Inter-ministerial Policy Coordination for Digital Content Technology Development: Korean and Japanese Cases

  • This study identifies and evaluates inter-ministerial coordination for developing digital content technology in Korea and Japan. It is conducted through a comparative analysis between Korean and Japanese governmental organizations and their decision making process. Media content had been regulated or promoted by ministries involving culture in both countries. The digitalization of traditional media, however, blurred boundaries between the cultural, technological, and industrial spheres, so ministries involving science and technology, economy and trade, or foreign affairs started to promote digital content technology in the late 1990s. This has been the cause of conflicts among ministries and sometimes led to policy duplication, which in turn weakens policy effectiveness. The competition and coordination of ministries and agencies can be seen through establishing or amending related laws, organizations, and programs. Structural holes are founded in the networks drawn among governmental agencies in charge of digital content, particularly in the field of intellectual property in Korea and online distribution technology in Japan.

A Study on Consumer Characteristics According to Social Media Use Clusters When Purchasing Agri-food Online (온라인 농식품 구매시 소셜미디어 이용 군집에 따른 소비자특성에 대한 연구)

  • According to the 2019-2020 social media usage survey conducted by the Seoul e-commerce center, 5 out of 10 consumers have experienced shopping through social media. The cost of traditional advertising media has been reduced and advertising spending on social media has risen by 74%, indicating that social media is becoming a more important marketing element. While the number of users of social media has increased and corporate marketing activities have increased accordingly, research has been conducted in various aspects of marketing such as user motivation for social media, satisfaction, and purchase intention. There was no subdivided study on the differences in the social media usage frequency of consumers in actual purchasing behavior. This study attempted to identify differences in consumer characteristics by cluster in the agrifood purchase situation by grouping them by type according to the frequency of use of social media for consumers who purchase agri-food online. Product involvement, product need, and online purchase channel Consumer characteristics such as demographic distribution, perceived risk, and eating and lifestyle in each cluster were checked for the three agrifood purchase situations including choice, and types for each cluster were presented. To this end, questionnaire data on the frequency of social media use and online agrifood purchase behavior were collected from 245 consumers, and the validity of the measurement variables was secured through factor analysis and reliability analysis. As a result of cluster analysis according to the frequency of social media use, it was divided into three clusters. The first cluster was a group that mainly used open social media, and the second cluster was a group that used both open and closed social media and online shopping malls; The third cluster was a group with low online media usage overall, and the characteristics of each cluster appeared. Through regression analysis, the effect on product involvement, product need, and purchase channel selection when purchasing agri-food online through each of the three clusters was confirmed through regression analysis. As a result of the regression analysis, the characteristic of cluster 1 in the situation of purchasing agri-food online is a male in his 30s living in a rural area who has no reluctance to purchase agri-food on social media or online shopping malls. The characteristics of cluster 2 are mainly consumers who are interested in purchasing health food, and the consumer characteristics are represented. In the case of cluster 3, when purchasing products online, they purchase after considering quality and price a lot, and the consumer characteristics are represented as people who are more confident in purchasing offline than online. Through this study, it is judged that by identifying the differences in consumer characteristics that appear in the agri-food purchase situation according to the frequency of social media use, it can be helpful in strategic judgments in marketing practice on social media customer targeting and customer segmentation.

  • Currently, interest on physical distribution is increasing due to burden of oil cost increases as oil price rises day by day. As interest grows, there are number of studies have been conducting on saving the cost of distribution. On the other hand, number of study on service of distribution is insufficient. Actually, subject of service of physical distribution have been studied by number of survey organizations, research organizations and mass media. Although, configuration for each organization is different from each other and it is hard to measure objective satisfactory factor of customers. This means needs for constructing standardized measuring tool as well as research on measuring service quality of distribution is not active. Therefore, this research is to compare and analyze compatibility of service quality measuring using SERVQUAL and SERVPERF and trying to clarify differences affected by importance service quality by each level to actual service quality. Also, this research is to make basic and standardized measuring model to improve quality of physical distribution especially using analysis of service quality and customer satisfaction of pallet pool service which contributes rationalization of distribution and reduce the cost by standardizing specification and size of pallet, allowing sharing of pallet. To conduct this research, case study of a company A is used where it is in a pallet pool business. Using this example, the goal is to give help on pallet pool business a strategic exercise if the business by point out major factors that affect customer satisfaction by collecting customer assessment along with examination of SERVQUAL and SERVPERF in measuring service quality if pallet pool service.

Distribution and Characterization of Heterotrophic Bacteria Isolated from Deodorizing Biofilters of a Nightsoil Treatment Plant (분뇨처리장의 질소성 악취물질처리를 위한 생물탈취탑내 종속영양세균의 분포 및 특성)

  • The distributions and characteristics of bacteria on the deodorizing biofilters were studied as a part of biofiltration research for odor gas removal. The odor gas originated from a currently operating nightsoil treatment plant were mainly nitrogenous compounds of ammonia and amines. The filter media were consisted various ratio of pine bark, nightsoil cast and compost, and were sampled before and after operation of 153 days. Before operation, the level of bacteria on nitrification agar medium, nutrient agar medium and thiosulfate agar medium were around $10^7{\sim}10^8cfu/g$ media. After operation, the level decreased but still high as $10^5{\sim}10^7cfu/g$ media. The bacteria from reactors before and after operations were either rod or coccus after growth on nitrification agar media. The 45 isolated heterotrophic bacteria were further characterized and Pseudomonas, Bacillus, Flavobacterium, Alcaligenes were dominant genera. Genus Alcaligenes was particularly dominant when the isolates were incubated on nitrification agar media first and then transfered to nutrient media. The portion of Alcaligenes in the biofilter increased after operation, and was higher in the media contained nightsoil cast, which showed better treatment than the media with pine bark only.

Bacterial Distribution and Variation in Water Supply Systems (상수도계통에서의 세균 분포 및 변화)

  • Distribution and variation of bacterial densities of heterotrophic plate count (HPC) and Enterobacteriaceae in the water supply systems comprising raw, treated, and three tap water samples of a water treatment plant in Seoul were studied 23 times from 1991 to 1992. HPC bacteria of raw. treated, and tap waters on $R_{2}A$ agar media were at a density of $1.22{\times}10^{3} to 3.05{\times}10^{5}$, $1.50{\times}10^{1} to 4.29{\times}10^{3}$ and 2 to $5.41{\times}10^{3}$ cfu/ml, respectively. Densities of Enterobacteriaceae in raw, treated, and tap waters on mENDO-LES agar media ranged from 0.] to 8200 cfu/ml, 0 to 17.5 cfu/JOO mI. and 0 to 47.5 cfu/IOO ml, respectively. Injured Enterobacteriaceae of treated and tap waters on m-T7 agar media were at a density of o to 27 and 0 to 35 cfu/100 mI. These results showed that the density of bacteria in the treated water outflowing from the water plant significantly increased as the water flowed along the distribution sytems, which is so-called bacterial regrowth. The predominant bacteria] types in the water supply system were Pw'udomonas and Acinerobacter. In raw water, the ratio of Pseudomonas was higher than that of Acinetobaeter, but in treated and tap waters. both ratios were reversed. The most predominant species of Enterobacteriaceae was Enterobacter agglomerans. Some species such as Citrobacter freundii. Escherichia coli. Klebsiella pneumoniae. and Shigella dysenteriae which are opportunistic pathogens or pathogens were not found in the treated water but additionally detected in tap waters.

  • The current distribution of digital news has the potential to produce politically biased information for users as a result of individual choices and media selection based on those choices. Consequently, this research explored the factors affecting individual news selection and the effects of opinion changes and political participation that can occur when news tailored to users' partisan preferences is recommended. The phenomenon of selective exposure has been shown to be stronger when individuals utilize more limited information processing, experience higher discussion efficacy among groups with similar political beliefs. Furthermore, When a selective exposure group was randomly provided with a one-way message news that matched their partisan leanings, it was found that opinion consolidation, opinion-reinforcing information processing, and online political participation. On the other hand, when they were randomly presented with two-way messaging news in which the media balanced two competing partisan positions, they were found to be more likely to understand the other side's views and arguments, and more willing to adjust their existing opinions. We are confirmed that the balanced use of various opinions is very important in deliberative democratic process.

Numerical Study on the Arrangement of AIG for Determining the $NH_3$ Concentration Distribution in the Package Type of Small Scale SCR System (패키지형 소형 SCR 시스템 내 $NH_3$ 농도분포 제어를 위한 AIG의 배치에 관한 전산해석적 연구)

  • A package type of SCR (selective catalytic reduction) system that was proposed for removing the $NO_x$ found in flue gas from the small scale of air pollution sources was evaluated. The efficiency of the SCR system is determined by the proper utilization of catalytic media installed inside of the system, and the proper distribution of flow velocity and $NH_3$ concentration in the flue gas is a crucial factor for using the catalytic media. In this study, the distributions of $NH_3$ concentration were estimated under the various arrays and shapes of AIG at the given gas flow condition. The value of RMS (%) in $NH_3$ concentration is 95.3% at co-current flow (at $0^{\circ}$) injection but it is 90.1% at the condition of counter-current flow (at $120^{\circ}$) condition, which implies the counter-current injection is more favorable. By rearranging the $NH_3$ injection flow rates based on the distribution of velocity and $NH_3$ distribution in basic calculation, the value of RMS (%) in $NH_3$ concentration was reduced to 62.8%. The enhanced effect of $NH_3$ mixing by the combined effect of arrays and shapes are complied in the study.

An Analysis of the Use of Media Materials in School Health Education and Related Factors in Korea (학과보건교육에서의 매체활용실태 및 영향요인 분석)

  • The objectives of this study are to explain the use of media materials in school health education with other related factors in elementary, middle, and high schools in Korea. The data were collected by questionnaires from June to September in 1998. The number of subjects were 294 school nurses. The PC-SAS program was used for statistical analysis such as percent distribution, chi-squared test, spearman correlation test, and logistic regression. The use of media materials in health education has become extremely common. Unfortunately, much of the early materials were of poor production quality, reflected low levels of interest, and generally did little to enhance health education programming. A recent trend in media materials is a move away from the fact filled production to a more affective, process-oriented approach. There is an obvious need for health educators to use high-quality, polished productions in order to counteract the same levels of quality used by commercial agencies that often promote "unhealthy" lifestyles. Health educators need to be aware of the advantages and disadvantages of the various forms of media. Selecting media materials should be based on more than cost, availability, and personal preference. Selection should be based on the goal of achieving behavioral objectives formulated before the review process begins. The decision to use no media materials rather than something of dubious quality usually be the right decision. Poor-quality, outdated, or boring materials will usually have a detrimental effect on the presentation. Media materials should be viewed as vehicles to enhance learning, not products that will stand in isolation. Process of materials is an essential part of the educational process. The major results were as follows : 1. The elementary schools used the materials more frequently. But the production rate of media materials was not enough. The budget was too small for a wide use of media materials in school health education. These findings suggest that all schools have to increase the budget of health education programs. 2. Computers offer an incredibly diverse set of possibilities for use in health education, ranging from complicated statistical analysis to elementary-school-level health education games. But the use rate of this material was not high. The development of related software is essential. Health educators would be well advised to develop a basic operating knowledge of media equipment. 3. In this study, the most effective materials were films in elementary school and videotapes in middle and high school. Film tends to be a more emotive medium than videotape. The difficulties of media selection involved the small amount of extant educational materials. Media selection is a multifaceted process and should be based on a combination of sound principles. 4. The review of material use following student levels showed that the more the contents were various, the more the use rate was high. 5. Health education videotapes and overhead projectors proved the most plentiful and widest media tools. The information depicted was more likely to be current. As a means to display both text and graphic information, this instructional medium has proven to be both effective and enduring. 6. An analysis of how effective the quality of school nurse and school use of media materials shows a result that is not complete (p=0.1113). But, the budget of health education is a significant variable. The increase of the budget therefore is essential to effective use of media materials. From these results it is recommended that various media materials be developed and be wide used.

Analysis of Characteristics of Corporate Advertisements in TV and Digital Video Advertisements - Focusing on corporate advertisements from 2020 to 2021 (TV 및 디지털 영상광고에서 나타난 기업광고 특성 분석 - 2020년부터 2021년 기업광고를 중심으로)

  • For this study, a total of 297 TV advertisements and digital video advertisements were selected as analysis targets among domestic corporate advertisements executed for two years from 2020 to 2021. As a result of the content analysis, it was found that CSR public service advertisements, CSV advertisements, and ESG advertisements in 2020, when the corona pandemic began in earnest and ESG of companies emerged as a business management topic, showed a markedly higher execution frequency than in 2021. As a result of examining the distribution of corporate advertisement types by media, it was found that companies were executing various corporate advertisements through digital media rather than traditional media such as TV. As a result of examining the advertising appeal strategies according to the types of corporate advertisements, it was found that the emotional appeal strategy was most frequently used among the rational appeal, emotional appeal, and mixed appeal as a whole in corporate advertising. As a result of analyzing the advertisement model types according to the classification of corporate advertisements, it was found that corporate advertisements use a general model differently from brand advertisements. Lastly, as a result of examining the distribution of advertisement model types according to media types, it was found that the celebrity model is more frequently used in TV advertisements for digital advertisements.

Fabrication of Doped BaTiO3 by Coprecipitation Method (공침법에 의한 반도성 BaTiO3 제조)

  • The Nb doped BaTiO3 was synthesized by coprecipitation method using H2O2 media in region from pH 8 to pH 11. The powder prepared by using this method was crystallized at about 20$0^{\circ}C$ and average particle size was controlled by heat treatment. Because of preparation having fine particle and relatively narrow particle size distribution, high performance PTC device was made of these precipitated powders.
