Trends of Joint Operational Environment and their Implications (합동작전환경의 추세와 적용방안)

  • Today's world is generation of Transformation. The Term "Transformation" is widely used in many nations and international organizations such as U.S. and NATO to describe the course of change undertaken by militaries to respond to the new and emerging security environment. Transformation involves all elements of the defense enterprise including Operational Environment, Operational Concepts, Doctrine, Structure and Technologies, within a supportive Cultures context. An Operational Environment is defined as "a composite of conditions, circumstances, and influences that affect the employment of military forces and bear on the decisions of the unit commander." The context for developing future military concept and capability lies essentially within the anticipated boundaries of the operational environment in a collective sense. The joint operational environment is essential to the nation's defense. It describes volatile, complex, and dangerous environment in which the military personnel. organizations, and material will operate. Implications coming forth from joint Operational Environment are but a starting point - many others exist. More and better Implications will come forth as people think about massages of Operational Environment, experiment its characteristics, learn to deal with its threats and scenarios, apply their experience and judgement, and then consider what is required of Korean military doctrine, organizations, training and education, material development, and leadership for operations in the joint Operational Environment.

  • After North Korea's sixth nuclear test, the operational environment on the Korean Peninsula has fundamentally changed, and the South Korean military faces various security challenges, including a reduction in military service resources and shorter military service periods. In particular, the South Korean military is seeking a new paradigm in military construction amid changes in the defense acquisition environment linked to the push for defense reform 2.0 and the utilization of the fourth industrial revolution. Therefore, this study considered strategies for improving the operational test and evaluation of weapons systems suitable for changes in the defense acquisition environment to effectively prepare for existing military threats and future warfare patterns. For this purpose, external environment analysis and internal capabilities were diagnosed using PEST Analysis and SPRO Analysis, and improvement strategies were derived through SWOT analysis.

  • For smart defense innovation, the key is to apply state-of-the-art technologies of the Fourth Industrial Revolution to national defense. In order to apply state-of-the-art technology to the defense sector, we need to apply and develop technologies to analyze and respond to uncertain future operational environments. To this end, our military is investing a lot of time and effort. To understand future operational environment analysis and to apply and develop our military, we explored the perspectives of operational environment analysis in major countries and studied specific cases of U.S. troops with systematic analysis functions. The U.S. Army has established a cooperative system to analyze future operational environment under the leadership of the Education Command and operates the organization organically. It also utilizes the collective intelligence of expert groups in various fields by utilizing the MSC, and it is time for the Korean military to take the lead in keeping with the era of transformation. To that end, the organization of the U.S. Education Command should be benchmarked and the Korean Future Operation Environment Analysis Organization should be established and operated. Through this study, we have developed an understanding of the future operational environment analysis system of the U.S. Army and presented a plan to apply the ROK MND.

A Study of Environment & Bullet-Proof Capability Test Method for KLTV's Transparent Armour (한국형 전술차량 방탄유리 환경 및 방호력 시험 적용 기법 연구)

  • Korean-peacekeeper's transparent armors in Iraq showed delamination, cracking and clouding a decade ago. And there were also similar deterioration recurrences in KLTV during the operational test a few years ago. Also, the differences between operational capability & lab Bullet-proof test condition, and insufficiency of military protection spec resulted in incomplete bullet-proof results. Moreover, although so many ground weapon systems have been developed, there were not secure test & evaluation codes to verify transparent armoured glasses equal to advanced-overseas products. So in this study, first, environmental test codes were established that all tests should be carried out as the application of only one specimen with newly adopted thermal shock test instead of completing each test with different one. Second, protection standards were integrated through the analysis of global developed country's specifications and reinforced as adding to the real mock-up condition if vehicle's glasses are smaller than standard specimen. Hereby, by applying to test-codes which including actual operational & vehicular conditions, the gap between development test and operational environment was minimized.

  • The information about battlefield environment changes and operational impacts on Korean Peninsula due to climate change is essential for national defense. In this study, the future impact of four ground operations was analyzed by using the national climate change standard scenario based on the IPCC 6th report. As a result, it was analyzed that the number of operational-limited days for ambush and airlift operations would decrease, making the operational environment favorable. However, the operational environment unfavorable as the number of operational-limited days for crossing and reconnaissance operations increase, but the number is not large so much.

  • This paper deals with the application of commercial mobile communication system for improvement of the military mobile wireless communication systems. Currently, commercial mobile communication systems are rapidly growing from first and second Generation system to third and forth Generation system, which can provide multimedia service of high speed and high capacity(e.g., IMT-2000). If we adapt these emerging commercial technology for the military communication, the military will have many benefits in terms of cost saving, early operational deployment and performance. And it is possible to support the communication necessary in the future warfield operational environment. Therefore, we analyzed differences between commercial systems and military systems, and adaptability in terms of security, survivability and performance.   • LTV(Light Tactical vehicle) operating in our military requires higher levels of performance and durability to withstand harsher conditions than ordinary vehicles, as they must travel on both rough-train and off-road as well as on public roads. Recently, developed light tactical vehicle is developed by a variety of test evaluations in order to satisfy ROC(Required Operational Capability) by the requirement military group. However, there is no standardized driving test condition for satisfying the durability performance of Korean tactical vehicle. Therefore, this study aims to provide basic data to establish reliable driving test conditions by analyzing the maneuver conditions and the driving data in order to select the representative drive course required. To do this, we analyzed the future operational environment, the area of operation analysis and the driving information of light tactical vehicle.

  • This paper analyzed the J/S of the GPS receiver in sea environment from GPS satellite and GPS jammer. Through the analysis, the operational range and effective radiation power of the GPS jammer could be estimated. In the case of the jammer effective radiation power is higher than the specific value, jammer height mainly resolves the jammer operational range.

  • Virtual Fire Control System(VFCS) in attack helicopter is developed. VFCS is comprised of multifunction display, store management computer, mission computer, target acquisition and designation system, mission planning system, weapon simulator and flight simulator. Weapon engagement process under the operational environment of helicopter was considered by using the VFCS. We considered hellfire missile, tow missile, unguided rocket and turret gun. The results of this study will be utilized efficiently on integrated fire control system SIL(System Integration Lab.) in attack helicopter.

  • A distributed missile system is composed of command control center, radar and launcher which exchange information each other to use wire or wireless network. The distributed missile system is required mobility for operational convenience and survivability. Also missile system requests land navigation system to provide relatively accurate attitude. For reason of these requirements, each subsystem needs land navigation which provides information of position and attitude. This paper represents operational concept for land navigation to consider operational environment and concrete operational procedure to apply the operational concept. In state that there is no operation for land navigation of distributed missile system internally so for, this paper could be helped to establish operational concept and procedure of this kind of system.
