A Study on the Improvement of the Education and Training System for Response to Marine Chemical Incidents in Korea - Based on the Comparison of Systems between Korea and Foreign Countries - (해상화학사고 대응을 위한 국내 교육훈련체계 개선에 관한 연구 - 국내 체계와 외국 체계의 비교를 기반으로 -)

  • The present situations of the education and training systems for the response to marine HNS spill incidents in domestic and foreign countries were reviewed and the plans to improve domestic system were suggested on the basis of the comparison between domestic and foreign education systems. There were almost no private education and training institutions in Korea, and they have not been activated, compared with those of foreign countries such as USA, Canada, Australia and UK. The domestic marine HNS-related education has been implemented uniformly under Korean government initiative. In addition, there were differences in the targets and duration of the education offered by Korea Coast Guard Academy (KCGA) and Marine Environment Research & Training Institute (MERTI) in Korea. Domestic HNS-related curriculum was relatively simple, compared with the curricula of foreign countries, and has not accepted two levels (operational level and manager level) required in HNS model courses of International Maritime Organization (IMO). The domestic education and training period was short relatively to those of foreign countries. The following suggestions were made to improve the education and training system for the response to domestic marine chemical incidents. In the short term, an HNS education and training management consultation body (tentative name) should be established, with both KCGA and MERTI participating jointly while maintaining the current system of the two institutions (KCGA and MERTI) simultaneously. In the more distant and long term, the HNS-related departments of KCGA and MERTI should be incorporated into a National Marine HNS Response Academy (tentative name) as unified system to enable international competitiveness.

A Tracking Algorithm for Shipboard Satellite Antenna Systems (선박용 위성 안테나용 트랙킹 알고리즘)

  • This paper presents the development of a tracking algorithm for shipborad satellite antenna systems which can enhance the tracking performance. In order to overcome some drawbacks of the conventional step tracking algorithm a new tracking algorithm is proposed. The proposed algorithm searches for the best tracking angles using gradient-based formulae and signal intensities measured according to a search pattern. The effectiveness of the proposed algorithm is demonstrated through simulation using real data.

  • Mongolia is aiming at connect and expand global trade to third countries using Russia, China and East Asian ports. Also, trying to evolve infrastructure and super-frastructure in international maritime transportation. This paper presents maritime development trends in Mongolia and focuses on discussing the current situation of international maritime plan and points out some issues currently facing by the policy to develop promoting the country's maritime businesses. Finally, this paper presents some future directions for developing the maritime transportation in Mongolia.

  • This paper presents a scheme for state observer-based stabilization control of inverted pendulum systems. The feedback gain matrices of both the state feedback controller and the state observer are obtained by a real-coded genetic algorithm(RCGA) such that the given performances indices are minimized.

An analysis of water hammer in pipeline systems with pump (펌프관로계의 수격현상 해석)

  • Unsteady flow problems created by hydraulic transients in pipeline systems with pump are of significant importance because they can cause excessive pressure, cavitation, vibration and noise. In this paper, an analysis of transient flow for the pump pipelines is developed by means of the characteristic method. The calculated results of the program to simulate water hammer due to sudden valve closure in a simple pipeline are compared with those of the analytical method. Expecially the water hammer due to power failure in pump pipeline system with surge tank was simulated. As the results, both the upsurge and the downsurge along the pipeline are reduced.

  • Recommand Systems are being used by an ever-increasing number of E-Commerce to help customers find products to purchase. Recommend Systems offer a technology that allows personalized recommendations of items of potential interest to users based on information about similarities and dissimilarities among different customers tastes. In this paper, we design and build a Recommend System using the historical customer movie purchase transactions and extracts the knowledge needed to make association recommendations to new customers.
