Maritime transport is dominant in the overall volume of all international transportation. Existence and overcoming of problems, which cause pressure on shipping safety, remain actual and fully concern both maritime and inland transport. Increasing speed and cargo capacity of the ships along with the reduction of crew members lead to the automation of a growing number of work processes, which indicates the need to actively introduce appropriate measures in the security system of sea-going ships and commercial ports and to develop modern approaches to minimize negative events and incidents in the process of ship operation. Advantages in use of modern methods of monitoring the safety of ship operations, management of possible events and incidents, including investigation of accidents, first, aimed at prevention of negative occurrences and ways of prevention on this basis. Considering statistics on incidents increase, this work presents analysis of general ship accident rate, study of major accidental events growth annually, and investigation of causes of incidents, which most frequently occur in port waters and at open sea. A survey of current approaches to ensuring the safety of shipping by implementing effective tools, such as event and incident management, has been conducted.

In recent years, there have been numerous explosion-related accidents due to military and terrorist activities. Such incidents caused not only damages to structures but also human casualties, especially in urban areas. To protect structures and save human lives against explosion accidents, better understanding of the explosion effect on structures is needed. In an explosion, the blast overpressure is applied to concrete structures as an impulsive load of extremely short duration with very high pressure and heat. Generally, concrete is known to have a relatively high blast resistance compared to other construction materials. However, information and test results related to the blast experiment of internal and external have been limited due to military and national security reasons. Therefore, in this paper, to evaluate blast effect on reinforced have concrete structure and its protective performance, blast tests are carried out with $1.0m{\times}1.0m{\times}150mm$ reinforce concrete slab structure at the Agency for Defence Development. The standoff blast distance is 1.5 m and the preliminary tests consists with TNT 9 lbs and TNT 35 lbs and the main tests used ANFO 35 lbs. It is the first ever blast experiment for nonmilitary purposes domestically. In this paper, based on the basic experiment procedure and measurement details for acquiring structural behavior data, the blast experimental measurement system and procedure are established details. The procedure of blast experiments are based on the established measurement system which consists of sensor, signal conditioner, DAQ system, software. It can be used as basic research references for related research areas, which include protective design and effective behavior measurements of structure under blast loading.
The link between transnational environmental harm and national security has attracted new attention due to the environmental crisis such as climate change, nuclear accidents and, pollution. However, both domestic and international environmental regimes are still tied to the unsuccessful and unclear notion-sustainable development. The present author argues that environment should be considered as a security matter for the effective environmental protection. If, for example, a nation committed a serious environmental harm and the effects spans borderlines, and the source nation refuses to cooperate or compensate, would sustainable development still be an appropriate measure? Then, what would be the victim state's tool to protect its own security? The present author first looks into the possibility utilizing UN Security Council. But due to its limited legality and effectiveness in this environmental matter the present author would like to propose a non-traditional but a not-brand new method. This new method reflects two new trends both from international law and security areas. First, this approach clearly moves from the military focused security concept to broader security concept. Second, this is also a shift from traditional international law to transnational law. With these two new approaches, we will find a more suitable answer both for securing national environmental security and for protecting environment.
Oil contamination soil has been one of the most environmental social issues for decades in the inside and outside of country. The law of soil environmental preservation was carried out in the 1990s and the government controlled not only soil environment management and the remediation of contaminated soil but also promoted the development of remedial technology and cleanup business of contaminated soil by national policy. In addition to agriculture areas, the main oil contaminated sites are a gas station, oil reservoir, petro-chemical complex, site of railway carriage base and military camp. The contamination-frequency of agriculture area and effect sites are low but it has significantly important area on account of producing food for human beings. Therefore, we should be concerned about oil contamination damage of agriculture area. The oil contamination damage of agriculture area influenced drop of birth and breeding since the oil directly adheres to seeds and farm products even diffusion of contaminated soil to cultivation area. The studies of the crops and the food vegetation has not enough detailed data caused by the incident of oil contamination. This study investigated the effect of oil in germination and growth of selected plant seeds. In this study, we try to verify whether the oil contamination by accidents on farmland influenced the damage of farm produce and the mutual relation both oil contaminated soil or the vegetation of crops. The impact of oil on plant development was followed by phytotoxicity assessments. The plants exhibited visual symptoms of stress, growth reduction and perturbations in developmental parameters. The increase of the degree of pollution induced more marked effects in plants, likely because of the physical effects of oil. The relationships between the phytotoxicity contents of plants and growth reduction suggest a chemical toxicity of fuel oil. In addition, while cleaned up the contaminated soil under the standard of contaminated soil we examined it was suitable for region standard and it may have practical possibility for fill material of construction of afforestation and molding soil of landfill.

Frequent terror or military attack by explosion, impact, fire accidents have occurred recently. These attacks and incidents raised public concerns and anxiety of potential terrorist attacks on important infrastructures. However, structural behavioral researches on prestressed concrete (PSC) infrastructures such as Prestressed Concrete Containment Vessel (PCCV) and Liquefied Natural Gas (LNG) storage tanks under extreme loading are significantly lacking at this time. Also, researches on possible secondary fire scenarios after terror and bomb explosion has not been performed yet. Therefore, a study on PSC structural behavior from an blast-induced fire scenario was undertaken. To evaluate the blast-fire combined resistance capacity and its protective performance of bi-directional unbonded PSC member, blast-fire tests were carried out on $1,400mm{\times}1,000mm{\times}300mm$ PSC specimens. Blast loading tests were performed by the detonation of 25 kg ANFO explosive charge at 1.0 m standoff distance. Also, fire and blast-fire combined loading were tested using RABT fire loading curve. The test results are discussed in detail in the paper. The results can be used as basic research references for related research areas, which include protective design simulation under blast-fire combined loading.
The aim of this study was to reduce the number of negligent accidents by improving the fire safety consciousness of infant and child teachers working in a day care center. For this purpose, 242 early childhood teachers working in the national nursery school in Daejeon and Chungcheongnam-do were surveyed. For the survey, the questionnaire consisted of job satisfaction, teacher's efficacy, and fire safety consciousness. The survey data were analyzed using the SPSS 20.0 win program. The factor of job satisfaction and teacher's efficacy had a significant positive influence on the fire safety consciousness of the early childhood teachers (<.05). The teacher's efficacy was found to mediate the relationship between the job satisfaction and fire safety consciousness. In conclusion, this study suggests that teacher's fire safety consciousness is high when the teacher's job satisfaction and efficacy are high. This study is expected to contribute to basic research to increase the teachers' consciousness of fire safety.

In recent years, frequent terror or military attack by explosion, impact, fire accidents have occurred. Particularly, World Trade Center collapse and US Department of Defense Pentagon attack on Sept. 11 of 2001. Also, nuclear power plant incident on Mar. 11 of 2011. These attacks and incidents were raised public concerns and anxiety of potential terrorist attacks on major infrastructures and structures. Therefore, the extreme loading researches were performed of prestressed concrete (PSC) member, which widely used for nuclear containment vessel and gas tank. In this paper, to evaluate the blast resistance capacity and its protective performance of bi-directional unbonded prestressed concrete member, blast tests were carried out on $1,400{\times}1,000{\times}300mm$ for reinforced concrete (RC), prestressed concrete without rebar (PSC), prestressed concrete with rebar (PSRC) specimens. The applied blast load was generated by the detonation of 55 lbs ANFO explosive charge at 1.0 m standoff distance. The data acquisitions not only included blast waves of incident pressure, reflected pressure, and impulse, but also included displacement, acceleration, and strains at steel, concrete, PS tendon. The results can be used as basic research references for related research areas, which include protective design and blast simulation under blast loading.
March 11, 2010, in Japan located over East Sea of Korea, due to the strong earthquake tsunami, Fukushima Nuclear Power Plant was ceased and exploded resulting in leaking radioactive substances. Even though it was an accident happened in a nation, leaked radioactive substances were spread across the world moving along ocean currents and air current. Our nation also had terror and confusion about radioactive rain after the accident, and even though a year has been passed by after the accident, the problem on the radioactive contamination isn't solved. So to speak, nuclear accident of neighboring country is a threat to our nation but not only Japan but also Chinese ocean across the West Sea has nuclear power plants. Beside threat of nuclear accident of neighboring countries, North Korea in military confrontation is the world 3rd country holding chemical and biological weapons and can spray the biological weapons to South Korea at any time like Yeonpyeong-do bombard provocation in November, 2010. The study is the strategy confronting such threats and grafted artificial rain technology which is weather control technology. Since radioactive substances on radioactive accidents and North Korean biological weapons can differ in the density by the weather condition, only artificial rain technology can remove the threat perfectly but it is worth to try as the method to reduce damage and in the aspect of psychology. To use the artificial rain technology in the aspect of national security to acquire the public safety, research institutes such ADD should fulfill active and symbolic technology research development.

In an explosion, the blast load is applied to concrete structures as an impulsive load of extremely short duration with very high pressure and heat. Generally, concrete is known to have a relatively high blast resistance compared to other construction materials. However, normal strength concrete structures require higher strength to improve their resistance against impact and blast loads. Therefore, a new material with high-energy absorption capacity and high resistance to damage is needed for blast resistance design. Recently, Ultra High Strength Concrete(UHSC) and Reactive Powder Concrete(RPC) have been actively developed to significantly improve concrete strength. UHSC and RPC, can improve concrete strength, reduce member size and weight, and improve workability. High strength concrete are used to improve earthquake resistance and increase height and bridge span. Also, UHSC and RPC, can be implemented for blast resistance design of infrastructure susceptible to terror or impact such as 9.11 terror attack. Therefore, in this study, the blast tests are performed to investigate the behavior of UHSC and RPC slabs under blast loading. Blast wave characteristics including incident and reflected pressures as well as maximum and residual displacements and strains in steel and concrete surface are measured. Also, blast damages and failure modes were recorded for each specimen. From these tests, UHSC and RPC have shown to better blast explosions resistance compare to normal strength concrete.

In recent years, frequent terror or military attacks by explosion or impact accidents have occurred. Examplary case of these attacks were World Trade Center collapse and US Department of Defense Pentagon attack on Sept. 11 of 2001. These attacks of the civil infrastructure have induced numerous casualties and property damage, which raised public concerns and anxiety of potential terrorist attacks. However, a existing design procedure for civil infrastructures do not consider a protective design for extreme loading scenario. Also, the extreme loading researches of prestressed concrete (PSC) member, which widely used for nuclear containment vessel, gas tank, bridges, and tunnel, are insufficient due to experimental limitations of loading characteristics. To protect concrete structures against extreme loading such as explosion and impact with high strain rate, understanding of the effect, characteristic, and propagation mechanism of extreme loadings on structures is needed. Therefore, in this paper, to evaluate the impact resistance capacity and its protective performance of bi-directional unbonded prestressed concrete member, impact tests were carried out on $1400mm{\times}1000mm{\times}300mm$ for reinforced concrete (RC), prestressed concrete without rebar (PS), prestressed concrete with rebar (PSR, general PSC) specimens. According to test site conditions, impact tests were performed with 14 kN impactor with drop height of 10 m, 5 m, 4 m for preliminary tests and 3.5 m for main tests. Also, in this study, the procedure, layout, and measurement system of impact tests were established. The impact resistance capacity was measured using crack patterns, damage rates, measuring value such as displacement, acceleration, and residual structural strength. The results can be used as basic research references for related research areas, which include protective design and impact numerical simulation under impact loading.
