A Study on the Traffic Flow and Navigational Characteristics for the Ship's Routing of Po-hang Port (포항항 항로지정을 위한 주요 통항로 및 통항 특성에 관한 연구)

  • The traffic volume will be increased and the traffic of larger vessel could be multiplied in the Pohang port by the opening of the Young-il new port in 2006. Unfortunately, however, potential danger factors to the safe navigation, disordered navigation and traffic congestion are still existing in the Pohang port and approaching waters. This paper describes the status of marine traffic flow and navigational characteristics based on the marine traffic survey using the exclusive software, and the results of marine traffic survey classify into ship's type, size and track history of passing ships through the statistical methods. Finally the examinations of marine traffic route, traffic flow and navigational characteristics are discussed. These results can be used for the best design of ship's routing at the Pohang waters.

  • Recently, International Maritime Organization has been developing e-navigation implementation strategy plan, which is focused on various services for vessel safety navigation. Then, different kinds of software will be developed in maritime area and with this, the quality issues are to be expected becoming more important. In this paper, we adopt software refactoring techniques to reduce the complexity of structure on source code level. It makes software program more effective to understand and modify, without any change of outward behavior. The existing AIS broadcast server program is used as an example for our trial, and calculating coupling and cohesion metric are introduced to analyze the refactoring effect, taking account of the maintainability of IEC/ISO9126 software quality standards.

  • In the maritime digital forensic part, it is very important and difficult process that analysis of data and information with vessel navigation system's binary log data for situation awareness of maritime accident. In recent years, anaysis of vessel's navigation system's trajectory information is an essential element of maritime accident investigation for vessel digital forensic process. So, we analysis of maritime navigation systems of vessel and feature of device and environments. In the future, we will research on information of ship's trajectory and movement for useful forensic service.

Study on the Development of Social Evaluation Model for Aids to Navigation Accident (항로표지사고의 사회적비용 평가모델 개발에 관한 연구(I))

  • Aids to Navigation (AtoN) is a marine traffic safety facility used to facilitate the safe and efficient movement of shipping and enhance the protection of the marine environment by the regulations or guidelines of The International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA). Our country is managing AtoN to provide consistent services for AtoN users, although an average of 141 AtoN accidents occur annually. An AtoN accident forces non-planned work on the managers to resort the function, and causes psychological anxiety for its users, ultimately resulting in economic losses. This study developed the Social Cost evaluation model of AtoN accidents. The model can be used to quantify the manager's economic activities related to the shutdown and recovery, as well as the cost associated with the inconvenience to AtoN users. The Social Cost evaluation model of AtoN accidents is proposed as the sum of the encounter cost, administration cost and risk cost.

  • To reduce maritime accidents and improve safety for domestic ships, the government has developed and is operating the Korean e-Navigation Service. The ship collision and grounding monitoring service and the route planning service were developed based on the experience of captains and navigators who navigated large ships. However, in Korea, small ships account for a large portion of the users of these services, so there are various difficulties and additional requirements for applying services based on large ships to small ships. To improve this, a data science-based algorithm model using maritime digital traffic information is being developed for small ships, and it is important to evaluate the performance of the developed model and compare its accuracy with existing services. In this study, we propose a performance evaluation method for the developed algorithm model and study how to compare and evaluate its accuracy with existing e-navigation services.

Development of Safety Index for Evaluation of Ship Navigation

  • As a sense of practical field, most researchers emphasize the importance of safety management to prevent marine accidents. The purpose of this paper is to develope a new safety evaluation method using Safety Index (SI) which is to measure the emotional feeling of navigation officer by traffic situations. In this study, the questionnaires with SI are used to investigate the degree of sensing levels of navigation officers according to the navigation situations. In addition, the traffic data obtained from AIS (Automatic Identification System) data are used to give actual situations in the questionnaire investigation. As results of questionaries investigations based upon the AIS data, it is shown that the Safety Index can be used as a criterion to determine the safety levels of ship navigating in a coastal areas.

  • IMO는 선박의 안전항해와 해양환경보호를 위해 e-Navigation의 개념을 채택하였고 이를 위한 구체적인 전략이행계획(SIP, Strategic Implementation Plan)작업을 수행하고 있다. IALA는 IMO의 NAV의 e-Navigation 실행계획을 완성하기 위해 7개의 작업반(WG)을 운용하고 있다. e-Navigation의 개념을 구현하기 위해서는 첨단 IT 전자장비의 개발도 필요하지만 이러한 장비를 이용하여 항해안전을 향상시킬 수 있는 다양한 IT 서비스, 즉 MSP(Maritime Service Portfolio)가 필요하다. 모든 선박에서 MSP을 이용하기 위하여서는 MSP의 구조와 데이터가 표준화되어야 한다. 또한 항해안전에 효과적인가를 검증할 수 있는 방법이 제시되어야 하며, MSP가 남용되지 않도록 관리되어야 한다. 본 연구에서는 선박의 사고사례와 기존 항해통신시스템과 e-Navigation SIP의 갭 목록, 갭 분석 및 갭 해결책을 활용하여 선박의 안전과 보안에 입각한 MSP 구조에 대해서 고찰해 본다.
