생물경제학적 어업자원 관리정책에 관한 연구 (Bioeconomic Management Policy for Fisheries Resources)

  • Due to a publicly owned resources, the overexploitation of the fisheries resources can result in externalities in the form of reduced future levels of yield. These problems can be theoretically improved through effective management of the fishery. The paper illustrates maximum sustainable yield(MSY), maximum economic yield(MEY) and F0.1 level of fishing mortality as the concept of optimal yield, and it theoretically shows that MSY is more appropriate for the optimal yield than MEY where prices increase even though MEY achieves the maximization of economic rent in a fishery assuming constant prices. And the paper presents several fisheries management tools and policies such as input controls, output controls and taxes. As the traditional approach to fishery management, input controls involve restrictions on the physical inputs into the production process(e.g. capital, time or technology) and output controls involve limits on the quantity of fish that can be landed. To introduce user cost into the harvest decisions of rent-seeking fishers, taxation, as a bioeconomic management policy of the fisheries, directly addresses the problems associated with the resource being unpriced. As most fisheries management plans, however, have increasing fisher income as an objective, taxes have not been introduced into any fisheries management policies despite their theoretical attraction.

기후변화가 대형선망 고등어 어업의 최적탄소배출량에 미치는 영향분석 (A Study on the Optimal Emission of CO2 due to Climate Change : An Application for Large Purse Seine)

  • The purpose of this paper is to estimate the optimal $CO_2$ emission in the maximum economic yield (MEY), maximum sustainable yield (MSY), and open access (OA) using a bioeconomic model. The results are as follows; in the case of $E_{MEY}$, $E_{MSY}$, and $E_{OA}$ levels, $CO_2$ emissions are estimated at $150,704,746CO_2/kg$, $352,211,193CO_2/kg$, and $301,409,492CO_2/kg$ respectively. We show that the $E_{MEY}$ is more efficient than the other levels. That is, the level of $E_{MEY}$ signifies the optimal economic fishing usage as the most economically efficient usage for large purse seine fishery catching mackerel species. The emission of $CO_2$ in $E_{MEY}$ is the lowest level. Also, the impacts of climate changes such as ocean temperature increase, ocean acidification, and the combined impact thereof show that the biomass of mackerel decreases.

대게 연안자망어업의 경제적 적정 어구사용량 분석 (Analyzing Optimal Economic Fishing Efforts of the Coastal Snow Crab Gillnet Fishery)

  • The Korean government is in the establishment process of plan for managing fishing effort by setting up the maximum fishing gear usage per fishery type for the recovery of fishery resources, for the settlement of disputes between fishery sectors over fishing gears, and for the stability of fishing business condition. Especially in the setting up of the maximum fishing gear usage, economic standards as well as biological standards are being considered as a significant factor to promote the sustainable and economically viable development of fisheries. This study is, thus, to analyze the optimal economic fishing gear usage ($E_{MEY}$) as the most economically efficient one for the coastal snow crab gillnet fishery, one of the most controversial sectors in establishing the maximum fishing gear usage. The data of logbooks per trip were used for concentrating on the estimation of $E_{MEY}$ per trip because it was considered there were limitations of data available for analyses. As a finding drawn from the analyses, the optimal economic trap usage ($E_{MEY}$) of coastal snow crab gillnet vessels per trip has to be decreased by about 13%. That is, reducing the trip gillnet usage up to the level of $E_{MEY}$ can lead to the reduction of trip fishing costs, thereby resulting in the increased trip profits.

생물경제모형을 이용한 참조기의 자원평가에 관한 연구 - 단일어종·다수어업 사례를 중심으로 (A Stock Assessment of Yellow Croaker using Bioeconomic Model: a Case of Single Species and Multiple Fisheries)

  • This study analyzes the stock assessment of yellow croaker caught mainly by the Korean stow net and gill net fisheries focusing on single species and multiple fisheries. This study standardizes fishing efforts for the two fisheries using the general linear model and uses a surplus production model based on the exponential growth model. The Clarke Yoshimoto Pooley model estimates a maximum sustainable yield(MSY), an allowable biological catch(ABC), fishing efforts for MSY($E_{MSY}$) and for ABC($E_{ABC}$). The bio-economic model is used to estimate the maximum economic yield(MEY) and fishing efforts for MEY($E_{MSY}$). Also, the study employs an economic analysis to estimate the economic interaction between stow net and gill net fisheries. The economic analysis shows the profit accruing to the two fisheries from estimated ABC. Finally, the study compares TACs based on single species and single fishery to TAC based on single species and multiple fisheries. The study proposes that the TAC assessment is necessary for single species and multiple fisheries in order to preserve resources.

기름가자미 어업관리를 위한 생물경제학적 분석 (A bioeconomic analysis of blackfin flounder Glyptocephalus stelleri fisheries management)

  • In order to manage and rebuild fishery resources, the fishing effort should be controlled effectively. Especially in the setting up of the proper level of fishing efforts, economic standards as well as biological standards must be carefully considered to promote the sustainable and economically viable development of fisheries. This study aimed to analyze the optimal economic fishing effort ($E_{MEY}$) as the most economically efficient one for the Eastern Sea Danish seine fisheries. The results showed that the optimal economic fishing effort ($E_{MEY}$) of Eastern Sea Danish seine fisheries for blackfin flounder should be reduced by about 27%. That is, reducing fishing efforts up to the level of $E_{MEY}$ could lead to the reduction of fishing costs, thereby resulting in the increased fishing profits.

우리나라 어선감척사업의 연안자망어업에 대한 어자원회복 및 경제적 효과 추정 (Estimation of Fishery Resource Rebuilding and Economic Effects on Coastal Gill-net Fishery as a Result of Korean Vessel Buy-back Program)

  • The purpose of this study is to estimate the extent of fisheries resource rebuilding and other economic effects on coastal gill-net fishery as a result of the Korean vessel buy-back program using with-without analysis based on methods estimating sustainable yields for all species caught by coastal gill-net fishery. Based on the results of with-without analysis, maximum sustainable yields (MSY) of all species caught by coastal gill-net fishery have been increased by the Korean vessel buy-back program. In addition, profits per vessel of maximum economic yield (MEY) of the species have been improved by the program. Further, yields and a producer surplus per vessel under an equilibrium of open access (OA) have increased because of the program. In detail, first of all, at the MSY level, the vessel buy-back program has led to about 21% fisheries resource recovery, and at the MEY level, it has led to about a 19% resource recovery. Secondly, at the MEY level and the OA level, the producer surplus per vessel has been increased by about 24% and 22% respectively by the vessel buy-back program.

한국 근해 복수어구 및 다종어업 자원 평가모델 연구 II. 복수어구에 의한 단일 어종 자원의 이용 (A Study on the Multi-gear and Multi-species Fisheries Assessment Models in Korean Waters II. Single-species by Multiple Fisheries)

  • 복수어구에 의한 단일 어종 자원의 평가모델은 단일 어종에 대한 복수어구의 어획노력량이 다르므로 어업별 어획노력량을 하나의 노력단위로 표준화하여, Fox (1970)에 의한 잉여생산량모델에 적용함으로써, 최대지속적생산량, 최대경제적생산량 및 적정어획 노력량의 값을 추정하였다. 여기서는 참조기에 대한 대형기선저인 망쌍끌이어업과 근해안강망어업에 대해 적용하였고, 이 두 어업에 대한 경제성 분석을 통하여 순이익을 추정하였다. 참조기에 대한 어업별 순이익의 변동을 비교 분석한 결과 두 어업의 경제성은 근해안강망어업이 대형기선저인망쌍끌이어업 보다 더 나은 것으로 분석되었으며, 두 어업의 순이익을 같게 하기 위해서는 대형기 선저인망쌍끌이어업의 노력량을 현재보다 증가시키고 근해안강망 어업의 노력량은 낮춰야 한다.

대문어 연안복합어업의 경제적 적정어획노력량 추정 -강원도 연안복합어업을 대상으로- (Estimating optimal fishing effort of giant octopus, Enteroctopus dofleini by combo fishing - In the case of combo fishing in Gangwon -)

This study is aimed to estimate optimal fishing effort of giant octopus by combo fishing which uses longline in Gangwon with statistical data. The result showed that current fishing effort is 28% higher than $E_{MEY}$. Unit fishing cost for each voyage will be 27% lower and unit fishing profit will be 17% higher than the current situation when the fishing effort meets $E_{MEY}$. Although current fishing effort is similar to the $E_{MSY}$, current catching is 16% higher than MSY and 22% higher than MEY.

한국 동해 명태 어업의 적정어획노력량 추정 -동해구기선저인망어업과 동해구트롤어업의 경제성분석을 근거로- (Estimation on Optimum Fishing Effort of Walleye Pollock Fishery in the East Coast of Korea : Based on the Economic Analysis between Danish Seine Fishery and Trawl Fishery for Walleye Pollock)

  • A quantitative analysis was carried out to monitor the commercial yield level of walleye pollock Theragra chalcogramma in the east coast of Korea, based on available data on catch and fishing effort, catch per unit of effort including fish prices from 1911 to 1988, using a traditional yield model. The results from the quantitative assessment were based to estimate maximum economic yield (MEY) and optimal fishing effort (E-opt) at MEY. On the other hand, interaction aspects between danish seine fishery and trawl fishery mainly targeting walleye pollock in the east coast of Korea were studied to predict optimal situation in fishing effort level from economic point of view which gives the most benefits to the two fisheries. Total production of walleye pollock in 1911 when its catch record was begun for the first time was about 12, 000 metric tons(M/T), and then the catch trend maintained nearly at the level of 50, 000 M/T per annum, showing a decreasing trend until 1930. The highest production from historical data base on walleye pollock fishery statistics was from the years in 1939 and 1940, about 270, 000 M/T and 26, 000 M/T, respectively. No production of the fish species was recorded during the years from 1943 to 1947, and from 1949 to 1951. From 1952 onwards annual production was only available from the southern part of 38$^{\circ}$N in the east coast. During two decades from 1952 to 1970, the production had sustained about less than 30, 000 M/T every year. Annual production showed an increasing trend from 1971, reaching a maximum level of approximately 162, 000 M/T in 1981. Afterwards, it has deceased sharply year after year and amounted to 180, 000 M/T in 1988. The catch composition of walleye pollock for different fishery segments during 1970~1988 showed that more than 70% of the total catch was from danish seine fishery until 1977 but from 1978 onwards, the catch proportion did not differ from one another, accounting for the nearly same proportion. Catch per unit of effort (CPUE) for both danish seine fishery and trawl fishery maintained a decline tendency after 1977 when the values of CPUE were at level of 800 kg/haul for the former fishery and 1, 300 kg/haul for the latter fishery, respectively. CPUEs of gillnet fishery during 1980~1983 increased to about 3.5 times as high value as in the years, 1970~1979 and during 1987~1988 it decreased again to the level of the years, 1970~1978. The bottom longline fishery's CPUE wa at a very low level (20 kg/basket) through the whole study years, with exception of the value (60 kg/basket) in 1980. Fishing grounds of walleye pollock in the east coast of Korea showed a very limited distribution range. Danish seine fishery concentrated fishing around the coastal areas of Sokcho and Jumunjin during January~February and October~December. Distributions of fishing grounds of trawl fishery were the areas along the coastal regions in the central part of the east coast. Gillnet and bottom longline fisheries fished walleye pollock mainly in the areas of around Sokcho and Jumunjin during January~February and December. Relationship between CPUEs' values from danish seine fishery and trawl fishery was used to standardize fishing effort to apply to surplus production model for estimating maximum sustainable yield (MSY) and optimum fish effort (F-opt) at MSY. The results suggested a MSY of 114, 000 M/T with an estimated F-opt of 173, 000 hauls per year. Based on the estimates of MSY and F-opt, MEY was estimated to be about 94, 000 M/T with a range of 81, 000 to 103, 000 M/T and E-opt 100, 000 hauls per year with a range of 80, 000 to 120, 000 hauls. The estimated values of MEY and E-opt corresponded to 82% of MSY and 58% of F-opt, respectively. An optimal situation in the fishing effort level, which can envisage either simultaneously maximum yield or maximum benefit for both danish seine fishery and trawl fishery, was determined from relationship between revenue and cost of running the fleet : the optimal fishing effort of danish seine fishery was about 52, 000 hauls per year, corresponding to 50 danish seiners and 27, 000 hauls per year which is equal nearly to 36 trawlers, respectively. It was anticipated that the net income from sustainable yield estimated from the respective optimal fishing effort of the two fisheries will be about 3, 800 million won for danish seine fishery and 1, 000 million won for trawl fishery.

우리나라 근해 어업의 잠재적 감척규모분석에 관한 연구 (Analyzing Potential Vessel Buyback Scale of Offshore Fisheries in Korea)

  • Fisheries buyback programs in Korea have been implemented since 1994, and their scales are estimated to be the present value of 930 billion won for the last 9 yens since 1994. The paper attempts to identify the patterns of each fish species, of which their yields can be steadily increased or significant]y decreased, and to evaluate its effective level and the optimal level for buyback programs by means of fishing capacity analysis. The paper distinguishes fish species, that there is no need to reduce the fishing efforts, such as anchovies, mackerels, squids, Spanish mackerels, and herrings, because MSY exceeds yields, from fish species to control overfishing such as file fish, yellow corvenias, young pollack, hair tail, snow crab, and pollack. The paper also suggests that 65% of the fishing efforts (total tonnages) should be cut back at the national aggregate level in order to restore fish stocks.
