  • IMO(International Maritime Organization) is strongly proceeding with adoption of a new maritime environmental convention and coming into r1fed for regulation enhancement about the pollutants which are happened in a ship recently. Study about the conventions that our country currently comes into r1fect, and there is during forwarding and correspondence must be performed effectively. In this paper, International convention on the control of harmful Anti-Fouling system on ship, Ballast water management, Prevention of air pollution from ships, treat a main pending problem in ocean related environmental regulation convention.

  • In recent years, the major interest in international environmental laws has focused on the ways to secure observation of the laws. For the implementation and compliance of international marine environmental convention, the new sequence of developing convention has been sdopted. The main convention is adopted in a form of 'Framework Convention' and the details are expressed in the Annex and/or Guidelines of the convention for the purpose of conveniense of adoption and to secure the observation of the convention And the Annexes or Guidelines are amended, revised and newly adopted continuously. Therefore this study is to analyze the tendency of sequence for developing new convention, which will help understanding one particular international marine environmental convention as a whole.

  • Though stringent guidelines are in place to protect the harbor environment, pollution from ships, from the ports terminals. Discharge from the ballast tanks of ships, though illegal, does occur. Such vessels, arriving from distant ports of call, can introduce exotic species of plants and animals, causing disruption of the local food web. Discharges rich in nitrogen can generate the rapid growth of plankton, eventually leading to a condition known as red tide that is lethal to some coastal organisms. In addition to the harbor's negative effects on marine organisms, the diesel engines of the ships and the trucks that haul cargo to and from the ports release large volumes of diesel exhaust into the atmosphere. IMO(International Maritime Organization) is strongly proceeding with adoption of a new maritime environment convention and coming into effect for regulation enhancement about the pollutants which are happened in a ship recently.   • As of Jan. 2006, numbers of korean registered ocean-going vessels reached 546 which amounted to 13,716,733 G/T. Vessels, generally spooking, finish her life cycle and are dismantled or recycled. However, most of these activities have been done in undeveloped countries instead of in developed countries as the environmental restrictions in developed countries get more strict, accordingly international bodies adopted shipbreaking-related guidelines and prohibit transboundary of obsolete ships, taken as one of wastes. The authors made the Working Guidelines on Shipbreaking to cope with substandard working environment and reduce the environmental damage, and came up with a method to make a inventory of hazardous materials for effective control, finally framed a draft of Environmentally Sound Ship Recycling examining related international conventions such as Basel Convention, IMO Guideline, ILO Guideline and IMO new Convention(draft) on shipbreaking and recycling.

A Study on the Review and Countermeasure for 2010 Amended Convention of the STCW (2010년 STCW 개정협약의 주요 내용과 교육계의 대응)

  • The international convention on standards of training, certification and watch-keeping for seafarers, 1978(1978 STCW convention) has been established as a minimum standard and competence of seafarers, and contributed to reduce marine accidents caused by human errors. The convention has been partly amended several times according to environmental change of ship's operation and there were comprehensive revisions in so called 1995 amended STCW convention. In these years, ships are in tendency of increasing size and speed, and also adopted high technologies. These kinds of changes brought STW sub-committee up for discussions to modify the convention to cope with new environments from the year of 2006. As the result, major amendaments to STCW convention have been adopted at a diplomatic conference in Manila, Philippine in June 2010, thereby new global standards will be in force to train and certify seafarers to operate technologically advanced ships before long. This paper is to introduce major amendaments such as ship's security, ECDIS and leadership etc. in this Manila amendments and to clarify some articles to be adopted in programs for education and training of seafarers in Korea.

  • "International Safety Management(ISM) Code" means the International Management Code for the Safe Operation of Ships and for Pollution Prevention as adopted by the Assembly, as may be amended by the International Maritime Organization. This Code have brought into force internationally since 1th July, 1998 by incorporated to the new Chapter Ⅸ in the SOLAS Convention. Accordingly those States which give effect to the SOLAS Convention will have to ensure that rules giving effect to the Code are introduced into their domestic legislation. The purpose of this Code is to provide an international standard for the safe management and operation of ships and for pollution prevention, by this to reduce the maritime casualty which could caused by neglect of person. To achieve this purpose the ISM Code specifies a number of broad 'safety management objectives' for owning or operation companies, and it requires that such companies should establish, implementing and maintain a written Safety Management System(SMS) covering a whole range of safety environmental and related matters. These requirements of the Code could effect on the carrier in some points such as duty of due diligence to care for cargo, due diligence to make the vessel seaworthy and burden of proof etc. In this respect, We should know that the ISM Code could effect on the carrier advantageously or disadvantageously subject to whether the carrier observed the requirement of the ISM Code. Although it does not add cause of liability or increase limitation of liability imposed to the carrier.

A Basic Study on the Satisfaction of On-board Training for Cadets in Shipping Company (위탁선사 실습생의 승선실습 만족도에 관한 기초 연구)

  • The one-year onboard training, which has been implemented since 1988 according to the STCW Convention in 1978, is a crucial part of cadets' training and education. The choice of training shipping company is important that like a internship. This basic study is for the satisfaction at the shipping companies that trains cadets the Mokpo National Maritime University. The satisfaction for onboard training consists of a conscious, educational and environmental parts with six demographic characteristics and carried out the questionnaire survey of 206 cadets in shipping companies. The low parts of satisfaction are implemented cross tabulation analysis and in-depth interview for realize the reason. In this paper, the satisfaction from environmental part($3.83{\pm}0.75$) is high but conscious part($3.35{\pm}0.86$) and educational part($3.33{\pm}0.79$) are low. In demographic characteristics, male in gender, apprentice officer in duty, others in kind of crew, container in kind of vessel and 30,000~100,000 tons in size of vessel are high satisfaction in general. Specifically, feeding service($4.02{\pm}0.75$) in environment, influence on future vision($3.65{\pm}0.84$) in consciousness, goal for training($3.50{\pm}0.65$) in education showed the highest level in satisfaction.

Land Based Test of Ballast Water Treatment System by Ozonation

  • This study is currently giving priority to developing the ship's ballast water treatment system using ozone (Ozone BWTS). The Ozone BWTS was tested in a full scale land-based mobile barge to evaluate performance according to the IMO G8 Guidelines. Test cycles using the mobile-barge were conducted in seawater and brackish water in the vicinity of the Port of Busan and Nakdong River, Republic of Korea. All tests were conducted according to the requirements of the G8 Guidelines. Test results show that the Ozone BWTS meets the Ballast Water Performance Standard contained in Regulation D-2 of the IMO Ballast Water Management Convention, as well as all of the operational, safety, and environmental testing requirements of the G8 Guidelines, as required for type approval of IMO. The study results show that the Ozone BWTS is capable of meeting the Ballast Water Performance Standard under Regulation D-2 of the International Convention for the Control and Management of Ships’ Ballast Water and Sediments, and also the more stringent standards being proposed under US legislation.

  • Even 10 years after the Fukushima nuclear disaster, Japan has yet to solve the problems emerging from generating contaminated water every day. Japan has unilaterally decided to release nuclear wastewater in the sea despite Korea's concerns about safety as their radioactive water storage tanks reach the limits. Despite Korea's response, Japan is still preparing to discharge nuclear wastewater without fulfilling its obligations under the United Nations Convention on the Law of the Sea. There are concerns about marine pollution caused by the radioactive materials from nuclear wastewater and invading Korea's maritime sovereignty. In particular, it is impossible to reverse the effects of environmental pollution, so plans to discharge radioactive water must be prevented unless immediate safety is guaranteed. This study proposes Korea's response strategy to resolve the conflict between the two countries due to plans to release contaminated water. Korea should respond to Japan's release of nuclear wastewater in the sea in various ways through cooperation with Japan, provisional measures, and cooperation with neighboring countries.
