This paper examined excluded risks of insurer in marine insurance generally, and found out the existing studies on the excluded risks, which were accomplished partially and fragmentarily, to conduct a comparative analysis of marine insurance based on the general flow of claim adjustment. It arranges the existing studies to settle a dispute between the parties -insurer and assurer- and studies the excluded risk based on risk change of the insured by analyzing characteristic and class of security violation, and meaning, form, effect of risk change. it inquires into and analysis cases of the Korean Supreme Court related to the exclusion and illegal act of marine insurance to compare marine theorists' opinion with commercial law.

US 8th Army in the attack on the Western Front was a situation that was frustrated by the 13th Corps Communist army. To this time support this, goals that have been granted to the US 1st Marine Division that initiated the attack in Mupyonri direction, lack the potential to achieve was not decisive. It was a operation specific erroneous judgment that occurred because there was no one accurately grasp the battlefield of the situation the wrong UN Forces Command. Tactical victory can be to maximize the operation outcomes. However, there is no possible failure of the operation is to expand the tactical success. This is because the failure of the operation, because directly linked to the success or failure of the war. Tactical victory can be to maximize the operation outcomes. However, operation specific failure is not it possible to expand the tactical victory. Therefore tactical success of the US 1st Marine Division, can not compensate for operation specific failure of the United Nations Forces Command. However, Chinese Communist Army 9th Corps is obsessed only victory of tactics to annihilate the US 1st Marine Division, by being fixation to the Chosin whole area, it was not possible to run a operational operation. Therefore tactical success df the US 1st Marine Division, Chinese Communist Army 9th Corps is to extinguish the ability to increase the number of the 13th Corps of the Western Front, 8th Army US have contributed to have escaped the crisis. In addition, the US 10th Corps while maintaining the combat force, by an important role to withdraw through the sea, was able to complement the misjudgment of the operation.

해병대는 1949년 4월 15일에 진해 덕산 비행장에서 창설되었다. 6.25전쟁과 월남 전쟁에서 싸우면 반드시 이겨 국민들로부터 사랑과 신뢰를 받았다. 강한 전투력은 선진병영문화가 조성 될 때 가능한 것이다. 오늘날 신세대 장병들은 자기중심적이고 개인주의적 성향이 강하다. 해병대 간부들은 신세대 장병들의 특성을 잘 이해하고 그들의 특성을 살릴 수 있도록 창의적인 리더십 개발에 노력해 할 것이다. 또한 4 해병대 간부들은 차 산업혁명과 더불어 첨단 과학기술이 발달함에 따라 간부들의 전문적 전술지식습득과 자기개발을 위해 부단히 힘써야 할 것이다. 따라서 해병대 간부들은 신세대 장병들의 특성을 이해하여 리더십을 발휘함으로써 국민에게 신뢰받는 강군이 되도록 최선의 노력을 해야 할 것이다.

본 논문의 연구목적은 중국 해병대의 발전과정 고찰을 통해, 기능 변화를 분석해 보고, 향후 발전 전망을 제시하는 것이다. 중국 해병대는 중앙군사위원회에서 바다, 호수 등 해양장애물을 극복하여 적 지역으로 투사할 목적으로 창설된 정규 엘리트 상륙군이다. 중국 해병대는 전체 군사력 규모에 비해 소수의 병력으로 편성되어 있어, 중국이 대외로 확장정책을 추구하기 이전에는 대만에 대한 상륙 및 지상 작전, 도서 지역방어 기능에 한정되었었다. 그러나 2000년대 이후 중국이 자국의 절대 이익추구 정책을 추구하면서 동남아 제국 및 일본과의 해양영토분쟁과 시진핑 시대 일대일로 정책에 따른 해외전진기지 방어 및 대외영향력 증대를 위한 기능이 확대되어, 전체 규모 또한 점차 증강되고 있는 추세이다. 이러한 중국 해군과 해병대의 세력증강이 한국의 동맹국인 미국의 아태지역 위상과 영향력을 견제하는 수단으로까지 발전된다면, 한반도를 중심으로 한 안보환경은 요동칠 가능성이 많다. 따라서 우리 한국도 현 해군과 해병대 전력이 변화되는 안보환경에 적절한 기능을 수행할 수 있도록 재검토할 필요가 있다고 사료된다.

정보통신기술의 발전에 따라 선박과 육상 간의 정보교환은 더욱 빠르고 편리해졌으나 선박정보에 대한 접근이 용이해져 사이버보안 공격에 대한 우려도 커지고 있다. 선박이 사이버 공격의 피해를 입게 되면 복구하는데 막대한 비용과 시간 손해가 발생하며, 해사 산업계는 선박 사이버보안 책임자를 지정하여 보안관리 업무를 담당할 것을 요구하고 있다. 공격의 피해를 줄이고 효과적인 대응을 위하여 선박 사이버보안 책임자를 위한 전문적 교육과정이 필요하다. 이 연구의 목적은 선박 사이버보안 책임자 교육과정과 법제정비 필요성 제시에 있으며, 이를 위해 국내외 동향 및 사고사례, 주요 사이버보안 교육과정을 조사하였다. 조사결과를 바탕으로 선박 사이버보안 책임자에게 필요한 표준교육과정을 개발하였고 관련 법제정비의 방향성을 제시하였다. 연구의 결과는 향후 선박 사이버보안 책임자 교육과정을 개설하는데 기초자료로 활용될 수 있다.

기존에 존재하는 해양쓰레기 처리 기술은 처리할 수 있는 쓰레기의 종류와 양이 한정되어있거나, 장치를 설치하는 데 많은 시간을 소비하는 문제점이 존재한다. 본 연구에서는 효율적으로 해양 침적쓰레기를 수거하기 위한 관리 시스템과 시나리오를 제안한다. 특히, 시나리오는 센서 배치, 감지, 분류, 처리와 같이 4단계로 구성되며, 각 단계에서 기존 문제점 해결을 위한 방안을 제시한다.

Logistics security has been enhanced to control cargo containers effectively and safely in global logistics. In response to the change, This study describes the system now being developed that tracks container position, watches cargo security status and gets informations of surrounding until the cargos arrived at its destination. We examine completion and satisfaction of the product for prospective users. For this, considering earlier studies about customer trust, satisfaction, service quality and purchase decision, we analyse an effect among the variables empirically. As a result, when the program is released, we examine customers' satisfaction and purchase decision for the informations to be offered from the program.

본 논문에서는 어장에 침입하는 도적을 감시하기위한 어장보호 시스템의 구현절차와 구현결과를 기술하였다. 이 시스템은 사용자의 요구에 따라 저가부터 고가 및 단순 기능부터 복합 기능 등 다양한 형태로 구성할 수 있도록 설계하였다. 육상으로부터 0.5 마일 이내에 총 50개(가로 10열, 세로 5열)의 케이지가 밀집된 전라남도 진도군 소재 전복 양식장에서 구축한 시스템을 현장 실험하였다. 그 결과, 구축한 시스템이 양식장 전체는 물론 단위 케이지까지 세밀하게 감시할 수 있음을 확인하였다.

과거 해양자유와 개방적 자원사용 레짐은 오늘날 해양관리와 공유자원관리 레짐으로 변화하였다. 해양생물자원, 해양광물자원, 해양공간, 해로 등 해양자원은 경합성은 강하나 배제성은 약한 공유자원적 특성을 가지기 때문에 이를 방치하면 공유의 비극이 발생하며 따라서 합리적 해양관리가 필요하다. 주요한 국제 해양이슈는 해양오염 연안관리, 해수면상승, 어자원관리, 포경, 해양관할권, 심해저광물자원, 군사적 해양안보, 해적활동, 생태적 환경안보 등이 있으며, 이들에 대한 견고하고 지속적인 정책레짐이 형성되어 왔다. 이 논문은 오늘날 해양패러다임이 변화함에 따라 등장한 국제적 해양환경안전 이슈들과, 이를 해결하기 위한 정책레짐의 형성, 그리고 향후 바람직한 정책레짐 형성과제 등에 대해 국제정치학 또는 국제정책형성론적 시각에서 거시적으로 고찰하는데 그 목적이 있다.

The mandatory installation of the ECDIS (Electronic Chart Display and Information System) became an important navigational equipment for navigation officer. In addition, ECDIS is a key component of the ship's digitalization in conjunction with various navigational equipment. Meanwhile, cyber-attacks emerge as a new threat along with digitalization. Damage caused by cyber-attacks is also reported in the shipping sector, and IMO recommends that cybersecurity guidelines be developed and included in International Security Management (ISM). This study analyzed the cybersecurity hazards of ECDIS, where various navigational equipment are connected. To this end, Importance-Performance Analysis (IPA) was conducted on navigation officer using ECDIS. As a result, the development of technologies for cyber-attack detection and prevention should be priority. In addition, policies related to 'Hardware and Software upgrade', 'network access control', and 'data backup and recovery' were analyzed as contents to be maintained. This paper is significant in deriving risk factors from the perspective of ECDIS users and analyzing their priorities, and it is necessary to analyze various cyber-attacks that may occur on ships in the future.
