The objective of this study is to test the flood forecasting capability of TOPMODEL on a single watershed in Korea. The selected study area is the Soyang River basin with outlet at Soyang Dam site. The three daily hydrographs and the three hourly flood events during 1990~1996 are selected for model calibrations and performance tests. The model parameters are estimated on 1990 daily event by manual fitting technique and the effects of topographic index distribution to river flow simulations are investigated on the study area. The model performance on correlation coefficient between the observed and the simulated flows for the verification periods are above 0.77 on the 95-, 96-daily events, while above 0.87 for 90-, 95-, 96-hourly events. By the consideration of flood flow characteristics in Korea, the physical interpretation of the model concept, and the model performance, it can be concluded that the TOPMODEL is feasible as a flood forecasting model in Korea. In this study, we examined the influence of long-range transport of dust particles and air pollutants on the photochemistry of NO$_3$on Jeju Island, Korea (33.17 N, 126.10$^{\circ}$E) during the Asian Dust-Storm (ADS) period of April 2001. Three ADS events were observed during the periods of 10∼12, 13∼14, and 25∼26 April. Average concentration level of nighttime NO$_3$on Jeju Island during the ADS period was estimated to be about 2 x 10$^{8}$ molecules cm$^{-3}$ ( - 9 pptv). Decreases in NO$_3$levels during the ADS period was likely to be determined mainly by the enhancement of the $N_2$O$_{5}$ heterogeneous reaction on dust aerosol surfaces. The reaction of N20s on aerosol surfaces was a more important sink for nighttime N03 during the ADS due to the significant loading of dust particles. The reaction of $N_2$O$_{5}$ with NMHCs and the gas-phase reaction of N20s with water vapor were both significant loss mechanisms during the study period, especially during the NADS. However, dry deposition of these oxidized nitrogen species and a heterogeneous reaction of NO$_3$were of no importance. Short-term observations of $O_3$, NO$_2$, DMS, and SO$_2$in the MBL indicated that concentrations of most of these chemical species were different between the ADS and non - Asian - Dust-Storm (NADS) periods, implying that their levels were affected sensitively by the differences in air mass trajectories.
This study aimed to evaluate weather forecast accuracies of minimum temperature, maximum temperature, precipitation and sky cover by the localized land forecast areas over South Korea Average forecast accuracy score of precipitation was the lowest while that of sky cover was the highest during the study period Overall forecast accuracy scores for Gangwon-do was the lowest while those for Gyeongsangnam-do and Gyeongsangbuk-do were higher than other areas. The frequencies of perfect forecast(eight points) by seasons, were the highest during winter and the lowest during summer. pressure pattern analyses for days when forecast accuracy scores were poor, showed that precipitation forecast accuracy scores were lower due to the movement of the stationary fronts during summers. When continental polar air masses expanded, forecast accuracy of temperature became greatly lower during autumns and winters As the migratory anticyclone pattern rapidly moved, forecast accuracy became lower during springs and autumns. Forecast accuracies were compared by wind directions at 850hPa for the Young-dong region where forecast accuracy was the lowest. Forecast accuracy scores on minimum and maximum temperatures were low when winds were westerlies and forecast accuracy scores of precipitation were low when winds were easterlies.
Currently, Korea is developing a Cheollian follow-on satellite program, named as Geostationary Korea Multipurpose Satellite 2 (GK-2), which consists of two satellites. One satellite (GK-2A) is dedicated to the meterological mission, while the second one (GK-2B) hosts two main payloads for the ocean and environmental application. As GK-2A is dedicated to the meteorological mission unlike Cheollian, there have been discussions on the possibility of transferring the responsibilities of the GK-2A program to the Korea Meteorological Administration. To help resolve any consumptive disputes or to find an efficient way for the GK-2A program, the events happened after the successful launch of the first meteorological satellite TIROS-1 in the U.S. in April 1960 are investigated. With the successful demonstration of usefulness of TIROS-1 for the meteorological applications, organizations such as the Weather Bureau and the Department of Defense, responsible for the real time application of the TIROS 1 data, strongly requested for an operational meteorological satellite program which resulted in the plan for the National Operational Meteorological Satellite System (NOMSS). The plan was strongly supported by Kennedy Adminstration and was put forwarded for the new program under the responsibility of Weather Bureau to the Congress. However, the responsible Committee on Science and Aeronautics sided with NASA and requested major revision of the responsibility. Due to many unfavorable conditions, Weather Bureau accepted the requests and signed with NASA on the agreement for the operational meteorological satellite. However, with the delay of Nimbus satellite which is planned to be used for the prototype of the operational satellite and changes of the unfavorable situations, the Weather Bureau could draw a second agreement with NASA. The new agreement reflected most propositions requested by the Weather Bureau for the NOMSS plan. Until now the second agreement is regarded as the basic principles for the operational meteorological satellite program in the U.S. This study investigates the backgrounds and processes of the second agreement and its implications for the GK-2 program.

This study examines the influence of long-range transport of dust particles and air pollutants on both local/regional DMS oxidation chemistry and the distribution of sulfur compounds at Jeju Island (33.17$^{\circ}$ N. 126.10$^{\circ}$ E) during the Asian dust-storm(ADS) period in April 2001. The atmospheric concentrations of these sulfur species were measured at a ground station on Jeju Island. Korea as Part of the ACE-Asia intensive operation. Three ADS events were observed during the periods of 10-12, 13-14. and 25-26 April. respectively. The concentrations of DMS and CS$_2$ were higher during the ADS period than during the non-Asian-dust-storm (NADS) period. Conversely. a difference in SO$_2$ levels during the ADS period was not distinguishable from those during the NADS period. The diurnal variation pattern of DMS observed was largely different from that in the remote marine boundary layer. DMS loss by NO$_3$ in the atmospheric boundary layer was dominant due to significantly high NOx levels influenced by the long-range transport of pollutants from East Asia to Jeju Island The DMS maximum during the ADS period was observed in the late afternoon. The oceanic fluxes of DMS during the ADS and NADS periods were estimated to be 5.7$\pm$2.3 and 2.9 (+2.8/-1.5) mole m$^{-2}$ day$^{-1}$ . respectively. The contribution of oxidized DMS to SO$_2$ levels at Jeju Island during the study period was found to be insignificant.

The atmospheric concentrations of criteria pollutants (O$_3$, NO$_2$, CO) and sulfur species were measured at a ground station on Jeju Island, Korea as part of the ACE-Asia intensive operation. Three ADS events were observed during the periods of 10-12, 13-14, and 25-26 April, respectively. The concentrations of the criteria pollutants (i.e., $O_3$, NO$_2$, and SO$_2$) were not significantly different from those during the non-Asian-dust-storm (NADS) period. Average OH and NO$_3$ levels at Jeju Island during the study period (ADS and NADS) were estimated to be 4-10 $\times$ 10$^{5}$ moleculescm$^{-3}$ and 2-4 pptv, respectively. Two main sources of OH radical were the primary production from the reaction of water vapor ($H_2O$) and O(1D) radicals and the reaction of HO$_2$ with NO. CO was a dominant sink of OH during the ADS period: whereas NO$_2$ was the most important during the NADS period. for NO$_3$ radical, a reaction of NO$_2$ with $O_3$ was the most important atmospheric source; while $N_2$O$_{5}$ uptake on dust particles was the most dominant sink during the ADS period.

The main objective of this study is to examine the adaptability for the large watershed of the storage tank model which can be applied for the analysis of both long and short terms runoff developed on the basis of hydrologic data for a smaH mountaineous watershed. The results obtained in this study are summarized as follows ; 1. Areal rainfalls of the Dae Chong watershed were calculated by Thiessen method composed of 9 Thiessen networks. 2. Optimal parameters for two types, Model A and Model B of tank models were derived through calibration procedure by standardized Powell method. 3. Monthly simulated flows of Model B are seemed to be closer to the monthly observed than those of Model A during calibration period in the long terms runoff. 4. Relative errors for the simulated flood flows of Model B were apperaed as lower percentage to the observed than those of Model A during calibration period in the short terms runoff. 5. Daily simulated hydrographs of Model B are seemed to be closer to the daily observed than those of Model A during verification period in the long terms runoff. Significance of Model B was highly acknowledged in comparison with Model A in the correlation analysis between annual observed and annual simulated runoff. 6. Reproducibility of simulated flows for Model B is generally seemed to be better than that of Model A during calibration period in the short terms runoff. 7. It can be concluded that reproducibility of Model B is superior to that of Model A in the long and short terms runoff even a large watershed like the result of the small one. 8. It was verified that adaptability for the large watershed of Model B is superior to that of Model A between the two models which were developed by a small watershed characteristics for both long and short terms runoff. 9. Further study for getting a suitable tank model is desirable to be established by the decision, calibration method of initial parameters of tank model and by additional application of another watershed with different watersheds and meterological characteristics.
In an effort to interpret the characteristics of fine particle concentrations in Busan, time variations of hourly monitored concentrations $PM_{10}$ (Particulate Matter with aerodynamic Diameter ${\le}10\;{\mu}m$) in Busan are analyzed for the period from 2000 to 2005. The characteristics of aerosol second generation formation process is also interpreted qualitatively, by using the statistical analysis of the meteorological variables including temperature, wind speed, and relative humidity. The result shows some significant annual, seasonal, weekly and diurnal variations of $PM_{10}$ concentrations. In particular, seasonal(i.e., spring) variations are governed by frequency of yellow sand events even for the non-yellow sand cases where yellow-sand days are eliminated in our analysis. However, in seasonal variation, summer season predominate lower $PM_{10}$ concentrations due to the frequent precipitation, and weekly and diurnal variations are both found to be reflecting the emission rate from traffic amount. Correlation coefficients between $PM_{10}$ concentration and meterological variables for non-yellow sand days show overall negative correlation with visibility, wind speed, cloud amounts, and relative humidity. However for non-precipitation days, during non-yellow sand period positive correlation are found clearly with relative humidity, suggesting the importance of secondary aerosol formation in Busan that can be achieved by both homogeneous aerosol formation and heterogeneous transformations resulting from hygroscopic aerosol characteristics.

The self-sufficiency of rice production was attained in 1975 through development of Tongil-type high-yielding rices and rapid dissemination to farmers and innovation of cultivation technologies, so-called "green revolution" in Korea. It can be continued during the last twenty seven years except some years with meterological disasters. The national average of milled rice yield per ha was only 3.1 ton at the first half of 1960′s, but it drastically increased to 5.0 ton at the 2nd half of 1990′s. Also, the rice quality was highly improved through the continuous varietal improvement of high-yielding japonica rice cultivars. The amounts of rice stock will go beyond about 1.9 million tons in 2002 due to the recent continuos bumper rice crop and relatively rapid reducing in rice consumption. There are so many rice brands over 1,200 in Korea, but most of rice commodities are not enough controlled in terms of marketing quality and palatability of cooked rice. Although the most rice brands are not properly controlled in quality management, its average level of grain quality is largely improved through the continuously increased diffusion of newly-developed high-quality rice cultivars since 1991. The rapid construction of rice processing complex(RPC) since 1992 also accelerates the production and distribution of brand rices. Especially, about half of distribution amounts are covered by brand rice commodities of the agricultural cooperative associations. The rice is mainly consumed by the type of cooked rice. The amounts of rice consumption for food processing is only below 4% of total rice consumption. The processed rice foods is mainly consumed as various processed cooked rices, rice cakes, and rice wines.
정지궤도에서는 세계 최초의 해양관측위성으로 개발된 정지궤도 해양위성(GOCI, Geostationary Ocean Color Imager)은 통신해양기상위성(COMS, Communication, Ocean and Meterological Satellite)의 탑재체로서 2009년말 발사 예정이다. 정지궤도 해양위성의 복사보정은 센서의 전기적 특성에 의한 잡음을 제거하기 위한 암흑전류 교정(Dark Current Correction)을 먼저 수행한 다음, 주운영지상국인 해양위성센터(KOSC, Korea Ocean Satellite Center)에서 수신된 위성의 원시자료의 Digital Number(DN)를 실제 해양원격탐사에서 이용하는 물리량인 복사휘도(Radiance, $W/m^2/{\mu}m/sr$)로 변환하는 복사보정을 수행한다. 정확도 높은 복사보정을 수행하기 위해서는 기준광원의 복사휘도와 센서의 물리적 특성을 정확하게 알아야 한다. 정지궤도 해양위성 궤도상 복사보정(on-orbit radiometric calibration)에서는 태양이 기준광원이기 때문에, 기준 태양복사모델(Thuillier 2004 Solar Irradiance Model)에서 지구-태양간 거리 변화(1년 주기)를 보정한 태양의 방사도 (Irradiance)를 이용하고, 태양입사각에 대한 태양광 확산기의 감쇄 특성 변화를 고려하여 센서에 입력되는 복사휘도를 계산한다. 센서의 물리적 특성으로 인한 복사보정의 오차를 줄이기 위해 우주방사선 및 우주먼지(space debris)로 인해 위성 운용기간 중 그 특성이 저하되는 태양광 확산기(solar Diffuser)의 특성변화를 모니터링하기 위한 DAMD(Diffuser Aging Monitoring Device)를 이용한다. 정지궤도 해양위성 주관운영기관인 한국해양연구원의 해양위성센터에서는 정지궤도 해양위성 복사보정을 수행하기 위한 S/W를 통신해양기상위성 자료처리시스템 개발사업의 일환으로 개발하였으며, 관련 성능 시험을 수행하고 있다.
