This paper presents a set of candidate regulatory requirements for TV band devices (TVBDs) in the Rep. of Korea. To guarantee the protection of incumbent services, especially digital TV (DTV) and wireless microphones, in TV frequency bands, we suggest minimum separation distances of TVBDs from the noise-limited contour according to incumbent users and TVBD types. This paper also deals with multiple sets of separation distances of a co-channel TVBD network from a DTV protected contour on the basis of the radio propagation characteristics of different geographic areas to make good use of TV white space (TVWS) and safely protect the DTV service. We present a low-power transmission mode of TVBDs and the relevant separation distances for small-cell deployment. The service coverage reduction ratio of a TVBD network is investigated in the presence of DTV interference in four geographic areas. The TVWS field verification results, conducted on the island of Jeju (Rep. of Korea), show that incumbent services operate well without harmful interference from neighboring TVBDs with the proposed separation distances.

As contents go digital and networks go broadband, there are a lot of changes made to Ad market caused by multimedia and multichannel environment. While platforms as the contents distribution window are increasing, the reality is that additional Ad revenue through platforms is concentrated on mammoth exclusive media because there are small number of the media that has control over platforms is able to create production and provide capital. In addition, as Media rep laws is passed at the Assembly plenary session, tipping effect in Ad market concentrated to some media. In this reality, pay TV market is expected to be within its direct orbit as it is predicted to produce new contents and distribution growth thanks to a wide variety of genres and experimental challenge. Thus, this study is to propose the methodology and an alternative for pay Ad market expansion. As the result of this research, an improvement scheme of indirect advertisement, virtual advertisement, and prohibited advertising item is suggested, and methodology for advertising market expansion is suggested through enterprise and government.

Purpose: The antimicrobial resistance of S. pneumoniae has encountered with increasing frequency from around the world. In our country, penicillin resistant strains of S. penumococci are rapidly increasing. It has been known that colonized pneumococci in upper respiratory tract cause sinisitis, otitis media, meningitis and pneumonia. We tried to reveal the colonization rate of pneumonocci in upper respiratory tract, their antimicrobial resistance and DNA fingerprinting pattern in normal children. Methods: We got specimens from 117 children of day-care center in Seoul through oropharyngeal swab. After incubation on BAP, optochin test and slide latex agglutination test were used for identification. Antimicobial susceptibility test to penicillin, vancomycin, erythromycin and TMP-SMZ was done with disk diffusion method. Penicillin MIC was gotten through the broth microdilution method. Genotyping of 45 pneumococci was done by rep-PCR using REP1R-Dt and REP2-Dt primer. Results: The carriage rate of pneumococci in the day-care center children was 38%(45/117). The resistance of penicillin, erhthromycin, TMP/SMZ, vancomycin by the disk diffusion method are 89%, 91%, 64% and 0%, respectively. 64% of the isolates showed multiple resistance. 7 types of DNA fingerprinting were gotten and 78% of isolates belonged to three types. Conclusion: We found that the antimicrobial resistance of children attending the day-care center in Seoul was much higher than expected. We assumed that this might be due to their easy and frequent exposure to antimicrobial agents and crowded day-care center environment.

The roots of grapevine in the field in which the crown gall was occurred severely in Chungbuk province were collected and Agrobacterium spp. were isolated from the roots using the selective media. The selected 13 isolates were identified as A. tumefaciens with fatty acid analysis using MIDI system, nucleotide sequence of 16S rDNA, biochemical characteristics, and PCR with the species-specific primers. A. vitis, a pathogen of crown gall disease of grapevine was not isolated from the roots. All of the isolates did not show pathogenicity on the tomato seedlings and the stem and root of grapevine. Eric-PCR showed that DNA band patterns of the root isolates were a little more similar to A. tumefaciens than A. vitis. However, overall similarity between the root isolates and the pathogenic strains of A. tumefaciens and A. vitis was low by rep-PCR. These results suggest that a pathogen causing crown gall in grapevine in Chungbuk province may transmitted through the seedlings rather than via soil or roots.

Tracer experiments were carried out on two laboratory modes, "without media mode" and "with media mode", to examine the hydraulic characteristics of the anaerobic fluidized bed bioreactor (AFBR). For both configurations, a formula was derived for the hydraulics and data interpretation to obtain the actual characteristics of the reactor. The dispersion model is based on the assumption that carriers are non-reacting and the dispersion coefficient is constant. The model represents the one-dimensional unsteady-state concentration distribution of the non-reacting tracer in the reactors. The experimental results showed that the media increased the mixing conditions in the reactor considerably. For the reactor without media, in the range tested, the dispersion coefficient was at least an order of magnitude smaller than that of the reactor with media. Advective transport dominates and the flow pattern approaches the plug flow reactor (PFR) regime. The dispersion coefficient increased significantly as us, the superficial liquid velocity, was increased proportionally to 0.82cm/s. On the other hand, for the reactor with media, the flow pattern was in between a PFR and a completely mixed flow reactor (CMFR) regime, and the dispersion coefficient was saturated at us=0.41cm/s, remaining relatively constant, even at us=0.82cm/s. The dispersion coefficient depends strongly on the liquid Reynolds number (Re) or the particle Reynolds number (Rep) over the range tested.

This study is a study on the requirements, resources, and role of policy broker in the policy process. Particular attention was paid to two requirements of legitimacy (official authority, political support) and professionalism (information and expertise, skilled leadership) as the requirements of policy broker. This study analyzed the process of transforming the actor conflicts surrounding the media rep legislative process into a cooperative relationship by being mediated by a strong influential policy broker. Policy brokers can mediate opinions among participating actors and play a role in coordinating conflicting interests. In the mediarep policy process, the policy brokers were unable to resolve conflicts due to lack of legitimacy and expertise in the first phase (legislative grace period) and the second phase (legislative loophole). However, the legitimacy of the six subcommittees of the National Assembly (the legislative period) and the expertise of the Korea Communications Commission were able to succeed in policy-making by acting as a successful policy brokers through complementary activities.

The study empirically analyses a linear relationship between terrestrial advertising rates and viewer ratings. Consistent with the results of preceding studies, the present study finds a convex relationship between standard advertising rates and viewer ratings. However, after all other sales practices are taken into account, a linear relationship is documented between per-minute advertising revenue and viewer ratings. Absent the exact functional relationship between the two, it is hard to evaluate accurately how efficiently or inefficiently the current GS System has operated, but it tells us that a certain level of market mechanism prevailed within the system. The findings are consistent with the 1 Public-1 Private Media Representative alternative among many alternatives currently sought by the KCC should we accept the premise that the public aspect is as equally important as, if not more important than, the efficiency aspect of terrestrial broadcasting.
