History of Guard System during the Period of Military Rule in the Goryeo Dynasty (고려 무신집권기 호위제도의 경호학적 고찰)

  • In the early days of the Goryeo Dynasty, the royal guard was comprised of the central regular army in the 2-gun-6-wi system, and Nasungeomgun was in charge of the security inside the palace. However, the military system became disorganized during the period of military rule and the royal guard had to rely on military subjects. The military officials suppressed the civil ministers centering on Jungbang, the guarding organization close to the King to incapacitate the royal authority and control the state affairs. When the rule of the three leaders of the military rule became short-lived and Dae-seung Gyeong is raised to the ruler, he organized a do-or-die squad comprised of a hundred and more people for his personal safety, and this became the first dobang. Dobang was disassembled after Dae-seung Gyeong died of disease, but under the rule of Chung-heon Choe, Dae-seung Gyeong's dobang was revived and reinforced into 'Yukbeon Dobang' to provide the ruler with personal protection and intensify the ruling system, and it was quite a large organization with more refined system. Yukbeon Dobang was expanded and reinforced into Naeoedobang under the rule of Woo Choe, the son of Chung-heon Choe, and it was enhanced even more into Dobang Samsipyukbeon System under the rule of the grandson, Hang Choe. Dobang can be considered as the guard organization in modern sense, and it collected information and surveyed the area where guarding is required and house troops that belonged to Naedobang eliminated the risks that may follow afterwards to make assurance doubly sure for guarding. The Choe's regime established Mabyeolcho as a private guard organization in addition to dobang, and this formed the cavalry and infantry units with dobang. Yabyeolcho organized by Woo Choe in the reign of King Gojong was divided into Joabyeolcho and Ubyeolcho, and later Sineuigun was integrated with them to form Sambyeolcho. Originally, Yabyeolcho was established under the rule of Woo Choe to prevent crime in the evening, but after Sineuigun was organized with the ones who were captured by Mongolian army but escaped, in other words when Sambyeolcho was organized, the organization displayed much broader influence by covering military and police affairs as well as punishment and imprisonment. The guarding organization during the Period of Military Rule in the Goryeo Dynasty did not have strict distinction between official guard and personal guard. The private guard in modern days which is the equivalent of personal guard is characterized by its commerciality, however, house troops and the members of dobang did not seem to pursued profit. The guard organization during the period of military rule started from dobang which was organized for personal safety but gradually developed publicness through the participation of civil ministers and expansion, and later it played the pivotal role for social security serving official purpose up to the level where the distinction between official and private activities was blurred during the period of Sambyeolcho.

The Study on The Effects on Job Satisfaction and Organizational Commitment of Military Hospital Administrators (군 병원 행정관리직의 조직성과 요인에 관한 실증연구 : 직무만족과 조직몰입을 중심으로)

  • This study included empirical methods of study such as surveys and interviews with military hospital administrators from 14 military hospitals across the country. The results of the study is described below. First, results by demographic characteristics show that higher level of organizational commitment was found in males than females and in singles than married couples. Also, by organizational units, major units of military hospitals showed higher level of organizational commitment as well as job satisfaction. Second, Fair compensation had positive(+) effects on the study participants' job satisfaction and organizational commitment as the research hypothesized. Compensation included monetary and social benefits for the work performed. A transparent compensation system to reward members that performed the best for the department and the corps with appropriate amounts must be in place. Third, the organization culture of being considerate had positive(+) effects on job satisfaction and organizational commitment while the culture of giving commands had negative(-) effects. Fourth, Conflict factors had negative(-) effects on job satisfaction with no direct effect on organizational commitment. Any organization must take measures when adverse effects of conflicts surface. As shown by the analysis results, conflict factors bring negative results to job satisfaction and organizational commitments. Department managers should utilize the proper function of conflicts as an accelerator in organization operation.

A Study on Airworthiness Certification Standards for Military Small Rotary-Wing Unmanned Aerial Vehicles (군용 소형 회전익무인기 감항인증기준에 대한 연구)

  • In modern society, the use of small rotary-wing unmanned aerial vehicles such as drones is increasing. As the military considers tactics using drones, demand for drones is increasing. However, there is still no airworthiness certification standard for drones for safety. In this paper, we proposed airworthiness certification standards for small rotorcraft unmanned aerial vehicles based on CS-LURS in Europe and STANG-4703, 4738 (draft) of the North Atlantic Treaty Organization. In addition, airworthiness certification standards have been strengthened through the case of unmanned aerial vehicle accidents in operation by the Korean military. The airworthiness certification standards for small rotary-wing unmanned aerial vehicles will be supplemented through a demonstration project.

  • For smart defense innovation, the key is to apply state-of-the-art technologies of the Fourth Industrial Revolution to national defense. In order to apply state-of-the-art technology to the defense sector, we need to apply and develop technologies to analyze and respond to uncertain future operational environments. To this end, our military is investing a lot of time and effort. To understand future operational environment analysis and to apply and develop our military, we explored the perspectives of operational environment analysis in major countries and studied specific cases of U.S. troops with systematic analysis functions. The U.S. Army has established a cooperative system to analyze future operational environment under the leadership of the Education Command and operates the organization organically. It also utilizes the collective intelligence of expert groups in various fields by utilizing the MSC, and it is time for the Korean military to take the lead in keeping with the era of transformation. To that end, the organization of the U.S. Education Command should be benchmarked and the Korean Future Operation Environment Analysis Organization should be established and operated. Through this study, we have developed an understanding of the future operational environment analysis system of the U.S. Army and presented a plan to apply the ROK MND.

  • Impatience characteristics are an important factor to be considered in the defense field, which is sensitive to time, but there are not many cases applied. In addition, due to the difficulty of analysis that must consider various probabilistic factors (breakdown/maintenance distribution, impatience characteristics, etc.), military decision makers consider only simple data (number of occurrences per year, maintenance time, etc.) Therefore, in this study, a model capable of analyzing the performance of the emergency maintenance system for determining the appropriate size and organization of military and civilian maintenance personnel was presented in consideration of impatience characteristics and probabilistic factors. And through numerical analysis, the appropriate size of the military and civilian emergency maintenance teams was analyzed. This study is significant in that it can improve readiness of operational power and prevent waste of defense budget through efficient operation of the military's emergency maintenance system.

  • This research empirically analyzed the effect of introduction factors of knowledge management system on organization performance with companies and agencies introducing and operating knowledge management system. As a result of analysis: first, it showed that CEO support among the sub-variables of organization factors affected organization performance; second, quality, reliability and convenience in use of knowledge information, sub-variables of knowledge information factors, had a significant influence; and vision and goal among sub-variables of organization factors, didn't have an influence on organization performance. These research results were identical with those of precedent studies. But we found out that vision and goal assessed by core strategy and establishment of vision, clarity and concreteness of vision and strategy, necessity of knowledge management, and regularization of core knowledge were analyzed as the variables having no positive effect on organization performance and analyzed differently from the precedent studies' results.

  • This study inquired into the significance and the Process of development of military library being recently issued as a movement to establish a library In the military units in Korea, focusing on the library management of military in the United States. Firstly, the history of military libraries in the United States and military library service of the U.S. Armed Forces during the Korea War was investigated and analyzed. And, the establishing status, organization, and the contents of library service program in the United States was researched.

A suggestion for reforming defense education system and army college education program in the next decade (국방교육체계 정립과 육군대학 군사학 교육체계 발전방향)

  • The purpose of this paper is to recommend the Ministry of Defense(MOD) for revolutionizing the current defense education system. As an instructor and an education planning officer of the ROK Army College, for last dozen months, the author has been embarrassed whenever tried to figure out what would be the role, functions, and educational goals of the college. In a nutshell, there has not been any general guidance for educating field grade officers. This unbelievable defect mainly comes from the absence of a responsible organization in the MOD. Even though it has the education branch under the department of personnel affairs, it doesn't have capabilities to design and implement the consistent and valuable education policy. Therefore, the development of defense education should begin with reinforcing the organization and functions of the MOD education branch. We need more experts on education( i.e. Ph.Ds of Education) and experienced specialties on defense education so that we could develop the overall guidance for military professional education. In addition, we need to enact the "defense or military education act" in a tentative name. This will ensure the legitimacy and continuity of defense education guidance initiated by the MOD. In a conclusion, it is senseless to think the blueprint for the Army College out until the preconditions mentioned above are matured. We must begin with rectifying the higher educational system.

  • Our military's cyberspace is under constant threat from the enemy. These cyber threats are targeted at the information service assets held by the military, and securing the security of the organization's information service assets is critical. However, since Information assets can not be 100% selt-sufficient in any organization as well as the military, acquisition of information assets by the supply chain is an inevitable. Therefor, after reviewing supply chain protection measures to secure the safety of the military supply chain, we proposed a method for securing supply chain companies through the citation of partnership based on the validated trust model.

  • A military uniform has two basic characters. One is functionality for field warfare and the other is decorativeness to express dignity and power to maintain systematic organization. For these purposes, the military uniform is maximizing its effects on functionality and decorativeness on each aspects of material, color, dignity, item, military ornaments and accessories. During wartime, the military uniform improved its functionality and gave much influence on normal clothing at the same time either directly or indirectly. Military look became more diverse. In a mood for the end of century and inflated material civilization, and with nostalgia for the fast, mixed styles of fast, presents and future have come out in variety. In Street Fashion, there are many alternative trends to meet diverse desires of teenagers, and the military look has been steadily favored. The functionality and the decorativeness of military look would have met fashion sense and taste of younger generations pretty well. First, teenagers are active, and the practical materials and functional designs of military style applied to their clothes. Second, they prefer challenging and creative styles, and the decorative elements of military clothing for the colors, patterns, accessories have been applied to they clothing. We may need to understand their culture and emotion more closely and help them enjoy sound and beautiful clothing culture. The military uniform adapted itself to natural and social environments and has been developed and improved, which made that possible.
