A Study on the Defense Geospatial Intelligence Governance - Focusing on the Intelligence Community and LandWarNet (국방지리공간정보 거버넌스에 대한 연구 - 미(美) 정보공동체와 육군 랜드워넷을 중심으로)

  • Recently, ICT environments have been increasingly developed and the pattern of the war also has been changed to NCW. The development of communication and network technology, for example, C4I and TDL(Tactical Data Link), has been prosperous and rapid. But the geospatial intelligence field which is the basis of the network frames relatively has not been developed. The purpose of this paper is to foster the geospatial governance in terms of the defense perspective. In order to do that, this paper deals with the U.S. Intelligence Community(IC) and the U.S. Army Global Information Grid(GIG), LandWarNet and those could be good examples of roles and statuses of geospatial intelligence. IC has been produced essential intelligence which is required for policymakers and military leaders. IC has several stove-piped intelligence process systems which have been separately developed and competed. And so as to complete GIG, the U.S. Army adopted LandWarNet. The U.S. Corps of Engineers organized the Army Geospatial Center(AGC) on 1 October 2009 to support LandWarNet. In order to develop NCW, we should recognize geospatial intelligence as the basis of network framework and make a central leading organization of defense geospatial intelligence. The mission of Korea Defense Geospatial-Intelligence Agency should be changed from producing GEOINT to a strategic GEOINT agency. The Army should organize a laboratory of geospatial intelligence field. The mission of producing GEOINT should be transferred to a geospatial intelligence battalion which is newly organized.

  • The ROK military faces a significant challenge in its vigilance mission due to demographic problems, particularly the current aging population and population cliff. This study demonstrates the crucial role of the 4th industrial revolution and its core artificial intelligence algorithm in maximizing work efficiency within the Command&Control room by mechanizing simple tasks. To achieve a fully developed military surveillance system, we have chosen multi-object tracking (MOT) technology as an essential artificial intelligence component, aligning with our goal of an intelligent and automated surveillance system. Additionally, we have prioritized data visualization and user interface to ensure system accessibility and efficiency. These complementary elements come together to form a cohesive software application. The CCTV video data for this study was collected from the CCTV cameras installed at the 1st and 2nd main gates of the 00 unit, with the cooperation by Command&Control room. Experimental results indicate that an intelligent and automated surveillance system enables the delivery of more information to the operators in the room. However, it is important to acknowledge the limitations of the developed software system in this study. By highlighting these limitations, we can present the future direction for the development of military surveillance systems.

  • The paradigm of military operations has evolved from platform-centric warfare to network-centric warfare and further to information-centric warfare, driven by advancements in information technology. In recent years, with the development of cutting-edge technologies such as big data, artificial intelligence, and the Internet of Things (IoT), military operations are transitioning towards knowledge-centric warfare (KCW), based on artificial intelligence. Consequently, the military places significant emphasis on integrating advanced information and communication technologies (ICT) to establish reliable C4I (Command, Control, Communication, Computer, Intelligence) systems. This research emphasizes the need to apply data mining techniques to analyze and evaluate various aspects of C4I systems, including enhancing combat capabilities, optimizing utilization in network-based environments, efficiently distributing information flow, facilitating smooth communication, and effectively implementing knowledge sharing. Data mining serves as a fundamental technology in modern big data analysis, and this study utilizes it to analyze real-world cases and propose practical strategies to maximize the efficiency of military command and control systems. The research outcomes are expected to provide valuable insights into the performance of C4I systems and reinforce knowledge-centric warfare in contemporary military operations.

  • A Collective intelligence as a means of creation of new knowledge is a keyword in the internet era. However, all parts of the collective intelligence is not useful. This paper examined the process of scattered historical data restoration by use of collective intelligence. and conditions for effective restoration. A restoration of historical data is the basis of research and uncovering the historical facts. In the past, some passionate researchers restored the historical data. However, its progress was slow and the amount of the restored data was not much. Moreover, the restoration itself was not easy even to verify the results. The internet made a number of researchers and the general public collaborate for restoration of historical data. Due to the collective intelligence of the internet, a possibility of historical data restoration increased. This paper examined the restoration process of the military examination roster(武科及第者) in Korean Historical Figures DB(韓國歷代人物綜合情報). The passionate users took part in the restoration in such a way to donate the old documents and inform the location of originals and articles of military examination. The results of the restoration were reliable. And this paper confirmed that passionate participants, competent and professional operators, and reliable focal point(Internet Community) should be added in order to more accurately restore the data.

A Study on the Combination of Manned-unmanned Teaming for Future Ground Combat Victory

  • This study is for manned-unmanned teaming battles for future ground combat victories. The composition of the study is as follows. The introduction to Chapter 1 presents the necessity of this study from a macro perspective, Chapter 2, the review of the complex combat system for both manned and unmanned introduced the paradigm shift of the future battlefield and the cyber area that is superconnected to the network in future wars. Chapter 3 analyzed the combined combat system of manned-unmanned teaming in advanced military countries through the cases of the United States and Israel. In Chapter 4, after discussing the direction of the development of combat performance of the Korean Army, was concluded in Chapter 5. In other words, the purpose of this study is that as the concept of fighting artificial intelligence robots and military innovation changes, the method of performing battles must be changed in order for our military to win the battle.

  • In Underwater Flight Vehicle depth control system, the followings must be required. First, It needs a robust performance which can get over the nonlinear characteristics due to hull shape. Second, It needs an accurate performance which has the small overshoot phenomenon and steady state error to avoid colliding with ground surface and obstacles. Third, It needs a continuous control input to reduce the acoustic noise. Finally, It needs an effective interpolation method which can reduce the dependency of control parameters on speed. To solve these problems, we propose a Intelligence depth control method using Fuzzy Sliding Mode Controller and Neural Network Interpolator. Simulation results show the proposed control scheme has robust and accurate performance by continuous control input and has no speed dependency problem.

  • The ultimate purpose of this study is as follows: The current primary concern in the defense sector revolves around how to strategically utilize Fourth Industrial Revolution technologies in combat. The Fourth Industrial Revolution denotes a shift towards an environment where automation and connectivity are maximized, driven by technologies such as artificial intelligence. Coined by Klaus Schwab in the 2015 Davos Forum, this term highlights the significant role of machine learning and artificial intelligence. Particularly, the military application of Fourth Industrial Revolution technologies is expected to be actively researched and implemented. Combat involves military actions between units, typically conducted as part of a larger war, with units striving to achieve one or more objectives. The concept of combat refers to the fundamental ideas of how units should engage with the enemy, both presently and in future scenarios, to achieve assigned objectives.

  • In this paper, we propose wide range of categorizes Artificial Intelligence technology as Learning, Inference, and Cognitive. Also, it analyzes 758 cases of open patents. For an analysis, target technologies were selected and categorized into specific areas to collect information about the patents. After removing noise, the patent information for each technology such as patent assignees and IPC code, was analyzed to evaluate the maturity of technology, the way ahead for research and development and the trends in core technology. This research presents directions of Artificial intelligence technology research and trend analysis of core Artificial Intelligent technology using quantitative analysis of patent information. Also Artificial intelligence technology requires technological development necessity through close cooperation in diverse fields.

  • Semi-supervised learning is a good way to train a classification model using a small number of labeled and large number of unlabeled data. We applied semi-supervised learning to a synthetic aperture radar(SAR) image classification model with a limited number of datasets that are difficult to create. To address the previous difficulties, semi-supervised learning uses a model trained with a small amount of labeled data to generate and learn pseudo labels. Besides, a lot of number of papers use a single fixed threshold to create pseudo labels. In this paper, we present a semi-supervised synthetic aperture radar(SAR) image classification method that applies different thresholds for each class instead of all classes sharing a fixed threshold to improve SAR classification performance with a small number of labeled datasets.

A Study on the Militarization of Artificial Intelligence Technology in North Korea and the Development Direction of Corresponding Weapon System in South Korea (북한 인공지능 기술의 군사화와 우리 군의 대응 무기체계 발전방향 연구)

  • North Korea's science and technology policies are being pursued under strong leadership and control by the central government. In particular, a large part of the research and development of science and technology related to the Fourth Industrial Revolution in North Korea is controlled and absorbed by the defense organizations under the national defense-oriented policy framework, among which North Korea is making national efforts to develop advanced technologies in artificial intelligence and actively utilize them in the military affairs. The future weapon system based on AI will have superior performance and destructive power that is different from modern weapons systems, which is likely to change the paradigm of the future battlefield, so a thorough analysis and prediction of the level of AI militarization technology, the direction of development, and AI-based weapons system in North Korea is needed. In addition, research and development of South Korea's corresponding weapon systems and military science and technology are strongly required as soon as possible. Therefore, in this paper, we will analyze the level of AI technology, the direction of AI militarization, and the AI-based weapons system in North Korea, and discuss the AI military technology and corresponding weapon systems that South Korea military must research and develop to counter the North Korea's. The next study will discuss the analysis of AI militarization technologies not only in North Korea but also in neighboring countries in Northeast Asia such as China and Russia, as well as AI weapon systems by battlefield function, detailed core technologies, and research and development measures.
