A Proposal of Business Model Development System for National Research and Development: Case of Korean Land Spatialization Group (국가 연구개발에 대한 비즈니스 모델 개발 체계 제안: 지능형국토정보기술혁신사업을 중심으로)

  • The governmental R&D projects have put a great emphasis on returns on R&D investment through development of market- and customer-oriented technologies and their commercialization. A successful commercialization of the technology developed from a R&D project relies on development of the technology intriguing customers, establishment of effective commercialization strategies throughout the stages of R&D planning and development, and interactive communication between the technology developer and a private company that will do a business with the technology. The business modeling helps accomplish the requirements for the successful commercialization. The past literature about technology commercialization does not provide a systematic procedure in developing a business model for the governmental R&D project. In this study, we proposed a systematic procedure developing a business model integrating peculiar characteristics of governmental R&D and viewpoints of technology developers and professionals of technology commercialization. It can be a useful guideline for developing a business model for the governmental R&D project.

  • DuPont Teijin Films (DTF) have developed a family of films engineered specifically for the flexible electronics market. $Teonex^{(R)}Q65A$ is a biaxially oriented crystalline polyester with an engineered surface and it is emerging as a competitive material for the base substrate in OLED displays and active matrix backplanes. This contribution will describe the properties of this film, its uniquely different property set compared to amorphous high performance films and discuss examples of the film in use in flexible electronic applications.

A Study on the Determinants of Success in Technology Commercialization of Innovative Technology SMEs : With a Focus on the New Excellent Technology(NET) Certification System (기술혁신형 중소기업의 기술사업화 성공 결정요인에 관한 연구: 신기술(NET) 인증제도를 중심으로)

  • Technology innovation activities are very important for companies to secure technological competitiveness and continue to grow. Korea operates a certification system at the national level to promote corporate innovation activities, and strives to enhance SMEs' global technological competitiveness. Among these, the representative system related to technological innovation is the New Excellent Technology (NET) certification. NET is certified through a strict three-stage screening process, and is operated for the purpose of commercialization of new technology, technology trading, and promotion of early market entry by companies. Acquiring NET certification means that the company has a certain level of technological competitiveness. Therefore, this study attempted to conduct an empirical analysis on which technology innovation activities of companies affect the success of R&D projects and improvement of management performance, centering on NET certification system. To verify this, technology strategy, technology planning, systematic R&D process, internal cooperation, and external cooperation activities were set as major variables. As a result of the empirical analysis, it was confirmed that all variables set in this study individually contributed to the success of the R&D project and improvement of management performance. However, when looking at a comprehensive level that considers all variables, it was analyzed that systematic R&D process management and cooperation activities with external organizations have a statistically significant effect on R&D project success, and technology strategy establishment and technology planning activities, which are the initial stages of R&D, have a statistically significant effect on management performance. This study was conducted on innovation-oriented SMEs that have established and operated corporate R&D centers and are actively conducting R&D activities, and multiple regression analysis was used as an analysis method.

An Analysis of Critical Success Factors in Commercialization of R&D Outcomes in Ocean Science and Technology -Through Application of Dual Qualitative Research Methodologies- (해양과학기술분야 연구개발 결과의 사업화 성공요인에 관한 연구 -질적 연구방법의 혼합적 활용을 중심으로-)

  • This study focuses on systematic structure of factors, which affect commercialization of ocean science and technology (OST), applying both grounded theory methodology (GTM) and semantic network analysis methodology (SNAM) by using in-depth interviews with 8 specialists previously experienced in the same field. This study further focuses on clarification of the distinctiveness and universality of commercialization factors on OST by comparatively analyzing on the commercialization factors of general sciences and technologies. Using SNAM, it was determined that commercialization success required connected support system, government support, technology marketing, technology power and characteristics of commercialized entities, which were identified as dominant factors. GTM presented an outcome that connected support systems among participants in commercialization and found that research institute strategies are significant factors in the core phenomenon of commercialization, while technology marketing, technology power and market-oriented technology are important conditions. In addition, the factors of technology, market, connection of participants and government support of commercialized entities are shown as equally important factors for commercialization of ocean science and technology. Secondly, SNAM results indicate that ocean science characteristics depend on a network of government support, research institute strategy, organization and manpower, capital power, and technology marketing, as these ocean science characteristics have been identified as significant factors in the GTM study. It has been determined that technology, market and government support should be connected in order for commercialization of ocean science and technology (OST). Moreover, commercialization methods, applied to the marketing of commercialization of ocean science and technology is differentiated from others since commercialization success is more relevant to these factors.

  • In the past three decades since the advent of market oriented reforms began in 1978, China has made rapid strides in catalyzing economic growth. The economic development coincides with the development of significant capabilities in several areas of science, technology, and innovation. China has recorded notable achievements in a number of emerging fields. This paper investigates the process that has catalyzed the developments in Science and Technology (S&T) and the key factors that have facilitated this process. The causality of dynamism of S&T in China points at targeted development, an emphasis on high growth industries and high technology, commensurate resource mobilization, ruthless restructuring of innovation actors, dynamic organization and management of R&D, continuously evolving policies with strict enforcement, and implementable instruments. This paper attempts to bring out the roadmap of the Chinese transformation process in S&T and derive policy lessons for India.

Priority Setting for Future Core Technologies in Crops Research using Analytic Hierarchy Process (계층 분석적 의사결정방법을 이용한 경종작물분야 미래유망기술의 우선순위 설정)

  • The study was focused on setting priority for future core technologies in crops using Analytic Hierarchy Process (ARP). The technologies were derived by Delphi method. Evaluation criteria for the priority setting were decided as 'technology', 'market oriented', and 'public concerns' by council. The future core technologies were divided as four groups by importance and R&D level. Technologies in upper two groups were considered in the study. Group I had high importance and high R&D level. Group II had high importance and lower R&D level. Questionnaires were given to 8 specialists in crops. As the results, 'public concerns' was decided as the most important evaluation criterion. The most important technologies are 'developing of growing technology that has low inputs and production cost for environmental friendly agriculture' in group I, and 'developing of gene searching, characteristics transformation, and commercialization technologies for crops using bio-technology' in group II.

  • $\lceil$The Construction Technology Development Master Plan$\rfloor$ aimed to promote construction technology R&D and to use its result efficiently is a legal plan based on Construction Technology and Management Law and established every five years. Now $\lceil$The 3th Construction Technology Development Master Plan(The 3th Master Plan)$\rfloor$ is establishing by MOCT(Ministry of Construction & Transportation) because the 2th Master Plan is completed at 2002. The 3th Master Plan suggests 'Establishment of construction environment leading the world-wide construction market' as a long-term vision, and also presents basic targets ; 'Improvement of competitiveness through conducting construction project efficiently', 'Transform into technology-oriented industry'. It consists of 7 fields and 25 main subjects. The 7 fields are construction manpower, production system, environment, safety, construction information, construction engineering, construction R&D.

Mechanical Properties of the Oriented Strand Board (OSB) Distributed in the Korean Market

  • Oriented strand board (OSB) distributed in Korea was collected, and its mechanical properties were investigated according to the International Organization for Standardization (ISO), Japanese Industrial Standards, and Korean Design Standard. Ten types of OSBs were collected, including six types for walls and others for floors. The thickness swelling, moisture content, and density of each product satisfied the ISO standards. All products showed lower formaldehyde emission values than those of the SE0 grade. The internal bonding strengths of all products, except products B, H, and I, met the ISO standards. However, products A, B, C, F, and H did not satisfy the thickness swelling standard of the load-bearing OSB for use in dry conditions. Products D and G showed heavy duty load-bearing OSB for use in humid conditions in terms of internal bonding and bending strength after boiling. In the nail head pull-through force and lateral nail resistance tests, all products met the standards. In terms of the structural bending performance (four points), the six types of OSBs for walls satisfied the standard for bending strength and modulus of elasticity. All the products for flooring met the standard for bending strength but, except for product G, the products did not meet the standard for modulus of elasticity. Although the results of this study cannot represent the performance of all imported OSBs, considering the above results, the water resistance performance of seven types of OSB products did not meet the standard, and 10 types of products did not match the labeling grades.

A Comparative Analysis on the Competitiveness of Korean and Japanese Fashion Industry by Applying Generalized Double Diamond Model

  • The purpose of this paper is to seek ways to improve the competitiveness of Korea's fashion industry by utilizing the source of competitiveness of Japan's fashion industry, which represents the world's leading countries in terms of fashion, so that Korea can better enter the global fashion market. The study shall first compare the competitiveness of the Japanese and Korean fashion industries by utilizing the generalized double diamond model; second, provide an understanding of what the Japanese fashion industry can offer to Korean fashion industry and companies - that is, understand what the Japanese fashion industry's competitive edge is; and third, study the kind of global competitiveness that Korea's fashion industry must achieve. To adopt a generalized double diamond model to compare the competitiveness of the Korean and Japanese fashion industries, we selected 31 sub-variables to act as determinants of the model. That is, we extracted 31sub-variables by doing research of literature to analyze national competitiveness of the fashion industries. To measure these 31 sub-variables, secondary data was gathered. We collected data related to each sub-variable from various sources of Korea and Japan. And to calculate the competitiveness index, we took three steps with reference to previous studies. We found that status of the fashion industry of the two countries as it stands. That is, Japan is an advanced country of which fashion industry is domestic market-oriented while Korea is a small open economy that mainly focuses on the foreign market. Out of 31 proxy variables, Korea's fashion industry shows higher measurements relating to production and export than Japan, but Japan's fashion industry reports higher measurements than Korea in the fields of R&D, design and brand power, the rate of value added, the efficiency of companies and globalization. In order for Korea's fashion industry to achieve competitiveness in the global market, it should pursue the following development direction. First, it is very difficult for Korea to follow the footsteps of the U.S. and Japanese fashion industries that are able to take advantage of economies of scale, because Korea is smaller than those countries. Therefore, in the case of small economies such as Singapore, strengthening of international activities will practically improve domestic determinants that Korea should improve its domestic diamond by enhancing the current competitiveness of its international diamond. In other words, Korea needs to further endeavor to develop and expand global resources and markets as well as improve its competitiveness in terms of R&D, design and brand power, the rate of value-added, and the efficiency of companies. As the Korean fashion industry shows relatively advanced level of information technology and the fashion education system, it has considerable potential to grow. Korea is expected to have a huge growth potential since it has relatively higher level of information technology, fashion education system and activities than those of Japan in both the domestic diamond and international diamond. In particular, a better environment is laid out before Korea to gain competitiveness in the fashion industry due to the recently growing influence of the Korean Wave that Korea is expected to grow as a leader in the Asian market as well as in the global market.

  • Recently world industry trends is moved from manufacturing to service. As a result product-market ideology is central to the service enabler of the service. And value creation and delivery of consumer-oriented services as the core design industry is gaining popularity abroad. But the Service design to dispose of the whole process from planning to be done systematically is not yet established a clear concept. This study suggested problems of the current service design industry, service plans and strategies for the development of service design through open questionnaire and FGI(Focus Group Interview) for using service model methodology which is presented by HyeogIn Kwon et al.(2010). And we also consider 27 kinds of developing challenges for service design industry innovation by 6 sectors, such as workforce, R&D, legal framework, lay the foundation, knowledge service and collaborative service.
