현재 우리나라는 선박자동식별장치(AIS)를 육상기지국 22개소, 운영시스템 11기 및 전국 통합망 구축사업을 완료하여 AIS 망과 시스템이 본격적으로 운용되고 있다. 그러나 항만 또는 항만 인근에서 레이더 탐지구역의 제한으로 인하여 한정된 서비스 범위를 갖는 해상교통관리제도(VTS)와 AIS를 연계하여, 서비스 범위를 인접해역과 연안수역까지 확대하여 선박교통을 관리할 필요성이 제기되고 있다. 따라서 본 논문에서는 기 구축된 AIS 시스템의 현황을 분석하고, 현행 시스템의 기술적 개선사항과 운영적 개선사항을 제시한다.

본 연구는 한국 해군의 해난구조능력 향상을 위해 임무수행의 주요 수단이 되는 잠수체계를 개선하는 방안에 대한 연구이다. 특히 구조작전시 잠수체계별 임무 가능구역이 제한되는 문제를 해결하기 위하여 이동식 포화잠수 체계를 중심으로 연구를 진행하였다. 연구는 먼저 임무의 범위를 확인하였고, 기존 연구결과와 현용 잠수체계를 분석한 결과를 활용하여 이동식 포화잠수체계의 요구조건과 표준구성을 정리 및 제안하였으며, 이동식 포화잠수체계를 활용한 기존 잠수체계의 보완 및 개선 가능성에 대하여 군의 전략 선택 기법인 적 가 용 판단에 따라 검토하였다. 또한, 도입방안에 대해서는 상용제품의 해외수입과 국내 개발로 구분하여 장 단점을 분석하고, 설치 및 운용방안에 대해서는 각 플랫폼별로 실효성을 분석하였다. 연구결과로 먼저, 200 m 이상에서 6명 이상의 잠수사가 약 17일 이상 포화잠수를 정상적으로 실시할 수 있도록 요구조건 및 표준구성안을 제안하였으며, 기존 잠수체계의 보완 및 개선 가능성에 대해서는 예비장비 공급 및 병행사용 등 다양한 보완이 기대되나 혼합기체잠수체계를 포화잠수체계로 개선하는 것은 경제성이 떨어졌다. 설치방안은 ATS-II 후속사업에서 이동식 포화잠수체계를 탑재가 가능하도록 제작하는 것을 제안하였으며 운용은 평시 교육 훈련 및 ARS 대체전력으로 사용하다 전시에 별도의 플랫폼에 탑재하여 추가적인 구조전력으로 활용해야 한다.

This thesis researches on the application of computer, modern communication, GIS, GPS, AIS and World-Wide-Web in the field of navigation-aids information system, and has realized an integrated system consisted of navigation-aids information GIS platform, navigation-aids monitoring system and navigation-aids information distribution system. This system has strong integration capability, and has realized navigation-aids information distribution based on WEBGIS at the first time. It strongly promotes navigation-aids daily management and maintenance, and this system provides technique guarantee fur ships and marine departments to acquire navigation-aids information in time, by rule and line expediently.

The port, differently from general working place, is a closed area to execute security, customs, and quarantine procedures. The loading and unloading is being done differently by cargoes, ships, berths, and equipments. To load and unload a lot of equipments and different types of labor are required, in which work flow is very complicated. As above mentioned the port is very unique and deteriorated working place including danger. The purpose of this thesis is to propose ways to analyze and establish the preventive measure for cargo handling accidents in port. We have collected 923 accidents happened at Incheon Port during the period from 1994 to 2003. And to analyze and establish the preventive measure we have employed an advanced 6sigma DMAIC technology presently in spotlight as the best tool for management innovation. For the purpose of effective safety management of cargo handling in port, this thesis will help to revise and establish the law, system, standard, and standard working manual with respect to the port loading and unloading system. Now frequency of cargo handling accidents in port is highest for the second time among all industries, so we proposed the new safety management system to substitute port safety committee and to take full charge of safety in Ministry of Maritime Affairs and Fisheries.

최근에 "선박의 밸러스트수와 침전물의 제어 및 관리를 위한 국제협약 "이 채택되면서 국내에서도 이 국제협약을 수용하기 위한 방안이 필요하다. 외국의 밸러스트수 제어/관리 동향을 살펴보고, 국내의 환경관계법규들을 비교$\cdot$검토함으로써 밸러스트수관리협약을 수용하기 위한 국내 입법화 방안을 제시하였다.

The Railroad Safety Act was implemented in 2005 due to the increased concerns regarding railroad safety since the Daegu subway fire in 2003. In line with this, the Act became a standard to build the total railroad safety systems which has been overlooked compared to the quantitative growth of the railroad business. The minister of the ministry of Land, Transportation and Maritime Affairs lays down the Act for railroad Companies to conduct emergency programs in response to the emergency occurring on the railroad such as fire, explosion, derailment, etc. By enacting the Safety Act, the nation's construction of the contingency management system for railroad emergency increased", and it made the railroad company prepare the Emergency SOP by establishing 'The guideline on the Establishment of the railroad Emergency Plan' in order to support the efficiency of the Act. In line with this, I would like to analyze a matter of system development and the main function of the "railroad Emergency Training Program" for activation improvement of standardized operation procedure developed through the 'Total capitalize Safety Technology development'.

Nowadays, container transport services play a substantial role in global cargo transportation by serving as an intermodal between the exporter and importer. Container shipping has become increasingly important over the past few decades due to its obvious advantages. However, Vietnam's container market has shown severely ongoing competition among numerous domestic and foreign shipping lines resulting in serious consequences occurring such as the freight rates substantially decreasing within the last ten years. In fact, Vietnam's sea lanes have become more defensive to cover the losses of shipping companies. Selection of criteria for competitive evaluation of container transport companies is necessary to help recognize the problems within the enterprise especially relating to its position in the market and from here, business management are able to put strategic plans in place and reasonable policy in order to be able to survive and grow.

$\ulcorner$Ministry Of Maritime Affairs And Fisheries$\lrcorner$was established on 8 August 1996 by emerging ex-$\ulcorner$Maritime and Port Administration$\lrcorner$, $\ulcorner$Fisheries Administration$\lrcorner$and some other marine-related organs such as $\ulcorner$Maritime Police Agency$\lrcorner$, $\ulcorner$Marine Accident Inquiry Agency$\lrcorner$, etc., for the purpose of enhancing development of national marine polices in various aspect and promoting marine safety and environmental protection activities. Therefore, the unification of marine casualty statistics is required for the need of appreciating present condition and problem. This paper shows the Client/Server computing system which could replace the existing Main Frame system set up by Maritime and Port Administration and Marine Accident Inquiry Agency. It also gives the way to connect every casualty related organ for data exchange of casualty information and INTERNET for opening casualty information to the public. So, applicable techniques and basic policy direction is dealt with.

The total number of deaths by traffic accidents is decreasing every year in our country. However, in 2009, children died in traffic accidents at a rate of 2.3 deaths per 100,000 children, which was higher than the average of OECD countries (1.9 deaths per 100,000 children). In particular, traffic accidents are showing rapid increase in school zone during the past 2 years because of problems in the designation and management of school zone. Traffic safety facilities such as road sign, reflector mirror, speed bump have the ultimate limit of vehicle accidents prevention. Thus, in school zone, children safety is still not guaranteed due to illegal parking and the absence of driver's awareness of safety. Therefore, In order to protect children from traffic accidents within school zones, we have realized a safe school zone system, which enables the drivers to better know the intended school zones and creates pedestrian environment through unmanned monitoring camera, using LabVIEW.
