Maritime Navigation Systems: Role And Place In The Safety Of Navigation

  • The article assesses the level of navigation safety, in theoretical terms, defines the complexity of managing navigational risks in practice. The issues of assessing the navigational safety have been studied due to the importance and relevance of the issue in question, however, due to the great complexity of the problem under consideration, the article considers and indicates the directions for the development of the solution of the given direction, where, first of all, it became necessary to analyze the issue of assessing the levels of navigation risks when navigating vessels of various types in difficult navigation conditions.

  • In the article, an analysis of the factors was carried out, which injected into the efficiency of the function of navigation systems in the minds of unimportance. Carrying out analyzes allowing for the visibility of relevant direct adjustments to the effectiveness of the function Inertial navigation systems in the minds of non-value. The designation of the navigation system was assigned to a complex of navigation systems on ships processing of the vector of navigation parameters, so that they can be victorious in the control systems of the ship's collapse, and the safety of floating is safe.

  • IMO에서는 선박운항기술에 ICT기술을 융합하여 해양사고를 예방하는 e-Navigation의 도입을 추진하고 있다. 국내에서도 해양사고의 취약계층인 어선 및 연안을 항해하는 소형선박을 대상으로 한국형 e-Navigation을 개발하고 있다. 그러나 한국형 e-Navigation의 성공적인 개발을 위해서는 현재까지 진행된 개발성과를 평가하고 개발 방향성을 재정립할 수 있도록 개발성과를 평가할 수 있는 지표의 개발이 필요하다. 따라서 본 연구에서는 주요한 해양사고인 충돌사고를 중심으로 e-Navigation 서비스의 개발목표에 맞춘 평가지표를 개발하고자 하였다. 본 연구에서는 RCA기법과 FTA 기법을 활용해 해상 충돌사고 발생 근본원인을 도출하고 이를 정량화하여 e-Navigation 서비스를 위한 충돌사고 평가지표를 개발하였다. 해당지표는 e-Navigation의 개발지표 및 충돌사고 분석을 위한 지표로 활용되어 해양사고 저감에 도움이 될 것으로 사료된다.

  • 국제해사기구인 IMO에서는 안전하고 효율적인 해양 정보통신 서비스를 제공하는 것을 목적으로 e-Navigation을 정의하였다. 현재, e-Navigation의 서비스를 위한 통신 인프라로서 해사 클라우드가 개발되고 있다. 본 논문에서는 해사클라우드 환경에서 해사ID를 효율적으로 등록할 수 있는 선박ID 연동 시스템의 구조를 설계한다.

  • This paper proposes to include engine information in Maritime Service Portfolio (MSP) for effective implementation of e-Navigation. Even though engine information is one of most important element to e-Navigation, MSP consists of mainly about navigation and communication information not included engine information. Furthermore, in reality, engine information sent from ship side such as mainly noon report and Planned Maintenance System (PMS) is too limited to make e-Navigation possibly. Therefore, Remote diagnostic structure receiving and sending data of engine information must be included in MSP for implementation of e-Navigation. Also, it has to be designed, and developed by Software Quality Assurance (SQA).

  • In this study, a simulation system was developed to verify autonomous navigation algorithm in complex maritime traffic areas. In particular, real-world maritime traffic scenario was applied by considering near real-time maritime traffic information provided by Korean e-Navigation service. For this, a navigation simulation system of Unmanned Surface Vehicle (USV) was integrated with an e-Navigation equipment, called Electronic Chart System (ECS). To verify autonomous navigation algorithm in the simulation system, initial conditions including initial position of an own ship and a set of paths for the ship to follow are assigned by an operator. Then, considering real-world maritime traffic information obtained from the service, the simulation is implemented in which the ship repeatedly travels by avoiding surrounding obstacles (e.g., approaching ships). In this paper, the developed simulation system and its application on verification of the autonomous navigation algorithm in complex maritime traffic areas are introduced.

e-Navigation 대응 해상 데이터통신 시스템 개선 (The improvement of maritime data communication systems for e-Navigation)

  • GMDSS 적용 선박들에 의무적으로 탑재되는 통신장비들의 기능적 한계를 개선하기 위하여 통신 매체별 통신비용, 처리율, 통신 속도, 처리 가능한 서비스, 통신 가능 범위 등에 대한 성능 분석 및 평가를 통하여 e-Navigation 수행에 적합한 데이터통신 시스템의 설계와 구현을 하였다. 제안한 시스템의 실험 결과를 통해, 해상에서 사용할 수 있는 MF/HF 대역은 3600bps 정도의 단문 메시지 송 수신이 유용하고, VHF 대역에서는 9600bps 정도의 이메일 정도의 서비스가 가능하며, 해사위성통신의 Fleet Broadband 서비스의 경우는 수Mbps의 멀티미디어 서비스가 가능함을 확인하였다.
