This study is an overview of the processing of national defense reform in the meantime and to analyze the development of alternative processes are conducted in all the service system operating status of the military regime aims at prese-nting the efficient utilization of natural science and engineering professionals. The purpose of this study was to discuss about the efficient utilization of science and engineering professionals according to the Defense Reform organized as follows. Chapter 2 looked into the concept of conscription system and cause for change, Chapter 3 analyzed utilization of science and engineering professionals and the practices related to engineering and professional workforce. Chapter 4 took to understand the military system improvement based on the derived implications will be presented the role of the relevant ministries. Chapter 5 Conclusion would present a summary of the results discussed above and deploy the argument in the direction. The study conclusions are First, the need to develop alternative military service system in the desired direction to derive a social consensus about the survival of the Selective Service System Status. Second, to establish a provisional Armed Forces to train science and engineering professionals with superior officers and noncom missioned officers and they should be able to contribute to the develop-ment of an individual's development and the national economy. In particular, legal and trial and error and failures of the system was carried out in the past in the process of seeking the required institutional improvements should not make the error to repeat.

This study aims to analyze the characteristics of the management situation of the Korea Railroad Corporation(KORAIL) through the management innovation process of the KORAIL and to suggest its implications for military application. Despite stable demand, the railway passenger industry had the limitation of not being able to abolish deficit routes due to public service obligations. In addition, the launch of the Suseo High-Speed Line has introduced a competitive system, posing a threat to corporate management. KORAIL wanted to overcome this crisis by innovating its management through the utilization of big data, improvement of the freight business, decentralization of demand, the introduction of tourism railroads, and development of station influence areas. By utilizing big data, KORAIL was able to optimize the railway fare system while reducing fixed costs spent on railway maintenance. It also drastically reduced the station of cargo and created a base station to pursue economies of scale. On the other hand, the existing exclusive station system was abolished to solve the chronic saturation of the downtown area, and the railway demand was moved to Gwangmyeong Station and Suwon Station to optimize the passenger supply. In particular, it developed a new business model called the tourism railway by developing the mountain Byeokjin Line, which was a chronic deficit line, and sought to improve liquidity through the development of the station influence area. Such a process of innovation at KORAIL suggests an appropriate direction in seeking ways to innovate the military medical institutions. First of all, the necessity of improving organizational immersion through the development of a personnel structure suitable for the compulsory organization, while expanding the facilities of the division and corps, and reducing the time required for medical treatment and waiting through the establishment of a data-based medical system was suggested. Next, it was also discussed to integrate the National Health Medical College, which received accreditation as a medical facility through the designation of advanced general hospitals and is ultimately under discussion with the Medical Institution. Through this, we hope that the military medical institutions, which are facing various challenges, will overcome existing limitations and be re-lighted as innovative institution that provides comprehensive public health services.

The limits of current DN(Defense networks), private and closed network, become to reality; for Example, high expense of construction and maintenance of networks, restriction of new subscribers on DN. Therefore, a network using web environment that reflect fast development of If and IS(Information Security) technology is demanded for MND. Meeting the requirement of reliable IS system and extension and improvement of DN using common network, we can reduce the expense to extend, maintain, repair DN, form the environment that makes military business cooperate better with civil company and government agency, advance implementing Defense computing and networking service for field small size units that was a exception of Defense digitalization. But it is essential to construct DN based on common network that there are security requisites; confidentiality, integrity, availability, efficiency, log, backup, restoration, that have to be realized at demanding level for IS. This thesis suggested four measurements; replacement DN with common network to resolve the requirements of building new network and improvement of performance for private DN, linkage with common network for new requirement, distribution of traffic using common network, configuration of DN using Internet and Proposed a refinement of IS management organization to treat security threat of common network flexibly, and LAN IS standard model of DN based on the web environment.

In this paper, it is identified that the optimal level of each performance measures (service and inventory level) is not sensitive to an uncertain environment under JIT Kanban system designed by Moeeni. Moreover, it is proposed that the optimal design method considering multiple performance characteristics is the optimal level decision method according to the relative importance differences of each performance when there exist multiple performance characteristics. The result from the simulation analysis shows that the number of Kanban for stage 3 (final process) and stage 2 is increased at the service level. It is found that the expected loss is minimal when the cycle time decreases and the container size increases. However, the stage 1 is not affected by the number and cycle time of Kanban. It is thus important to consider carefully the cycle time and the container size of the Kanban to satisfy the demand in right time. In case of inventory level, the working inventory level decreases when the container size is decreased and the working inventory level also decreases slightly when the cycle time of the Kankban is increased in stage 1 and 2.

While the Military Logistics System and its Outcome Quality have been Emphasized, User Unit's needs on Interaction Quality Begin to Appears as a New Subject in Logistics Field. Interaction Quality of Supply, Maintenance and Foods Among Logistics Functions Influenced much more to User Unit's Satisfaction. Especially Maintenance on Satisfaction was Prominent. Analyses of the Survey and Interview with Field Employees Supported the Results, and the Characteristics of Maintenance Function also Accord with those. Moreover, the Service Maintenance Employees, who Showed Higher Job Satisfaction Among Three Functions, led to Higher Satisfaction of User Units.

As the Korean navy's capabilities increase, it becomes increasingly necessary to develop sufficient navigational capabilities and train proficient seafarers. However, in terms of securing personnel resources, seafarers will need to be utilized more effectively due to the population decline of recent years. This paper reviews the use of civilian maritime personnel to research potential resources and uses the U.S. military sealift command as a benchmark. As a result, it has been found that it is possible to increase naval combat capability through the establishment of like a military sealift command organization to operate defense civilian support vessels. In addition, it is possible to train civilian seafarers by utilizing the current national education system through existing maritime universities. Furthermore, taking these actions will allow the ROK navy to operate its onboard ship reserve service and designated international ship system more efficiently.

Because Korean military promotes employment support policy which give priority to the middle service officer who served more than 5 but less than 10 years and long term service officer who served more than 10 years, the support policy for obligated involuntary officer is relatively deficient. To make matters worse, national youth unemploy ment makes obligated involuntary officers suffer from serious unemployment crisis after discharge. These problems have bad effect on gaining ROTC KAOCS cadets who constitute about 80% of first appointment officers and because they are mostly discharged after just taking a short service, it's time to find a measure to solve the problem. Thus, this study is investigated to improve competitive rate of entry of ROTC KAOCS for securing outstanding manpower by deducing MR about legislation and system which are related to employment support for obligated involuntary officers and suggesting stable job secure plan for employment support, supplement system, and after discharge, model way of career management during military service of an obligated involuntary officers who are suitable for qualificated men who are needed for a company. Also, it will lead to combat power development of the military consequently.

In this study, a three-dimensional variational(3DVAR) data assimilation system was developed for the operational numerical weather prediction(NWP) system at the Republic of Korea Air Force Weather Group. The Air Force NWP system utilizes the Weather Research and Forecasting(WRF) meso-scale regional model to provide weather information for the military service. Thus, the data assimilation system was developed based on the WRF model. Experiments were conducted to identify the nested model domain to assimilate observations and the period appropriate in estimating the background error covariance(BEC) in 3DVAR. The assimilation of observations in domain 2 is beneficial to improve 24-h forecasts in domain 3. The 24-h forecast performance does not change much depending on the estimation period of the BEC in 3DVAR. The results of this study provide a basis to establish the operational data assimilation system for the Republic of Korea Air Force Weather Group.

In Korea, the birth rate is rapidly decreasing in the 21st century. Accordingly, if the current military service and personnel system are maintained, it will be difficult to maintain even the number of the Army reduced to 365,000. Nevertheless, the Army has a mission to protect the country from external aggression as the last bastion of national defense. To fulfill this mission, there are ways to improve the military service and personnel system, but there are ways to maximize individual combat power to create one warrior that is worth a hundred and overcome the insufficient number of troops through superior mobility to the enemy. This study studied how to solve the shortage of troops as well as strengthen combat power through a combined combat system that can maximize individual combat power and mobility by applying the latter concept, and further analyzed the future battle environment and suggested the developmental direction of the army's combined combat system.

This study analyzed the operation status of the military library and e-book service in order to improve the soldiers' access to the reading environment and to suggest a plan to revitalize the military library. As a result of the survey, it was found that it is necessary to improve the environment such as the IT environment, devices, and time allowed for access to activate the use of e-books. According to the interview results, problems such as low usage rate and awareness of the digital library, the use of different e-book viewers and management systems for each distributor when distributing e-books, and the dissemination of e-books for the management and accessibility of the Armed Services Editions in library were raised. In order to activate the e-book service of the library in the military, diversify e-book service promotion and education programs, activations such as establish standards for the e-book operating system for each county, use platforms and devices to promote e-book operation and use, and construction of e-book service using Armed Services Editions were derived.
