New Governmental National Agenda and New Executive Bodies' R&D Strategic Goals on Geoscience and Mineral Resources (신정부 국정과제 및 지질자원 분야 R&D 정책 방향 분석)

  • With the advent of a new Korean government, a new national agenda (140 items) was reported. Additionally, Work Plans of the executive bodies were also released, including the Ministry of Science, ICT and Future Planning (MSIP); the Ministry of Trade, Industry and Energy (MOTIE); the Ministry of Oceans and Fisheries (MOF); and the Ministry of Environment (MOE); the Ministry of Land, Infrastructure, and Transport (MOLIT). For government-supported research institutes, it will be important to watch and analyze the changes in the government's primary policies and strategic goals. In this paper, we analyzed new governmental research and development (R&D) policy with respect to geoscience and mineral resources technology. The results indicated that the executive bodies emphasized, for the job creating 'creative economy' and the 'safety and integration society', the establishment of the creative economy; science and technology development based on creativity and innovation; creation of new growth engines by fusion and diffusion; construction of stable energy systems; promotion of environmental industry; and creating satisfactory land services. In the area of geoscience and mineral resources technology, it is time to search for a new, creative, and interagency fusion R&D contents to meet the needs of the public and boost its national competitiveness.

  • The paper proposes to consider information technologies and their application in the educational process as a preparation of presentation material for students of higher educational institutions. The definition and place of information technologies in the educational space are considered. The object of research of this work is the pedagogical technology of presentation of educational information, which substantiates the pedagogical technology of visualization of educational information in higher education, as well as determine its composition and structure. The practical side of pedagogical technology of educational information presentation is considered.

  • Diamond-like carbon (DLC) coatings are used nowadays in various applications such as a protective coating against wear or corrosion in automotive parts, and recently its use is more and more apparent in particular biomedical applications [1]. The Japanese Ministry of Economy, Trade and Industry has started a program of collaborative study for industrial standardization of DLC films and their evaluation techniques. Japan New Diamond Forum (JNDF), Nanotec Corporation and the Nagaoka University of Technology are conducting this program. This project includes national organizations (businesses, universities, and research facilities), encompassing a wide range of requirements. JNDF organize Japanese project committee and working group. The purpose of this report is to discuss standardization and classification of DLC coatings.

  • Since the government is fully aware of the specificity and importance of the healthcare field, it operates bureaucracy and affiliated organizations composed of many government ministries and experts and is also handling the related bureaus. However, recent incidents of humidifier disinfectant not only make these government activities unreliable but also cause disappointment to many people. Why did not the government take active measures to ensure product safety? But why was the Korea Centers for Disease Control and Prevention (KCDC) able to speed up the identification of the cause and the recovery of the product? The purpose of this study is to clarify the behavioral mechanisms of government intervention by comparing the behaviors of the Ministry of Trade, Industry and Energy and the KCDC. Then, we will discuss the desirable government structure.

  • The safety of metal cask and concrete cask storage technology has been verified by CRIEPI through several research programs on demonstrative testing for the interim storage of spent fuel. The results have been reflected in the safety requirements for dry casks issued by NISA/METI (Nuclear and Industrial Safety Agency, Ministry of Economy, Trade and Industry) of the Japanese government. On top of that, spent fuel integrity has been studied by the Japan Nuclear Energy Safety Organization (JNES). This paper reviews these research programs. Future issues include the long-term integrity of cask components and high burn-up spent fuel.

  • Recently, because Korean government's 3020 renewable energy policy is implemented, renewable energy sources are connected in the power system. The power quality of the Korean power system has been maintained at the highest level in the world, but it will become difficult to maintain the highest level of power quality as the proportion of renewable energy source, which is characterized by severe output fluctuation and difficult control, increases. For those reasons, this paper analyzed Key technologies for stabilization of power system.

  • The Korean railway standards (KRS), formerly managed by Korea Railroad (Korail), have been managed by the Korean Ministry of Land, Transport and Maritime Affairs (ML TM). According to Korean railway safety law and its ordinances, which were established for the guarantee of railway safety, the management of KRS including enactment and revision of technical standards for railway vehicle and components, was committed to Korea Railroad Research Institute (KRRI). Currently, a total of 195 standards has been managed from the various railway applications including track, electrical, and vehicle areas. Moreover, according to the guideline on the management of KRS, the conformity of KRS with international standards is encouraged for the enlargement of international trade. In this investigation, a brief management activity of KRS and the recent activities on conformity of KRS with AAR standards on automatic coupler will be introduced.

Characteristics and Determinants of Household Electricity Consumption for Different Levels of Electricity Use in Korea (국내 가구의 전력소비 수준에 따른 특성 및 결정요인)

  • This study compares the characteristics and the determinants of household electricity consumption for low electricity consuming and high electricity consuming households. The data are drawn from a household energy consumption sample survey by Korea Energy Economics Institute in 2015. The results show the differences in socio-demographic, dwelling, and electricity consumption characteristics between two households. Next, the factors affecting the household's electricity consumption are investigated. Common factor affecting the electricity consumption function is only the number of electrical appliances. There are also the differences in major determinants of the household's electricity consumption functions for two households. The results of this study would be useful for understanding socio-demographic, dwelling, and electricity consumption characteristics of low electricity consuming and high electricity consuming households.

  • The Chinese Arbitration Law came into force in 1995 and has been implemented for 26 years. As a party to the New York Convention, there are many contradictions and conflicts between the Chinese Arbitration Law and the New York Convention on the issue of ad hoc arbitration, and this institutional disconnection can bring about problems such as misalignment of arbitration powers. On July 30, 2021, China's Ministry of Justice published a draft of the revised Arbitration Law for public consultation, and the draft has generated a lively debate among the public. This article explores the reasonable and inadequate points of the draft of Arbitration Law in light of the recent trends in the use of commercial arbitration in China, the COVID-19, the Free Trade Zone, and the relationship between the Civil Code and the Arbitration Law.

An Analysis of Public Sector Practical Guidelines for Valuation of Technology in Korea

  • The Practical Guide of Technology Valuation (the guide) by the Ministry of Industry, Trade and Energy is dominant in technology valuation in the public sector in Korea. The guide was released in 2011 and revised every three years. However, there are several guidelines or manuals for technology valuation issued by other agencies under different ministries. This paper compares the several guidelines for technology valuation and figures out the similarity and differences, from the view of the US and international standards of valuation. The first aspect found is that the guide is evolving toward the basic principles of valuation. Second, all the guidelines should comply with the guide but have sector-specific characteristics in methods, variables and data. Third, although the guide recommends only two valuation methods, some guidelines introduce various other methods. Fourth, the methods are still too complex and having unnecessary ingredients. Finally, this paper suggests further development of the guide and other guidelines.
