In this paper we interpreted the changes in wind field over complex mountainous terrains. The results of our study can be applied for predicting the direction of fire spread and for establishing strategies for fire prevention. The study area is bounded by $12{\times}12$ km domains of the Samcheok's long-term ecological research (LTER) site located in the east coast, in which a large-fire had occurred from 7 to 13 April 2000. Because of the area's complex topography, we compared the result of the Weather Research and Forecasting (WRF) mesoscale model with those observed by four automated weather stations. The WRF simulation overestimated the wind speed by 5 to 8 m/s (~200%) in comparison with those from four automated weather stations. The wind directions observed by the AWSs were from various directions whereas those from WRF model were mostly west wind at all stations. Overall, the simulations by the WRF mesoscale models were not appropriate for the estimation of microscale wind fields over complex mountainous areas. To overcome such inadequacy of reproducing the wind fields, we employed the ENVI-met model over Samcheok's LTER site. In order to test the model's sensitivity with the terrain effects, experimental simulations were conducted with various initial conditions. The simulation results of the ENVI-met model showed a reasonable agreement in wind speeds (about 70% accuracy) with those of the four AWSs. Also, that the variations in wind directions agreed reasonably well with changes in terrain effect. We concluded that the ENVI-met model is more appropriate in representing the microscale wind field over complex mountain terrains, which is required to predict fire spread and to establish strategies for forest fire prevention.

This study aimed to establish database of rainfall inundation area by rainfall scenarios and conduct a real time prediction for urban flood mitigation. the data leaded model was developed for the mapping of inundated area with rainfall forecast data provided by korea meteorological agency. for the construction of data leaded model, 1d-2d modeling was applied to Gangnam area, where suffered from severe flooding event including september, 2010. 1d-2d analysis result agree with observed in term of flood depth. flood area and flood occurring report which maintained by NDMS(national disaster management system). The fitness ratio of the NDMS reporting point and 2D flood analysis results was revealed to be 69.5%. Flood forecast chart was created using pre-flooding database. It was analyzed to have 70.3% of fitness in case of flood forecast chart of 70mm, and 72.0% in case of 80mm flood forecast chart. Using the constructed pre-flood area database, it is possible to present flood forecast chart information with rainfall forecast, and it can be used to secure the leading time during flood predictions and warning.
A recent dramatic increase of natural hazards in the Korean peninsular (KP) due to typhoons have raised necessities for the accurate typhoon prediction. Ieodo ocean research station (IORS) has been constructed in June 2003 at the open ocean where typhoons pass frequently, aiming to observe typhoons before the landfall to the KP and hence to improve the prediction skill. This paper investigates the importance of measurements at the IORS in the typhoon research and forecast. Analysis of the best track data in the N. W. Pacific shows that about one typhoon passes over the IORS per year on the average and 54% of the KP-landfall typhoons during 59 years (1950-2008) passed by the IORS within the range of the 150-km radius. The data observed during the event of typhoons reveals that the IORS can provide useful information for the typhoon prediction prior to the landfall (mainland: before 8-10 hrs, Jeju Island: before 4-6 hrs), which may contribute to improving the typhoon prediction skill and conducting the disaster prevention during the landfall. Since 2003, nine typhoons have influenced the IORS by strong winds above 17m/s. Among them, the typhoon Maemi (0314) was the strongest and brought the largest damages in Korea. The various oceanic and atmospheric observation data at the IORS suggest that the Maemi (0314) has kept the strong intensity until the landfall as passing over warm ocean currents, while the Ewiniar (0603) has weakened rapidly as passing over the Yellow Sea Bottom Cold Water (YSBCW), mainly due to the storm's self-induced surface cooling. It is revealed that the IORS is located in the best place for monitering the patterns of the warm currents and the YSBCW which varies in time and space.
Forest fire has a number of variables and since the effects of wind fields are bigger than any other variables, it is essential to know wind direction and velocity for the forest fire extinguishing techniques and the prediction of fire spread. With regards to the local area that has a high chance of forest fire, the data from meteorological observatory in the area is used for the estimation of wind velocity. It is relatively easy to obtain automatic weather station (AWS) data which are available for the whole nation. There is a chance that the data from the weather station may be different with the actual data at the mountain areas. In this study simply shaped hills (Sae-byeol hill of Jeju Island and port Ma-geum in An-myeon Island in the sea side) were selected as the experimental locations to minimize the distortion of the wind field by the adjacent geographic features. Spot measurements and analysis of computational fluid dynamics (CFD) for the given geographic features were conducted to examine and compare their consistency. As a conclusion It is possible to predict wind patterns in these simple locations.

In recent years, strong typhoons have passed South Korea almost every year and severe damages were incurred directly and indirectly. However, instances where wave and wind data were procured from the offshore approach path of the typhoon are very rare and thus researchers are experiencing difficulties in obtaining calibration and verification data of typhoon-generated wave modeling. This paper provides a synthesis of records of observations by the Korea Meteorological Administration and Korea Institute of Ocean Science and Technology on storm waves generated by the typhoons SONGDA, NABI, and SHANSHAN that passed from 2004 to 2006 in order to help researchers interested in typhoon-generated wave numerical modeling. Although the trajectories of typhoon NABI and SHANSHAN were east of the Korea Strait, a significant wave height of 8.3 m was measured at Namhyeongjedo located east of Geojedo. Moreover, an unprecedented significant wave height of 12.2 m was measured for both typhoons at a station 1.4 km away from Yeongil Bay breakwater. Meanwhile, a comparative analysis of data obtained with a ocean data buoy at Geojedo and a Directional Waverider at Namhyeongjedo showed maximum wave heights that were similar but considerably different significant wave heights.

The purpose of this study is to reproduce long-term wave fields in coastal waters of Korea based on wave hind-casting modelling and discuss its applications. To validate wind data(NCEP, ECMWF, JMA-MSM), comparison of wind data was done with wave buoy data. JMA-MSM predicted wind data with high accuracy. But due to relatively longer period of ECMWF wind data as compared to that of JMA-MSM, wind data set of ECMWF(2001~2014) was used to perform wave hind-casting modelling. Results from numerical modelling were verified with the observed data of wave buoys installed by Korea Meteorological Administration(KMA) and Korea Hydrographic and Oceanographic Agency(KHOA) on offshore waters. The results agree well with observations at buoy stations, especially during the event periods such as a typhoon. Consequently, the wave data reproduced by wave hind-casting modelling was used to obtain missing data in wave observation buoys. The obtained missing data indicated underestimation of maximum wave height during the event period at some points of buoys. Reasons for such underestimation may be due to larger time interval and resolution of the input wind data, water depth and grid size etc. The methodology used in present study can be used to analyze coastal erosion data in conjunction with a wave characteristic of the event period in coastal areas. Additionally, the method can be used in the coastal disaster vulnerability assessment to generate wave points of interest.
Recently, global climate change causes abnormal weather and disaster countermeasures do not provide sufficient defense and mitigation because they were established according to the historical climate condition. Repeated torrential rains, in particular, are causing damage even in the robust urban flood defense system. Therefore, in this study, the change of runoff considering the spatial distribution of rainfall and urban characteristics was analyzed. For rainfall concentrated in small catchment, rainfall in the watershed must be accurately measured. This study is based on the rainfall data observed with Automated Surface Observing System (ASOS) and Automatic Weather Stations (AWS) provided by the Seoul Meteorological Administration. Effluent from the pumping station was estimated using the EPA-SWMM model and compared and analyzed. Catchments with rainwater pumping station are small with large portion of impermeable areas. Thus, when the ASOS data where is located from from the chatchment, runoff is often calculated using rainfall data that is different from rainfall in the catchment. In this study, the difference between rainfall data observed in the AWS near the catchment and ASOS away from the catchment was calculated. It was found that accurate rainfall should be used to operate rainwater pumping stations or forecast urban flooding floods. In addition, the results of this study may be helpful for estimating design rainfall and runoff calculation.

This study aimed to investigate orographic precipitation and green dam (water conservation function) characteristics in a deciduous forest watershed in the region of Mt. Ungseok, Sancheong, Gyeongnam, South Korea. The rainfall and runoff of the watershed were monitored for six years (2011~2016) at the weather station and at the weir of the watershed, respectively. During the study period, the rainfall in the watershed (mountainous area) was larger than that of the meteorological station (flat area) nearest to the watershed. Besides, compared to the normal year (1981~2010), the rainfall has increased and the seasonal distribution of rainfall of the mountainous area has changed. These changes might have been caused by climate change. The runoff ratio was highest in spring, followed by winter, summer and fall, whilst the runoff was highest in summer, followed by spring, fall and winter. This difference seems to be due to the melting of snow in dry spring and intensive rainfall in summer. The total runoff in the watershed was calculated as $10,143.8ton{\cdot}ha{\cdot}yr^{-1}$.

Surface compaction significantly impacts runoff and soil erosion under rainfall since it leads to changes of soil physical characteristics such as increase of bulk density and shear stress, change of microporosity, and decrease of hydraulic conductivity. This study addressed surface compaction effects on runoff and soil loss from bare and disturbed soils that are commonly distributed on construction sites. Thirty-six rainfall simulations from three replicates of each involving rainfall intensities (68.5 mm/hr, 95.6 mm/hr) and plot gradients ($5^{\circ}$, $12.5^{\circ}$, $20^{\circ}$) were conducted to measure runoff and soil loss for two different soil surface treatments (compacted surface, non-compacted surface). Compacted surface increased significantly soil bulk density and soil strength. However, the effect of surface treatments on runoff changed with rainfall intensity and plot gradient. Rainfall intensity and plot gradient had a positive effect on mean soil loss. In addition, the effect of surface treatments on soil loss responded differently with rainfall intensity and plot gradient. Compacted surfaces increased soil loss at gentle slope ($5^{\circ}$) while they decreased soil loss at steep slope ($20^{\circ}$). These results indicate that there exists transitional slope range ($10{\sim}15^{\circ}$) between gentle and steep slope by surface compaction effects on soil loss under disturbed bare soils and simulated rainfalls.
Localized heavy storm is one of the major causes of flood damage in urban regions. According to the recent disaster statistics in South Korea, the frequency of urban flood is increasing more frequently, and the scale is also increasing. However, localized heavy storm is difficult to predict, making it difficult for local government officials to deal with floods. This study aims to construct a Flood risk matrix (FRM) using ensemble weather prediction data and to assess its applicability as a means of reducing damage by securing time for such urban flood response. The FRM is a two-dimensional matrix of potential impacts (X-axis) representing flood risk and likelihood (Y-axis) representing the occurrence probability of dangerous weather events. To this end, a regional FRM was constructed using historical flood damage records and probability precipitation data for basic municipality in Busan and Daegu. Applicability of the regional FRMs was assessed by applying the LENS data of the Korea Meteorological Administration on past heavy rain events. As a result, it was analyzed that the flood risk could be predicted up to 3 days ago, and it would be helpful to reduce the damage by securing the flood response time in practice.
