married female immigrants: personal factors, familial support, and social support systems. Among the personal factors, the self-esteem of the married couples is relatively high. However, the factor of the economic living conditions of the multicultural families indicates some difficulty. Finally, considering the level of self-development of the female immigrants' husbands, an older husband was viewed more negatively than a younger one. In terms of familial support, the most important factor affecting the adjustment of a foreign wife is the trust of her husband and her relationship with the husband's family. Accordingly, educational programs are necessary to promote multicultural understanding and the couples' relations. In social support systems, the female immigrants experienced neglect, as far as multicultural prejudice in society. Therefore, in order to revitalize the self-esteem of immigrants, we need to reach out to multicultural families. The center for support of multicultural families provides opportunities to find training, upgrade education for employment, and expand their social network. In addition, it is necessary for the national public relations industry to recognize improvements regarding the adjustment of multicultural families.

다문화가정 청소년자녀의 공적개발원조 (Official Development Assistance: ODA) 인력 양성을 위한 탐색적 연구 (Exploratory Study of the Potential for Adolescent Children from Multi-Cultural Families to Be Trained as Competent Personnel in Charge of ODA)

  • This study investigates the potential for multi-cultural youths, given their innate bilingual and dual culture, to be trained as the competent ODA professionals. For the purpose of collecting information, we organized two different kinds of FGI in 2015. The first FGI was conducted with a group of 10 expert participants from August 17 to September 25. The second FGI was conducted four times, from October 5 to October 23, with 13 adolescents from multi-cultural families from Russia, Mongolia, Vietnam, India, Indonesia, Japan, and China. The semi-structured interview items were passed through a formal review process of the Institutional Ethics Committee. Furthermore, with the participants' pre-consent to recording, all recorded data were categorized through the transcription process. The results are as follows. While the potential for nourishing bilingual and dual cultural capabilities are high for the adolescent children of multi-cultural families, the expert group also emphasized the negative aspects of these capabilities being suppressed due to the relatively oppressed family environment. The expert group therefore suggests the following: building parent awareness of ODA human resources, developing an educational career transition roadmap, and providing institutional incentives for ODA. In addition, to some extent, the researchers were able to detect some positive self-esteem among the adolescent children of multi-cultural families as a result of the bilingual and dual cultural competencies required to be ODA personnel. In sum, the research provides insight into the need for national social support for the adolescent children of multi-cultural families, so that their strengths are not extinguished, in order that they might grow up as competent ODA personnel.

필리핀 결혼이주여성의 결혼배경과 출국 전 한국가정생활 교육내용에 대한 탐색적 연구 (The Study of the Backgrounds of Filipino Female Immigrants' Marriage with Koreans and Pre-education Programs about the Korean Family Culture in the Philippines for Filipino Immigrants to Korea)

  • In order to promote and comprehend marriage immigrants' culture, it is essential to understand the life of their families in their counties. For this study, data by a Philippine CFO(Commission on Filipino Overseas) has been analyzed, and the study researcher has attended an educational program run by the PDOS(Pre-Departure Orientation Seminar). Also, in order to understand the immigrants' families in their country, interviews have been done with some of the CFO employees, people arranged to immigrate to Korea through marriage, and female immigrants who are married. First, Filipino females have a positive attitude toward marriage with a foreign male. Most immigrants are from the rural parts of their country, and their families tend to rely on their daughters more than their sons. Therefore, they decide to marry Korean males and immigrate in order to support their families. However many of them do not have enough information about Korea. Second, Philippine's family system is of bilateral kinship, and traditionally, men and women are treated equally. Therefore, Filipino females tend to be well-educated, outgoing, and vibrant. Thus, they can create an active role in married life for themselves and support their family members. Lastly, based on videos and class materials on the topic of domestic violence that are used in the pre-educational programs for females planning to immigrate to Korea, the content of the program is to be revised.

인권과 사회통합관점에서 본 여성결혼이민자 관련법 (The Law Regarding International Marriage Migrant Women from the Perspective of Human Rights and Social Integration)

  • 이 논문에서는 세계화를 통하여 한국에서 급속하게 증가하는 여성결혼이민에 따른 다문화가족이 직면하고 있는 위장.계약결혼, 그리고 잦은 이혼, 특히 농촌 여성결혼이민자들이 겪고 있는 문화차이에 따른 부부갈등, 부부간의 폭력과 학대 등 인종, 계층, 지역을 떠나 인류의 보편적 가치에 반하는 현실적인 인권문제를 어떻게 효과적으로 보장하고, 그들이 우리사회의 일원으로 쉽게 적응할 수 있도록 법제도적인 관점에서 살펴보았다. 이 논문은 결혼이민자의 가정을 위기의 상태로 계속 방치할 경우 막대한 사회적 비용과 함께 향후 사회통합에 심각한 장애로 대두될 것임은 명확 관화한 일이기에, 다문화사회라고 하는 현실에 대처하는 각국의 입법례에 관하여 연구 검토하고, 민주 인권 평화의 도시를 표방하면서 유엔인권도시를 역점사업으로 추진하고 있는 광주광역시에서의 결혼이주여성 실태조사를 통해 기존의 통계자료와 비교해 보면서 한국의 <다문화가족지원법>의 문제점과 <결혼 중개업의 관리에 관한 법률> 및 <국적법>에 대한 개선방안을 제시하고 있다.
