Cost-Benefit Analysis of Risk Assessment Regulation in Manufacturing Industries (유해위험방지계획서 적용에 따른 업종별 비용편익효과 분석)

  • From 1982, the Korean Ministry of Employment and Labor has executed the risk assessment regulation for manufacturing industries. When a manufacturing company install, transfer, or modify the major facilities, the program inspects and verifies safety of the working place to ensure safety against risks. This study performed cost-benefit analysis of the program for the eight industrial categories that were free from the program. The cost-benefit analysis is the basic method to estimate the effect of the policy execution, and used to justify the policy effectiveness. As a result, there is the biggest benefit in the manufacture of basic metal products and then motor vehicles, trailers and semitrailers, other manufacturing, other machinery and equipment, wood products of wood and cork, rubber and plastic products, food products, furniture in order. Thus the hazard prevention program should be applied into the 8 industrial categories in order to strengthen national competitiveness, protect labors's safety, reduce the social cost and improve the welfare.

Certification and Management of Occupational Health Nurse in Korea (한국의 산업전문간호사 자격인증 및 제도운영방안)

  • The purpose of this study was to develop the certification system, analyze the job profile of occupational health nurses, plan the education program and suggest the political recommendations. Many materials of KAOHN (Korean Association of Occupational Health Nurses) were collected and analyzed and many times of meetings and workshops were held to coordinate the various opinions from related organizations. The results were as follows; 1. The certification of occupational health nurse will be available to the nurses who have the careers more than three years, graduate the education program for certified occupational health nurse, and pass the certified occupational health nurse examination. 2. Two types of education program will be needed, one will be the one-year program for diploma nurses and the other will be master program for baccalaureate nurses. 3. The plan was made for 2000 occupational health nurses to be certified by 2010. By 2007, annually 200 occupational health nurses will graduate from one-year program and 40 occupational health nurses will graduate from master program. After than, 260 occupational health nurses will graduate from master program and 40 or 80 occupational health nurses will graduate from one-year program. 4. To facilitate the usage and motivation of certified occupational health nurse, political recommendations were suggested; revision of the related laws and regulations, the incentives for employers, and financial supports for the certified occupational health nurse educations by the government.

Risk Assessment of Baby Powder Exposure through Inhalation

  • This study was conducted to assess the exposure risk through inhalation to baby powder for babies and adults under simulated conditions. Baby powder was applied to a baby doll and the amount of baby powder consumed per application was estimated. The airborne exposure to baby powder during application was then evaluated by sampling the airborne baby powder near the breathing zones of both the baby doll and the person applying the powder (the applicator). The average amount of baby powder consumed was 100 mg/application, and the average exposure concentration of airborne baby powder for the applicator and baby doll was 0.00527 mg/$m^3$ (range 0.00157~0.01579 mg/$m^3$) and 0.02207 mg/$m^3$ (range 0.00780~0.04173 mg/$m^3$), respectively. When compared with the Occupational Exposure Limit of 2 mg/$m^3$ set by the Korean Ministry of Labor and the Threshold Limit Value (TLV) of 2 mg/$m^3$ set by the ACGIH (American Conference of Governmental Industrial Hygienists), the exposure concentrations were much lower. Next, the exposure to asbestos-containing baby powder was estimated and the exposure risk was assessed based on the lung asbestos contents in normal humans. As a result, the estimated lung asbestos content resulting from exposure to asbestos-containing baby powder was found to be much lower than that of a normal Korean with no asbestos-related occupational history.

  • This study examined the stakeholder cognition of the safety certification marking system by surveying manufacturers, lessors, and users. In addition, among various issues about safety certification marking systems, the improvement of safety certification marking contents was suggested in order to guarantee quality of temporary equipments. The results by statistical method show that it is necessary to increase of users' understanding about the safety certification marking system. In addition, the quality management system of temporary equipments should be introduced to control the actual condition that temporary equipments of various product companies are mixed in a site during removal and reuse processes. For detailed marking contents, it is recommended that a certification mark, an identification number, and the production year should be displayed and the manufacturer name could be selectively presented. Detail informations such as a safety certification number, a product company, a model type or name, a specification, a weight, a product number, and the location of a certification mark should be identified by the identification number.

  • Chemicals for cosmetics, including skin, the skin absorbs some of the research in the field of science or pharmacy recently, about the environment and the health of the heightened interest in skin absorption. Many other human attributes and absorption evaluation studies are underway in various areas. This study were used rats and carried out to find out the effects of commercial permanent wave products to skin which are composed with thioglycolic acid and bases. Results were as follows. Permanent wave penetrated to 3 hours later with steady state in skins and was not significant changeable after 20hr later. In case of neutralizer with thioglycolic acid lag time and permeability coefficient in healthy skin were 3.32hr and $0.101{\mu}g/cm^2/hr$, in old skin were 3.08hr and $0.117{\mu}g/cm^2/hr$, and in wounded skin were 3.02hr and $0.166{\mu}g/cm^2/hr$. In conclusion, lag time and permeability coefficient in old skin and wounded skin were faster than healthy skin. In vivo, We were studied to general time and method of permanent wave. We found out that fine wrinkle and rash of skin were changeable in the case of treating with permanent wave drugs than normal skin.

Work-related Injuries in Dairy Farm in Gyeonggi Province (경기 지역 낙농작업자의 재해 발생 현황과 요인)

  • Objectives : Although dairy farming ranks as the industry with the highest injury incidence rate, the information on the injuries is limited in Gyeonggi Province. The purpose of this study was to investigate the occurrence of farm accidents and injuries. Methods : The occurrence of accidents among dairy farmers due to work-related injuries were investigated from 2,799 dairy farms of Seoul Dairy Cooperative. Among 171 total accidents, the number of accidents for human was 108. In this study, the 108 human accidents were investigated. Results : The results of this study were as follows; First, the injury rate in dairy farming was 1.60%. Second, the highest injury in dairy farm was occurred in the spring and at 6~8 p.m. Third, a variety of injuries occurred when doing the milking. Fourth, cow, machinery and falls were among the most common causes. Fifth, the most common injuries was fracture (52.8%) and the most common body part of injuries were torso (25.9%), legs (22.2%) and hand (18.5%). Sixth, 45% of the accidents indicated the lost work time from 4 weeks to 3 months. Recommendations: With the results, it is recommended that practical control methods to prevent accidents in dairy farming, for instance, wearing adequate personal protective equipment (PPE) or designing a moderate floor of works etc. be studied and developed.

The Consideration about an Electronic Medical Record Security Standardization (전자의무기록 보안표준화에 대한 고찰)

  • Due to the development of Internet and the collection and usage of the individual information, the infringements of the personal data have been increased rapidly. Regarding the personal data protection in the medical industry, it is clearly described in 'Act on Promotion of Information and Communication Network Utilization and information Protection, etc.'. the law is ratified on the basis of the service provider, therefore, it has its own limitation to be applied to medical industry. Therefore, this paper is to set the security standard and to discuss the range of legal application and considerations on its basis for the domestic medical institution at the electronic medical record system. We exemplify specific applicable content of the electronic signature in the electronic medical record also, present a security assessment item in electronic medical system and set the criteria for the security standard in the medical industry.

A Survey for Ergonomic Risk Factors in Wholesale/Retail Establishments (도·소매업종의 작업위험요인에 관한 연구)

  • The purpose of this survey was to identify ergonomic risk factors of work-related musculoskeletal disorders (MSD) and understand the current MSD risk status in the wholesale/retail industry. The field survey was conducted at 120 wholesale/retail establishments, and the cause of MSD occurred from the national industrial accident statistics by the Ministry of Labor in 2006 was analyzed in terms of company size, a term of work, job title, and cause of occurrence. The numbers of disasters on MSD were 602 which were included 432 disasters who met with low back pain by incident. A checklist was developed by KOSHA to use for the field survey. A total of 419 tasks were identified at the 120 establishments surveyed. The highest frequency was Task 2(45%) which was mostly observed in repetitive work (e.g. displaying, scanning, cutting or wrapping of goods). The second and third were Task 9(34%) and Task 8(14%) which were identified in manual materials handling (e.g. lifting, lowering, carrying or stocking of goods). The results suggest that the three Tasks should be first considered for the control in wholesale/retail industry and that exposure to MSD risk factors in those Tasks should be primarily addressed in order to reduce MSD risk in that industry.

Quantitative Risk Assessment of the Chemical Facilities by KS-RBI Program (위험기반검사 프로그램에 의한 화학설비의 정량적 위험성 평가)

  • Damage ranges of accidents of the chemical facilities were estimated by the KS-RBI(Ver.3.0) program supporting the quantitative cause analysis, and the consequences were compared with the results of K-CARM(Ver2.0) program which assesses the quantitative risk in an usual method. As a result we found that the consequences of the KS-RBI program were similar to those of the K-CARM program. Therefore, the KS-RBI program could be applied to the quantitative risk assessment. In addition, it can be safely said that through appling the damage ranges of accidents by weighted average, industrial sites can come up with the effective plans of mitigation and emergency.

A Study on Subchronic Inhalation Toxicity of Isoprene Using Sprague-Dawely Rats (Isoprene 아급성 흡입독성 연구)

  • The purpose of this study was to obtain scientific information regarding classification and health hazards that may result from a 13 weeks inhalation exposure of isoprene in Sprague-Dawley (SD) rats. The testing method was conducted in accordance with OECD guidelines for the testing of chemicals No. 413. The Rats were divided into 4 groups (10 male and 10 female rats in each group) and exposed to 0, 360, 1,620, 7,300 ppm isoprene in each exposure chamber for 6 h/day, 5 days/week, for 13 weeks. As a result, there were no mortality or abnormality during the period of study and did not show any significant changes of body weight. There were no dose response changes in urinalysis, hematological and serum biochemical value examination. Relative organ weight was increased significantly the right kidney in 7,300 ppm group of male rats. In female rats, relative organ weight of the left kidney and the both lungs in 1,620 ppm group and the left lung and the both kidneys in 7,300 ppm group were increased significantly. But the histopathological findings did not reveal any exposure-related changes. According to the above results, the no observable adverse effect level (NOAEL) of isoprene was 7,300 ppm (20.3 mg/L) in both male and female rats. In conclusion, Isoprene was not classified specific target organ toxicity of the 'Standard for Classification and Labeling of Chemical Substance and Material Safety Data Sheet' (Ministry of Employment and Labor, 2009).
