A Design of Electronic Evidence-seizure Mechanism for the Response of Information-warfare (정보전 대응을 위한 전자적 증거포착 메커니즘 설계1))

  • The forms of current war are diversified over the pan-national industry. Among these, one kind of threats which has permeated the cyber space based on the advanced information technology causes a new type of war. C4ISR, the military IT revolution, as a integrated technology innovation of Command, Control, Communications, Computer, Intelligence, Surveillance and Reconnaissance suggests that the aspect of the future war hereafter is changing much. In this paper, we design the virtual decoy system and intrusion trace marking mechanism which can capture various attempts and evidence of intrusion by hackers in cyber space, trace the penetration path and protect a system. By the suggested technique, we can identify and traceback the traces of intrusion in cyber space, or take a legal action with the seized evidence.

  • ROK Joint Chiefs of Staff in developing an WMA-EA(Warfighting Mission Area-Enterprise Architecture) tries to create the practical buildup requirements of military power through precise requirements and operational capabilities based on the architectures. However, it is difficult to verify the effectiveness of target architectures and do efficient requirement planning because we cannot know the gap of quantitative combat effectiveness between current and target WMA-EAs. This study presents an evaluation method of combat effectiveness and focuses on combat's positive effects in WMA-EAs. The method proposed is based on C2 model which is appropriate for the evaluation of combat effectiveness in architectures. We verify the effectiveness of the proposed method through a case study of an anti-ship warfare architecture.

  • South Korea suggest that the United States government should delay the date to hand over wartime operational control (OPCON). It is fixed on December 1, 2015. Typically the president's position as head of the executive authority is coming from the Commander-in-Chief of the Armed Forces. Now we should know the commander-in-chief of the nation's forces and the meaning of OPCON. The relationship between sovereignty and the commander-in-chief of the nation's forces is a little different. This is one of the efforts to enlarge the efficiency of Armed Forces. Of course, operational control is little control of the sovereign personnel, logistics, administration, discipline, organizing, training, etc. It does not control all matters. The current ROK Combined Forces Command itself is made with reference to the North Atlantic Treaty Organization(NATO). If we insist our own sovereignty is infringed because of OPCON, that claim is coated in irreparable damage to the national interest.

Navy Leaders and Ethics (해군 리더와 윤리)

  • A series of immoral conducts are repeatedly occurring by some commanders and high-ranking officers in the ROK navy. They are seriously compromising not only harmony and solidarity of the organization, but also pride and morale of members of the service. They seem to be results of the fragile ethical background of the service as well as of failures in military education and training on ethics. This paper sees backgrounds of weak ethical foundations of the navy as follows: the enduring legacies of cultural factors, such as the toxic military culture of the Japanese colonization, dark side of mariners' traditions, the sea-aversive Confucian culture, and unique characteristics in any small organization or society, etc... This paper also suggests the current ethnic systems of the navy are primarily based on responsive measures against misdeeds, rather than fundamental prescriptions for immoral behaviors, in the absence of ethical instrument for warriors. The paper also emphasizes the importance of developing character-based leadership, founded on, above all, respects for human integrity and strong sense of honor. Moreover, the importance of accountability in charging the command, as advocated by the US navy, is also stressed in order to establish a more robust ethic ground within the navy. Based on these analyses, the author proposes that in order to become a stronger and healthier fighting force, the navy needs to make continuous command efforts and organizational innovations to improve ethic principle and moral standard of the service, to strengthen ethics of naval leaders by a robust system of ethical education and training programs, and ultimately to solidify a navy culture in which moral passions and energies are spreading over.

The Valuation of Army Tactical Command Information System(ATCIS) (지상전술 C4I체계(ATCIS) 가치평가 실증분석)

  • This paper presents the overall valuation framework of the Army Tactical Command Information System(ATCIS) with its empirical data which is developed by the ROK Army in 2005 with its own R&D efforts over the past 10 years. The valuation with the appropriate methods is conducted through the full and relentless support of ROK Army HQs, defense agencies, and related firms. And the results include both qualitative and quantitative values of the ATCIS in perspectives of economic, technical, and defense strength effects. As a result, the development of ATCIS is valued over 1.7291 trillion Won which is over 6.55 times benefit and cost ratio comparing with other country's similar system. The worth of this paper includes the actual framework and methods to apply the valuation of other weapon systems and its preliminary research, defense offset valuation, performance evaluation and others.

Developing an XR based Hyper-realistic Counter-Terrorism, Education, Training, and Evaluation System (확장현실(XR) 기반 초실감 대테러 교육훈련체계 구축 방안 연구)

  • Recently, with the rapid development of eXtended Reality(XR) technology, the development and use of education and training systems using XR technology is increasing significantly. In particular, in areas that involve great risks and high costs such as military training and counter-terrorism training, the use of XR based simulators is preferred because they can improve training performance, reduce training costs, and minimize the risk of safety issues that may occur in actual training, by creating a training environment similar to actual training. In this paper, we propose a plan to build and evaluate an XR based hyper-realistic counter-terrorism education, training, and evaluation system to improve the ROK police's ability to respond to terrorist situations using the 5G and AR based Integrated Command and Control Platform previously developed by the Korea Military Academy. The proposed system is designed to improve counter-terrorism capabilities with virtual training for individual and team units based on hyper-realistic content and training scenarios. Futhermore, it can also be used as a on-site command and control post in connection with a simulation training site and an actual operation site.

Intelligent Army Tactical Command Information System based on National Defense Ontology (국방온톨로지 기반의 지능형 육군전술지휘정보체계)

  • ATCIS (Army Tactical Command Information System) provides commanders and staff officers the battlefield information that is reported by tactical echelons under an army corps and the commanders make decisions based on the information by using their experience and specialty in military domain. If ATICS can automatically understand the reported information from rapidly changing battlefield and provide new knowledge that can support decision making, the commanders would be able to make faster and more accurate decision. In this paper, therefore, we propose an intelligent ATCIS using a national defense ontology. To this end, we built the national defense ontology by analyzing the electronic field manuals and ATCIS database, and then we defined military knowledge for decision making as a form of rule by interviewing several staff officers from different fields. In order to show how to apply the ontology and rules to decision making support for the commanders, we implemented a decision support service to estimate the possibility of enemy's provocation by using semantic web technologies.

  • The ROK military faces a significant challenge in its vigilance mission due to demographic problems, particularly the current aging population and population cliff. This study demonstrates the crucial role of the 4th industrial revolution and its core artificial intelligence algorithm in maximizing work efficiency within the Command&Control room by mechanizing simple tasks. To achieve a fully developed military surveillance system, we have chosen multi-object tracking (MOT) technology as an essential artificial intelligence component, aligning with our goal of an intelligent and automated surveillance system. Additionally, we have prioritized data visualization and user interface to ensure system accessibility and efficiency. These complementary elements come together to form a cohesive software application. The CCTV video data for this study was collected from the CCTV cameras installed at the 1st and 2nd main gates of the 00 unit, with the cooperation by Command&Control room. Experimental results indicate that an intelligent and automated surveillance system enables the delivery of more information to the operators in the room. However, it is important to acknowledge the limitations of the developed software system in this study. By highlighting these limitations, we can present the future direction for the development of military surveillance systems.

The Study Application of Identification Based on Small Units USN(Ubiquitous Sensor Network) (소부대급 USN 기반 전장감시체계 적용 방안)

  • Although some large units, upper than division, have a identification system, most of them depend on US military. Especially, the company unit can not but execute GOP(General OutPost) guidance and battles inefficiently because they apply the method of conventional identification system. urrently, North Korea causes the high tension of peninsular by experimenting nuclear weapons and launching ICBM(Intercontinental Ballistic Missile). In addition, ROK military will reduce the number of personnel and division through reorganizing the structure into NCW (Network Centric Warfare) until 2020. These unstable situation and future tendency require the high technical identification system based on USN(Ubiquitous Sensor Network) in company unit level. his study suggests the method that the company unit apply the identification system based on USN which distinguish between friend and foe in the warfare. The identification system concludes the results through experiment of military analysis model (AWAM; Army Weapon effectiveness Analysis Model). After analyzing the experiment results, it indicates the budget requirement and operational operability of identification system. This will be able to improves battle efficiency and to prevent damages of friendly forces.

  • There is no absolute leadership through East and West. Just as past and present conditions are not the same, it is not easy for past leadership to apply to the present. The best leadership will be the leadership that can represent and lead the changing situation. In that sense, the creative leadership is the most appropriate leadership required by the present age. In the society, research on creative leadership is actively conducted in schools and companies, but there is no research on creative leadership in the military. This is the first study in the military about creative leadership. It is meaningful to understand the understanding of creative leadership and the applicability of the military and to provide a basis for future research. First, we measured the organizational effectiveness of creative leadership. The data were analyzed by factor analysis, correlation analysis, and regression analysis using SPSS 18.0. The results of this study were as follows. First, the organizational effectiveness of creative leadership and organizational goals and achievement were measured, and it was found that there was significant influence on the relationship between creative leadership and organizational effectiveness. I could confirm some. This would be meaningful in that it suggested the possibility of applying the leadership of the creative leadership to lead the change of society and to implement the military command.
