국가GIS 법.제도의 개정방향에 관한 연구 (A Study on the Revision Direction of National Geographic Information System Law and Institution)

  • 본 연구는 제1$\sim$2차 국가GIS기본계획을 집행하는 과정에서 발생된 다양한 문제점을 해결하는데 필요한 법 제도가 무엇인가를 탐색하고, 각 분야별 법 제도 개선방향이 무엇인지를 제시함으로써 제3차 국가GIS기본계획 기간동안에는 국가GIS추진의 장애 요인을 최소화하는데 목적이 있다. 연구목적을 달성하기 위해 본 연구는 국내 외 국가GIS 법 제도의 추진배경, 목표, 추진체계를 분석하고 국가GIS법률과 타 법령관의 관계성을 분석한 후 국가615 법 제도의 다양한 부문, 즉 국가GIS 추진체계, 기본지리정보 생산, 유통, 활용, 유지갱신, 그리고 보안관리 등에 관한 전반적인 분야의 문제점을 탐색하고 그 개정방향을 제시하였다.

  • $\lceil$건설기술진흥기본계획$\rfloor$은 건설기술관리법에 근거한 5년 단위의 법정계획으로서, 건설기술의 연구개발을 촉진하고, 연구성과의 효율적 이용을 목적으로 하고 있다. 2000년에 수립된 $\lceil$제2차 기본계획$\rfloor$의 추진기간이 2002년으로 종료됨에 따라 현재, 차기 계획인 $\lceil$제3차 기본계획$\rfloor$을 수립 중에 있다. $\lceil$제3차 기본계획$\rfloor$은 "세계 건설시장을 주도하는 건설환경 조성"을 장기비전으로 제시하였으며, "건설사업 효율화를 통한 경쟁력 제고", "기술위주 산업으로의 전환"을 기본목표로 제시하고 있다. 또한, 건설전문인력, 생산시스템, 환경, 안전, 건설정보화, 건설엔지니어링, 건설 R&D 등 7개 분야에 25개 중점추진 과제를 제시 하였다.

A Review of the Master Plan for Four Major Rivers Restoration Project

  • Lately the master plan for the Four Major Rivers Restoration Project has been released by the Ministry of Land and Maritime Affairs and relevant ministries. According to the master plan compared with the interim report made on 15 December 2008, the number of weirs for irrigation has increased from 5 to 16, the amount of dredging has increased from 220 million cubic metres to 570 million cubic metres, and the total cost estimated has increased from 14 trillion won to 22 trillion won. A critical review of the master plan by some research group will be summarized focused upon budget, objectives, securing water resource, dredging, and flood control etc. After various experts' forums and field surveys, it is concluded that the government should implement a joint-research program on assessing the impact of the project together with experts and citizens' groups as co-partners, in order to truly save or restore the four major rivers.

  • The purpose of this study is to examine the characteristics of housing planning in 23 wards of the Tokyo Metropolitan Area. First, the present residential conditions in the 23 wards were investigated. And then we analyzed the basic purpose and individual policies of Housing Master Plan in the 4 wards. In this study, it was found that the basic purpose of Housing Master Plan can be classified into three parts: amenity, safety, and diversity. Analyzing the individual policies, it was found that the priority are given to safety and diversity out of the those three parts.

  • Decision progress, plan content and planning division title of the master plan of the green in Kamakura City Japan were described. Conservation of the green and various effectiveness of the measure for realizing the green creation plan and the future development were discussed. It was indicated that the cooperation between citizens land owners and administration of the country, prefecture and city was important.

  • The purpose of this study was to examine the changes in the general commercial area of Buyeo after the establishment of the master plan to preserve and promote ancient city and to analyze the survey results of the merchants. After the plan was made, there was a positive effect such as a decrease in population decline and the influx of new merchants. There are many people who want to continue to operate with affection for the region, but it seems that it is necessary to prepare a plan for new merchants to settle well and to take countermeasures for relieving the anxiety of existing merchants.

  • This study aims at establishing master plan for efficient establishment of comprehensive drought management information system as non-structural drought counterplan which provides drought damage in advance. Domestic and abroad research related to drought were surveyed and analyzed through many literature and internet for systematic drought management information system. Long-term master plan for comprehensive drought management information system is divided into 3 steps. In first step, drought monitoring system including development of hydrological drought assessment index, drought outlook analysis method and GIS web based drought monitering system is established. In second step, water supply plan and guideline through water shortage danger assessment by areal characteristics is established. In third step, comprehensive management information system through export system linked to KORSIM and establishment of information shared system between each bureau related to drought. Based on this study, master plan for efficient development and application of drought management information system is proposed, it is expected to be applied as guideline for second and third step of drought management information system.

탑상형 초고층 주거건축의 단위평면 특성에 관한 연구 - 외기접합 면수별 공간구성 특성을 중심으로 - (A Study on the Characteristics of an Unit Plan for a Tower Type Super-High-Rise-Residence)

  • The purpose of this study is to grasp the spatial characteristic of the unit plan for a Super-High-Rise-Residence. This study is focused on the open air contact sides for a tower type Super-High-Rise-Residence. A tower type Super-High-Rise-Residence which has open air contacts from 1 to 3.5 sides differed in spatial characteristics of the unit plan for other apartment units. The current study analyzed 188 unit plans for the size of 40 pyong or larger in Seoul and the metropolitan areas which have been built since 1990. Open air contact side was classified as under 2 sides, 2 sides, and over 2 sides. The unit plan which belong to each open air contact side was Investigated according to the location of public area, the relationship between livingroom and master bedroom, and a method of entry to the master bedroom. The results of this study are as follow: According to increase open air contact sides is changed the location of public area in unit plan from an typical arrangement to various arrangement. Also the relationship between livingroom and master bedroom becomes loose and in a method of entry to the master bedroom increase an indirect approach through other room.

인천광역시 원도심 공원녹지 기본계획 현황 및 이용 평가 (The Evaluation of Present Situation and Use for the Master Plan of Urban Parks and Green Spaces in Incheon Metropolitan's Old town)

  • The purpose of this study is to review and evaluate the proper planning for 2030 Incheon Urban Parks & Green Space Master Plan. Some of the plans are aimed at multiple small districts within the city's old town, as local governments are planned to be sub-subsidized by Incheon Metropolitan City. However, these plans have become simple plans for each district and therefore find it difficult to collect from the perspective of the using system of the residents who are directly used. First, the construction of the urban park and green space network requires the construction of a service using system that can be felt by the users. Second, the basic idea of each district planned as the detailed strategy of the master plan should be planned through consultation with nearby the district. Third, specific targets and directions for the urban park and green space plan through the urban development project are needed.
