  • This study seeks an alternative of government personnel system that may help maritime administration better enhance specialization of government administration. Discussions are focused on government job classification system and appointment system, which may be most effective as the means to enhance specialization of government officials. And the discussions are aimed at developing alternative systems that should be appropriate in coping with rapidly changing environments and the needs for marine expertise.

  • Recreation specialization and consumptive orientation are two important constructs to understand anglers' attitudes and behaviors. Although theoretical explanations and previous studies in different countries addressed the relationships between the two constructs, limited support has been provided in a context of anglers in Korea. This study developed a conceptual model explaining the causal relationships between recreation specialization, anglers' preferences (activity-specific and activity-general) and consumptive orientation. An on-site survey was conducted to anglers in the city of Busan and Gyeongnam province in 2018. A total of 614 data were analyzed using Structural Equation Modeling The study results showed that recreation specialization positively and indirectly influenced consumptive orientation via anglers' activity-specific and activity-general preferences. Theoretical and practical implications are further discussed.

  • According to financial hub related law of government, new financial hub in Busan will be differentiated from existing other financial hubs by reflecting regional characteristics as financial cluster and by connecting with business hub. Based on an ongoing busan international finance center in Munhyun innovation city. this study is focused on suggesting development methodes for international competitiveness of Busan international finance center considering of maritime-specialization connecting with citizen park and busan north port renewal districts. through the financial hub concept, types, be valid conditons, competitiveness and international case studies over the analysis of development conditions and a development plans for developing fosterage-programs suppementary and strategy, guidelines of physical developmentde direction.

Maritime Transport Services Liberalization: Directions for Northeast Asia

  • Competitive and reliable maritime transport services benefit the economy as a whole, and are key efficiency factors for the production of both goods and services. Although maritime transport sector is very liberalized compared to many other service sectors, certain obstacles must be overcome before full liberalization of the maritime transport can be realized. Particularly, maritime transport services in Northeast Asia are regulated by a complicated and outdated system. To remove these barkers two approaches can be used: a regional trading arrangement approach and a multilateral approach via WTO. However, multilateral efforts are not likely to be successful in achieving any concrete progress towards maritime transport liberalization in the short- to medium-term in Northeast Asia. Consequently, it may be the best to take the following two progressive approaches and to make them work towards liberalization of the maritime transport market: a bilateral approach and a trilateral approach. A gradual process of liberalization would expand the market, help operators achieve economies of scale, promote the international division of labor and specialization, enhance the effective management of shipping services, and promote the long-term interests and welfare of the user by improving service quality and diversifying services. A liberalized and integrated maritime transport market in Northeast Asia should achieve both of these long-run policy objectives by benefiting both the transport service users and the transport service providers. In order to move the maritime transport liberalization programs as quickly as possible, it is desirable to establish a "Regional Maritime Transport Liberalization Committee." We suggest it to be a Tripartite (China, Japan and Korea) Committee initially, which can later expand its membership to include other Northeast Asian countries.

  • It is needless to say that the port security is very important owing to the geographic setting of Korea and the possibility of the provocation by North Korea. In addition, The security management is necessary for the port and the domain of maritime to block the inflow from overseas because of the increase of international crime as terrorism. The training system for port security guard should be constructed to secure the specialization of the manpower for the efficient port security management. But the training system of port security manpower is not unified and the training is not carried out, therefore it is necessary to improve the training system of port security manpower. In this study, the improvement plan of training system is suggested as follows. First, the unification of the legislation of port security should achieved to establish the guidance of training for port security guard. Second, the specialized training per activities should be done. And lastly, the qualification system should be introduced for the specialization of port security manpower.

A Study on the Industrial Competitiveness of Ballast Water Management System in Compliance with the International Maritime Organization Ballast Water Management Convention in Korea (우리나라 선박평형수처리시스템(BWMS) 산업의 경쟁력 분석에 관한 연구)

  • In this study, we compared and analyzed the Revealed Comparative Advantage (RCA) and Trade Specialization Index (TSI) based on ballast water management systems (BWMS) trade data, which are related to the International Maritime Organization (IMO) Ballast Water Management Convention to suggest the current status of Korea's industrial competitiveness and suggest future development directions for the BWMS industry. As international interest in eco-friendly vessels is expanding, the IMO is engaged in dramatic discussions and agreement-making related to marine emissions of pollutants from ships. IMO member states that must implement this convention are striving to develop technology and secure industrial competitiveness as major industries in the eco-friendly shipping sector, with the BWMS industry experiencing a high market entry barrier and the possibility of the leading market entrants gaining leadership. The Republic of Korea accounts for 17 (approximately 38 %) of the 45 BWMS that received final approval as of October 2019. Based on trade data relating to product codes HS842219, HS84212, and HS89, the RCA index and TSI were calculated and compared. The findings revealed that the Republic of Korea has relative inferiority compared to countries such as Germany and Denmark. Despite this, Korea's favorable industrial environment, which includes several IMO-approved BWMS technologies and the possession of domestic certification institutions, is likely to strengthen its competitiveness in the BWMS market.

Comparative Port Performance Analysis of Italian Ports

  • Recently, the fierce competitions in the shipping industry and the global economic downturn have heavily influenced ports' operational strategies. In order for port authorities to remain competitive at an international level and to provide more accurate information to develop National policies, ports are required to analyse and improve operations' efficiency. In this paper, the efficiency of 19 Italian ports in 2013, handling different types of cargoes, is assessed through the application of Data Envelopment Analysis (DEA), with constant return to scale (CRS) and variable return to scale (VRS). The purpose of this study is to analyze the efficiency of Italian ports and evaluate whether differences in size and specialization of each port (or cargo handled) are directly correlated with ports' efficiency.

The Analysis on Export Competence of Ballast Water Management System in Korean Shipbuilding (우리나라 조선업의 선박평형수 처리장치 수출경쟁력 분석)

  • The climate change has become one of the most important global issues that require global responses. As one of the leading contributions to climate change, greenhouse gas emissions and Ballast Water Management have attracted growing attention from the international community. The International Maritime Organization (IMO) received its mandate to regulate International Convention for the Control and Management of Ships' Ballast Water and Sediments in 2004. The convention requires that every vessel must be equipped Ballast Water Management System (BWMS) in 2017. Based on this situation, this study aims to analyze the present state and data from the exports of BWMS(HS842121). The results show that as the most leading country in the field, Germany has the largest market share (14.33%), Revealed Comparative Advantage (RCA) index 1.76, and Trade Specialization Index (TSI) 0.636 in the world. The two other leading countries such as Denmark and Netherlands follows the ability of Germany. The Korean market share of HS842121 shows market share (5.98%) which is a bit bellow high compared to other countries. However the RCA index (1.85) presents the state of comparative advantage. In addition, Korea's TSI index (0.453) indicates that it is in the state of export specialization. The Korean BWMS and Shipbuilding industry maintain the state of export specialization. They are also in the state of import specialty. For Korea to raise its export competitiveness and to ensure shipbuilding competitiveness, it is necessary to intensify supporting systems and related policies.

Analysis of the Performance and Change of Resident Consciousness of the Fishing Village Specialization Capacity Enhancement Project through Surveys - Focusing on the Comparative Analysis of Consciousness of Inland Water and Coastal Residents - (어촌특화 역량강화사업의 성과 및 주민의식 변화분석)

  • The Ministry of Maritime Affairs and Fisheries has been promoting the 'Fishing Village Specialization Capacity Enhancement Project' to pursue sustainable development of villages such as income generation by using local tangible and intangible resources led by local residents at the village level since 2013. For the fishing village-Specialization capacity enhancement project, six training sessions (mainly in the village unit) are selected by the public offering method, and the project (income generating business, village development project, etc.) is developed for the selected village residents. It has a process of establishing a village project plan (a preliminary plan for village development or a sixth preliminary industrialization plan) based on the training of experts 5 times, practice or excursion 1 time). In this study, four villages in Gangwon-do fishing villages (two coastal villages and two inland water villages) were surveyed on the perception and satisfaction of fishing village development projects before and after training. The survey analysis was conducted by dividing the analysis of resident capacity and satisfaction into personal, interpersonal, and social dimensions. The survey was conducted by distributing a survey before and after training, and a 1:1 survey was conducted according to the residents' cognitive status. Based on the survey, factor analysis, reliability analysis, and analysis using the corresponding sample t-test showed an increase of 0.02 for Yangyang Mulchi fishing village, 0.11 for Samcheok Jangho fishing village, and 0.36 for Hongcheon River fishing industry, but Yanggu Jinmok fishing industry was -0.29, unlike other regions. As a result of this analysis, it has been empirically proven that provision of training projects through resident participation is a very important factor for the success of the fishing village project. Therefore, rather than fostering local leaders, training and community activities to strengthen personal capacities of residents participating in the project, it is necessary to operate the software business with a focus.

  • As international trade has been increased, the competition of major ports is getting hard. The objective of this competition is that to get more cargoes, so port managements and operators are struggling to obtain cargoes. In addition the competition structure has classified several forms bemuse of specialization, integration and subdivision of port players. In this paper, therefore, we analyze the change of competition structure by port players' development characteristics. In the result of this study, competition structure is divided into five groups as among nations, among ports, among container terminal operation companies, among global container terminal operation companies and among container terminal operation companies operated by shipping companies. And they have showed not only competition but also co-operation partly in order to get strategic position.
