  • As global trade system transferred GATT into WTO, the harmonization of technological standards, certification, construction, testing is the trend of world. This drift is based on WTO / TBT agreement coming. In effect after 12th, April, 1979. For Korea, the distribution system has a strong resemblance to American system so that engineers are confused in adopting standards. IEC60364 and NEC are in part similar but unconvertible because IEC 60364 originated from Europe while NEC originated from USA. This thesis deals with the fundamental elements of electrical safety system with comparing IEC 60364 with NEC. It serves as a guide how to apply standards when engineers select electrical installations.

  • According to the Korea Agency for Technology and Standards under the Commerce Ministry, OLED device's lifetime is defined 50% drop of luminance. OLED device is self-emitting operating device, that means it becomes different color between pixels under using environment. That's reason of the different luminance drop ratio & chromaticity coordinates shift ratio with time. The problem is there is not recovered after luminace drop and color shift. We can recognize the difference of color as image sticking. First we studied when human recognize the difference of color and second we apply the method of OLED device's lifetime test that's able to check different color between pixels

  • This study is intended to forecast changes in Ubiquitous technology-based residential environment since the digital revolution so as to suggest the direction of furniture design in the near future. Among Ubiquitous technologies, the intelligent digital technology applied to a residential environment is defined as "Smart Digital Technology." Ministry of Commerce, Industry and Energy named the residential environment where such technology is applied "Smart Home." Smart Home is strategically creating intelligent residential environment where interactivity is made between human, furniture and residential environment, based on home automation, home network and intelligent sensor technology. Smart furniture is based on strategic characteristics of smart home. Its convergence with IT equipments is being made. Largely, smart furniture has three characteristics as below: First, smart furniture provides users with information on home management, health management, education and fashion. not just functioning as storage space. Second, smart furniture that is a new lifestyle pattern will suggest a new aesthetic standard based on unsettled shapes and innovative structure. Finally, it gives convenience to users intelligently. Namely, smart furniture, "intelligent informative furniture", will be suggested as a new paradigm.

  • Recently KS documents related to lightning protection were revised complying with the requirements of IEC standards. Lightning protection parts are divided three in IEC, those are arrestor(60099), SPD(61643), and protection facilities(62305). According as international standard is applicable in Korea, type tests, routine tests, and acceptance tests shall be made to demonstrate compliance with the relevant standards. KESRI have installed test equipment which is funded by Ministry of Commerce, Industry and Energy fit for lightning surge test form 2002, and we introduce the test equipments in detail.

  • Reliability program is essential to the development of space systems like launch vehicles and satellites, as they are non-repairable after launch and the failure of a launch vehicle resulted in catastrophic consequences for the mission. Foreign advanced space organizations have developed and implemented their own reliability management programs for launch vehicles from the conceptual design stage to the detail processes for the individual components, procedures and test reports. A study on the launch failures and the reliability analysis methods for one-shot devices contained in this paper will contribute to the reliability improvement for Korean launch vehicle and components.

  • Presently the Korean grounding system uses TN system, multi-grounding method with TT independent grounding method. Nevertheless TN system can't exist with TT system in the technological terms. If they coexist, it causes ground-fault circuit not to operate, and brings about different electrical potential rise by customer system. It brings about serious problems for safety. This paper aims for improving method of grounding system based on the technical analysis on instances in foreign countries and Korea. Almost standards and construction manner were apt to be internationalized after WTO/TBT agreement was concluded. The internal grounding systems should meet the international criteria and reliability for safety, and be provided with technologically impeccable standards.

A Comparative Study on International Convention and National Legislation Relating to the Liability of the Air Carrier

  • The purpose of this paper is to review the text of national legislation relating to the carrier's liability in respect of the carriage of passengers, baggage and cargo by air in major states such as United Kingdom, Germany, France, Canada, Russia and China, and to compare the air carrier's liability under the national legislations of above states with them under the Warsaw System relating to the international carriage by air. Also this paper reviews the text of the draft legislation relating to the carrier's liability in respect of the carriage by air in Korea. The Warsaw Convention for the Unification of Certain Rules Relating to International Carriage was adopted in 1929. In 1999, the ICAO adopted the Montreal Convention for the Unification of Certain Rules for International Carriage by Air vastly modernizing the unification of private air law. The Montreal Convention replaced the instruments of the “Warsaw System”, and came into force on 4 November 2003. The Montreal Convention is not only an international convention. It has also exercised a considerable influence on national legislation. A the Convention, or certain of its principles, with the object of regulating their national air transport. The main feature of the liability regime of the air carrier under the Montreal Convention is the two-tier liability system for death or injury of the passenger with strict liability up to 100,000 SDR and presumptive liability with a reversed burden of proof without any limit above that threshold. The principles of the liability of the air carrier under the Montreal Convention have been adopted into national legislations by the United Kingdom, Germany, France, Canada, Russia and China. Now the Ministry of Justice of Korea is proceeding to make a new national legislation relating to the liability of the air carrier in respect of the carriage by air. The draft legislation of the Part VI the Carriage by Air of the Commercial Code of Korea has adopted the main principles of the liability of the air carrier under the Montreal Convention. In conclusion, the national legislation relating to the liability of the air carrier in Korea will contribute to settle efficiently the dispute on the carrier's liability in respect of the carriage of passengers, baggage and cargo by air.

  • The Korea Foreign Trade Act(KFTA) was revised the penal provisions of the breach of the Country of Origin Labeling(COOL) recently. The ceiling of penalties became to 5 years for imprisonment, one hundred or three hundred million won for fine. The level of penalties are adjudged quite fair but the amount of penalty should be increased according to the profits from the breach or the nature of crime in some cases. The problems of the penalties are differences between KFTA and other related laws. There are related several laws on the breach of the COOL such as KFTA, Unfair Trade related Law, Customs Law, Consumer Protection Law, Law of COOL on Agricultural and Marine products etc. The penal provisions of the breach of the COOL has more heavier level than other the breach because of the criminal qualities. The problems are the penalty differences between the KFTA and the Unfair Trade Law under the Ministry of Knowledge Economy. The KFTA's penal provisions need to equate with Unfair Trade Law as long as same breaches on the COOL. The government can also consider some policies to rigid enforcement of breaches on the COOL. There are the Country of Origin Tracking system, the RoO Paparazzi System, Make public the names of habitual RoO Violators, Correction Order of breach of the COOL etc.

A Study on the Problems of Korea Merchandise Trade Statistics (무역통계 및 실적 차이에 관한 제(諸)문제)

  • The accurate national trade statistics can show the real nation's trade situation, and contribute to setting up the national's trade plans and corporate's strategies. This study researches the differences between trade statistics and actual trade record among the national and international statistics and suggests improvement plans to solve the problems. There are 4 types' differences among the trade statistics as follows; First, a statistical differences between Korea Customs Service and Bank of Korea by yearly US$9.6billions because of standard and boundary of trade statistics. Second, a statistical differences between Ministry of Trade, Industry and Energy and Korea Customs Service because of the time and purpose of trade statistics release. Third, a statistical differences between Korea and counterpart countries because of standard of trade statistics, intermediate countries and rules of origin. Lastly, a statistical differences between nation's statistics and corporate record because of typing errors and indirect export record. The fundamental improvement plans are Korea statistics rules like Korea Foreign Trade Rules and Korea Custom Rules, need to coincide with the international rules like IMTS, MSITS, BPM6 etc. Especially the rules of statistics related to intermediary trade, processing trade and transit trade have to revise with new BPM6 rules. In addition, a reasonable care of trade statistics from accumulation to utilization of trade information is more important than statistical regulation or system, so all persons concerned including exporters, importers, government official pay attention the statistics and cooperate together.

  • An understanding of importance of port has increased according to the in and out environment changes surrounding port. And the jurisdiction of physical distribution including port logistics integrated to Ministry of Land, Transport and Maritime Affairs. It is a good time for review the related port law once more. Present related port law has no problems itself. But because there are many laws about port, so overlap is shown in many aspects. According to this viewpoint, this study has focused to reduce the overlap in the contents of the laws and propose the improvement methods. So as to achieve this goal, I divided study fields into three aspects. The first is the subject of port management and second is the object of port management, the third is contents of port management. And also improvement plan provided in three aspects. Improvement plan is as follows. Firstly, the diversity of management subject is reduced considerably due to the integration of government organization but the problem which what laws among the various laws would adopt to same object is still remained. So it is necessary to make into one or two laws. Secondly, in the case of object of port management, it is essential to cover the port, port facilities and port hinterland with one comprehensive law. Therefore it is important to adjust the related clauses in various laws. Thirdly, in connection with the contents of port management, port development plan or other related port business and etc. described in various laws have to cordinated. At the same time, it is desirable that the similar terminology used in various laws would be unified.
