Application of Hydrographic Data Model in the Field of Maritime Safety Information for ODA Project (국제협력을 위한 해양안전정보 분야 범용수로데이터모델 적용)

  • Official Development Assistance(ODA) Project is initiated to assist a developing country economically and to promote its welfare. Support on training and information system development are the primary elements in the maritime safety field. The maritime safety information system(MSIS) of ODA projects deals with maritime safety information of developing nations and ensures an inter-operability between other systems. Therefore, it is required to develop MSIS based on the Universal Hydrographic Data Model(UHDM) of International Hydrographic Organization(IHO). In this paper, we have analyzed the current status and operational process of UHDM established by IHO. Oil spill response system was selected as an example of MSIS project and, also, considered the application results to the maritime safety field of UHDM.

  • A virtual vessel traffic control system is introduced to contribute to prevent a marine accident such as collision and stranding from happening. Existing VTS has its limit. The virtual vessel traffic control system consists of both data acquisition by satellite remote sensing and a simulation of traffic environment stress based on the satellite data, remotely sensed data And it could be used to provide timely and detailed information about the marine safety, including the location, speed and direction of ships, and help us operate vessels safely and efficiently. If environmental stress values are simulated for the ship information derived from satellite data, proper actions can be taken to prevent accidents. Since optical sensor has a high spatial resolution, JERS satellite data are used to track ships and extract their information. We present an algorithm of automatic identification of ship size and velocity. It lastly is shown that based on ship information extracted from JERS data, a qualitative evaluation method of environmental stress is introduced.

Power Randomization Schemes for Random Beamforming Based MIMO Systems

  • In this paper, we propose two power randomization schemes for the random beamforming (RBF) based MIMO systems in cellular downlink. In the proposed system, a BS randomizes not only the pre-coding matrix but also the power allocation matrix, while the conventional RBF system allocates an equal power to each transmit stream. The proposed water-filling based power randomization scheme (Scheme-I) is proper in the low SNR values and the proposed random-power based randomization scheme (Scheme-II) is proper in the high SNR values. The proposed system with the power randomization outperforms the conventional RBF system which allocates the same power for each data stream.

  • The study of Web GUI(Graphic User Information) system for Virtual Reality System is mainly performed on effective methodology which transform real world data to computing world data. MGIS(Marine Geographic Information System) has its own target on reliable data service by acquisition of geometric information using accurate measurement and graphical visualization. This type of raw data visualization can be built without software tools, yet is incredibly useful for interpreting and communicating data. Even simple visualizations can aid in the interpretation of complex 3D relationships that are frequently encountered in the geosciences. The Virtual Reality Modeling Language provides an easy way for geoscientists to construct complex visualizations that can be viewed with free software. This study propose a three dimensional Web GUI system using MGIS-based three dimensional data models and virtual imaging system. Finally, we design a Web GUI system integrating above data models.

  • This study discusses the spatiotemporal characteristics of the geomorphological changes in Gwangyang Bay. In this study, we analyzed four aerial photos and nautical charts. The geomorphological changes that have occurred over time were identified using an MGIS (Marine geographic information system) overlay analysis. As a result, we were able to identify the geomorphological changes that have resulted from the coastal development and fairway dredging of Gwangyang Bay. This paper demonstrates that the marine geographic information system can be effective in monitoring the geomorphological changes in coastal zones.

  • The purpose of this paper is to study the current situations of trade financial EDI based on The BOLERO system, New BOLERO system, The NACCS system in Japan and The EDEN(Electronic DElivery Negotiable document) system and problems in application of marine insurance contracts. Entwined with the contracts of carriage in international sale transactions is a contract of marine insurance by which the goods are insured against maritime perils. In the thesis I tried to explain the problems of paperless marine insurance contracts based on problems in relating to formation of the transit insurance contract and replication the functions of the marine insurance policy electronically.

A Study on Marine Accident Ontology Development and Data Management: Based on a Situation Report Analysis of Southwest Coast Marine Accidents in Korea (해양사고 온톨로지 구축 및 데이터 관리방안 연구: 서해남부해역 선박사고 상황보고서 분석을 중심으로)

  • Along with an increase in marine activities every year, the frequency of marine accidents is on the rise. Accordingly, various research activities and policies for marine safety are being implemented. Despite these efforts, the number of accidents are increasing every year, bringing their effectiveness into question. Preliminary studies relying on annual statistical reports provide precautionary measures for items that stand out significantly, through the comparison of statistical provision items. Since the 2000s, large-scale marine accidents have repeatedly occurred, and case studies have examined the "accident response." Likewise, annual statistics or accident cases are used as core data in policy formulation for domestic maritime safety. However, they are just a summary of post-accident results. In this study, limitations of current marine research and policy are evaluated through a literature review of case studies and analyses of marine accidents. In addition, the ontology of the marine accident information classification system will be revised to improve the current limited usage of the information through an attribute analysis of boating accident status reports and text mining. These aspects consist of the reporter, the report method, the rescue organization, corrective measures, vulnerability of response, payloads, cause of oil spill, damage pattern, and the result of an accident response. These can be used consistently in the future as classified standard terms to collect and utilize information more efficiently. Moreover, the research proposes a data collection and quality assurance method for the practical use of ontology. A clear understanding of the problems presently faced in marine safety will allow "suf icient quality information" to be leveraged for the purpose of conducting various researches and realizing effective policies.

  • At a turning point of new paradigm, each countries in the world are try to search solutions to a current problems of the times in maritime than land. In special, as a maritime power that KOREA is surrounded by the sea on three sides, our country place more weight on maritime. To accomplish a powerful maritime power, it is necessary to create a digital marine spatial on the basis of Marine and Coastal GIS. This planning is establishing that our country, to construct a systematic, efficient Marine and Coastal GIS Infrastructures, is to analyze the present state of internal & external, law and planning related in Marine and Coastal GIS, and establish vision, mission, core values, goals, strategies by setting a basic concept of Marine GIS
