  • The accurate measurement of soil resistivity and earthing system resistance is fundamental to electrical safety. However, geological and meterological factors can have a considerable effect on the accuracy of conventional measurements and the validity of the measurement methods.   • We aim to archive all the satellite images that had been scattered into Satellite Imagery Information System with setting naming rules and metadata. More than one million of scenes were collected, rectified into error-free status with metadata . Converting various formats into HDF format after considering GEOTIFF and HDF. Intranet and Internet System had been development to allow all the images to be searched and downloaded with less effort. These system will expand the usage of meteorological satellite images for expert groups and the public outside of KMA.

  • In this paper, we design COMS system bus that the 1553 Data Bus is able to link all the units of the satellite managed by the SCU using one Prime Data Bus and on Redundant Data Bus. Also we analyze MIL-STD-1553B bus load and relevant exchange memory budgets in system bus of the COMS satellite. This data is used in the satellite mission and software design by system engineer.

Climatic Characteristics of the Northern Hemisphere Snow Cover observed by Satellite and its influence on the Monsoon

  • Climatic characteristic and changes of snow cover over the Northern Hemisphere, Eurasian, North America and the Tibet Plateau are studied based on data of the Northern Hemisphere snow cover area observed by Satellite remote sensing from 1966 to 2003. Meanwhile, the seasons' distribution charts of the Asian snow cover are made, they provide the climatic background of snow cover. In addition, the influences of snow cover on the climate, especially on the monsoon are analysed briefly, and some significance results are concluded.

PMP Estimation and Its Application for the Design Flood Determination in River Basin (하천유역의 설계 홍수량 결정을 위한 P.M.P.의 산정 및 적용)

  • This study aims at the analysis and application of PMP(Probable Maximum Precipitation)for the determination of design flood in the river basin planning and design of major hydraulic structures. PMP was estimated by hydro-meterological method statistical method and envelope curve method. PMF(Probable Maximum Flood)was then estimated from this PMP by synthetic unit hydrograph method and chow method. From the comparison of three methods for PMP estimation of magnitude of PMP in order of statistical, hydro-metrological, envelope curve method. Among PMP results estimated by each method it is believed that the hydro-meteorological method gave the best proper value in comparison with historical maximum rainfall because of this method reflected upon all meterological factor. From the comparison of PMP with probable rainfall and flood, it was shown that estimated value by statistical method and hydro-metrological method were nearly equivalent to the value of return period 100 years and its value of envelope curve method was equivalent to return period 200 to 500 year. It was found that PMF estimated from would be more safe for the design of major hydraulic structures in the consideration.

  • Climate factors such as rainfall, temperature, wind, humidity, and solar radiant heat affect soil erosion. Among those factors, rainfall influences soil erosion to the most extent. The kinetic energy of rainfall breaks away soil particles and the water flow caused by the rainfall entrains and transport them downstream. In order to estimate soil erosion, therefore, it is important to determine the rainfall erosivity. In this study, the annual average Rainfall Erosivity(R) in Korea, an important factor of the Universal Soil Loss Equation(USLE) and Revised Equation(RUSLE), has been estimated using the nationwide rainfall data from 1973 to 1996. For this estimation, hourly rainfall data at 53 meterological stations managed by the Meterological Agency was used. It has been found from this study that the newly computed values for R are slightly larger than the existing ones. It would be because this study is based on the range of rainfall data that is longer in period and denser in the number of gauging stations than what the existing result used. The final result of this study is shown in the form the isoerodent map of Korea.

Marine Meterological Characteristics by Comparison of High wind-wave alert and Moored Buoy data off the coast of the East Sea between 2006 and 2013 (동해 외해역 해양 기상 특성 및 풍랑특보와 부이 관측 자료 비교 (2006-2013년))

  • Marine meterological characteristics off the coast in the East Sea between 2006 and 2013 were investigated by comparing the high wind-wave alert and moored-measured significant wave high. Monthly and yearly variations of the high wind-wave alert duration off the coast in the central part of the East Sea are correlated with those of the significant wave height measurement with their minima in June and 2008 and maxima in December and 2012. Both the high wind-wave alert duration and significant wave height increase remarkably during 2010-2013 when compared with during 2006-2009. The remarkable increase, occurring dominantly in December, seems to be related with Arctic oscillation variability. However, the comparisons reveal that only about a half of high wind-wave alerts satisfy the criteria for issuing the high wind-wave alert. To issue the high wind-wave alert, the wind speed at the sea should exceed 14 m/s or the significant wave height should be higher than 3 m. The high wind-wave alerts unsatisfying the significant wave height criteria are issued mainly during spring and summer. These results imply that additional surface buoy moorings in the open basin of the East Sea are necessary for more accurate issue of the high wind-wave alert.

  • Efforts tp overcome the current challenge of global warming and abnormal temperature are being taken around the world. According to a report, average temperature of Korea has increased by about $0.8^{\circ}C$ for a century. In particular, temperature has rapidly increased since year 2000. Climate changes have brought remarkable changes in our lives. For example, agricultural field will see changes in crops and production. Energy used to maintain and manage architectures will be changed as well. In order to actively cope with rapidly changing global climate which drives changes from the basic behavior of our lives to subtle changes, international cooperation and researches are performed around the word. For instance, as a part of these global efforts, research on typical meterological data for computer simulation program to evaluate architecture energy performance is in progress in Korea. In order to conduct research on typical meterological data in format of data per time, reference regarding monthly maximum/minimum temperature time is required. Unfortunately, however, reference regarding maximum/minimum temperature time hasn't been defined in Korea. Therefore, this study aims to provide fundamental data essential for various researches by calculating maximum/minimum temperature time of major cities across Korea. According to the study, maximum temperature occurs at 3 p.m and minimum temperature occurs at 5 a.m or 6 a.m. respectively, in overall areas.

Study on Effects of Meteorological Elements in the Grain Production of Korea (우리나라 곡물류 생산량에 기상요소의 영향에 관한 연구)

  • Recent climate change has led to fluctuations in agricultural production, and as a result national food supply has become an important strategic factor in economic policy. As such, in this study, panel data was collected to analyze the effects of seven meteorological elements on the production of five types of grain with error component panel data regression method following the test results of LM tests, Hausman test. The key factors affecting the production of rice were average temperature, average relative humidity and average ground surface temperature. The fluctuations in the other four grains types are not well explained by meterological elements. For other grains and beans, only average temperature and time (year) affect the production of other grains while average temperature, ground surface temperature, and time (year) influence the production of beans. For barley and millet, only average temperature positively affects the production of barley while ground surface temperature and time (year) negatively influence the production of millet. The implications of this study are as follow. First, it was confirmed that the meteorological elements have profound effects on the rice production. Second, when compared to existing studies, this study was not limited to rice but encompassed all five types of grains and went beyond other studies that were limited to temperature and rainfall to include various meteorological elements.
