  • The changed environment on marine security and the security activities such as coast guard and sea patrol in civil domain are analyzed. In order to respond diverse threats and requirements of sea petrol, the system of civil patrolman and coast guard's auxiliary are discussed. The civil boats and aircraft and civilian's security activities make an important role to enhance the effectiveness and the efficiency of coast guard and patrol.

  • On the analysis of safety and security management in the coastal passengerships, the counterplan is proposed in order to copy with new situation including various threats of safety and security. In addition, throughout the questionnaire to the related employees, we develop the program to enhance maritime security awareness and to supplement its vulnerability.

  • As cyber threats in the maritime industry increase due to the digital transformation, the needs for cyber security training for ship's crew and port engineers has increased. The training of seafarers is related to the IMO's STCW convention, so cyber security training also managed and certified, and it is necessary to develop a cybersecurity training system that reflects the characteristics of the OT systemof ships and ports. In this paper, with the goal of developing a training model based on the IMO cyber risk management guideline, developing a cyber security training model based on the characteristics of maritime industry threats, and improving the effectiveness of cyber security training using AR/VR and metaverse, A method for developing a system for nurturing cyber security experts is presented.

The Future of Republic of Korea Navy : Toward a Korean Way of Naval Strategy (미래 대한민국 해군력 역할과 발전)

  • This study is an attempt to look into the future role of the ROKN and to provide a strategic way forward with a special focus on naval strategic concept and force planning. To accomplish this goal, this research takes four sequential steps for analysis: 1) assessing the role and utility of naval power of ROKN since its foundation back in 1945; 2) forecasting features of various maritime threats to influence the security of Korea in the future directly or indirectly; 3) identifying the roles to be undertaken by future ROKN; and 4) recommending Korean way of naval force planning and the operational concept of naval power. This study seeks to show that ROKN needs comprehensive role to better serve the nation with respect to national security, national prosperity and development, and future battle-space management. To safeguard the national security of Korea, it suggests three roles: 1) national guard for the peaceful unification; 2) protector of the maritime sovereignty; and 3) suppressor to maritime threats. Three more roles are highlighted for national prosperity: 1) escort of the national economy; 2) guardian for national maritime activities; and 3) contributor to the world peace. These roles need to be closely connected with the role for the battle-space management. This paper addresses the need for a dramatic shift of the central operational domain from land to maritime in the future. This will eventually offer future ROKN a leading role for developing strategic concept and force planning rather than merely a supporting one. This study finally suggests 'balanced' strategy both in concept development and force planning. A balanced force planning is a 'must' rather than an 'option' when considering a division of function between Task Fleets and Area Fleets, constructing cutting-edge conventional forces such as Aegis destroyer, CVs, or submarines, and the mix of high-profile platform and low-profile when composing future fleets. A 'balance' is also needed in operational concept. The fleet should be prepared to fulfill its missions based on two different types of force operation i.e., coercive or cooperative application of the utility of naval force. The findings and recommendations of the study are relevant today, and will be increasingly important in the future to achieve various political goals required by enhancing the utility of naval power.

  • The development of Information and Communication Technology facilitates exchange of information and communication between system in ships or between ships and land facilities, thereby improving the efficiency of their work. However, these changes in the working environment of companies and ships increased the likelihood of cyber security incidents occurance like unauthorized access to company and ship systems or infection of malicious code, which results in significant safety, environmental and business damage to company and ships. Therefore, a cyber-risk-based approach was required to identify and respond to an increasing cyber threats. In this paper, the analysis of maritime cyber security status and guidelines for establishment of maritime cyber security system are provided.

Two-Layer Approach Using FTA and BBN for Reliability Analysis of Combat Systems (전투 시스템의 신뢰성 분석을 위한 FTA와 BBN을 이용한 2계층 접근에 관한 연구)

  • A combat system performs a given mission enduring various threats. It is important to analyze the reliability of combat systems in order to increase their ability to perform a given mission. Most of studies considered no threat or on threat and didn't analyze all the dependent relationships among the components. In this paper, we analyze the loss probability of the function of the combat system and use it to analyze the reliability. The proposed method is divided into two layers, A lower layer and a upper layer. In lower layer, the failure probability of each components is derived by using FTA to consider various threats. In the upper layer, The loss probability of function is analyzed using the failure probability of the component derived from lower layer and BBN in order to consider the dependent relationships among the components. Using the proposed method, it is possible to analyze considering various threats and the dependency between components.

Development Direction of Maritime Manned-Unmanned Systems through Measurement of Combat Effectiveness against Major Threats on Sea Lines of Communication (해상교통로 상 주요 위협별 전투 효과 측정을 통한 해양 유·무인 복합체계 발전방향)

  • In this study, assuming that the maritime manned-unmanned systems, which will be used as the main force of the ROK Navy in the future, conducts its sea line of communication(SLOC) protection operations, the combat effectiveness against major threats was measured, and through this, the development direction of the manned-unmanned systems was suggested. Multi-criteria decision-making techniques such as Delphi and AHP were used to measure combat effectiveness, and the AHP survey was conducted on 40 naval officers, including 25 senior officers who are well-understood in the combat effectiveness of the weapons system and MUM-T. As an evaluation index for measuring combat effectiveness, the OODA loop was set as the main attribute, followed by Observe(0.358), Orient(0.315), Act(0.217), and Decide(0.110). The combat effectiveness of each major threat in SLOC, the lowest alternative, was measured to be 1.68 times higher than the response to maritime conflicts in neighboring countries and 3.61 times higher than the response to transnational threats. These results are expected to support rational decision-making in determining the level of technology required for acquisition of marine manned-unmanned systems and establishing operational plans for naval forces.

ROK's maritime security strategic concept and cooperation direction for the ROK Navy and Coast Guard (한국의 해양안보전략개념과 해군·해경 간 협력의 발전방향)

  • This paper is designed to make a national strategic concept for the ROK's maritime security and to explore cooperation directions for the ROK Navy and Coast Guard in order to implement the newly-made maritime security strategic concept. As strategy is composed of three main categories(goals, ways, means), the goal of the ROK's maritime security strategy is 'Safe and Affluent Sea' and the way to realize the goal is the principle of cooperative leverage, and the means as tasks to implement the strategic concept are maritime safety, maritime security, and maritime stewardship. The concept of national fleet as used in the US is applied to promoting the cooperation between the ROK Navy and Coast Guard. Thus, under the newly-established maritime security strategic concept along with the national fleet model, followings are suggested as policy proposals for facilitating mutual cooperation between the ROK Navy and Coast Guard in dealing with not only traditional threats but also non-traditional treats at sea and from the sea as well. First, the ROK Navy and Coast Guard has been making efforts to enhance interoperability between the two sea services. However, the mutual cooperations have been focused mainly on areas on operational level rather than policy level. Therefore, the two sea services are recommended to enlarge exchanges and cooperation in policy areas. Second, there are still demands for further cooperation areas between the two sea services in command and communications. The interoperability in C2 between the two needs to be upgraded even to the areas of anti-terrorist activities ar sea, ASUW, ASW, maritime interdiction, etc. Third, mutual comparability between the two needs to be reflected in the maritime forces development to ensure the comparability in UNREP and other logistics areas. Fourth, the standardization of logistical materials and equipments is needed as a way of sustaining operational capability and logistical capacity for the ROK Navy and Coast Guard as well. Fifth, the ROK Navy and Coast Guard are recommended to participate more actively in international maritime cooperation activities such as PASSEX. Sixth, Complementary laws and regulations need further to be revised and to be newly made for collectively managing swiftly maritime accidents and natural disasters at sea.

  • The supply chain security programs are designed to prevent terrorist attacks on world transit system, and to help protect the passengers and workers who use these systems on a daily basis. as evidenced by the train bombings in London and Madrid in recent years, the threats to America's transit systems are real. After 9 11 terrors in 2001, security problem is appearing to every nations and international organizations main pending issue than any problem and various countermeasure is prepared. Security is the major issue in international trade, with significant potential costs and economic impact. So, We need to ensure that supply chain security does not become a new non-tariffs barrier. The aim of this study is to examine the international maritime and aviation law on the supply chain security. Also I review the supply chain security in U.S. and other countries.

  • The introduction of invasive marine species into new environments by ship's ballast water, attached to ships' hulls and via other vectors has been identified as one of the four greatest threats to the world's oceans by Global Environment Facility (GEF). EMO (International Maritime Organization) is carrying out the international restriction of the effluence suppression and treatment of Ship's ballast water by Ballast Water Management Convention. In this paper, to deal with this international restriction convention and to consider economic potential of ship's ballaster treatment market near future, the equipment and technology of ship's ballaster water treatment was studied.
