The Study on the Sustainable Sharing Plans of Military Installations for a Civil Military Co-existence (민군상생을 위한 지속가능한 군사시설 공유방안 연구)

  • This paper shows procedure and strategies to improve military facilities and local residents' welfare through a civil-military sustainable cooperation project. Military installations tend to impede urban developments, so that a few civil compliant have been often filed. Meanwhile, it is sometimes impossible to relocate military units due to their own unique purpose, even though they belong to core sites of civil developments, which are generally indispensible due to urban expansion, magnified road networks and so on. The solution to offset these conflicts between civil and military demands, which are associated with military units and urbanization surrounding them, is to establish sustainable strategies which enable both civil and military be beneficial. In this study, it is described, decision making procedure to make some facilities of a military unit be better as well as promote local residents' welfare through securing high-quality sports facilities. Delphi-technique and Paired Comparison Method are used to collect civil and military opinions regarding sustainable agreements. As a case study, a civil military cooperation project between a military unit and a local government is introduced. With successful projects, it is expected that the better installations could lead positive images of a military unit, provide advanced athletic environments for both local residents and military personnels, and lessen defense cost to maintain them. Moreover, this project will go down as a paragon of civil military sustainable cooperation.

Analysis of Shielding Effect on Gamma Radiation of Magnetic Aggregate Concrete Applied to Protective Facility (군 방호시설에 자철석 콘크리트 적용 시 감마선 차폐효과 분석)

  • The purpose of this research is to analyze the gamma ray shielding effect of heavy concrete containing magnetic aggregate and to confirm the applicability to the military protective facilities. In general, a military concrete structure protects combatants from bullets, and also it provides some radiation shielding. In this research, experiments were conducted using a Cs-137 source to check the gamma ray shielding effect. In addition, the Monte Carlo N-Particle(MCNP) modeling was applied to evaluate the gamma ray shielding effect of a military structure. As a result, as the concrete thickness increased, the shielding performance improved according th the linear attenuation law. With that, as the ratio of magnetic aggregate was increased, gamma ray shielding performance was also improved. Therefore, this research verified that the application of magnetic aggregate concrete to military facilities for radiation shielding purposes would be useful.

A Study on the Attrition Rate of Facility Using the WinJMEM (WinJMEM 모형을 이용한 시설물 피해산정에 관한 연구)

  • This paper deals with the attrition rate of major facility such as a particular building that is one of the most important target in the war time. In order to estimate the attrition rate, we use JAWS, WinJMEM which are programed by JTCG/ME of AMSAA and spreadsheet package which is able to assist the limitation of those programs and calculate all the procedure of this computation. This method uses the effectiveness index(El) which indicates the numerical measure of the effectiveness of a given weapon of a given target. The range error probable(REP) and the deflection error probable(DEP) in the ground plane also should be used. Those mean the measure of delivery accuracy of the weapon system. In this paper, it is improved that the El can be obtained from the regression analysis using the weight of the warhead explosive as the independent variable. It implies that we are able to obtain the El and the conditional probability of damage of the enemy weapon. After that, the single-sortie probability of damage can be computed using WinJMEM or another assistant program such as the spreadsheet package which shows the result immediately.

  • The expiration date of high energetic materials(HEM), such as HMX, RDX, TNT, is important. If the expiration date is violated, the expected specification of HEM would not be satisfied which may cause a different conclusion in an urgent situation. As a result, this HEM should maintain fresh conditions which cause the accumulation of waste HEM. If HEM is landfilled during demilitarization, the impact on living organizations is serious. Additionally, landfilling HEM has a possibility of explosion. In this research, the process flow diagram of the demilitarization gas treatment process was simulated while satisfying the law of the environment in Korea. After validation of simulation, it was optimized thermodynamically using Heat Exchanger Network Synthesis(HENs). Use of GIS for Prioritization and Site Suitability Analysis of Potential Relocation Sites for Military Training Facilities: A Case Study in South Korea

  • The primary purpose of this study was to analyze assessment factors by identifying and prioritizing live fire shooting area requirements using the AHP (Analytic Hierarchy Process) technique. Derived assessment factors for candidate sites were divided into six categories. Of these, four categories (base-to-range distance, weapon danger area, range terrain, and size) were in the realm of physical geography while the remaining two (land use and proximity to habitation) fell under the general heading of human geography. A case study was also conducted to select several alternative firing ranges using derived factors. The optimal location was analyzed by evaluating the candidate site using each assessment factor. As a result, it was found that assessment factors applying to GIS (Geographic Information System) were able to effectively analyze a suitable location for relocation of the focal training facility, taking into consideration public-safety issues, training requirements, and residents' past and likely future complaints. Through this process, it can prevent the waste of time and effort in determining an optimal location for a live fire shooing range.

Proposal of Checklist for the Management of Defects in Barracks Facilities (병영시설 하자관리를 위한 체크리스트 제안)

  • The management of defects in barracks facilities is carried out in such a way that defects found by the facility's manager are listed and requested to be repaired by the contractor. However, the standards and methods for the inspection of defects in the management of these defects are not specified in detail, so it is difficult to check the defects in detail. In response, the study first analyzed the current status of the number of defects that occurred in 2021 at official residences and barracks of certain units. As a result of the analysis, the number of defects that were not taken care of and that were not taken until the previous month was more than 10 cases on average per month. In order to reduce the number of such defects, major improvements in the field, timing, and safety inspection were found after the inspection of the military's facilities and safety, and the analysis of the manual of maintenance management. In addition, items for improvement of the checklist were derived through an analysis of the repair of defects caused by the unit's official residence and a total of 10 barracks facilities. Based on this, a checklist was proposed to manage defects in barracks facilities through interviews with military facility managers.

  • Recently, the development and production of weapons systems for military products have been increasing. Therefore, there is a need for an efficient quality control method suitable for limited resources and manpower for the manufactured military products. Military munitions are characteristically developed and produced as business contract units. In addition, business and quality control are done by contract. For this reason, many contracts are concluded in one producer and similar products are often produced. Business and quality control also require extensive manpower and effort. If a company produces several similar products, a more efficient management approach is required. This study therefore examines these problems in an attempt to present solutions by analyzing the types of munitions contracts and the characteristics of products produced by one company. Based on the results, a method is proposed to manage the contract-specific management methods by company, that is, by business site. The method is applied to an engine manufacturing company and the integrated management plan is verified and its effectiveness confirmed. The effect of facility-wide method was a reduction of QA manpower and an improvement in maintaining quality assurance and stability through management of the workforce and contract grouping method.

  • The purpose of this paper is to explore the relationship between the number of relocation and volition of soldier's service based on system thinking perspective using a causal loop analysis. Research adopting system dynamics concerning on the volition of soldier's service and relocation has not been studied yet. Causal loops are analyzed and evaluated by focusing on soldier's military performance, stress of family members and family members' welfare service. Result of this study is that soldier's periodical movement is indispensable factor maintaining military life. Most of the married soldier's life conditions are worse than ordinary people. As the number of relocation is increasing family of soldier's stress is increased by anxiety for welfare conditions is supposed to relocate. The number of movement to another place of soldier's children is more than two times and the result of learning achievement is worse than ordinary students. This kind of stress can influence the married soldier's military performance and stress. So the welfare service should be expanded to an official residence, education, facility, district network service and so on.

A Study on the Air Traffic Control Rule and Optimal Capacity of Air Base (항공교통관제규칙과 비행장의 최적규모에 관한 연구)

  • As the organizational size of a military service or business increases and its management becomes complex, the success in its management depends less on static type of management but more on careful, dynamic type of management. In this thesis, an operations research technique is applied to the problems of determining optimal air traffic control rule and of optimal capacity of air base for a military air base. An airport runway is regarded as the service facility in a queueing mechanism, used by landing, low approach, and departing aircraft. The usual order of service gives priority different classes of aircraft such as landings, departures, and low approaches; here service disciplines are considered assigning priorities to different classes of aricraft grouped according to required runway time. Several such priority rules are compared by means of a steady-state queueing model with non-preemptive priorities. From the survey conducted for the thesis development, it was found that the flight pattern such as departure, law approach, and landing within a control zone, follows a Poisson distribution and the service time follows an Erlang distribution. In the problem of choosing the optimal air traffic control rule, the control rule of giving service priority to the aircraft with a minimum average waiting cost, regardless of flight patterns, was found to be the optimal one. Through a simulation with data collected at K-O O Air Base, the optimal take-off interval and the optimal capacity of aircraft to be employed were determined.

Welfare Needs of Female Officers in the Korean military (여군장교의 복지욕구)

  • The objective of this study is to provide basic information for planning and practicing social welfare services for married nurse officers serving in the Korean military. For such a purpose, this study identifies the difficulties which married nurse officers have faced and the necessary services which are supposed to alleviate them. The data were collected by sending a questionnaire to 114 married nurse officers from July 16 to August 10, 2001. The results of this study are as follows: First, the married nurse officers were relatively dissatisfied with such domains as child care and education, health, and housing. And among the thirty-four problems, the married nurse officers expressed the most serious dissatisfaction with the difficulty in attending the events held in child's school, lack of children's dormitory run by the military, difficulty in adjusting to the school due to frequent house-moving, and limited access to dental care. Second, the married nurse officers needed services in domains such as housing, child care and education, and health. Specifically, they wanted the military-run housing, child care facility within military hospitals, maternity leave for child care and education, extension of risk allowances, and support for BOQ. Third, with regard to the seriousness of problems as well as the priority of services, the married nurse officers gave higher priority to such domains as child care and education, health, and housing. These results indicate that married nurse officers were to the largest extent concerned with these three domains and that they had the urgent need for services relevant to those domains. The importance of routine need assessments as well as solutions to the family-related problems for married nurse officers is therefore suggested in this study.
