작업 시간과 자세위험도를 고려한 군 보급시설 수리부속 배치대안 결정 (Decision Making for the Arrangement of Spare Parts in Military Warehouse, considered on Working Time and Posture Difficulty)

  • 방위 산업에서는 무기체계라 말하는 장비가 목표 수명동안 지속적으로 사용 할 수 있도록 설계에서부터 정비까지 많은 분야에 걸쳐 연구가 이루어지고 있다. 하지만, 장비를 수리하는데 필요한 수리부속이 저장 및 불출되는 군 보급 시설의 운용 관리는 현실적 연구가 부족한 상황이다. 그래서 이 글에서는 군 보급시설의 효율적인 운용 관리를 위하여 저비용 고효율을 얻을 수 있는 수리부속 배치에 대한 연구를 제시한다. 먼저, 수리부속을 MTBF(Mean Time Between Failure) 기준 하에 A/B/C 그룹으로 나누어 기본적인 배치 대안들을 정의한다. 이렇게 정의된 대안들은 시뮬레이션과 작업 자세 평가 도구인 RULA(Rapid Upper Limb Assessment)를 통해 대안 선정에 필요한 평가 속성인 작업 시간과 자세 위험도를 도출하고, 이를 엔트로피 척도를 통해 대안 결정을 한다. 본 연구는 작업 시간과 자세 위험도를 최소화 하여 군 보급 시설 내 효율적인 수리부속 배치 방법을 제시하였다. 이는 군 보급시설의 시스템 및 인간공학적 접근을 함께 고려한 점에서 앞으로의 연구에 새로운 방향을 제시하였다 할 수 있다.

접적지역 대피소 방호수준 설정에 관한 연구 (A Study on the Protective Capacity of Military Shelters in the Contact Areas)

  • Protection against direct projectiles has been adapted just to the main command posts in the existing protective facility standards. However, protective capacity for the shelters against direct projectiles is also required because the initial survivability as well as the operation sustainment of the shelters is critical during a couple of days from outbreak of war. In this study, the Russian artillery is used to determine the existing and future threat of the North Korean Armed Forces indirectly. And then, required protective capacity of military shelters in the contact areas is calculated along with UFC 3-340-02 and it is verified using modeling and simulation. Based on the assessed capacity, actual inspect of military facilities with contact areas on spot is performed whether military shelters have enough protection capacity against determined threats. According to the field study, it is verified that proper earth bermed shelter has enough protection capacity. The results in this study could be used how to retrofit the current shelters in the contact areas.

군 통합 물류센터의 최적 위치 결정 (Military Logistics Consolidation Center Location Problem : Modeling and Analysis)

  • In Korea military (KM), various military supplies are distributed to individual military units via three different multi-tier supply networks owned and operated by army, navy, and air force, respectively. Under the current supply networks, the chances for the occurrence of delayed supply, undersupply, and oversupply increase, and supply redundancy also can become a problem. Thus, KM is now trying to improve its current multi-tier supply networks by constructing logistics consolidation centers. Private companies operate logistics consolidation centers to effectively manage various types of inventories before delivering them to final customers. In this paper, we newly propose a mathematical model for building the optimized military supply network considering adopting the military logistics consolidation centers. Based on the real situation of KM, the proposed model was validated in terms of its feasibility, and it seems that the outcome (the location of the military logistics consolidation centers) of the proposed model can be one of the good alternatives for KM.

The Comparative Study on the Satisfaction of the Physical Therapy facilities in the front Military hospitals and Divisions

  • Objective: This study is about the physical therapy facilities and environmental and service satisfaction of patients visiting in the front military hospitals and divisions. Design: Survey study Methods: Prior to this survey, 28 users of the front division and military hospital were surveyed in advance to verify the survey through reliability analysis. For this survey, 1,300 questionnaires were distributed to seven frontline divisions and three military hospitals, of which 578 military hospitals and 479 divisions were collected. Among them, 1,042 pieces of data were used for the analysis, excluding 15 questionnaires that exceeded the research period of the division. Analysis methods used Cronbach-α and multiple regression for mean comparison analysis, factor analysis for validation, and reliability verification to verify differences between groups. Results: As a result of the satisfaction analysis, the division's stage satisfaction was higher than that of military hospitals, and as a result of analyzing the satisfaction items by sector, accessibility, re-visit doctors, and professionalism accounted for a large portion in the field of physical therapy services. As a result of a regression analysis, the factors that affect the satisfaction of physical therapy had the greatest impact on facility and environmental satisfaction, and expertise in physical therapy services. Conclusions: In the future, it will be necessary to improve the comfort of the physical therapy room and the expertise of physical therapy in order to improve the satisfaction level of physical therapy at military medical facilities.

  • This article is focusing on the improvement of weapon system test & evaluation, aimed at the weapon system in the research development stage. This article suggests improvement directions in three aspects(organization and system, skilled manpower and technology, test facilities of weapon system test & evaluation) as follows. 1) Weapon system test & evaluation organization and system a. Establishment of comprehensive test & evaluation system b. Making regulation for comprehensive test infrastructure management. c. Standardization of test & evaluation process, which can be used in special subject to army, navy and air force. 2) Skilled manpower and technology of weapon system test & evaluation a. Training & education, management of test & evaluation experts. b. Establishment of skill management system of test & evaluation. 3) Test facilities of weapon system test & evaluation a. Establishment of comprehensive improvement direction of test & evaluation installation and equipment. b. Consideration of counter measures to prevent overlapping investment, and to use the test & evaluation resources efficiently. c. Establishment of organic network for the effective use of test & evaluation installation and equipment. d. Establishment of detailed cooperation plan for the commonage of test & evaluation facility and equipment.

  • It is reported that north Korea has already developed 1,500 to 2,000-km-range Scud missile. As a defensive strategy against Scud attack on military and civilian facilities the military authorities are considering deployment of Patriot missile. This paper deals with its optimal deployment strategy. In this problem a Patriot missile which has multiple-facility responsibility may be able to protect each of its assigned facilities only with a certain probability, not absolute protection, and it may not be adequate to have only a single missile protect a facility, either because of its operational reliability or because of its limited availability at any given point in time. We formulate this problem into the probabilistic partial set covering model developed by Sherali and Kim. The applicability, verification and validation of the model are tested via an abbreviated case study.

  • The KSR-III rocket developed by KARI is the first rocket vehicle which is adopting the liquid propellant rocket engine system in Korea and its flight test was successfully done last year, KSR-III is a sounding rocket class launch vehicle, but there is a sense to accomplish design, manufacture, performance test and finally its flight test by domestic technology. In this paper, the authors are intended to introduce the multi-purpose test facility(PTA-II Test Facility) which is constructed for the variety of tests on KSR-III feeding system(single component tests, verification tests, cold flow tests and combustion tests) and its firing test results.

군 시설사업 우선순위선정을 위한 의사결정모형에 관한 연구 (A Study on the Decision Making Models for Evaluating the Priorities in the Army Facility Enterprise)

  • The main purpose of this study is to review the current system and to develop a decision support system for evaluating the priorities among those possible alternatives in the army facility enterprise. This paper also provides an information system which can be effectively applied to various criteria and stages in decision making process such as Planning and Programming phases in PPBEES. The model base of decision support systems uses the concepts of the analytic hierarchy process along with the supplementary techniques such as TOPSIS and 0-1 integer programming. Both AHP and TOPSIS are used scoring approaches in the Planning phase and IP is induced at the Programming phase to give GO/NO-GO solution for each project. We use Expert Choice, Excel and LINDO s/w's to implement a prototyped model. The proposed methodology in this paper enables the decision makers to evaluate the priority based on quantitative and qualitative data in a systematic way.

  • Ammunition Demilitarization facility (ADF) should be set up the feasible goals and continue to operate, taking into account non-profit characteristics. However, due to the lack of performance measurement methods in ADF, which are essential to national policy at a significant cost each year, the reliability of the evaluation results can be insufficient. In this paper, the Balanced Score Card (BSC) method was applied that could be evaluated to reflect the financial and non-financial features. The relevant literature research and army regulations reflected the results of various interviews of the expert group. The extraction of success performance area in ADF was confirmed using the BSC method and the Decision Variable (DV) candidate was created to use regression for selecting the DV. Additionally, the key performance indicator was presented by verification the feasibility of content by conducting the survey of experts. The implications of this paper are as follows. First, the proposed BSC model was found to be suitable for practical use in ADF reflecting the non-profit characteristics. Second, accurate evaluation of ADF can contribute to long-term development of ADF. Finally, it can be applied to the management process of the other military sector, so it can be expected to play a role in providing basic data and spreading it to other areas.

북한지역 기반시설의 군사적 활용방안에 관한 연구(도로, 철도, 전력을 중심으로) (A Study on Military Use of Infrastructure in North Korea (Focused on Road, Railroad, and Electricity))

  • The infrastructure of North Korea has serious problems such as stability, usability, and durability because the facilities were built a long time ago. In recent years, the infrastructure improvement of North Korea has emerged as the important issue to preparing for reunification. However, there are no research institutions about the infrastructure in South Korea as well as the experts for operating or constructing the infrastructure. Therefore, the objective of this study is to propose the military use of infrastructure in North Korea by analyzing various data. The facilities such as road, railroad and electricity has been focused in this study. In the future, if the more specific data regarding condition and problems in each facility are collected, the more detailed military use of the infrastructure of North Korea can be suggested.
