A study on the vessel traffic safety assessment of Busan Harbor (부산항내 선박통항 안전성 평가에 관한 연구)

  • As invigoration plan of the marine tourism, Busan City has the plan to operate the cruise ship inside of the harbor, but the area has narrow water way with heavy traffic. As a result it is requested to evaluate the safety for the preparation of actual navigation. In this study, the Ship Handling Simulation (SHS) Assessment was conducted, which is regulated by the Maritime Traffic Safety Audit Scheme (MTSAS) in compliance with the Marine Safety Law and the Maritime Traffic Risk Assessment System based on the Electronic Chart Display and Information System (ECDIS). The proximity assessment, control assessment and subjective assessment were implemented, which is enacted by the Marine Safety Law by using the SHS. In the case of proximity assessment, the probability of trespass was not analyzed. As the control assessment, the swept path was measured at 11.7 m and 11.5 m for port entry and port departure respectively, which exceeded the width of the model vessel, 10.4 m over; it was considered as a marginal factor. As a result of the subjective evaluation of the navigator, there would be no difficulty on ship maneuvering by paying particular attention to the mooring vessel nearby the Busan Bridge and Yeongdo Bridge as well as the coming vessel from the invisible sea area when the vessel is entering and departing the port. The Marine Traffic Risk Assessment System analyzed as [Cautious] level until the vessel passed the Busan bridge and the curved area at 5 kts and it became to [Dangerous] level from where it left 75 m to the Busan Bridge. When the vessel passed the Busan Bridge and the curved area at 10 kts and entered the narrow area, it indicated the [Dangerous] level and became to [Very dangerous] level from where it left 410 m to the Busan bridge. In conclusion, the vessel should maintain at the speed of 5 kts to reduce the risk when it passes this area.

  • According to the Global Wind Report of the Global Wind Energy Council (GWEC) in 2017, global wind power electricity generation capacity has been dramatically developing from 23,900 MW in 2001 to 486,790 MW in 2016. However, wind power generation in South Korea accounts for only 0.2 % of total power generation. Nonetheless, electricity production by wind power generation is soon expected to reach the grid parity where the cost of generating electricity by wind power is equal to the cost of fossil fuels such as oil. In this study, we analyzed the criteria of vessel traffic and fishing activities of major offshore wind farms in Europe where 88 % of the offshore wind power facilities are located. Finally, we suggest critical considerations based on the analysis.

Development of the Speed Limit Model for Harbour and Waterway(II) - The Method of Speed Limit Decision and Application -

  • This research is the result on calculating the logical speed limit through certain process which some elements must be considered on selecting the speed limit of harbour and waterway. The suggested speed limit select model on this research is processed from 1~6 steps by forming a professional group of experts. Each step has its information which 1st step(water division), 2nd step(selecting the model vessel and vessel applied with speed limit.), 3rd step(selecting the maximum and minimum speed range on each section), 4th step(evaluation on the safeness of traffic), 5th step(suggesting the appropriate speed limit), 6th step(execution and evaluation.). The appropriate speed limit was decided on consideration of the safety of maritime traffic on the range of the maximum speed and the minimum speed. This model was used to derive the appropriate speed limit on the harbour water and Busan harbour entrance waterway. As the result, the harbour water was calculated to be 6.9 knots, the appropriate speed limit of Busan entrance harbour was 9.3 knots. The present calculation of the speed limit on the approaching channel area is 10 knots, inner harbour area is 7 knots, which are similar to the result of the speed limit. This research is the first research on selecting the speed limit model and has its limits on finding the perfect speed limit result. More detailed standards on the safeness of traffic evaluation must be found and additional study is necessary on discriminating consideration of the elements. This research has its value which it provides instances of aboard cases on guidelines of selecting the speed limit.

  • Marine traffics near Ulsan approaching waters are crossing and converged at the diverging point of No.1 route-No.2 route and No.1 route-No.3 route and are also concentrated at near No1. route approaching area and the headland of Gawn-Jel. Because the number of berth will increase to 78 from 49 until 2011 due to additional developments, minor modification is expected for the water utilities. This study examined environmental conditions, marine accidental data, marine traffic capacity, traffic flow survey and fisheries zone status near Ulsan approaching water area.   • The representative risk evaluation techniques of the marine traffic environment are the FSA, PAWSA, & IWRAP. For the development of these techniques, the risk factors suitable to the marine traffic environment should be selected & the assessment criterion of the risk factors should be provided. The risk factors were selected as the factors that relate both to the frequency of casualty & to the consequence of casualty because the risk was defined as the frequency of casualty times the consequence of that casualty on the existing techniques. But, the risk factors relate to the consequence of casualty are excluded because the risk is defined as the sum of the risk factors including the frequency and the consequence by factors on this study. The 20 kinds of risk factors to compose the risk are selected and classified into 5 categories according to similar nature through the analysis of preceding study on the classification of the risk factors. Finally, as the foundation of risk assessment model's development for domestic marine traffic environment, the practical assessment criterion of the risk factors are suggested.

  • Today the role of Vessel Traffic Service(VTS) is increasing due to the function to preserve the safety of marine traffic and harbour, improve the efficiency of harbour, protect the marine environment. However, Vessel Traffic Service(VTS) lacks the international and domestic legal basis. For this reason it is hard to fulfill the positive and systemic operation of Vessel Traffic Service(VTS). It is essential to establish a domestic legal basis upon which to perform function and role of Vessel Traffic Service(VTS) fully. The purpose of this study is to propose the directing point for the adequate regulation of vessels to participate in Vessel Traffic Service(VTS) by doing a comparative analysis between domestic regulations and other countries's regulations.

  • In the port of Ulsan with the area of harbor limit of $83km^2$, 25,432 vessels have been entering annually and only 35 vessels can anchor simultaneously at the anchorage. The area of harbor limit of Ulsan constitutes just 65 percent compared to $127.5km^2$ which is an average of main ports in Korea. In this regard, the port of Ulsan needs to expand the area of anchorages inevitably for enhancing the efficiency of port operation. To select the best anchorage area in Mipo harbor with the introduction of a concept of emergency anchorage, this study analyzed the safety of navigation and anchorage, and safety management, etc. in the prospected anchorage on the basis of the marine traffic survey observing traffic density. Furthermore, after drawing preliminary and final schemes through gathering the opinions from maritime users, safety management organizations and academic experts group, the best arrangement of emergency anchorage has been selected through the conference of interested parties. Then, the final scheme was also verified through figuring out the marine traffic system and carrying out the ship handling simulation.

  • Until a recent date Wan-do Port have been made efforts to advance its marine policy toward the base of marine distribution industry. Therefore the administration of Wan-do port have been carried out many projects on improvements of harbour system very actively. The improvement of ship traffic system would be one of them. This research examined the general view of present situations of marine traffic system in Wan-do waters area and suggested improvements in ship route and anchorage.

  • Recently the construction of bridges crossing navigable waterways is being promoted aiming at expanding social infrastructure and optimizing the overland routes through private investment. The construction, however, tends to focus on more the commercial requirements than the marine safety and efficient port management that it has a big risk not only to fail in ensuring the safety of ship traffic, but also to muse some severe conflicts between the parties concerned. These problems result from the lacking of standards about the design guidelines and discussing process considering the marine traffic safety when designing bridges. This research attempts to show the problems mused by bridge construction and suggest the standard discussing process through the survey and process analysis on Kwangyang Bridge and Incheon Bridge.
