Seawater management via Total Pollutant Load Management System (TPLMS) is crucial because it enables local governments to optimally allocate pollutant loads in order to best reduce pollutant load burden while supporting reasonable development. This study analyzed the feasibility of introducing a TPLMS on Gwangyang Bay, a specially managed sea area. We researched the inflow of pollutants and analyzed the present state of seawater quality in Gwangyang Bay and then discussed our findings and reviewed other specially managed sea area with the Gwangyang Bay Advisory Committee. We conclude that TPLMS on Gwangyang Bay is needed and suggest checking economic feasibility, ef iciency, and conducting continuous monitoring of seawater quality indicators such as chemical oxygen demand (COD), total nitrogen (TN), total phosphorus (TP), heavy metals and polcyclic aromatic hydrocarbons (PAHs) prior to introducing a TPLMS in Gwangyang Bay.

Vessel traffic service(VTS) centers are equipped with RADAR, AIS(Automatic Identification System), weather sensors, and VHF(Very High Frequency). VTS operators use this equipment to observe the movement of ships operating in the VTS area and provide information. The VTS data generated by these various devices is highly valuable for analyzing maritime traffic situation. However, owing to a lack of compatibility between system manufacturers or policy issues, they are often not systematically managed. Therefore, we developed the VTS Bigdata Platform that could efficiently collect, store, and manage control data collected by the VTS, and this paper describes its design and implementation. A microservice architecture was applied to secure operational stability that was one of the important issues in the development of the platform. In addition, the performance of the platform could be improved by dualizing the storage for real-time navigation information. The implemented system was tested using real maritime data to check its performance, identify additional improvements, and consider its feasibility in a real VTS environment.

There are no ex-port evaluations for the propriety and efficiency of AtoNs considering risk elements and environmental changes after the opening of a port. It is necessary to develop objective indicators and evaluation models to fill this gap. This study establishes an efficiency analysis model for Aids to Navigation (ANEffic) focusing on manned lighthouse, which include 20 function indices. After running a function assessment, an Analytic Hierarchy Process (AHP) and Likert scale are used to address port operations, national policies and expert opinions. As the result of the assessment, Yeongdo, Gageodo, Geomundo and Jukbyun Lighthouses are highly regarded in the propriety and efficiency of AtoN. And Uleungdo, Gasado, Songdaemal and Ulgi Lighthouses need to review detailed evaluations. The ANEffic developed should be utilized as basic tool to collect data for efficient management and to re-arrange the policy decisions regarding AtoNs as appropriate.

Recently, power plant effluent condensers received a Renewable Energy Certificate as components of hydrothermal energy (weighted 1.5 times) as one target item of the Renewable Portfolio Standard (RPS) policy. Accordingly, more attention is being paid to the value of thermal wastewater as a heat source. However, for utilization of thermal wastewater from power plants in high-turbidity areas like the West Sea of Korea, a turbidity reducing system is required to reduce system contamination. In this study, an experimental test was performed over a month on thermal wastewater from power plants located in the West Sea of Korea. It was found that water turbidity was reduced by more than 80 % and that the concentration of organic materials and nutrient salts was partially reduced due to the reduction of floating/drifting materials. To conduct a comparative analysis of the level of contamination of the heat exchanger when thermal wastewater flows in through a turbidity reducing system versus when the condenser effluent flows in directly without passing through the turbidity system, we disassembled and analyzed heat exchangers operated for 30 days. As a result, it was found that the heat exchanger without a turbidity reducing system had a higher level of contamination. Main contaminants (scale) that flowed in to the heat exchanger included minerals such as $SiO_2$, $Na(Si_3Al)O_8$, $CaCO_3$ and NaCl. It was estimated that marine sediment soil flowed in to the heat exchanger because of the high level of turbidity in the water-intake areas.
Ship is being operated under a highly dynamic environments and many factors are related with ship's collision and those factors are interacting. So, an analysis on the ship's collision causes is very important to prepare countermeasures which will ensure the safe navigation. And the analysis confirmed that ship's collision is occurred most frequently and the cause is closely related with human factor. The main purpose of this study is to build a model of human factors in ship's collision cause using SD(System Dynamics} approach and to measure a effect which is risk control countermeasures of ship's collision. To achieve this aim, the structure analysis on the causes of ship's collision using FSM are performed, and the structure was changed by quantitative, qualitative factors and their feedback loops in casual map. This model was performed over 20 years(1993-2012) in a standard simulation model and 8 policy simulation models.
해양환경관리법의 개정에 따른 해역이용영향평가제도의 시행에 대비하고 해양환경의 적극적이고 전문적인 영향평가를 위해서 해역이용영향을 평가할 수 있는 방법의 개발이 필요하다. 이를 위해 기존의 환경영향평가에서 시행하던 평가항목을 재구성하고 해양환경의 특성을 고려하여 해양환경의 상세한 영향평가 항목을 설정하였다. 해양환경과 관련한 평가항목을 11개로 세분화하고 기상 및 경관 등을 포함하는 5개 항목으로 구분하여 총 16개의 항목으로 설정하였다. 이러한 평가항목의 세분화는 해양에서의 개발행위에 대한 해양환경을 보다 철저하게 평가하도록 할 것이다.
In Korea, the System of search and rescue in water have came into force on the basis of the Korea Life Saving and Rescue Act. 1961. But It's a premodern administration law which is not fit for an international system of the search and rescue and become disconnected with reality in Korea. Recently the marine casualties occur frequently in Korea coastal area, therefore, we need to amend the 1961 Act. The amendment which is carried out by the Korea Maritime Police Agency is a provision to receive International convention(SAR, 1979). The amendment of this Act will give a epoch-making change to Korean policy of the life-saving and rescue, security to marine safety and contribution to National positon on system of "Search and Rescue". In this thesis, I propose a development scheme to be conductive to original task on "Search and Rescue" of International Convention in Korea Life Saving and Rescue Act(Amendment, 1994).t(Amendment, 1994).
In view of the increased threat arising terrorism, the International Maritime Organization(IMO) adopted the International Ship and Port Facility Security Code (ISPS Code) which attached to the SOLAS Convention. The ISPS Code requires a comprehensive set of measures to enhance the security of ships and port facilities. For example, a shipowner must obtain the International Ship Security Certificate(ISSC). If the carrying vessel has not ISSC, the ship may be detained by the contracting governments. The Joint Cargo Committee(JCC) in London adopted the Cargo ISPS Endorsement, in which the assured who knowingly ships the cargoes on a non-ISPS Code compliant vessel will have no cover. However, where there is no the Cargo ISPS Endorsement in a Marine Cargo Insurance Policy and the cargo is carried by a non-ISPS Code certified vessel, the legal problem is whether or not it would constitute a breach of an implied warranty of seaworthiness and/or an implied warranty of legality. The purpose of this article is to analyze the potential legal issue on the relations between non-ISPS Code compliant vessel and two implied warranties under Marine Insurance Act(1906) in U.K.
This study utilizes the IPA (Importance-Performance Analysis) method to assess the importance, possibility, and urgency of using blockchain technology for fisheries sectors and the related policies. Based on a field survey targeting experts and stakeholders in the fisheries and blockchain technology sectors, the following major results and corresponding implications are drawn. First of all, the respondents of our survey have an outlook that the introduction and utilization of blockchain will be required in four major parts. These parts include i) the seafood' information system managed by the government or public institutions, ii) traceability and certification process for domestic and foreign seafoods, iii) meeting the need of seafood safety from consumers, and iv) taking prompt actions to seafood safety related accidents. Next, the seafood information system managed by the government or public institutions has been limited in maintaining information consistency and continuity once the fisheries ministries and departments are integrated, closed or partially transferred. Thus, it is assessed that the technology will be able to improve consistency and continuity of the seafood information in case of applying blockchain to the seafood information management system. This result that blockchain is necessary for the seafood information system have a significant implication in Korea's seafood management which has been independently controlled until now. Lastly, the application of blockchain to seafood traceability and certification systems has the most well-known cases through international and domestic pilot projects, and the results of our survey reflect this reality. Our results contribute to showing an additonal characteristics of blockchain in the fisheries sector, resulting in the possiblity that blockchain can be used for taking swift steps in the event of seafood safety accidents and meeting the need of seafood consumers for safety.

The adjudication of Korean Maritime Safety Tribunal (KMST) was analyzed to collect basic data to identify the cause of the risk that did not appear in the current data provided by the fishermen's occupational accidents of the National Federation of Fisheries Cooperative (NFFC) in stow net fishing vessel from 2015 to 2019. The personnel's carelessness was the most common in 29 out of 33 accidents (87.9%), followed by 25 cases (75.8%) of inadequacy of instructions, 24 cases (72.7%) of inadequacy of education on hazard factor, 20 cases (60.6%) of no personal protection equipment, 18 cases (54.5%) of poor guard, 17 cases (51.5%) of inadequacy of work method, 16 cases (48.5%) of absence of emergency stop button, 14 cases (42.4%) of work practice of poor safety precautions that affected more than 40% of all accidents as accident causes. These causes had a strong influence on each other, and the ratio of accident causes is high. With this relationship, accidents can be prevented or the severity of human injury can be reduced if types of accident process can be estimated with a scenario, and the key points before the accident in the scenario are switched to safe points.
