This paper was considered on the applicability of EFDC KUNSAN_SEDTRAN MODEL (2012) to calculate Gunsan Port sediment deposition height efficiently and to use for grasping its aspects quantitatively and providing its prevention measures reasonably based on well-known 3-dimensional EFDC sediment transport module. This model was calibrated and verified with various measured field data of A Report of Hydrological Variation on Kum River Estuary (2004). Due to the model calibration and relevant literature investigation for cohesive sediment parameters, settling velocity (WS), critical deposition stress (TD), reference surface erosion rate (RSE), critical erosion stress (TE) were identified as 2.2E-04m/s, 0.20 $N/m^2$, 0.003 $g/s{\cdot}m^2$, 0.40 $N/m^2$ respectivly on this model. In order to examine the applicability and precision of the model computation, the calculated model data of sediment deposition height at 13 stations for 71 days and suspended-sediment concentration at 2 stations, inner port and outer port for 15 days were compared and analyzed with the measured field data. As a result, the model applicability for sediment deposition height simulation was evaluated as NSE coefficient 0.86 and the precision for suspended-sediment concentration computation was evaluated as time averaged relative error (RE) 23%.
In the case of oil spill accident at sea, information concerning the movement of spilled oil is important in making response strategies. Aircrafts and the satellites have been utilized for monitoring of spilled oil. In these days, numerical models are using to predict the movement of the spilled oil. In the future a coupling method of modeling and remote sensing data should be needed to predict more correctly the spilled oil. The purpose of this paper is to present an application of satellite image data to an oil spill prediction model as an initial condition. Environmental Fluid Dynamics Computer Code (EFDC) was used to predict the movement of the oil spilled from Hebei Spirit incident occurred in Taean coastal area on December 7,2007. In order to make the model initial condition and to compare the model results, two satellite images, KOMPSAT-2 MSC and ENVISAT ASAR obtained on December 8 and 11, were used during the period of the oil spill incident. The model results showed an improvement for the prediction of the spilled oil by using the initial condition deduced from satellite image data than the initial condition specified at the oil spill incident site in the respects of the distributed spilled area.
LNG(Liquefied Natural Gas) bunkering has become an important issue with the enforcement of environment regulations in shipping industry required by the International Maritime Organization (IMO). With increased attention on LNG bunkering, many studies that focus on safety, regulation, demand forecasting, and the feasibility of LNG fueled ships have been carried out. However, most of the existing research has not included considerations of the price of LNG bunkering and its competitiveness. This paper, therefore, suggests ways to increase price competitiveness in the LNG bunkering market in the Busan Port. This paper analyzes the LNG bunkering supply mechanism by investigating various LNG bunkering terminal business in the LNG supply market. Factors that determine LNG bunkering price and its elasticity are also identified. Market players who want to operate LNG bunkering terminals in the Busan Port should introduce a merchandising trade method that is able to exclude the "Korea premium" in order to increase price competitiveness. This paper also suggests adoptable strategies such as the use of TPS (Terminal to Ship via Pipeline) type of bunkering service and the importance of location for minimizing initial investment cost.
Dmitri Donskoi, the Russian cruiser launched in 1883, is known to have sunk near Ulleung Island (East Sea, Korea) on May 29, 1905, while it was participating in the Russo-Japanese War. In order to find this ship, information about its possible location was obtained from Russian and Japanese maritime historical records. The supposed location of the ship was identified, and we conducted a five-year geophysical survey from 1999 to 2003. A reconnaissance three-dimensional topographic survey of the sea floor was carried out using multi-beam echo sounder, marine magnetometer, and side-scan sonar. An anomalous body identified through the initial reconnaissance survey was identified by a detailed survey using a remotely operated vehicle, deep-sea camera, and the mini-submarine Pathfinder. Interpretation of the acquired data showed that the ship is hanging on the side of a channel, at the bottom of the sea 400 m below sea level. The location is about 2 km from Port Jeodong, Uleung Island. We discovered 152 mm naval guns and other war materiel still attached to the hull of the ship. In addition, the remnants of the steering gear and other machinery that were burnt during the final action were found near the hull. Strong magnetic fields, resulting from the presence of volcanic rocks in the survey area, affected the resolution of the magnetic data gathered; as a result, we could not locate the ship reliably using the magnetic method. Severe sea floor topography in the gully around the hull gave rise to diffuse reflections in the side-scan sonar data, and this prevented us from identifying the anomalous body with the side-scan sonar technique. However, the sea-floor image obtained from the multi-bean echo sounder was very useful in verifying the location of the ship.
Under the Korean Marine Environment Management Act (hereunder, the KMEMA), the duty to arrange spill clean-up equipments, including spill clean-up vessels, required by the article 67 of the KMEMA is in essence the provision of public goods since it is a precautionary or preventive measure for the efficient performance of oil spill cleaning up. Also the obligation to control marine pollution and the duty to arrange of anti-pollution measures imposed on polluters is the obligation imposed by the public law in accordance with "the Polluter-Pays Principle". Therefore, the execution of such obligations shall be accompanied by the minimum legal and institutional arrangements. On the other hand, judging whether to form the roles of the public and private sectors in providing public goods is basically a matter of policy decision. However, even if the private sector is allowed to participate in the provision of public goods, it is imperative that a minimum requirement be provided to secure the public interest. Although major countries allows polluters to conclude a preliminary contract with a civil anti-pollution management company, these civilian institutions are in principle constituted by the owners of oil storage facilities. Additionally it is worth noting that it operates as a non-profit organization. In particular, if the practitioner performs pollution control for commercial purposes, their profitability may depend on the size of the pollution, the period spent on pollution control, the size of the equipment and manpower mobilized in the pollution control, and so on. Considering the above problems, caution should be taken to allow marine environmental management companies to be un-limitedly entrusted with the responsibility of arranging measures such as pollution control. In order to allow the marine environmental management contractor to be entrusted for the assignment of duty to protect the marine environment, the marine environment management business should be expanded so that the marine pollutant management capacity satisfies the statutory control capacity. For this purpose, it is necessary to manage and supervise the maintenance and improvement of the control capability of the marine environment management business. It is also necessary to discuss the introduction of the grading system for the control ability of the civil control companies alike in major countries.

Increasing the detection probability of underwater targets necessitates securing the towing stability of the active towed SONAR. In this paper, to confirm the effects of tail wing fin on towing attitude and towing stability, two scale model experiments and one sea trials were conducted and the results were analyzed. The scale model tests measured the towing behavior of each of the tail fin shapes according to towing speed in a towing tank. The shape of the tail fin used in the scale model test was tested with an I-type tail fine and four Y-type tail fins, totaling five tail fins of the two kinds. The first scale model test confirmed that the Y-type tail fin was superior to the I-type tail fin in towing attitude and towing stability. The second scale model test confirmed the characteristics of the vertical tail fin height increase and the lower horizontal tail fin inclination angle application shape based on the Y-type tail fin. The shape of the application of the lower horizontal tail fin inclination angle showed the best performance. In order to verify the results of the scale model test, a full size model was constructed, sea trials were performed, and the towing attitude was measured. The results were similar to those of the scale model test.
The purpose of this study is to examine the main features of South Korea's New Northern Policy and to make some suggestions for cooperation with neighboring countries' initiatives. The New Northern Policy encompasses the whole of Eurasia, but the starting development area would be the border region of the Korean Peninsula. In this viewpoint, this study examines the Belt and Road Initiative of China, the New Eastern Policy of Russia and the Steppe Road Initiative of Mongolia, and presents the characteristics, problems and some implementation strategies of the New Northern Policy. Apart from the future possibilities of the regional cooperations that include North Korea, it would be necessary for South Korea to secure and expand the possible opportunities for "Korea-China-Mongolia-Russia" cooperation. In order to create a close cooperative environment with North Korea in the future, it would also be necessary to build a maritime route, with port development around major border regions on the Korean Peninsula, including Russia, and to develop the port-railway intermodal transportation system with neighboring countries. South Korea need to actively cooperate with neighboring countries to develop the new Eurasia logistics routes would be more favorable to the Korean Peninsula in preparation for the time when the North Korean nuclear issue will be resolved.

The Government of the Republic of Korea has been continuously improving its legal system to ensure marine safety as a precaution against marine accidents. However, despite the ongoing improvement of the legal system, the number of maritime accidents has been increasing steadily, suggesting that the efficacy of the legal system is insufficient. As for recent marine accidents, small fishing vessels (less than 10 tons) account for 44.9 % of marine accidents over 5 years ('13_'17). Therefore, this study investigated the improvement status of the Korean government's legal system for small fishing vessels and the characteristics of related overseas legal systems in order to find a way to further improve marine safety for small fishing vessels. Following the results, the Korean government's laws related to small fishing vessels show a hybrid phenomenon due to the history of merging ('97) and separation ('09) of legal systems for fishing and non-fishing vessels, and it has been concluded that only improvements to construct additional facilities are being performed, and those in a fragmentary manner. In addition, overseas legal systems for small fishing vessels were confirmed to have requirements strengthening the responsibility of owners and operators of fishing vessels and introduced a self-inspection program. Based on these results, a plan is suggested to improve the efficacy of the legal system to ensuree marine safety for small Korean fishing vessels.

The purpose of this study is to develop basic data for the prevention of shipboard disasters and measures to improve the safety and health of seafarers by using a survey on the safety and health activities of seafarers. The questionnaire was administered to 437 people who have worked on a ship in the last six months. According to the results from the analyses (t-test, crosstab, and ANOVA), the level of safety and health activities of seafarers averaged at 68.82 points. The workplace clearance was the highest at 76.08 points, and the safety and health management system were the lowest at 62.78 points. As a result of the differences in the level of safety and health activities, the number of marine workers was higher than workers on land, and higher education was higher than lower education (p<0.01). It was higher for workers in coastal zones than for those in pelagic areas, and special cargo ships were higher than other ship types (p<0.01). Larger ships had a higher number of activities than small ships, and ships that were less than five years old had more activities (p<0.01). Therefore, in order to raise the level of safety and health activities of seafarers, it is necessary to develop safety and health education programs that take individual, job, and ship characteristics into consideration, and promote active safety and health activities on ships.

When using a distributed system, it is very important to know the intention of a target ship in order to prevent collisions. The action taken by a certain ship for collision avoidance and the action of the target ship it intends to avoid influence each other. However, it is difficult to establish a collision avoidance plan in consideration of multiple-ship situations for this reason. To solve this problem, a Distributed Stochastic Search Algorithm (DSSA) has been proposed. A DSSA searches for a course that can most reduce cost through repeated information exchange with target ships, and then indicates whether the current course should be maintained or a new course should be chosen according to probability and constraints. However, it has not been proven how the parameters used in DSSA affect collision avoidance actions. Therefore, in this paper, I have investigated the effect of the parameters and weight factors of DSSA. Experiments were conducted by combining parameters (time window, safe domain, detection range) and weight factors for encounters of two ships in head-on, crossing, and overtaking situations. A total of 24,000 experiments were conducted: 8,000 iterations for each situation. As a result, no collision occurred in any experiment conducted using DSSA. Costs have been shown to increase if a ship gives a large weight to its destination, i.e., takes selfish behavior. The more lasting the expected position of the target ship, the smaller the sailing distance and the number of message exchanges. The larger the detection range, the safer the interaction.
