Today, use of high resolution satellite image with at least 1m resolution is expanding into many more areas including forest, river way, city, seashore and so forth for disaster prevention. Interest in this medium is increasing among the general public due to the roll-out to the private sector as Google earth, Virtual Earth and so forth. However, pre-processing process that revises the geometrical distortion that result at the time of photographing is required in order to use high resolution satellite image. The purpose of this research is to search the most accurate GCP(Ground Control Point) information acquisition method that is used for the revision of high resolution satellite image's geometrical distortion through automated processing. Through this, it is possible to contribute to increasing the level of accuracy at the time of high resolution satellite image revision and to secure promptness.

When the image registration methods which were generally used to the low medium resolution satellite images is applied to the high spatial resolution images, some matching errors or limitations might be occurred because of the local distortions in the images. This paper, therefore, proposed the automatic image-to-image registration of high resolution satellite images using local properties of control points to improve the registration result.
The availability of high-resolution satellite images provides precise information without direct observation of the research target. Korea Multi-Purpose Satellite (KOMPSAT), also known as the Arirang satellite, has been developed and utilized for earth observation. The machine learning model was continuously proven as a good classifier in classifying remotely sensed images. This study aimed to compare the performance of the support vector machine (SVM) model in classifying the land cover of the Delaware River port area on high and medium-resolution images. Three optical images, which are KOMPSAT-2, KOMPSAT-3A, and Sentinel-2B, were classified into six land cover classes, including water, road, vegetation, building, vacant, and shadow. The KOMPSAT images are provided by Korea Aerospace Research Institute (KARI), and the Sentinel-2B image was provided by the European Space Agency (ESA). The training samples were manually digitized for each land cover class and considered the reference image. The predicted images were compared to the actual data to obtain the accuracy assessment using a confusion matrix analysis. In addition, the time-consuming training and classifying were recorded to evaluate the model performance. The results showed that the KOMPSAT-3A image has the highest overall accuracy and followed by KOMPSAT-2 and Sentinel-2B results. On the contrary, the model took a long time to classify the higher-resolution image compared to the lower resolution. For that reason, we can conclude that the SVM model performed better in the higher resolution image with the consequence of the longer time-consuming training and classifying data. Thus, this finding might provide consideration for related researchers when selecting satellite imagery for effective and accurate image classification.
In the following paper two algorithms, suitable for the analysis of panchromatic data as provided by KOMPSAT-1 will be presented. One is a texture analysis which will be used to create a settlement mask based on the variations of gray values. The other is a fusion algorithm which allows the combination of high resolution panchromatic data with medium resolution multispectral data. The procedure developed for this purpose uses the spatial information present in the high resolution image to spatially enhance the low resolution image, while keeping the distortion of the multispectral information to a minimum. This makes it possible to use the fusion results for standard multispecatral classification routines. The procedures presented here can be automated to large extent, making them suitable for a standard processing routine of satellite data.

Landcover information of access-denied area was extracted from low-medium and high resolution satellite image. Training for supervised classification was performed to refer visually by landcover map which is made and distributed from The Ministry of Environment. The classification result was compared by relating data of FACC land classification system. As we rasterize digital military map with same pixel size of satellite classification, the accuracy test was performed by image to image method. In vegetation case, ancillary data such as NDVI and image for seasons are going to improve accuracy. FACC code of FDB need to recognize the properties which can be automated.

Korea will also be able to take full advantage of the satellite data once the Korea Multi-Purpose Satellite 1 (KOMPSAT-l) is successfully launched. Harmonizing satellite data production and application technology and users' needs, along with the guiding policy is essential for promoting satellite data use. Up to now, the Korean government has mainly concentrated on developing production technology for the satellite instruments. However, the imminent task of independent satellite data production demands a promotion policy for satellite data use. In this context, the policy is defined as an important medium for identifying the role and status of satellite image information at the national level and also preparing the legal as well as systematic foundation for producing, building, distributing, and packaging satellite data. The present paper aims to examine the role and status of the satellite data as well as their current status and problems in Korea in reference to the National Spatial Data Infrastructure, and finally to provide the policy directions to promote the satellite data use in public sector on the basis of the preceding analyses.

Surface reflectance, as a product of the absolute atmospheric correction process of low-orbit satellite imagery, is the basic data required for accurate vegetation analysis. The Commission on Earth Observation Satellite (CEOS) has conducted research and guidance to produce analysis-ready data (ARD) on surface reflectance products for immediate use by users. However, this trend is still in the early stages of research dealing with ARD for high-resolution multispectral images such as KOMPSAT-3A and CAS-500, as it targets medium- to low-resolution satellite images. This study first summarizes the types of distribution of ARD data according to existing cases. The link between Open Data Cube (ODC), the cloud-based satellite image application platforms, and ARD data was also explained. As a result, we present practical ARD deployment steps for high-resolution satellite images and several types of application models in the conceptual level for high-resolution satellite images deployed in ODC and cloud environments. In addition, data pricing policies, accuracy quality issue, platform applicability, cloud environment issues, and international cooperation regarding the proposed implementation and application model were discussed. International organizations related to Earth observation satellites, such as Group on Earth Observations (GEO) and Committee on Earth Observation Satellites (CEOS), are continuing to develop system technologies and standards for the spread of ARD and ODC, and these achievements are expanding to the private sector. Therefore, a satellite-holder country looking for worldwide markets for satellite images must develop a strategy to respond to this international trend.

There is a need to convert the old low- or medium-resolution satellite image-based thematic mapping to the high-resolution satellite image-based mapping of GSD 1m grade or lower. There is also a need to generate middle- or large-scale thematic maps of 1:5,000 or lower. In this study, the DEM and orthoimage is generated with the KOMPSAT-2 stereo image of Yuseong-gu, Daejeon Metropolitan City. By utilizing the orthoimage, automatic extraction experiments of land cover information are generated for buildings, roads and urban areas, raw land(agricultural land), mountains and forests, hydrosphere, grassland, and shadow. The experiment results show that it is possible to classify, in detail, for natural features such as the hydrosphere, mountains and forests, grassland, shadow, and raw land. While artificial features such as roads, buildings, and urban areas can be easily classified with automatic extraction, there are difficulties on detailed classifications along the boundaries. Further research should be performed on the automation methods using the conventional thematic maps and all sorts of geo-spatial information and mapping techniques in order to classify thematic information in detail.

This study conducted pilot mapping project to know the possibility of mapping with medium resolution satellite imageries. For this purpose, mapping experiments were conducted with each stereo model imageries of SPOT, KOMPSAT, and IRS- lC. And positional accuracy, analysis of detectable and describable features, and comparison with existing digital map were checked, possible mapping scale and cost analysis were conducted with these results. Regarding SPOT imagery, digital photogrammetric workstation was used for stereoplotting. Regarding KOMPSAT and IRS-lC imageries, because there were data format support problems. head-up digitizing was performed with ortho imageries rectified with DEMs generated by image matching. The results of experiments show that such features as wide road, river, coast line, etc are possible to detect and depict but many other features are not for SPOT, KOMPSAT, and IRS-lC imageries. On the aspect of mapping, therefore, SPOT is available for 1/50,000 topographic map revision, KOMPSAT and IRS-lC for 1/25.000 topographic map revision.
