A Study on the Development of the Korean Mobilization Operations Including National Emergency Provision (한국적 비상대비 동원업무 발전방안)

  • Developments toward a 'the end of the Cold War' are the main factor determining the situation in the Korean Peninsula. While all the combat resources of North Korea are systematically controlled and kept available for instant mobilization even in peacetime. South Korea is inferior to North Korea in terms of mobilization system and efficiency, exercise intensity and equipments. In sum, the South faces far greater restraints in wartime conversion capability than does the North. Mobilization refers to a nation's compulsory control, management and operation of its human and material resources for the purpose of national security. The total capability for safeguarding national security must be pursued by the continuous examination and complementation of our mobilization system and capability. This paper proposes an efficient management of national mobilization system that can be instantly operated on the whole in time of national emergency. Therefore, the actual operation of National Security Council is suggested to prepare operations against the emergencies and establish the foundation for national security.

The Study on the Control of the Plume Deflection Panel of the Ground Launching Platform Using a Tilt Angle Sensor (각도센서를 사용한 지상발사플랫폼의 후류편향판 구동 제어에 관한 연구)

  • In this paper, an experimental study on the control of the plume deflection panel(PDP) with a support jack of the ground launching platform using a tilt angle sensor is described. To overcome the disadvantages of the existing PDP control without a support jack using a limit sensor, the control algorithm using a tilt angle sensor and the ferroelectric RAM in the Launcher Control Unit for recognizing the contact with the ground in an abnormal operation is proposed to control the PDP in various operation environments. Finally, the proposed algorithm can be well applied for not only heavy-load launching platforms but also any other similar systems.

  • Information technology (IT) convergence have been recognized one of the key drivers in the industry perspective. Especially, IT convergence have been one of the most important innovative way for defense sector. Korea government established IT convergence policy in 2008 and have been applying it to the core industry such as automotive, shipbuilding and defense industries. Recently, the creative vitamin project has been launched. Vitamin 'D' means the way to create the value of defense industry. This research analyzes and evaluates various IT convergence business models based on an operation of defense IT convergence center from 2011 to 2014, which is the industry IT convergence centers. Defense IT convergence business models can be classified into four types of mission area as follows : weapon acquisition and management, military intelligence, military power construction, and resources management. We define the concept of defense IT convergence and describe the framework and processes for applying IT to the defense sector. We analyzes and evaluates various business models designed through defense IT convergence framework and processes.

M&S Tool for Analysis of Detection Coverage and Target Localization in Bistatic Radar Systems (바이스태틱 레이더의 탐지 커버리지 분석 및 표적 위치 산출을 위한 M&S Tool)

  • In this paper, we have proposed a M&S tool for analyzing detection coverage and target localization in bistatic radar system. The detection coverage determined by radar parameters is meaningful when it satisfies the clear line-of-sight condition. We improved the method to find the minimum altitudes of transmitter and receiver for meeting the condition by considering three-dimensional coverage. Its computational burden is not problematic because the calculation is for maximizing the performance of the radar and does not demand a real-time operation. In addition, target localization on three-dimensional earth model based on the information of the height, longitude, and latitude is proposed instead of the previous unpractical calculation on two-dimensional bistatic plane. Its precalculated result can reduce its computation burden and it is suitable for real-time estimation of target location.

The Effect of Openness to Diversity on Innovative Behavior: The Mediating Effect of Unit-members Trust (장병의 다양성 수용도가 혁신행동에 미치는 영향: 부대원 신뢰의 매개효과)

  • Purpose - This study deals with the Openness to Diversity(OD) of soldiers in the military organization for efficient unit operation of the military organization composed of various soldier. The purpose of this study was to examine the effects of information and value OD on innovative behavior and the mediating effect of unit-members trust. Design/methodology/approach - The 269 samples of this study were surveyed on army soldiers. The Exploratory Factor Analysis (EFA), the multiple regression, bootstraping analysis were hired in order to analyze the data. Findings - The results showed that the information & value OD were positive(+) effect on innovative behavior. Unit-members trust showed a mediation effect between OD and innovative behavior. Research implications or Originality - First, according to Defense Reform 2.0, the military is expected to be composed of more diverse classes in the future. There is a theoretical contribution that examine their perception of diversity within the military. Second, OD was confirmed as a variable predicting the innovative behavior of soldiers and unit-memeber trust mediate the relationship between OD and invative behavior.

Establishment for Efficiency Air-To-Ground Air Operation Model in Link-16 (Link-16 기반의 효율적인 공대지 항공작전 모델 설계)

  • As CAS, X-ATK, and INT models considered as the most typical Air-to-Ground operation models in ROKAF are mainly designed as the voice-centered system between aircraft and ground control facilities, it is critical to newly develop the Link-16 based model for the ROK-US combined operation between F-15K, AWACS, M-SAM, and KDX-III equipped with Link-16. Former studies had been limited to the CAS operation, and they had mainly focused on reducing the voice transmission time to exchange the information between each mission step with maintaining existing operation steps. Therefore, this paper makes up the weak point in former studies, thereby designing new Air-to-Ground operation model for CAS, X-ATK, INT mission using Enterprise Architecture OV6c, which enables both aircraft and ground control facilities or between aircraft to obtain the real-time information on the location, identification, armament and the real-time image data through the broadcasting function. Based on the analysis of new operation model, we come to a conclusion that by simultaneously exchanging the information on mission between nodes concerned through the broadcasting function of Link-16. It is possible to cut down superfluous steps among the mission steps, and to reduce the mission time. It is clear that it gives rise to improve the battle efficiency and the decision-making tempo as well as the battlefield situational awareness.

Current Operating Structures and Development Strategies of Korean Military Libraries (병영도서관 운영 현황 및 활성화 방안 연구)

  • The aim of this study is to re-conceptualize the functions of military libraries in Korea, both as spaces and services, by examining current operating structures and offering strategies for development. In exploring the existing military library operations in Korea, this study assesses key areas, such as human resources, facilities and equipment, budget, cooperation, and collections and materials. By leveraging the cross-area assessments, the study identifies opportunities for improvement and modernization. This study may serve as a foundation to formulate policy-based strategies for the development of military libraries, toward satisfying the information needs of the armed forces and promoting the broader underlying priorities of military libraries.

  • The application of 4th Industrial Revolution technologies in the defense sector is accelerating, leading to the rapid incorporation of information and communication technologies (ICT) into military systems. The biggest threat to these ICT-based military systems is an electromagnetic pulse (EMP) attack, which can result from nuclear explosions or EMP bombs. North Korea's ongoing nuclear advancements and EMP bomb capabilities pose a critical threat, necessitating South Korea's preparedness for such attacks to ensure the effective operation of its ICT-based military systems. Despite this urgency, the South Korean military currently lacks comprehensive standards for EMP protection, relying only on the design criteria for EMP protection facilities for buildings. This gap highlights the absence of sufficient legal and regulatory measures and the lack of focused research to develop EMP protection performance standards for safeguarding military systems. Therefore, this paper aims to analyze existing EMP protection performance standards and relevant laws and regulations. It proposes improvements and establishes necessary standards to enhance the EMP resilience of military facilities and equipment.

Result Based Evaluation Model and Its Application to Peace Operation of the ROK Military Contingent to UN Mission (한국군의 UN평화활동에 대한 성과기반 평가모델개발과 적용)

  • Current methods to evaluate the performance of ROK military contingents to UN missions unnecessarily raises the issues of relevance, validity and reliability. Thus, this article aims to suggest how the result based evaluation (RBE) model which is widely adopted in the UN field missions as well as the international development community would be modified and applied to peace operation of the ROK contingent. As a result of the study, the model presents a framework that integrates the planning process and monitoring and evaluation with a logical framework, which entails a cycle of assessment of pre-deployment planning, monitoring and phased evaluation, and post-deployment evaluation. Secondly, according to measurement of RBE benchmarks to the present ROK's monitoring and evaluation system, factors in an evaluation unit and a logical framework approach are unmet or partly met to the benchmarks. In addition, ex-post impact evaluation has been rarely performed. Finally, the policy recommendations for resolution of the aforementioned challenges as well as a joint evaluation unit, participated by experts in a civilian, public, and a military domain are proposed.

Noise Measurement Method Development and Correlation Analysis According to Measurement Location of Small Unmanned Robot (소형 무인 로봇의 소음 측정법 개발 및 측정 장소에 따른 상관성 분석)

  • The small unmanned robot developed in this paper can perform tasks such as surveillance and reconnaissance in the battle field. The noise generated during the operation of the robot may expose the operation area. Therefore, in this study, we developed a method to quantitatively measure the noise of the developed small unmanned ground robot. The criteria for noise measurement in indoor and outdoor are presented. It was used for statistical verification method to verify the reliability of the developed noise measurement method. The noise was measured at different places, and the correlation was analyzed. Thus, we proposed a method to predict the noise level in the operation area where the robot is operated by the noise test data measured during the development process.
