경량항공기 및 초경량비행장치 비행정보서비스를 위한 구성체계 연구 (The Study on Structures and Contents for Flight Information Service of Light Aircraft and Ultra-light Aircraft)

  • The base of leisure air activities are consistently expanding and its demand is expected to increase attributed to GDP growth and people's interest in its activity. Utilizing Visual Flight Rule, light sport aircrafts and ultra-light aircrafts are not under the effect of air traffic control center, which resulted in passenger injury due to emergency landing for adverse weather conditions and technical issues after pulling into mountain area, ocean and even urban area. Such events encouraged safety consciousness toward leisure aircraft activities and developing a measure to prevent a recurrence of the accident. This research focuses on suggesting compositive system for preventive safety management system by providing user based Flight information service and operating effective system, necessary for leisure aircraft activities.

경비업무적 관점에서의 숭례문화재사고 분석과 대책 (The Analysis on the Soongrae-Mun fire and it's improvement measure)

  • 숭례문 화재사고는 우리나라의 평시 문화재에 대한 안전문제를 잘 보여주는 것으로, 사고가 발생할 때마다 관련자에 대한 책임추궁과 재발방지를 요구하였지만 근본적인 문제점 개선 없이 유사한 사고가 계속 발생하고 있다. 본 연구는 숭례문화재사고의 원인을 분석하고 이에 대한 대책을 제시함으로써 유사한 사고의 재발을 막고 민간경비업무의 특성에 맞는 효율적인 경비업무에 도움을 주는데 목적이 있으며, 경비업무적인 관점에서 화재사고를 분석하는데 중점을 두었다. 안전학자인 하인리히((H. W. Heinrich)는 그가 주장한 연쇄반응이론에서 대부분의 사고가 사람의 불안전한 행동이나 불안전한 상태와 같은 직접적인 원인에 의해 발생한다고 이야기하지만 직접적인 원인을 근본적으로 제거하기 어렵기 때문에 직접적인 원인을 유발할 수 있는 관리?통제적 원인과 같은 간접적인 원인에 대한 분석이 중요하다. 문화재에 대한 소방관련 법규의 제정이 필요하다는 주장이 제기되고 있으나 문화재 안전을 위하여 문화재에 대한 경비관련 법규도 같이 검토되어야 하며, 법규 제정과 함께 사고방지를 위한 기술적인 대책도 함께 검토되어야 한다. 민간경비업무의 영역과 능력, 책임문제에 대한 한계를 극복하기 위한 전문성 확보와 이를 위한 재투자에 관심을 기울여야 하며, 민간경비의 공익성 확보를 위한 경비회사 스스로의 노력이 필요하다. 아울러 사고로 인해 발생한 손해에 대한 배상문제에 대한 현실적인 검토가 필요하다.

초등학생의 안전의식 및 실천정도와 안전사고 발생 실태 (Safety-awareness, Safety-practice and Accident Occurrence among Elementary Students)

  • The purpose of this study was to measure safety-awareness among elementary students, identify their safety-practices and actual status of accidents. The study was also done to acquire basic information on safety education to help students be more aware of safety, and more active in accident-prevention activities. A random sample was taken of 763 5th and 6th grade students in 4 different elementary schools in Seoul. Of the 735 questionnaires collected, 684 were complete and were used in the analysis. SPSS was used to analyze the questionnaires. The results are summarized as follows. First, the overall safety-awareness score was relatively high at 139.06 of a maximum of 164. and respondents were most conscious of the section on Home Safety. Second, the safety-practices of the respondents was at the middle level with a mean score of 56.01 of a maximum of 80. The factors affecting the safety-practice of the respondents were education of their parents, recognized learning proficiency, awareness of need for safety education, and level of safety-education conducted by parents. Third, $53.4\%$ of the respondents had experienced one or more accidents during the past year. Most of the accidents occurred during play and recreation and home accidents were the most frequently reported accidents. The risk factors related to the occurrence of accidents were gender, relationship with friends, recognized learning proficiency, and awareness of traffic safety. Forth, higher safety-awareness was found to be directly related to higher safety-practices. Respondents with lower safety-awareness reported higher rate of accidents. In view of the results so far achieved, habituation and formation of safety-oriented actions among students are highly required to prevent accidents. In order to do that, development of safety-awareness and in-life enforcement of safety-practice need to come first.

재해분석을 통한 정전기 안전관리 수준 향상 방안 연구 (A Study on the Improvement Plan of Electrostatic Safety Management Level through Injury Analysis)

  • The characteristic of fire and explosion related to electrostatic discharge is that it is difficult to reproduce the electrostatic charge and discharge phenomenon in addition to the large human and material damage. Therefore, in order to prevent accidents and disasters related to electrostatic in fire and explosion hazard areas, it is important to manage the level of electrostatic in a safe manner from the perspective of system between industrial facilities and human bodies. Rule 325 of the Occupational Safety and Health Regulations, "Prevention of Fire / Explosion due to Electrostatic", requires the use of grounding, conductive materials, humidification and electrification in order to prevent the risk of disaster caused by static explosion and electrostatic in the production process. In order to comply with these measures, related technologies, standards and systems are needed from the viewpoint of preventive measures related to electrostatic in fire and explosion hazard areas, but in Korea, it is still insufficient. Therefore, technical, institutional and managerial measures are needed as a precautionary measure to improve the level of ESD safety in fire and explosion hazard areas and prevent electrostatic related injury. In Korea, we analyzed the current status and characteristics of electrostatic related disaster by using the statistics of industrial accident and fire statistics of the Ministry of Employment and Labor. We also analyzed the current status and characteristics of electrostatic related disasters in Japan using JNIOSH accidents and disasters investigation cases and JNIOSH fire accident data of Japan Fire Bureau. The purpose of this study is to compare and analyze the current status of electrostatic related accidents and disasters in Korea and Japan in order to improve the safety management of electrostatic in fire and explosion hazard areas. In order to prevent accidents and disasters in the industrial field, The technical, institutional, and managerial measures to manage the level of electrostatic in a safe state were derived from the system point of view.

LPG 저장탱크에서의 화재$\cdot$폭발에 관한 정량적 영향 평가에 관한 연구 (The Study on the Quantitative Analysis in LPG Tank's Fire and Explosion)

  • 화학공장에서 발생하는 사고는 공장 자체의 손실을 가져 올 뿐만 아니라 주위 지역에도 영향을 미친다. 그리고 사고로 인한 피해는 대형화할 가능성이 크다. 이에 따라 화학 공장의 안전 관리의 중요성이 부각되고 있다. 사고의 정량 평가는 사고의 규모를 미리 예측하는 것으로 이를 통해 공정 장치의 layout, 주위와의 최소 안전거리 예측, 대피 시설의 설치 등과 같은 대책을 세울 수 있다 본 연구에서는 화학공장의 3대 사고형태 중 화재와 폭발의 피해 예측을 용이하게 하기 위한 프로그램을 작성하였다. 화재의 경우에는 Pool Fire와 Fireball로 인한 피해를 예측할 수 있도록 하였고, 폭발의 경우에는 UVCE와 BLEVE로 인한 손실을 예측 할 수 있도록 하였다. 화재는 화염에서 나오는 복사열을 피해 정도를 예측하는 기준으로 사용하였고, 폭발은 과압을 기준으로 하였다. 특히, BLEVE의 경우에는 파편의 예상 비산 거리도 추정할 수 있도록 하였다. 각각의 결과를 이용해 Probit 분석을 할 수 있도록 하였다. 그리고 이를 기존에 발생했던 부천의 LPG 폭발 사고에의 분석에 사용해본 결과 노출 허용 거리가 800m이었다. 그리고 Probit 분석 결과 1도 화상, 2도 화상, 화재 사망은 각각 450m, 280m, 260m 이상일 경우 직접적인 피해가 없을 것으로 예측되었다. 사고 분석 결과는 이를 한국산업안전공단에서 Dupont의 SAFER 프로그램을 사용하여 얻어낸 예측치와 $3\%$이내의 같은 결과를 얻었다.

농촌지역 초등학교 저학년 학생들의 안전사고 발생실태 (A Study on the Occurrences of Accidents among 1 st to 3rd Grade Rural Elementary Students)

  • Accidents involving students are an important cause of death and disability. They also have enormous financial implications. In order to prevent childhood accidents. research and education for safety should be strengthened. The purpose of this study was to determine how often lower grade elementary students have accidents and what factors affect the accident rate. The study population consisted of 676 students who were in the 2nd, 3rd and 4th grades of twelve elementary schools located in Kun Wi Gun. The questionnaires were distributed to all of the 2nd to 4th grade student in the Kun Wi Gun to be completed by their parents about all the accidents which happened last one year and collected during the period of March 19, to March 30, 2001. The data were analyzed by using SPSS WIN 10.0 statistical package. The results of the study are as follow: 1. Among 676 students. 270 students had 540 accidental injuries during the study period. 2. The month, the day and the time with the highest accident rate were April. Monday. and between 1 and 4 p. m. each. 3. In the analysis of the location where the injury took place, the most frequent place was on school, around their homes and. then inside the home. 4. Most of accidents were caused by carelessness on the part of the students and the most frequent type of injury was an abrasion. 5. Students most injured part of the body was their legs. 6. They were treated at home most often and usually emergency treatment was performed by family members with disinfectant as first aid measure. Cost of the treatment of the accident ranged from 10.000 to 30,000 won in most cases. 7. Students' personality. type of family composition. mother's age and parents' education level were statistically significant. As a conclusion. 1st to 3rd grade rural elementary students need their assessment for accident involving condition. This study gave a very useful and important data to prepare accident prevention teaching program and to prepare accident prevention strategies.

직광에 의한 눈부심 현상이 터널 출구부 안전성에 미치는 영향 연구 (A Study for Influence of Sun Glare Effect on Traffic Safety at Tunnel Hood)

  • PURPOSES : In Korea, over 70 percent of the land consists of mountainous and rolling area. Thus, tunnels continue its upward trend as road network are extended. In these circumstances, the importance of tunnel has been increased nowadays and then its safety investigation and research should be performed. This study is focus on confirming and improving the safety of tunnel. On tunnel hood, sunglare effect can irritate driver's behavior instantly and this can result in incident. METHODS : The study of this phenomenon is rarely conducted in domestic and foreign papers, so there is no proper measure for this. This study analyzes the driving environment of the effect of sunglare effect on tunnel hood. RESULTS : Traffic accidents stem from complex set of factors. This study build the Traffic Accident Prediction Models to find out the effect of sunglare effect on tunnel's hood. The independent variables are traffic volume, geometric design of road, length of tunnel and road side environment. Using these variables, this model estimates accident frequency on tunnel hood by Poisson regression model and Negative binomial regression model. Although Poisson regression model have more proper goodness of fit than Negative binomial regression model, Poisson regression model has overdipersion problem. So the Negative binomial regression model is used in this analysis. CONCLUSIONS : Consequently, the model shows that sunglare effect can play a role in driving safety on tunnel hood. As a result, the information of sunglare effect should be noticed ahead of tunnel hood so this can prevent drivers from being in hazard situation.

추락 방지용 보조로프의 고정 매듭법과 옥외 노출 환경에 따른 강도저하 평가에 관한 연구 (Experimental Study of Strength Degradation according to Fixed Knot Method and Outdoor Exposure Environment of Auxiliary Rope for High Altitude Work)

  • Fall accidents account for the highest accident fatality rate in the construction industry. In addition, wearing and using a safety belt is the most realistic and important preventive measure to reduce fall accidents. Safety belts are protective devices worn by individual workers; they prevent workers from falling and allow for time to rescue the workers. However, the legal standards for safety belts only stipulate the materials, specifications, and strength of parts; there is no provision for an auxiliary rope fixing method to fix the safety belts safely. Due to this reason, workers in industrial sites arbitrarily fix and use the auxiliary rope. Currently, the most used method to fix the auxiliary rope is to tie a knot, which significantly lowers the strength of the material compared to the standard strength. Moreover, many construction sites are located outdoors, so the strength of the materials used in the auxiliary rope is inevitably reduced due to various external environmental conditions. Therefore, to solve this problem, this study was conducted to evaluate the strength of the material of the auxiliary rope for fixing the safety belt and the knot-tying method for the auxiliary rope. In this study, the exposure conditions for the effects of temperature and moisture were set to reflect the characteristics of the construction industry. The results of this study are expected to be used for standards establishment and the safe use of the auxiliary rope for safety belts in actual field applications.

발전소에서 운전 중인 활성 6.6kV 전력 케이블의 고장상태를 파악하는 장치의 개발 (Developing Equipment to Detect the Deterioration Status of 6.6kV Power Cables in Operation at Power Station)

  • 발전소의 전력 케이블 시스템에서 발생할 수 있는 사고를 예측하고 방지하는 기술이 필요하다. 사선 상태에 있는 케이블의 동작 특성을 진단하기 위하여 부분방전 및 $tan{\delta}$ 법이 사용되고 있으나, 케이블이 갖고 있는 문제점들을 사전에 발견하기란 쉬운 일이 아니다. 이 논문에서 우리가 연구한 케이블은 (주)서부 발전소에서 설치되어 운전 중인, 발전 운영에 핵심 역할을 하는 6.6kV 고전압 배전 선로이다. 케이블의 온도 및 전류를 측정하고, 이를 바탕으로 절연저항을 측정하기 위한 장치를 개발하였다. 이 장치를 발전소 현장에 시험 설치를 하였고, 동작 중인 케이블의 수명을 평가하기 위한 동작특성의 진단을 성공적으로 마무리 하였다. 진단 데이터를 분석 평가함으로써 단기적으로는 운전 중 6.6kV 케이블 시스템의 고장상태를 파악하는데 활용되며, 장기적으로는 발전소 부하에서의 6.6kV 케이블 시스템의 설치 및 운영에 있어서 원가를 절감하기 위한 노력에 기여하고자 한다.

  • 본 연구는 실시간 주행환경에서 교통사고를 유발할 수 있는 위험한 교통상황을 검지하고 경고정보를 운전자에게 제공하여 운전자의 회피 행동을 효율적으로 유도할 수 있는 경고정보시스템을 제안하였다. 교통사고 개연성을 계량화해서 나타낼 수 있는 Surrogate Safety Measure(SSM)를 도출하여 제안한 시스템의 구현을 위한 정보처리 및 가공기법을 개발하였다. 제안된 알고리즘을 통해 생성된 경고정보는 긴급영향권과 일반영향권으로 구분되어 제공 될 수 있다. 각 영향권에서 차별화된 경고정보 제공이 가능하도록 하는 임계값 결정방법론을 제시하였다. 본 연구에서 새롭게 제안하는 경고정보시스템은 고속도로 교통사고 예방을 위한 교통류 관리를 위해 효과적으로 활용될 것으로 기대된다.
