  • The article assesses the level of navigation safety, in theoretical terms, defines the complexity of managing navigational risks in practice. The issues of assessing the navigational safety have been studied due to the importance and relevance of the issue in question, however, due to the great complexity of the problem under consideration, the article considers and indicates the directions for the development of the solution of the given direction, where, first of all, it became necessary to analyze the issue of assessing the levels of navigation risks when navigating vessels of various types in difficult navigation conditions.

  • 해양수산부는 2016년부터 2020년까지 국제사회의 이내비게이션 도입에 선제적으로 대응하고 어선 등 소형선박의 해사안전 증진을 위해 "초고속 해상무선통신망(LTE-M)" 구축을 포함한 한국형 이내비게이션 구축사업을 추진하였으나, 초고속 해상무선통신망의 활용 관점에서 특정 목적에 한정하는 등의 한계점이 식별되었다. 이에 따라 통신망의 활용성 증대를 위해 사용자를 대상으로 설문 조사 및 인터뷰를 수행한 결과, 망 활용의 범위 확대, 망 활용 대상 확장, 망 활용 방식 다각화, 그리고 규제 완화 측면에서의 법·제도적 개선 사항을 확인할 수 있었다. 본 연구에서 도출한 사용자 요구사항을 기반으로 하여 향후 관련 법제 정비방안에 기여할 수 있을 것으로 기대한다.

  • In the article, an analysis of the factors was carried out, which injected into the efficiency of the function of navigation systems in the minds of unimportance. Carrying out analyzes allowing for the visibility of relevant direct adjustments to the effectiveness of the function Inertial navigation systems in the minds of non-value. The designation of the navigation system was assigned to a complex of navigation systems on ships processing of the vector of navigation parameters, so that they can be victorious in the control systems of the ship's collapse, and the safety of floating is safe.

  • Maritime transport is dominant in the overall volume of all international transportation. Existence and overcoming of problems, which cause pressure on shipping safety, remain actual and fully concern both maritime and inland transport. Increasing speed and cargo capacity of the ships along with the reduction of crew members lead to the automation of a growing number of work processes, which indicates the need to actively introduce appropriate measures in the security system of sea-going ships and commercial ports and to develop modern approaches to minimize negative events and incidents in the process of ship operation. Advantages in use of modern methods of monitoring the safety of ship operations, management of possible events and incidents, including investigation of accidents, first, aimed at prevention of negative occurrences and ways of prevention on this basis. Considering statistics on incidents increase, this work presents analysis of general ship accident rate, study of major accidental events growth annually, and investigation of causes of incidents, which most frequently occur in port waters and at open sea. A survey of current approaches to ensuring the safety of shipping by implementing effective tools, such as event and incident management, has been conducted.

우리나라의 해상안전통신망 관리 체계 개선방안 (The Improvement method of operation system for the maritime safety network in our country)

  • 해상안전통신망은 해양사고의 예방과 해양사고발생시 인명과 재화를 효율적으로 보호하는 것을 주목적으로 하고 있다. 우리나라의 해상안전통신망은 1999년2월1일 GMDSS제도의 전면시행으로 인하여 관련통신설비들이 대폭 바뀌었다. 또, 이를 관리하는 관련법규와 운영 방식도 바뀌어 과거에 비하여 해상에서의 안전시설이나 관련제도가 강화되었다. 그러나 해양사고로 인한 인명피해는 줄어들지 않았고 오히려 증가하였다. 실제로 우리나라에서 발생한 전체 해양사고 중 약80%가 소형어선에서 발생하였으며 소형선박은 사고발생즉시 전복되기 때문에 신속히 구조요청이 이뤄져야 인명피해를 줄일 수 있다. 이에 대하여 최근 도입된 GMDSS 통신설비들은 자동화되어 신속한 구조요청 또는 조난통보를 한 수 있게되었다. 그러나, 소형어선의 해양사고는 대부분 5톤 미만의 선박이고, 이 선박들은 GMDSS제도에 의해 관리되지 못하는 문제점을 안고 있다. 본 논문에서는 우리나라의 현실에 적합한 해상안전통신망을 효율적으로 개선시킬 수 있는 대안을 제시하였다.

  • A lot of efforts have been made to improve maritime safety by means of enhancing safety legislation and verifying the compliance thereof. However, with the development of mutual insurance, it is contributing more and more to better maritime safety. The P&I clubs to be discussed in the paper are now not only exercising controls and providing guidance in event of emergencies, but also keeping close and continuous monitoring over safety operations and conditions of those vessels entered, through their world-wide network and advanced communication, and by professional accident-handling teams. In view of this, it is necessary to discuss the roles of commercial shipping and the close linkage between it and onboard safety practices. The paper looks at first basic principles in maritime insurance, and then focuses on the rules and activities of P&I clubs and their implications upon shipboard operations.

  • 본 논문에서는 최근 5년 동안의 국내 및 일본에서 일어난 선박 해난사고, 특히 어선 등 소형 선박에 대한 분석을 통해 사고 특성을 파악하였다. 또한 선박에 설치해야할 무선설비와 선박위치 식별장치의 설치 및 운영에 관한 규정들을 종합적으로 분석하여 사용되는 전파의 전달특성 및 통신기의 운용특성을 고려한 새로운 형태의 해상안전 종합 통신망을 제안하였다.

  • Scientific and technological progress is also fundamental to the evolving merchant shipping industry, both in terms of the size and speed of modern ships and in the level of their technical capabilities. While the freight performance of ships is growing, the number of crew on board is steadily decreasing, as more work processes are being automated through the implementation of information technologies, including ship management systems. Although there have been repeated appeals from international maritime organizations to focus on building effective maritime security defenses against cyber attacks, the problems have remained unresolved. Owners of shipping companies do not disclose information about cyberattack attempts or incidents against them due to fear of commercial losses or consequences, such as loss of image, customer and insurance claims, and investigations by independent international organizations and government agencies. Issues of cybersecurity of control systems in the world today have gained importance, due to the fact that existing threats concern not only the security of technical means and devices, but also issues of environmental safety and safety of life at sea. The article examines the implementation of cyber risk management in the shipping industry, providing recommendations for the safe ship operation and its systems in order to improve vulnerability to external threats related to cyberattacks, and to ensure the safety and security of such a technical object as a seagoing ship.

The development of a ship's network monitoring system using SNMP based on standard IEC 61162-460

  • In this study, a network monitoring system, including a secure 460-Network and a 460-Gateway, is designed and developed according with the requirements of the IEC (International Electro-Technical Commission) 61162-460 network standard for the safety and security of networks on board ships. At present, internal or external unauthorized access to or malicious attack on a ship's on board systems are possible threats to the safe operation of a ship's network. To secure the ship's network, a 460-Network was designed and implemented by using a 460-Switch, 460-Nodes, and a 460-Gateway that contains firewalls and a DMZ (Demilitarized Zone) with various application servers. In addition, a 460-firewall was used to block all traffic from unauthorized networks. 460-NMS (Network Monitoring System) is a network-monitoring software application that was developed by using an simple network management protocol (SNMP) SharpNet library with the .Net 4.5 framework and a backhand SQLite database management system, which is used to manage network information. 460-NMS receives network information from a 460-Switch by utilizing SNMP, SNMP Trap, and Syslog. 460-NMS monitors the 460-Network load, traffic flow, current network status, network failure, and unknown devices connected to the network. It notifies the network administrator via alarms, notifications, or warnings in case any network problem occurs. Once developed, 460-NMS was tested both in a laboratory environment and for a real ship network that had been installed by the manufacturer and was confirmed to comply with the IEC 61162-460 requirements. Network safety and security issues onboard ships could be solved by designing a secure 460-Network along with a 460-Gateway and by constantly monitoring the 460-Network according to the requirements of the IEC 61162-460 network standard.
