This research is one of the Industry-University cooperation in idea factory of Korea Maritime and Ocean University. Idea factory of Korea Maritime and Ocean University is trying to train creative talented students and discover ingenious ideas. The contents are consisted of the possibility for the replacement of a metal valve disk to composite valve disk in butterfly valve based on the diversification. Purpose in this study is to predict failure field by each fly by appling Tsai-Wu Failure Index.
It is one of the most important factors Seafarers Ducation Quality Assurance and Management in Higher Maritime Educational Institution. The educational process and result of Higher Maritime Educational Institution should be evaluated according to the 1995 Amendments to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers(STCW), 1978. Actually above-mentioned evaluation is deemed to make foundation in order to enhance the efficiency of shipboard education by surveying the satisfaction of shipboard training for nautical part cadets by the group. In this paper, we carried out the questionnaire survey to study satisfactory value and the reason of dissatisfaction of 113 cadets being trained on board the Training Ship in Maritime College of Korea Maritime University(K. M. U.). The results were calculated by frequency and percentage ; the significance of difference among Department groups like Maritime Transportation Science, Maritime Police and Ship Operating Systems Engineering was analysed by $X^2$ inspection. The major results of above analysis were as follows : First training chance for dadets was very little for being overflowed on board the training ship of the K. M. U. Second, special type of Training Ship HANBADA and HANNARA made the adaptability to merchant vessel's handling restricted. Third, cadets could not manage ratings directly, therefore the education in regard to seafaring management was limited to the theoretical instruction which leads to the low level of satisfaction. And lastly, low value of satisfaction for Drydocking Education in Shipyard was caused by cadet's leaving the Training Ship on account of the safety problems including ship and cadets.
English is the accepted common working language of the maritime world and being competent in its use is essential to the safety of ships, their crews and the marine environment. This paper is a response to the urgent need to find a suitable solution to the problem of providing maritime students with quality instruction in Maritime English. This paper will show what type of English instructor is best suited to help cadets have at least a basic grasp of Maritime English communication, with a view to possessing the level required by STCW 95 within the shortest time. It presents ways that maritime institutes can develop their own qualified or 'marinated' English Instructors and what qualifications should be required. It is concluded that by further essential research, interviews and questionnaires etc., the language needs of the university and shipping industry in Korea as a whole can be clearly verified. By examining such data, the present language education systems can be evaluated as to efficacy and relevance, allowing the establishment and implementation of 'best practice' within the training institute. This will result in making excellent informed decisions and choices about how best to improve the language competencies of graduating cadets, thereby creating the catalyst for the success of future seafarers whilst raising the image of the institute and Korean shipping worldwide.

The aims of this study were to validate the Occupational Basic Competencies of Fisheries and Maritime High school. Fisheries & Maritime key competencies were defined as the abilities that include the essential knowledge, skills, attitude, and experiences required for the workforce on the fisheries and maritime job condition. This research collected preliminary data from 1,113 fisheries & maritime high school students. Data were analyzed to obtain reliability and validity analysis. The results of the study were as follows; First, fisheries & maritime key competencies were divided into 6 elements. Second, fisheries & maritime key competencies were consisted of marine vocational ethics, marine information capacity, marine elementary knowlegde, marine safety management skill, management & utilization of marine life and marine consciousness. Third, Cronbach-${\alpha}$ proves that the scale developed in the study is reliable. In consequence, the results of this study help to reconceptualize fisheries & maritime and apply the scale to measure students in high school settings.

In order to prevent the maritime accident, all seafarers who work on fishing vessels over G/T 20 tons are required to undergo the basic safety training by the Seafarer's Act. 45% of domestic crews have boarded on the fishing vessels. However, the fishermen have been trained in accordance with the STCW(International convention on standards of training certification and watch-keeping for seafarers) Convention. But safety training courses for seaman do not reflect on the safety equipment and the limitation of the fishing vessel in the training contents which is organized in accordance with the merchant ship by STCW convention and code. Most of the fishing vessels are small fishing boat of less than G/T 80 tons. Small fishing vessels are operating with only a minimum of safety equipment that has been defined by the fishing vessel safety equipment standard. Due to the safety training that does not fit the situation of the fishing boat, the level of satisfaction by the crews onboard is low for the training. Furthermore, there is a difficulty in achieving the goal of safety education. In order to carry out the safety training that is suitable for fishermen, it is required to provide appropriate standards for the safety education of workers of small fishing boat, by understanding the current state of the domestic fishing vessels. The purpose of this study is to define the aforementioned problems and to provide the standard for the safety education of fishermen. In order to complete the purpose, the research team has conducted a analyzation for registered domestic fishing vessel and safety equipment standard.

Since emergency response training for maritime safety and safety education of maritime education institutions are conducted based on the set scenarios and education contents, there are limitations in the reduction of human error and response to various situations. Although there is a need for improvement, there is no way to improve response capabilities by assessing existing education training and securing diversity in situations. This study proposes a theoretical procedure analyzer method to model the diversity of situations for the improvement of emergency response training. This paper defines the human and system theoretical procedure analysis model (HSTPA) based on the organic relationship of the source and system. The limitations of the existing training were derived by analyzing the errors that each component could produce and applying them to the fire response training scenarios requiring vertical reporting systems and responses. The segmentation and inspection of training scenario considerations applying the proposed HSTPA model is believed to help create diverse and realistic scenarios in emergency response training and education, and improve the situation judgment understanding and response capabilities of the subjects.

Maritime English is a specialized language system designed for ship operations, maritime safety, and external and internal communication onboard. According to the International Maritime Organization's (IMO) International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), it is imperative that navigational officers engaged in international voyages have a thorough understanding of Maritime English including the use of Standard Marine Communication Phrases (SMCP). This study measured students' proficiency in Maritime English using a learning and testing platform that includes voice recognition, translation, and word entry tasks to evaluate the resulting improvement in Maritime English exam scores. Furthermore, the study aimed to investigate the level of platform use needed for cadets to qualify as junior navigators. The experiment began by examining the correlation between students' overall English skills and their proficiency in SMCP through an initial test, followed by the evaluation of improvements in their scores and changes in exam duration during the mid-term and final exams. The initial test revealed a significant dif erence in Maritime English test scores among groups based on individual factors, such as TOEIC scores and self-assessment of English ability, and both the mid-term and final tests confirmed substantial score improvements for the group using the platform. This study confirmed the efficacy of a learning platform that could be extensively applied in maritime education and potentially expanded beyond the scope of Maritime English education in the future.

Their training is also based on the strong spiritual power and physical strength through the strict training process. In order to have these vocational personalities, dormitory life training and shipboard training courses seem to be essential processes, which are required of maritime education. The introduction of automatic system into the ship as a result of the recent development of technology brings decrease of the full number of crew. Consequently, marine officers are increasingly under heavy burden, and should have more ship operation capabilities than before. Maine officers should have not only specialized information which differs from that at shore, but also vocational adaptability which can reasonably tackle with all the problems which exist on the spot and are obstacles to individual, spiritual, physical, natural, and social demands. So it is required that marine officers should have study many areas to deal with as extra curricula besides their major field of study, which are unique characteristics of the education for them. These vocational adaptabilities are based on the spiritual characteristics, such as self-developmental education, responsibility, meticulous care, attentiveness, voluntary, planning, readiness, spontaneity, accuracy, self-denial, obedience, leadership, and etc.

The purpose of this research was made to suggest the improvement for problems of indication subject of Fisheries & Maritime High School teacher's certificate issued by the operation of the 7th national curriculum in 2000. After analyzing the integrated indication subjects related with fisheries & Maritime high school, among the middle school teacher's 24 subjects of industrial world, the problems and improvements can be arranged as followed. Firstly, the subjects of fisheries & Maritime high school teacher's certificates are fishing industry, aquiculture, sailing, engine and freezing and new subjects are ocean shipping and ocean logistics. Because the teacher's certificate was changed to integrated indication subjects, there were problems of teacher cultivation, teacher hiring, etc. So, in the actual field of school, teacher cultivating university and related department are necessary to strengthen high-quality majoring education/subjects and practical education as well as need to establish teacher cultivating system by teacher cultivating organization's evaluation system and teacher cultivating education program related by differentiation and easiness of majoring characterization. Secondly, teacher cultivating for new departments and new subjects can apply related major system, free major system, etc. Thirdly, if professional high schools find majoring areas whose content is same one another and introduce common indication subject system, it will be helpful to improve the quality of teachers, teacher certification examination, etc. of professional area.
