A Study on BSC development and Strategy execution plan for Private education service field (사교육서비스 분야에서의 BSC 모델 개발 및 전략실행방안에 관한 연구)

  • Purpose: This study aims to overcome the problem of private education market environment which is polarized into commercialized large private education institutions and small and medium sized private education institutions in a poor business environment, and develop systematic performance measurement model applicable for small and medium sized private education institutions. Methods: To develop the BSC which measures financial and non-financial indicator in a balanced manner and introduce the BSC into private education institutions that contain conflicting goals "EDUCATION" and "PROFIT". In particular, Utilizing the methodology of AHP, the priority of strategies and execution assignments are derived. Results: BSC model was developed and introduced by cooperating with executives of the private education institution. Moreover, the study permits to achieve the strategy, enterprise-wide vision and mission by deriving strategy map and applying it to the private education institution. To measure the performance of BSC model instruction, KPI corresponding to the strategic objectives of each perspective was derived. Conclusion: BSC model generally introduces to large-sized companies and public institutions. In this study, BSC model is developed by focusing on small and medium sized private institution. Furthermore, this study is more than simple model development, it makes a connection with achievement of strategic objectives, enterprise-wide vision and mission through strategy map and strategy execution method. Through the developed BSC model and strategy execution method, utilization plan in practice and customized model for private education institutions coexisting profit and non-profit objectives were developed, and academic implications were presented.

A Optimization Study of UAV Path Planning Generation based-on Rapid-exploring Random Tree Method (급속탐색랜덤트리기법 기반의 무인 비행체 경로계획생성 최적화 연구)

  • As the usage of unmanned aerial vehicles expands, the development and the demand of related technologies are increasing. As the frequency of operation increases and the convenience of operation is emphasized, the importance of related autonomous flight technology is also highlighted. Establishing a path plan to reach the destination in autonomous flight of an unmanned aerial vehicle is important in guidance and control, and a technology for automatically generating path plan is required in order to maximize the effect of unmanned aerial vehicle. In this study, the optimization research of path planning using rapid-exploring random tree method was performed for increasing the effectiveness of autonomous operation. The path planning optimization method considering the characteristics of the unmanned aerial vehicle is proposed. In order to achieve indexes such as optimal distance, shortest time, and passage of mission points, the path planning was optimized in consideration of the mission goals and dynamic characteristics of the unmanned aerial vehicle. The proposed methods confirmed their applicability to the generation of path planning for unmanned aerial vehicles through performance verification for obstacle situations.

Reorganization on the Subway Entrance System in Seoul for Better Pedestrian Environment (서울시 지하철 역사 출입구의 보행환경 개선방안)

  • Purpose: Subway in Seoul, Korea is an important urban mass transportation system as it carries more than 4 million people a day. To support this important mission, subway entrances were designed and installed to maximize accessibility to the stations. However, a uniform plan by the national government guided quantity and layout of the subway entrances. Therefore, the plan did not consider unique characteristics of each station area and reorganization of the subway entrance system is required to improve pedestrian environment. Method: This study grouped the subway entrances into specific patterns to propose reorganizing schemes. The authors conducted field surveys, examined case studies and proposed an entrance reorganizing plan for each type. Result: The study recommends subway entrances be installed inside adjacent building when large commercial or office complexes are nearby. The authors proposed installing a bridge connecting the stations and adjacent buildings for elevated entrances. This would be only possible when there are commercial or office facilities nearby with enough floor space. The study summarizes the pros and cons of each solution. To translate our proposals into realities, various incentives should be given to building or land owners. This study made suggestions as to which kinds of incentives exist and be effective in a range of situations.

  • This study is a foundational research for establishing the basic plan of the Chungcheongbuk-do Central Library. The research investigates the regional conditions of Chungcheongbuk-do and the status of collections, usage, staff, and programs of public libraries nationwide and major representative libraries. Based on this, a SWOT analysis was conducted to derive the vision, goals, and implementation strategies for establishing the basic plan of the Chungcheongbuk-do Central Library. Based on the research findings, the mission of the Chungcheongbuk-do Central Library is presented as "The library that grows alongside the lives of local residents, intersecting knowledge and culture."

A Research on the Mid- and Long-term Strategic Plan for Developing Gangwon Metropolitan Office of Education (강원도 교육문화관(도서관) 운영 활성화를 위한 중·장기 발전계획 연구)

  • The purpose of this research is to build a mid- and long-term strategic plan for strengthening the status of Gangwon Metropolitan Office of Education as public libraries with the main functions of education, knowledge and culture in the community and helping facilitate the local growth. The current status and needs of Gangwon Metropolitan Office of Education was analyzed with a review of literature and websites, various library statistics, and user surveys and professional focus group interviews conducted during November and December 2019. Based on this analysis, a mission, vision, objectives, strategies, and main tasks of Gangwon Metropolitan Office of Education were established, and 4 strategic goals and 16 major projects were drawn to strengthen the strategic basis of 22 libraries, build specialized collections with a focus on education, recreate user-friendly spaces, and promote services, distinguished from public libraries under the supervision of Gangwon local government. It was necessary for Gangwon Metropolitan Office of Education to enhance and strengthen all of Hardware, Software and Human-ware, equipped with well-organized library building and facilities, collection and services, and professional librarians. In this research, the direction of a mid- and long-term strategic plan was presented for its dynamic operation and sustainable development in the future.

Unscented Filtering Approach to Magnetometer-Only Orbit Determination

  • The basic difference between the EKF(Extended Kalman Filter) and UKF(Unscented Kalman Filter) stems from the manner in which Gaussian random variables(GRV) are represented for propagating through system dynamics. In the EKF, the state distribution is approximated by a GRV, which is then propagated analytically through the first-order linearization of the nonlinear system. This can possibly introduce large errors in the true posterior mean and covariance of the transformed GRV, which may lead to sub-optimal performance and sometimes divergence of the filter. However, the UKF addresses this problem by using a deterministic sampling approach. The state distribution is also approximated by a GRV, but is now represented using a minimal set of carefully chosen sample points. These sample points completely capture the true mean and covariance of the GRV, and UKF captures the posterior mean and covariance accurately up to the 2nd order(Taylor series expansion) for any nonlinearity. This paper utilizes the UKF to determine spacecraft orbit when only magnetometer is available. Several catastrophic failures of spacecraft in orbit have been attributed to failures of the spacecraft mission. Recently studies on contingency-major sensor failure cases- have been performed. For mission success, contingency design or plan should be implemented in case of a major sensor failure. Therefore the algorithm presented in this paper can be used for a spacecraft without GPS or contingency design in case of GPS failure.

Establishing Application System of KOMPSAT-1

  • Korea Multi-Purpose Satellite-1 (KOMPSAT-1) is developed by the Korea Aerospace Research Institute (KARI) with the aid of TRW and will be launched on the Nov. 24, 1999 at the Vandenberg Air Base in CA, U.S, Now, the satellite application group in KARI is preparing for the service with the KOMPSAT-1 satellite data. For the purpose of supplying good service to the users, data application planning has to be established before launching satellite. To use satellite data effectively, KARI makes a plan for data policy, data price, mission planning, and commercializing strategy. This study was carried out with the purpose of effective use of satellite data. For this purpose, KARI makes a user group first. There are 58 user groups to use KOMPSAT-1 data for public welfare and research sectors. These user groups include government, public corporations, institutes, and universities. KARI will offer the service to users through online using Internet. Secondly, KARI makes a policy for the priority of KOMPSAT-1 missions. These are classified by the mission priority, payloads, and operational states etc. Thirdly, KARI will make data policy and data price of KOMPSAT- 1 based on the basic master 1)tan. Especially, data price will be determined at trte KOMPSAT-1 committee including Ministry of Science and Technology (MOST). KARI is also trying to commercialize the data with the domestic and foreign companies to expand the use of KOMPSAT-1 data in the industries sector. Afterward in this study, KARI will continue the improvement for the effective distribution of KOMPSAT-1 data for all users.

Global environment change monitoring using the next generation satellite sensor, SGLI/GCOM-C

  • The Third Assessment Report of the Intergovernmental Panel on Climate Change (IPCC) concluded that many collective observations gave a aspect of a global warming and other changes in the climate system. Future earth observation using satellite data should monitor global climate change, and should contribute to social benefits. Especially, human activities has given the big impacts to earth environment This is a very complex affair, and nature itself also impacts the clouds, namely the seasonal variations. JAXA (former NASDA) has the plan of the Global Change Observation Mission (GCOM) for monitoring of global environmental change. SGLI (Second Generation GLI) onboard GCOM-C (Climate) satellite, which is one of this mission, is an optical sensor from Near-UV to TIR. This sensor is the GLI follow-on sensor, which has the various new characteristics. Polarized/multi-directional channels and 250m resolution channels are the unique characteristics on this sensor. This sensor can be contributed to clarification of coastal change in sea surface. This paper shows the introduction of the unique aspects and characteristics of the next generation satellite sensor, SGLIIGCOM-C, and shows the preliminary research for this sensor.

  • This paper presented the CanSat competition as one of very small satellite programs for expending the space technology base. The CanSat was compared and characterized with a real satellite and the foreign CanSat competition cases and domestic CanSat development trends were summarized. On the basis of the above information, the organizational structure and function were suggested for domestic CanSat competition and the required technologies, such as satellite, launcher and ground station were described. And also, the prior plan for competition, including mission, education and schedule were suggested.

A study on possibility of land vegetation observation with Mid-resolution sensor

  • The Fourth Assessment Report of IPCC predicted that global warming is already happening and it should be caused from the increase of greenhouse gases by the extension of human activities. These global changes will give a serious influence for human society. Global environment can be monitored by the earth observation using satellite. For the observation of global climate change and resolving the global warming process, satellite should be useful equipment and its detecting data contribute to social benefits effectively. JAXA (former NASDA) has made a new plan of the Global Change Observation Mission (GCOM) for monitoring of global environmental change. SGLI (Second Generation GLI) onboard GCOM-C (Climate) satellite, which is one of this mission, provides an optical sensor from Near-DV to TIR. Characteristic specifications of SGLI are as follows; 1) 250 m resolutions over land and area along the shore, 2) Three directional polarization observation (red and NIR), and 3) 500 m resolutions temperature over land and area along shore. These characteristics are useful in many fields of social benefits. For example, multi-angular observation and 250 m high frequency observation give new knowledge in monitoring of land vegetation. It is expected that land products with land aerosol information by polarization observation are improved remarkably. We are studying these possibilities by ground data and satellite data.
