This paper describes a method that extracts the region of car-licence plates in color images of private and commercial cars. To extract car-licence plates, we use the feature that car-licence plate regions have regular colors according to the kinds of cars. In this paper, we propose the method that combines H component of HSI color model and Q component of YIQ color model. To improve efficiency of the process, we cxplore lines ill a car image by a regular interval in a bottom-up style. As a result, the extraction rates by only H-component. only by Q- component. and by combined Hand Q, are 53.6%, 82.1%, and 94.6% respectively.

I would like to analyze the customers accommodation availability of the provisional 'smart board,' having specific mode and style, as a circulation platform of digital contents with using a statistic model in order to find a way and means to activate legal circulation of convergence individual products. The smart board means a circulation platform for both users' convenience and copyright protection, by being conveniently able to upload personal convergence digital contents or apply various licence to the uploaded contents according to the purpose of use. Under these premises of the smart board, this paper is going to focus on verifying to find out which factors, such as users' profile attributes, contents using behaviors, awareness of licence and etc, influence on the intention of using the smart board of general users by using a logistic regression model.

The Purpose of this study was to define the School Health Education Concepts, to establish the learning objectives and contents for school health education, and to diagnose the phenomenal aspects related to current school health Education in Korea. The results of its diagnosis indicated that the Education Ministry had never had any open opportunities for the teachers to get health education licence, and. universities had never issued health education teacher′s licence to the perspective students in Korea. Under such condition, there was "Korean nursing teacher′s association" for school health education, which had lectures, for two to three years, in order to learn how to develop, teach and evaluate the school health program. Currently, School boards in cities recommended that all nursing teachers should teach school health education in classes for six hours in a week without any fixed health program. Also, There was only "Korean Society for Health Education" for the purpose of dealing with school health education, which had been publishing annual journal. This study demonstrated how to develop school health education curriculum, which composed of the methods for needs assessment and PRECEDE Model(Predisposing, Reinforcing, and Enabling Causes in Educational Diagnosis and Evaluation).

The purpose of this study is to suggest alternative credential system of librarian in Korea. For this purpose, the study analyzes various aspects of credential system in order to find out characteristics, strengths, and weaknesses. The data used in this study are drawn from current situations and problems analysis, critical literature review case study of six countries, and questionnaire survey analysis. Four different kinds of model are suggested. Those are 'Internal Competency Model', 'Minimum Credits Model', ‘Licence Examination Model', 'Graduate School Model'. This study also suggests further research to develop more adequate credential system of librarian in Korea.

This paper describes a project - based quality management model that identifies development technologies and codes while at the same time verifying the ability to implement processes that are essential in R & D projects. In order to verify the process implemented in the R & D project implementation, there are review, checking points, and evaluating methods the process performance levels for five processes such as defining requirements which is the beginning stage of system development, testing process which is the completion stage of system development, and project management and peer review process for project management and support in the proposed project-based quality management model. For development technology and code validation, the model included the documented test cases for each requirement by the developer in the requirements definition stage, debugging and testing in the design and implementation stages, static analysis and open source licence verification procedure, and system environment. After applying the model in SW development R&D project for evaluating the process performance, and verifying the development technology and the code, the developers responded that the improvement in the development technique and the code, and upgrade of process performance level for project are more than 10%.

As digital contents circulation environment goes on-line by fast development of the latest Internet, contents demand is growing rapidly. However, XrML hard to change dynamically and has controversial point that hard to reflect user's request maximum after create license and issues to user, in this paper study of active digital license administration model who can reflect user request dynamically and support reusability of license XrML eXrML model who design extension design and suggested. Expect that this presents efficient administration plan in administration study of license base as well as study for digital contents administration.

Although most of Korean PT professors and clinical lecturers has been thought the importance of the PT student's clinical practice, there has got a lot of training problems in clinical field. As the result, of our survey study pointed out trouble of the (1) training duration (2) training credits (3) training evaluation (4) training workbook (5) training fee (6) training hospital numbers and (7) training quality etc, in Korean today's situation. So we suggest the Internship-training system for above half a year after student has got a PT licence, as a desired training model.

This paper propose an interested digital rights protection scheme using license agent to address problems facing contemporary DRM approached : static digital rights management, and limited application to on-line environment. We introduce a dynamic mission control technology to realize dynamic digital rights management. And we incorporate license agent to on- and off-line monitoring and tracking. The proposed system prevent illegal access and use by using PKI security method, real time action monitoring for user, data security for itself.

Purpose : This study was carried out to analyze the cognition and realities of postpartum care and to aid the spread of oriental medicine in postpartum care and to get a basic guideline of postpartum care home and Korean Medicine Doctor(K.M.D.)'s role model of postpartum care. Methods : We has made questions about the cognition and realities of postpartum care to 2 groups they are workers with postpartum care Home at Gangdong-gu or Songpa-gu puerperants and K.M. doctors working at Gangdong-gu from December 2005 to April 2006. And then we analyzed collected data by using statistics analysis program, SPSS. Results : Almost of 2 group felt sympathy for importance of postpartum care. 5.9% of workers with postpartum care home had maternity nurse licence, 67.6% of them had nurse license and 26.5% of them had nurse's aide qualification. 97.1% of them had experience at medical institution. Most of K.M.D. used Herb-medication for postpartum care with acupuncture and Moxibustion additionally. Conclusion : Workers with postpartum care home had a comparatively good record of medical care or postpartum care. There was difference between 2 groups about proper management model of postpartum care home.

The software industry is so important to the 21C information society Not only the digital content control but the technology of software source code for the intellectual property is so much mean to international competition. On occurring disputation property of software source code, we have to prove the fact, there is a problem to discriminate the original software source code. In this paper, we make a study of the digital licence prototype for discriminate the original source code. Reserved words of software source code by parsing express to XML file that have hierarchical structure. Then, we can express node pattern and architecture pattern of software source code by tree structure form instead of complex software source code. And we make a simulation of discrimination possibility of digital license and propose CRYPTEX model.
